公安機(jī)關(guān)國際執(zhí)法合作實(shí)現(xiàn)新發(fā)展取得新進(jìn)步
2024年,公安部堅(jiān)持以習(xí)近平新時(shí)代中國特色社會(huì)主義思想為指導(dǎo),積極踐行全球安全倡議,不斷擴(kuò)大執(zhí)法合作“朋友圈”,持續(xù)嚴(yán)厲打擊治理跨境賭博等突出跨國犯罪,積極參與全球安全治理,推動(dòng)公安國際執(zhí)法合作工作取得顯著成效,為維護(hù)國家主權(quán)、安全、發(fā)展利益作出積極貢獻(xiàn)。
一年來,公安部持續(xù)深化與有關(guān)國家執(zhí)法部門的高層交往,通過出訪、接待來訪、互致信函等方式,推動(dòng)達(dá)成一系列開創(chuàng)性、引領(lǐng)性、機(jī)制性成果,積極拓展對(duì)外友好關(guān)系。同時(shí),中國警方積極參與聯(lián)合國、上海合作組織、金磚國家、國際刑警組織等框架下多邊事務(wù),支持舉辦全球公共安全合作論壇(連云港)2024年大會(huì),出席聯(lián)合國第四屆警察首腦峰會(huì),大力宣介、積極踐行全球安全倡議,分享“法治中國”“平安中國”建設(shè)成就經(jīng)驗(yàn),提出一系列安全治理新理念新主張,獲得相關(guān)國家執(zhí)法部門和有關(guān)國際組織廣泛認(rèn)可,國際話語權(quán)和影響力不斷提升。去年10月,應(yīng)中國公安部邀請(qǐng),來自法國、澳大利亞、比利時(shí)、智利、芬蘭、德國、以色列、荷蘭等8個(gè)國家的駐華警務(wù)聯(lián)絡(luò)官及1位國際組織代表赴貴州貴陽市、黔西南布依族苗族自治州參觀訪問,實(shí)地參觀中國基層公安工作,親身感受平安中國、法治中國建設(shè)成效,加深了彼此了解,增進(jìn)了雙方共識(shí)。
針對(duì)跨國犯罪新形勢(shì)新動(dòng)向,中國警方秉持合作創(chuàng)新法治共贏的理念,與有關(guān)國家加強(qiáng)信息交流、案件協(xié)查、證據(jù)交換、緝捕遣返犯罪嫌疑人等務(wù)實(shí)合作,始終保持對(duì)電信網(wǎng)絡(luò)詐騙、跨境賭博、經(jīng)濟(jì)犯罪、毒品犯罪等跨國犯罪高壓打擊態(tài)勢(shì),取得顯著戰(zhàn)果,有效維護(hù)了社會(huì)穩(wěn)定和人民群眾合法權(quán)益。在海外利益安全保護(hù)工作方面,積極加強(qiáng)同各國執(zhí)法部門溝通交流和務(wù)實(shí)合作,強(qiáng)化機(jī)制建設(shè),簽署合作文件,建立聯(lián)絡(luò)熱線、明確合作程序。在聯(lián)合國、全球公共安全合作論壇(連云港)、國際刑警組織等多邊框架下,與各國執(zhí)法部門負(fù)責(zé)人、安全問題專家、企業(yè)界人士加強(qiáng)溝通合作,以共同安全保障共同發(fā)展。同時(shí),依托公安機(jī)關(guān)優(yōu)勢(shì)資源,為各國執(zhí)法部門舉辦多期執(zhí)法培訓(xùn)項(xiàng)目、分享執(zhí)法經(jīng)驗(yàn),共同提高安保能力水平。
面對(duì)日益嚴(yán)峻的全球安全形勢(shì),中方始終堅(jiān)定支持“以行動(dòng)維護(hù)和平”倡議,積極參與聯(lián)合國維和行動(dòng)。一年來,中國第十支赴南蘇丹維和警隊(duì)的12名隊(duì)員在南蘇丹任務(wù)區(qū)執(zhí)行維和任務(wù),中國赴塞浦路斯維和警隊(duì)的3名隊(duì)員和中國首支赴中非維和警隊(duì)的5名隊(duì)員獲授聯(lián)合國和平勛章,聯(lián)合國防暴隊(duì)績效考核強(qiáng)化研討會(huì)在華成功舉辦,中國警察以正義、專業(yè)、文明、自信的形象走向國際舞臺(tái),經(jīng)受了槍林彈雨的考驗(yàn)和血與火的洗禮,有力維護(hù)了地區(qū)安全與穩(wěn)定,充分展示了大國責(zé)任擔(dān)當(dāng)。

New Developments and Progress in International Law Enforcement Cooperation by Public Security Organs
In 2024, the Ministry of Public Security adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guidance, actively implemented the Global Security Initiative, and continuously expanded its law enforcement cooperation \"circle of friends.\" The ministry maintained a strong stance in combating and managing prominent transnational crimes, such as cross-border gambling, and actively participated in global security governance. As a result, significant achievements were made in international law enforcement cooperation, contributing positively to safeguarding national sovereignty, security, and development interests.
Over the past year, the Ministry of Public Security has continued to deepen high-level exchanges with law enforcement agencies from relevant countries. Through visits, receiving delegations, exchanging letters, and other means, the ministry has promoted a series of groundbreaking, leading, and institutional results, actively expanding foreign-friendly relations. Meanwhile, the Chinese police have actively participated in multilateral affairs under frameworks such as the United Nations, the Shanghai Cooperation Organization, the BRICS countries, and INTERPOL. They supported the hosting of the 2024 Global Public Security Cooperation Forum (Lianyungang) and attended the United Nations' Fourth High-level Police Chiefs Summit. The Chinese police have vigorously promoted and actively implemented the Global Security Initiative, shared experiences in building \"Rule of Law in China\" and \"Peaceful China,\" and proposed a series of new ideas and proposals for security governance. These efforts have been widely recognized by law enforcement agencies in relevant countries and international organizations, with China’s international voice and influence steadily increasing. In October of last year, at the invitation of the Ministry of Public Security of China, police liaison officers from eight countries—France, Australia, Belgium, Chile, Finland, Germany, Israel, and the Netherlands—along with a representative from an international organization, visited Guiyang City and the Qianxinan Buyi and Miao Autonomous Prefecture in Guizhou Province. They visited grassroots police work in China, personally experiencing the achievements of building \"Peaceful China\" and \"Rule of Law in China.\" This visit deepened mutual understanding and strengthened consensus between both sides.
In response to the new situation and trends and in transnational crime, the Chinese police, guided by the concept of cooperative innovation and the rule of law for mutual benefit, have strengthened practical cooperation with relevant countries. This includes information exchange, joint case investigations, evidence sharing, and the apprehension and repatriation of criminal suspects. The Chinese police have maintained a high-pressure crackdown on transnational crimes such as telecom and online fraud, cross-border gambling, economic crimes, and drug trafficking, achieving significant results. These efforts have effectively safeguarded social stability and the legitimate rights and interests of the people. In terms of protecting overseas interests and security, China has actively enhanced communication and practical cooperation with law enforcement agencies from various countries, strengthened institutional frameworks, signed cooperation documents, established liaison hotlines, and clarified cooperation procedures. Within multilateral frameworks such as the United Nations, the Global Public Security Cooperation Forum (Lianyungang) and INTERPOL, China has worked to improve communication and cooperation with law enforcement leaders, security experts, and business professionals from various countries, fostering mutual security to ensure joint development. Additionally, leveraging the advantages of Chinese public security resources, China has hosted multiple law enforcement training programs for foreign law enforcement agencies, shared law enforcement experiences, and worked together to improve security and protection capabilities.
Faced with the increasingly severe global security situation, China has always firmly supported the \"action to maintain peace\" initiative and actively participated in UN peacekeeping operations. Over the past year, 12 members of the 10th Chinese peacekeeping police force to South Sudan have performed peacekeeping tasks in the South Sudan mission area, 3 members of the Chinese peacekeeping police force to Cyprus and 5 members of the first Chinese peacekeeping police force to Central Africa have been awarded the United Nations Peace Medal, and the United Nations Riot Police Performance Assessment Enhancement Seminar was successfully held in China. Chinese police have stepped onto the international stage with an image of justice, professionalism, civilization and confidence, withstood the test of gunfire and the baptism of blood and fire, effectively maintained regional security and stability, also fully demonstrated the responsibility of a major country. “四海同春,共慶中國年”活動(dòng)
2月8日上午,中國公安部駐所羅門警務(wù)顧問組與所警察部隊(duì)共同舉辦“四海同春,共慶中國年”文化交流活動(dòng),所警及家屬、子女100余人參加。
此次活動(dòng)包括茶文化品鑒、傳統(tǒng)書法體驗(yàn)、非遺剪紙文化交流、中國元素動(dòng)畫展映、飛鏢比賽、魔術(shù)表演等,豐富多彩的活動(dòng)內(nèi)容向所羅門群島警務(wù)合作伙伴展現(xiàn)出中華文化的深厚底蘊(yùn)與時(shí)代魅力,深化兩國執(zhí)法人文紐帶,為中所警務(wù)合作注入新的活力。活動(dòng)現(xiàn)場(chǎng)高潮迭起,笑語歡聲不斷。
在茶文化品鑒區(qū),中國警務(wù)顧問組警官們以茶為媒,向所警同仁及家屬展示中國茶道“和、敬、清、寂”的精神內(nèi)涵,茶不僅是中國飲品,更是中國人以禮相待、以誠相交的文化符號(hào),在 “潤物細(xì)無聲”中讓中所雙方增進(jìn)友誼和互信。
在書法體驗(yàn)區(qū),中國警員現(xiàn)場(chǎng)展示運(yùn)筆技巧,講解漢字和諧共生理念。孩子們踴躍執(zhí)筆嘗試,書寫中華文字,并開心地合影留念。
在剪紙?bào)w驗(yàn)區(qū),中國警員運(yùn)刀如游龍走位,片刻工夫,一幅生肖作品展現(xiàn)在人們面前,孩子們更是有模有樣地精心剪裁自己喜歡的精美圖案。中國警員還現(xiàn)場(chǎng)表演了東方魔術(shù),神奇的魅力引來陣陣掌聲,所警子女紛紛嘗試,場(chǎng)面一度熱鬧非凡。
期間,中華學(xué)校組織學(xué)生表演了中華武術(shù)和舞蹈表演,引來陣陣喝彩。
在飛鏢和套圈等趣味比賽區(qū),氣氛更是活躍,所警子女踴躍參與,現(xiàn)場(chǎng)排起了長隊(duì),拿到獎(jiǎng)品的孩子們喜笑顏開,一片歡聲笑語。在抽獎(jiǎng)環(huán)節(jié),大家整齊安靜地盤坐在場(chǎng)地上,側(cè)耳聆聽中獎(jiǎng)號(hào)碼,盼望自己成為幸運(yùn)者。其中一位母親帶3個(gè)孩子參加活動(dòng),竟然被抽中4份獎(jiǎng),一家人欣喜若狂,說是中國警察給他們?nèi)規(guī)砹巳甑男疫\(yùn)。一直到整個(gè)活動(dòng)結(jié)束的號(hào)令響過之后,大家仍是意猶未盡,流連忘返……
通過茶道、書法等非遺文化展示,闡釋了中華文化哲學(xué)內(nèi)涵,增強(qiáng)了文化穿透力和吸引力,拉近了與所警及家屬的關(guān)系。中國警務(wù)組組長劉圣皇表示,執(zhí)法合作不僅是技術(shù)合作,更是文化與價(jià)值觀的深度融合,中國警務(wù)組愿與所方共同加強(qiáng)文化交流,促進(jìn)民心相通,推動(dòng)中所警務(wù)合作深入開展。
所警察部副總警監(jiān)法瓦索向中國新年表示真誠祝賀,同時(shí)感謝中國警務(wù)組的精心組織,讓大家感受到豐富多彩的中國文化。
所警家屬及子女紛紛表達(dá)了對(duì)中國文化的熱愛,并期待參加更多類似交流互動(dòng)?;顒?dòng)在一片歡聲笑語中圓滿結(jié)束。

RSIPF and CPLT Co-organize Spring Festival Cultural Event for Police Family in Honiara
Officers and families of the Royal Solomon Islands Police Force (RSIPF) have come together to celebrate the Spring Festival Celebration with the China Police Liaison Team (CPLT) at Rove Police Headquarters, in Honiara on 8 February 2025.
More than 100 participants came along to share the joy of the Chinese New Year including the Chung Wah School students and teachers.
The event had diverse activities like tea culture experiences, Chinese calligraphy demos, intangible heritage paper-cutting, traditional magic shows, Chinese kung fu and Solomon Islands dance performances, Chinese element animation screenings, and dart amp; ring-toss games.
These colorful activities presented the depth and charm of Chinese culture to children and their families, strengthened cultural and people-to-people ties in law enforcement between the two countries, and to strengthen the cooperation between China and Solomon Islands.
CPLT officers shared the profound spiritual essence of \"harmony, respect, purity, and tranquility\" inherent in Chinese tea ceremony. As a symbol of Chinese hospitality and sincerity, tea went beyond a mere beverage, strengthening the bonds of friendship and trust between the two sides.
Six Chung Wah School children donned in traditional Chinese martial arts uniforms, performed impressive traditional martial arts to the tune of \"Chinese Kung Fu\" while, Solomon Islands girls, in beautiful island costumes, danced gracefully to melodious music, offering a dance treat.
During the event, children participated in various activities filled with fun and excitement, contributing to the event’s success. They enjoyed their time and learned many new things, particularly about the Chinese culture, through all the happenings of the day.
CPLT Commissioner Liu Shenghuang stated that law enforcement cooperation is more than just technical collaboration; it involves a deep integration of cultures and values. CPLT is eager to jointly enhance cultural exchanges with the Solomon Islands to promote people-to-people bonds and further deepen China-Solomon Islands police cooperation.
RSIPF Deputy Commissioner Mr. Ian Vaevaso sincerely extended Chinese New Year greetings and expressed gratitude to CPLT for the elaborate arrangements, enabling everyone to experience the rich and diverse Chinese culture.
Families and children expressed their affection for Chinese culture and anticipated more such exchange events.
