冬天的遵義,透著一絲絲潮濕的寒意。在遵義市老城區(qū)的紅軍巷里,有一所和居民樓、小吃店比鄰而居的派出所。一邊是熱氣氤氳剛出鍋的小吃和店主的吆喝聲,對(duì)面是時(shí)不時(shí)有民眾進(jìn)出的派出所,似乎毫不相關(guān)又十分和諧的場景,附近的老居民都已習(xí)以為常。他們給遵義會(huì)議會(huì)址派出所起了一個(gè)親切的名字——“家門口的派出所”。
不變的“傳家寶”
遵義會(huì)議會(huì)址派出所創(chuàng)建于1949年11月27日,是遵義市第一批創(chuàng)建的派出所,當(dāng)時(shí)名叫老城派出所。1930年出生的胡智義是遵義會(huì)議會(huì)址派出所75年發(fā)展與變遷的見證人。1952年,胡智義被分配到遵義市老城派出所工作。聊起在派出所印象深刻的事,94歲高齡的老人依然很有激情地憶起了一段往事。
1955年,根據(jù)當(dāng)時(shí)的政策,對(duì)主動(dòng)坦白交代的違法犯罪人員予以寬大處理。當(dāng)?shù)赜幸幻愋盏倪`法犯罪人員化名白世剛,主動(dòng)交代說自己在金沙縣某地埋藏了槍支彈藥。那時(shí)距離遵義廣場開萬人大會(huì)宣布違法犯罪人員的寬大處理決定只有三天了,為了把事情原委調(diào)查清楚,胡智義凌晨5點(diǎn)動(dòng)身,步行180里路(90公里)去畢節(jié)市金沙縣,到縣里時(shí)已是夜里快8點(diǎn)了。顧不得趕路的疲憊,第二天一早就去當(dāng)?shù)毓簿执_認(rèn)是否在白世剛交代的地點(diǎn)找到了十余支槍支和彈藥,取證明材料。中午12點(diǎn),又啟程拿著證明材料步行趕回遵義。
當(dāng)問及兩天步行往返360里路,這么難,可不可以不去,能不能打一個(gè)電話來確認(rèn)時(shí),胡智義很堅(jiān)定地說,不行,必須去!難也要辦,公安是人民的勤務(wù)員,就一定要把這個(gè)事情弄明白。給予寬大處理不但要經(jīng)過公安,還要經(jīng)過檢察院、法院,證據(jù)充分才能被采納。那時(shí)派出所里沒有一輛警車,走多遠(yuǎn)都得去,要查明白。
公安是人民的勤務(wù)員,難也要辦。這句話,牢牢印在了遵義會(huì)議會(huì)址派出所一代代民警的心里……
孔霞是遵義紅色義務(wù)宣講員,也是遵義會(huì)議會(huì)址派出所的一名警嫂??紫嫉臓敔斂讘棛?quán)是一名老紅軍,也是遵義會(huì)議紀(jì)念館的首任館長、老城派出所治保會(huì)成員,這樣的淵源讓孔霞聊起遵義城以及遵義會(huì)議會(huì)址派出所的故事,如數(shù)家珍?!澳憧?,這條街上的建筑大都是青瓦、白墻、坡屋頂?shù)那泵窬訕邮剑窳x會(huì)議會(huì)址派出所周邊遍布著遵義會(huì)址紀(jì)念館、紅軍總政治部、蘇維埃國家銀行舊址等紅色地標(biāo)……紅軍當(dāng)年解放遵義城時(shí),為了不打擾百姓就在巷子里打地鋪休息,遵義會(huì)議會(huì)址派出所所在的這條小巷子就被老百姓稱為了紅軍巷?!?“遵義不僅流淌過紅軍烈士的鮮血,同時(shí)也見證著紅軍傳人——人民公安的忠誠與擔(dān)當(dāng)?!睘槊穸鴳?zhàn)的基因在一代代民警身上傳承著……
“我是中國人民警察,我宣誓……”2024年12月,一場新入所民警的宣誓儀式在遵義會(huì)議會(huì)址前的老槐樹下進(jìn)行。領(lǐng)誓人是派出所的教導(dǎo)員袁紅。袁紅已有20年警齡,如今擔(dān)任領(lǐng)誓人的她,至今仍記得入警第一天老所長帶著他們宣誓。
“瞻仰遵義會(huì)址紀(jì)念館,在老槐樹前宣誓,是遵義會(huì)議會(huì)址派出所的一項(xiàng)傳統(tǒng)了?!痹t說。從戶籍、內(nèi)勤等崗位走向指導(dǎo)員崗位的她,2021年被授予“二級(jí)英模”稱號(hào)。談起自己的工作,袁紅的話并不多,會(huì)帶著微笑說都是些很平凡和普通的事。而平時(shí)少言寡語的她,做起群眾工作卻會(huì)想方設(shè)法打開話匣子。
2022年的一天,派出所接到報(bào)警,有人在22樓輕生。袁紅帶隊(duì)迅速趕往現(xiàn)場,看到一名年輕女子坐在樓頂。袁紅沒顧上掛安全繩就爬過護(hù)欄,慢慢挨近女子,疏導(dǎo)她……一開始,女子問什么都不答,袁紅不放棄,問:“你喜歡喝什么口味的奶茶?我請(qǐng)你喝奶茶好不好?”這句話讓女子感受到了一個(gè)陌生大姐姐的關(guān)心,才慢慢打開了心扉,開始向袁紅吐露心聲。從傍晚到黑夜,數(shù)小時(shí)的勸說讓女子情緒逐漸穩(wěn)定下來,袁紅把自己的聯(lián)系方式告訴了她,叮囑她以后有什么難處都可以找自己。
袁紅大姐一般耐心細(xì)致的工作風(fēng)格是遵義會(huì)議會(huì)址派出所工作法寶的具象化。
貴州省首批“楓橋式公安派出所”、公安部命名的“一級(jí)公安派出所”、全國第三批“楓橋式公安派出所”“全國公安機(jī)關(guān)執(zhí)法示范單位”、全國“公安楷模”稱號(hào),2022年8月30日,榮獲首次以中共中央、國務(wù)院名義表彰的全國“人民滿意的公務(wù)員集體”稱號(hào)……榮譽(yù)室里展出的一份份榮譽(yù),都記載著遵義會(huì)議會(huì)址派出所的堅(jiān)守與奮斗。
“因名而生、以名為榮,我們?cè)?jīng)測量過,派出所距離會(huì)址只有短短的73米。我們是名副其實(shí)的會(huì)址衛(wèi)士!”“80后”宋濤是遵義會(huì)議會(huì)址派出所的第18任所長,說起守護(hù)會(huì)址這份責(zé)任,既驕傲又自豪。
“我們派出所轄區(qū)面積3.4平方公里,戶籍人口5.92萬人,民警19人,輔警31人。面對(duì)繁重的工作任務(wù),我們的警力是不夠的。警力有限,民力無窮,那就要把群眾當(dāng)親人,依靠和發(fā)動(dòng)群眾,這是我們的工作法寶?!?/p>
府后山社區(qū)所轄片區(qū)在府后山上,20世紀(jì)八九十年代建成的居民樓有十幾棟。這些老舊民居缺少完善的物業(yè),如何維護(hù)這些老舊小區(qū)居民的安全、解決老住戶的實(shí)際困難,成了轄區(qū)民警的日常課題。
2024年12月3日,在蒙蒙細(xì)雨中,筆者跟隨社區(qū)民警姚沛君開始了一天的社區(qū)走訪。姚沛君是名“95后”女警,一米七五的身高很是出挑?!鞍⒁獭⑹迨搴?!我是社區(qū)民警姚沛君,我們互相認(rèn)識(shí)一下?!边@是姚沛君一天走訪下來說的最多的一句話。面對(duì)轄區(qū)居民,她總是帶著微笑。
據(jù)姚沛君介紹,轄區(qū)屬于附近重點(diǎn)小學(xué)的學(xué)區(qū)房,這里住的大多數(shù)是上了年紀(jì)的老住戶和在附近小學(xué)上學(xué)的租戶家庭。遇到獨(dú)居老人,她總會(huì)叮囑幾句,注意用電用火安全,留下警民聯(lián)系卡,告訴老人遇到困難打她的電話?!爸x謝你們關(guān)心我哦,進(jìn)來喝口水嘛!”老人笑著邀請(qǐng)姚沛君進(jìn)屋坐坐。遇到居民的熱心邀請(qǐng),姚沛君總是笑著婉拒。
“金店里的一鍵報(bào)警按鈕在哪里,可以正常使用嗎?店員會(huì)使用嗎?”在百盛商場的金店,姚沛君和搭檔逐一檢查金店的報(bào)警系統(tǒng)。
“最近關(guān)注到某銀行的電信詐騙案件了嗎?如果有大額轉(zhuǎn)賬,一定要問清楚與收款人的關(guān)系,遇到不配合的就聯(lián)系我們派出所。”在貴州銀行,姚沛君張貼完反電詐海報(bào)后,還不忘與大堂經(jīng)理交流近期的案例,告知對(duì)方遇到有嫌疑的情況一定要與派出所溝通,不要貿(mào)然轉(zhuǎn)賬。
一天下來,走訪居民、商場、臨街商鋪、酒店等,上坡下坡,上樓又下樓,眼看步數(shù)要超過2萬步,姚沛君面對(duì)群眾還是保持著微笑。聊起在社區(qū)工作的心得,她說剛?cè)刖瘯r(shí)跟著師傅下社區(qū),師傅教她面對(duì)群眾一定要笑著說話、會(huì)說話。會(huì)聊天,難事也不難辦了。
隨后,她說起了一條群眾發(fā)來的感謝短信。2024年10月,居民張阿姨給姚沛君發(fā)來一條很長的信息,感謝她為自己解決難題的奔忙與付出。原來,張阿姨為支持孫子買房,決定將自家位于府后山的房子賣掉,但卻遇到了需要出具其配偶基本情況和戶籍遷移等問題。由于時(shí)間久遠(yuǎn),很多信息無法證實(shí)。在她焦頭爛額時(shí),想到了求助社區(qū)民警。姚沛君通過入戶走訪、社區(qū)調(diào)查等工作,最終為張阿姨解決了煩心事。
把“下社區(qū)”變?yōu)椤霸谏鐓^(qū)”,讓社區(qū)居民遇到困難時(shí),想得到、找得到社區(qū)民警。社區(qū)民警融入社區(qū),是遵義會(huì)議會(huì)址派出所的傳家寶。
新時(shí)代的新模式
遵義會(huì)議會(huì)址派出所大廳里時(shí)不時(shí)有前來辦理證照的群眾。
“在我們所辦理證件,可以實(shí)現(xiàn)‘一拍共享 一照通用’,居民拍一次照片,身份證、駕駛證、出入境護(hù)照都可以使用,省去了多次拍照、尺寸要求搞不清楚的煩惱。”輔警蘇楊介紹道。每當(dāng)有居民前來新辦或補(bǔ)辦證件,大廳接待的民輔警會(huì)介紹這項(xiàng)便民舉措,讓民眾少折騰、少跑路。
紅軍巷口的7×24小時(shí)自助服務(wù)機(jī)成了派出所的“體驗(yàn)店”,那里配置了身份證自助辦理、交通違章自助繳費(fèi)、駕駛證自助體檢等設(shè)備,為白天沒有時(shí)間辦理業(yè)務(wù)的群眾提供了全時(shí)段的延伸服務(wù)。
這項(xiàng)便民舉措是貴州省2024年的一項(xiàng)重點(diǎn)工作任務(wù),整合治安、交警、出入境等警種技術(shù)力量,匯聚治安等海量照片數(shù)據(jù)資源,搭建起全省統(tǒng)一照片數(shù)據(jù)庫,解決證件照片分散存儲(chǔ)、共享應(yīng)用難等問題。
作為會(huì)址衛(wèi)士,幾十年如一日的守護(hù)會(huì)址的安全是遵義會(huì)議會(huì)址派出所的初心使命。建所之初,派出所的老前輩們探索出以治保小組為單位的工作機(jī)制,進(jìn)行夜間巡邏,保護(hù)會(huì)址及周邊安全??紫季驮牋敔斂讘棛?quán)講述治保小組抓特務(wù)的故事。1951年,派出所轄區(qū)曾連續(xù)發(fā)生多起群眾飲水中毒事件。民警在走訪排查時(shí)發(fā)現(xiàn),是敵特組織實(shí)施的滲透破壞活動(dòng)。于是,便與解放軍秘密偵查,并聯(lián)合搗毀了這個(gè)潛伏的敵特組織。成功的經(jīng)驗(yàn)在當(dāng)時(shí)被遵義全市推廣。
“我們不光要有傳承,也要有創(chuàng)新。”所長宋濤說。
遵義會(huì)址紀(jì)念館每年迎來數(shù)百萬的游客,旅游高峰期日均人流量達(dá)到數(shù)萬人。老城轄區(qū)地處中心城區(qū)、老城區(qū),同時(shí)交通密集、商鋪林立、游人如織。針對(duì)新的治安形勢,派出所創(chuàng)新景區(qū)警務(wù)運(yùn)行模式,使之更加科學(xué)、高效、立體、協(xié)同:不斷建設(shè)完善紅色地標(biāo)智能感知、聯(lián)勤聯(lián)控、核心守護(hù)三層立體防控圈,打造具有特色的旅游警務(wù)工作體系。在會(huì)址周邊街道建立“十聯(lián)鋪”機(jī)制,發(fā)動(dòng)沿街商鋪參與群防群治,在重點(diǎn)部位安裝一鍵報(bào)警裝置。有游客走失、有喝酒鬧事……無論事情大小,商鋪業(yè)主都會(huì)第一時(shí)間向社區(qū)民警反映,周邊民眾成了派出所民警的“千里眼”“順風(fēng)耳”。 以遵義市義工聯(lián)合會(huì)為代表的16支力量組成的“1+N”群防群治體系,調(diào)動(dòng)1000余人參與平安共建,警民共同織牢平安網(wǎng)底。
“如今,所里又用上了‘貴警110’系統(tǒng),警情響應(yīng)速度和案件偵破效率得到大幅提升?!彼螡L介紹道,“以前,尋找走失人員經(jīng)常需要花費(fèi)很長時(shí)間。現(xiàn)在,我們憑借高效的協(xié)同作戰(zhàn)機(jī)制,找回的時(shí)間大大壓縮,人員找回率保持100%。”
2024年11月27日,遵義會(huì)議會(huì)址派出所迎來了75歲的生日,這一天,周邊的店鋪收到了“家門口派出所”民警送來的生日蛋糕。在所里,一進(jìn)門就擺放著可以借用的雨傘,居民可以隨意進(jìn)出、上廁所、喝水。遵義的夏天潮濕悶熱,派出所大廳就成了附近居民歇腳和納涼的地方。在這里,遵義會(huì)議會(huì)址派出所民輔警與轄區(qū)居民的心,緊緊地貼在了一起。“一方平安、歲月靜好”,也成了警民之間共同的守候。
遵義,中國革命轉(zhuǎn)折點(diǎn),人民公安從這里走來。在新的歷史坐標(biāo)上,“為人民服務(wù)”“以人民為中心”的精神在這里接續(xù)傳承。
遵義會(huì)議會(huì)址小樓前的槐樹,從小樹長成了參天的V字形勝利樹,派出所前的青石板路在歲歲年年中逐漸磨平和光滑,它們見證了歲月的流逝,也見證了一代代遵義會(huì)議會(huì)址派出所民輔警的初心與本色。

The Legendary Police Station on a Historic Site

In the winter in Zunyi city, Guizhou province, a subtle damp chill permeates the air, a police station nestles adjacent to residential buildings and snack shops lining Red Army Alley in the old town. On one side, steaming snacks fresh out of the pot and the lively calls of shop owners fill the air; while across the street, the quiet police station sees a steady flow of residents coming and going. Though seemingly unrelated, the two scenes blend in perfect harmony—a sight long familiar to residents of the area. They have affectionately nicknamed the Zunyi Conference Site Police Station \"the police station at our doorstep.\"
A Longstanding Tradition
The Zunyi Conference Site Police Station, originally called the Old Town Police Station, was established on November 27, 1949, as one of the first police stations in Zunyi. Hu Zhiyi, a veteran police officer born in 1930, is a witness of the station's 75 years of evolution. In 1952, he was assigned to work there. Even now, at the age of 94, he can still vividly recall one particularly memorable event from his time in the police.
In 1955, the government's policy granted leniency to offenders who voluntarily confessed their crimes. A local offender surnamed Chen, alias Bai Shigang, confessed that he had buried firearms and ammunition at a location in Jinsha county in the neighboring Bijie city. It was only three days before a mass meeting at Zunyi Square to announce the final leniency decision for offenders. To verify the case details, Hu set out at 5 a.m., walking 90 kilometers to Jinsha county. He arrived at nearly 8 p.m.. Despite his fatigue, he went to the local police station early the next morning to confirm whether more than 10 firearms and ammunition had been found at the location Bai had disclosed. By noon, he set off again, walking back to Zunyi with the necessary evidence.
When asked whether it was necessary to walk the 180 kilometers round trip over two days instead of simply making a phone call, Hu was affirmative, \"Yes, I had to go! No matter how difficult it was, I had to do it. The police are servants of the people, and I had to get to the bottom of this case.\"He explained that the situation demanded physical verification and firsthand evidence, as only sufficient and credible evidence could justify granting leniency—a process that required approval not only from the police but also from the procuratorate and the court. At that time, the police station didn't have a single patrol car, so no matter the distance, we had to investigate and clarify cases on foot.
\"The police are servants of the people. No matter how difficult it was, I had to do it.\"These words have been etched on the hearts of generations of officers at the Zunyi Conference Site Police Station.
Kong Xia is not only a volunteer guide of the local red culture in Zunyi and the wife of an officer at this station. Her grandfather was a veteran Red Army soldier, the first curator of the Zunyi Conference Memorial Hall, and a member of the public security committee of the Old Town Police Station. This family connection allows Kong to recount stories about Zunyi and its legendary police station with great familiarity.
\"Look, most of the buildings on this street assume the style of northern Guizhou houses, with gray tiles, white walls, and sloping roofs. Around the Zunyi Conference Site Police Station, you'll find landmarks like the Zunyi Conference Memorial Hall, the Red Army General Political Department, and the former site of the Soviet National Bank. When the Red Army liberated Zunyi, they slept on the ground in the alleyways to avoid disturbing the locals. Hence the name Red Army Alley.”
\"Zunyi is not only a testament to the sacrifices of Red Army soldiers but also a witness to the loyalty and dedication of their successors—the people's police,\"Kong said. The gene of serving people faithfully has been passed down through generations of officers.
\"I am a Chinese People's Police officer, I swear to...\"In December 2024, a swearing-in ceremony for new officers was held under an old locust tree in front of the conference site. The oath was led by Yuan Hong, political instructor of the police station. With 20 years of service, Yuan, now the oath leader, still remembers her first day when the former station director led them in taking the oath.
\"Paying respects at the Zunyi Conference Memorial Hall and swearing the oath under the old locust tree is a tradition at the station,\"Yuan said. Having worked in roles such as household registration and internal affairs before becoming an instructor, she was awarded the title of \"Second-Class Model Officer\"in 2021. When talking about her work, Yuan speaks modestly, often smiling and saying that it's all very ordinary and routine. Despite her quiet demeanor, she goes out of her way to encourage outpourings of their concerns when engaging with the community.
One day in 2022, the police station received an emergency call about a suicide attempt" on the 22nd floor of a building. Yuan quickly led a team to the scene, where they found a young woman sitting on the rooftop. Yuan was so eager to rescue her that she forgot to secure a safety rope and climbed over the guardrail, trying to calm her down. At first, the woman seemed immune to any questions, but Yuan didn't give up, asking, \"What flavor of milk tea do you like? How about I treat you to one?\"This simple question sounded like the sisterly care from" a stranger, and she soon became voluble about her troubles. From dusk to nightfall, hours of patient persuasion helped stabilize the woman's emotions and brought her to a safe place. Yuan gave the young woman her contact information, encouraging her to reach out anytime she needed help.
Yuan's fraternal patience and care demonstrates the working philosophy of the Zunyi Conference Site Police Station.
The station has earned numerous accolades, including being named one of the first \"Fengqiao-style Public Security Stations\"in Guizhou province, a \"First-Class Public Security Station\"by the Ministry of Public Security, the third batch of \"Fengqiao-style Public Security Stations\"nationwide, a \"National Model Unit for Law Enforcement in Public Security Agencies,\"and the title of \"Public Security Model”. On August 30, 2022, it was honored with the title of the national \"People's Satisfactory Civil Service Agency,\"the first such award issued in the name of the Central Committee of the Communist Party of China and the State Council. Each honor displayed in the station's trophy room reflects its unwavering commitment and dedication.
\"Our station is named after the conference site and we are proud of it." The distance between station and the conference site is only 73 meters. We are literally the guardians of the conference site!\"Song Tao, born in the 1980s, is the 18th director of the station. When speaking about the responsibility of working there, he is filled with pride.
\"Our jurisdiction covers 3.4 square kilometers, with a registered population of 59,200 people. We have only 19 police officers and 31 auxiliary police officers. Given the heavy workload and limited police force, we rely on the boundless power of the people, whom we treat as family. Relying on and mobilizing the masses is our secret to success in work,\"Song said.
The Fuhoushan community on Fuhou mountain has a dozen residential buildings, which were constructed in the 1980s and 1990s. These older homes lack proper property management, making the safety of residents and their practical difficulties a daily challenge for the local police.
On December 3, 2024, amid a gentle drizzle, your correspondent" accompanied officer Yao Peijun on her daily rounds. Yao, a female officer born after 1995, stands out because she is tall at 1.75 meters. \"Hello! I'm Yao Peijun, your community police officer. May I know your name?”—these were the words Yao repeated most throughout the day, always with a smile when talking to the residents.
Yao explained that this area is a school district for a nearby key elementary school, inhabited mostly by elderly residents and families renting for their children's schooling. She often reminded the elderly living alone about electrical and fire safety, leaving them her contact card just in case. \"Thank you for caring about me. Come in for some tea!\"Elderly residents would greet her warmly, Yao politely declined, though.
At a gold counter in the Parkson" mall, Yao and her partner checked the emergency alarm system: \"Where is the emergency button? Is it functioning properly? Do your staff members know how to use it?\"
At the Guizhou Bank, after posting anti-fraud posters there, Yao reminded the bank manager of recent telecom fraud cases and emphasized the importance of verifying large transactions for their customers and contacting the police if anything suspicious happened.
Throughout the day, Yao visited various residential and business premises, clocking nearly 20,000 steps, yet maintaining her smile. Reflecting on her daily work in the community, Yao shared that when she first joined the police force, her mentor taught her to keep smiling while talking to the residents. \"If you are skillful in chatting , tough tasks won't be tough anymore,\"she said.
Yao then mentioned an elaborate message from Auntie Zhang in October 2024, thanking Yao for her efforts in resolving her misery and woe. Mrs. Zhang had encountered problems verifying certain personal information due to the long passage of time when selling her house to provide financial support for her grandson's home purchase. In her moment of distress, she thought of the community police officer. Yao's strenuous investigations ultimately resolved Auntie Zhang's problem.
Moving from \"visiting the community\"to \"working in the community\"ensures that police officers are available when the residents need assistance. Presence of police officers in the community is a longstanding tradition of the Zunyi Conference Site Police Station.
An Innovative Approach
The Zunyi Conference Site Police Station receives a lot of people who apply for IDs or licenses.
\"At our station, residents only need to take one photo for various applications, including their ID card, driver's license, and passport, saving them considerable hassle,\"explained Su Yang, an auxiliary police officer. Officers in the lobby assist residents by introducing this convenient measure, reducing the need for multiple trips.
The 24/7 self-service machine at the entrance of Red Army Lane has become the station's \"Demo Store.\"Equipped with self-service terminals for ID card processing, traffic violation payments, and driver's license health checks, it provides round-the-clock services for those who can't visit during the day.
This initiative was one of Guizhou province's key tasks in 2024. It aimed to integrate the technical resources of the public security, traffic police, and immigration departments and build a unified provincial-level image database to streamline tasks for the public.
As guardians of the historic conference site, ensuring its safety has been the dedicated mission of the Zunyi Conference Site Police Station. At its inception the senior officers developed an effective working mechanism based on security groups conducting regular night patrols to ensure the security of the site and its vicinity. Kong Xia once heard her grandfather tell stories about these security groups catching spies. In 1951, multiple incidents of residents poisoning from drinking water occurred. Their investigations found that it was a sabotage operation by an enemy organization. In secret collaboration with the People's Liberation Army, the police officers dismantled the group , and the successful operation was widely promoted throughout Zunyi at the time.
\"We must not only carry on traditions but also innovate,\"said the station director Song Tao.
