張耀元,女,中共黨員。2011年12月入警,先后在重慶市璧山縣公安局(后璧山區(qū)公安局)指揮中心以及多個(gè)派出所工作;2021年8月任區(qū)局大興派出所副所長(zhǎng),2023年3月至今任區(qū)局治安管理支隊(duì)內(nèi)保大隊(duì)教導(dǎo)員。
榮立個(gè)人一等功、二等功、三等功各1次;獲2023年度“最美渝警楷?!?、2024年度“中國(guó)最美基層民警”“全國(guó)維護(hù)婦女兒童權(quán)益先進(jìn)個(gè)人”“重慶市未成年人心理健康優(yōu)秀工作者”“重慶市優(yōu)秀法治副校長(zhǎng)”等榮譽(yù)。
“哇——”女孩哭著撲入張耀元的懷抱。那小小身體里震顫的驚怯、委屈與無(wú)助,刀子樣戳痛了女警的心。
這痛,如冥冥中一只手,揭開(kāi)了多年來(lái)籠罩在張耀元心頭的陰霾,促使她踏出從警路上重要一步——那也許是關(guān)乎許多未成年人人生走向的關(guān)鍵一步。
一
2021年9月。白露已過(guò),燠熱依舊。
晚10點(diǎn),璧山區(qū)局大興派出所接群眾報(bào)警:一小女孩獨(dú)自在大興街頭游走,請(qǐng)過(guò)來(lái)幫幫她。當(dāng)日值班組長(zhǎng)、副所長(zhǎng)張耀元等人立即出警。
大興鎮(zhèn)上最喧鬧的地帶。有小學(xué)、公園、燒烤店、雜貨店,夜色中人來(lái)車(chē)往。一個(gè)小女孩坐在路沿上,一群人圍著她七嘴八舌:“妹兒,你爸媽呢?”“大晚上你怎么一個(gè)人亂跑?”女孩瑟縮著,將小腦袋埋進(jìn)火柴桿似的臂彎里。
張耀元挨著女孩蹲下:“妹妹遇到啥困難了,能告訴姐姐嗎?”女孩不語(yǔ)?!澳钦覀€(gè)地方,就我倆說(shuō)好嗎?”女孩含淚點(diǎn)頭:“警察姐姐,別告訴我爸爸……”
一進(jìn)小學(xué)保安室,待保安剛離開(kāi),女孩“哇——”哭著撲入張耀元懷中。那小小身體里震顫的驚怯、委屈與無(wú)助,刀子樣戳痛了女警的心。
女孩叫楚楚,讀小學(xué)一年級(jí)。楚楚一歲時(shí)父母離異,爸爸每天拼命跑外賣(mài),只好把她鎖在家里。楚楚努力聽(tīng)話(huà)乖順。這天在家憋得心慌,她溜出去玩,天黑才發(fā)現(xiàn)沒(méi)帶家鑰匙……
“我都不知道媽媽長(zhǎng)啥樣……爸爸天天給別人送好吃的,可我吃不到他做的飯,我想媽媽……”張耀元流著淚,一把抱住哭得撕心裂肺的女孩……
楚楚爸騎摩托車(chē)趕回家,撲上去就要打楚楚:“死猴兒又不聽(tīng)話(huà)!”張耀元喝住他:“干什么!先聽(tīng)孩子解釋?zhuān)灰晃吨肛?zé)?!彼林槍⒊纸械轿堇镌?xún)問(wèn),對(duì)方也一肚子辛酸:前妻一分撫養(yǎng)費(fèi)不給,他靠送外賣(mài)維持生計(jì),這些年摔斷過(guò)腿、中暑暈倒,只為讓女兒過(guò)得好點(diǎn)?!皬埦倌阏f(shuō)得對(duì),再難也不該對(duì)孩子態(tài)度粗暴,我錯(cuò)了!”門(mén)外的楚楚哭著跑進(jìn)來(lái):“楚楚不乖,以后不讓爸爸擔(dān)心了……”
回所后,張耀元電話(huà)聯(lián)系楚楚學(xué)校,請(qǐng)老師對(duì)她重點(diǎn)關(guān)注;打電話(huà)給外賣(mài)公司一個(gè)高管朋友,請(qǐng)他盡可能關(guān)照楚楚爸,讓他多照顧孩子……
次日早起,張耀元發(fā)現(xiàn),天藍(lán)色警服的前襟浮起大片白漬,很扎眼。楚楚撲進(jìn)自己懷里痛哭的模樣,又浮現(xiàn)在她眼前。而與女孩的臉不斷交疊的,還有一張男孩的臉。遇見(jiàn)那苦孩子時(shí),張耀元才9歲。呵,一晃快30年了……
張耀元1988年出生在河南省南陽(yáng)市一小縣城,爸爸是縣公安局民警,媽媽在縣殘聯(lián)工作。那些年,爸爸在縣里最偏遠(yuǎn)的農(nóng)村派出所任所長(zhǎng),整日忙碌難得回家,媽媽常趁周末帶她去所里看爸爸。
爸爸讓小耀元管一個(gè)男孩叫弟弟。弟弟小海剛8歲,他爸爸因違法犯罪入獄,媽媽出走。小海只能棲身路邊的稻草垛。爸爸將小海接到所里吃住,還聯(lián)系學(xué)校讓他讀書(shū)。當(dāng)?shù)仉娨暸_(tái)對(duì)此事進(jìn)行了報(bào)道,耀元為爸爸驕傲,爸爸卻很平靜:“孩子,這只是一個(gè)人民公安分內(nèi)之事,我們一輩子的使命就是為人民服務(wù)?。 卑职值脑?huà),從此深植在耀元心中。
在愛(ài)的家庭中長(zhǎng)大的孩子,愛(ài)總會(huì)早早在心中生根發(fā)芽,枝繁葉茂。他們懂愛(ài)并珍惜愛(ài),樂(lè)于向人們分享和輸出愛(ài)。張耀元便是這般——遇見(jiàn)楚楚后,盡管她已足夠盡責(zé)盡心,但心里總纏繞著一個(gè)問(wèn)號(hào):這起警情,真的到此為止了嗎?

警服上的淚漬,像一張哭泣的娃娃臉在求助:姐姐幫幫我!
在基層數(shù)年,張耀元多次目睹類(lèi)似情況。到底有多少“楚楚”急需幫助?該怎么幫?就在她亂麻麻理不出頭緒之際,又一個(gè)少女闖入視線(xiàn)。
10月,所里接報(bào)警,初一女孩芊芊離家出走。民警很快尋到芊芊并帶回所里。女孩模樣清秀但眼神冰冷,一頭黃發(fā)凌亂如小刺猬。
張耀元搬張矮凳挨著芊芊坐下,伸手幫她捋起一縷碎發(fā)。坐高凳的芊芊感到了眼前警察阿姨的體溫——她含笑看自己的眼神,多像媽媽??伤龥](méi)有媽媽了……在張耀元安撫下,芊芊哭著敞開(kāi)了心扉。
又一個(gè)破碎家庭的孩子。父母離異后,芊芊媽重組了家庭,還生下一個(gè)弟弟。芊芊爸進(jìn)城打工,跟著爺爺奶奶的芊芊越來(lái)越孤獨(dú)、自卑,漸漸有了自殘傾向。此時(shí)她撩起長(zhǎng)袖,給張耀元看手腕上累累傷痕:“我上網(wǎng)查過(guò),我是抑郁癥……”
“抑郁癥”三字狠狠戳中了張耀元。往事如潮又上心頭……
高一時(shí)期,張耀元的成績(jī)?cè)谀昙?jí)名列前茅。她每天學(xué)到很晚,連走路都背單詞。沒(méi)想到高二下學(xué)期,這個(gè)“別人家的孩子”出了狀況:她對(duì)各種聲音特別敏感,別人甚至自己寫(xiě)字的細(xì)聲,到窗外小鳥(niǎo)的鳴叫,都讓她心煩意亂難以集中注意力。眼看成績(jī)直線(xiàn)下降,她硬著頭皮求助父母。
父母耐心安慰她,長(zhǎng)期自修心理學(xué)的爸爸敏感地意識(shí)到,女兒或因壓力過(guò)大焦慮,導(dǎo)致心理健康出了問(wèn)題。在心理咨詢(xún)師幫助、父母呵護(hù)和自我調(diào)整下,她的心理問(wèn)題漸漸好轉(zhuǎn),但根治尚需時(shí)日。當(dāng)年,她高考失利,后選擇復(fù)讀,于次年考入一所重點(diǎn)大學(xué)信息專(zhuān)業(yè)。她用多年時(shí)間徹底治愈并走出了陰影,期間還和爸爸一樣迷上了心理學(xué)。
至今,張耀元都倍感慶幸——在心理疾病與治療尚未為多數(shù)人所了解的年代,心理已異常脆弱的她,多么幸運(yùn)得到了父母的理解與關(guān)愛(ài)!反之會(huì)是什么后果?她不敢想象。
未成年人處于身心發(fā)育的重要階段,心智未熟尚不具備抵御人生風(fēng)雨的能力,此時(shí)若受家庭、學(xué)校、社會(huì)等影響,加上自身性格因素,遇事往往“不愿說(shuō)、不想說(shuō)、不敢說(shuō)”,重壓之下極易引發(fā)各種心理問(wèn)題,嚴(yán)重的可能導(dǎo)致危害性后果發(fā)生。孩子是家庭的希望,救助孩子就是挽救家庭,家庭和睦社會(huì)才能真正穩(wěn)定。我們不能在校園違法犯罪、自殺自殘等事件發(fā)生后再被動(dòng)處置,而應(yīng)關(guān)口前移發(fā)現(xiàn)問(wèn)題并將其消滅在萌芽狀態(tài)?。?/p>
想到這里,張耀元給芊芊爸打電話(huà),想提醒他重視孩子的異象,不料招來(lái)一頓搶白:“警察了不起,可以亂說(shuō)???我女兒不缺吃穿哪來(lái)的心理問(wèn)題?”“啪”,掛了。她再撥過(guò)去,對(duì)方直接開(kāi)罵:“有病是吧?要管你管,老子不管!”“啪”,又掛了。再打,不接了。張耀元又找芊芊爺爺奶奶談,但老人根本無(wú)力管束女孩。
擔(dān)心的事情發(fā)生了。不久后一天早上6點(diǎn),張耀元突接芊芊的信息:元元姐姐,我喝藥了,我要走了。我只告訴你,你是世界上讓我唯一感覺(jué)到溫度的人。
當(dāng)天沒(méi)在所里的張耀元急呼值班民警趕到芊芊家,將昏迷的女孩送醫(yī)院搶救,這才撿回她一條命。聞?dòng)嵹s回的芊芊爸聲淚俱下:“元元警官,我后悔沒(méi)聽(tīng)你的,我太粗心差點(diǎn)失去女兒?。 睆堃至褴奋穻尰貋?lái)安撫孩子。知道了媽媽永遠(yuǎn)愛(ài)自己,芊芊才放棄過(guò)激念頭……
張耀元發(fā)現(xiàn),許多矛盾糾紛包括案件發(fā)生,皆因事前疏于發(fā)現(xiàn)、未及時(shí)排解所致。璧山區(qū)經(jīng)抽樣182名未成年犯罪嫌疑人,其中逾半數(shù)存在心理問(wèn)題;因種種挫折自戕或傷人的,也是一個(gè)令人無(wú)法忽視的數(shù)字。如何主動(dòng)走進(jìn)孩子們獨(dú)特而敏感的內(nèi)心世界,去及時(shí)回應(yīng)需求并給予有效幫助呢?
“樹(shù)洞”,可傾訴秘密、宣泄苦惱,又不擔(dān)心秘密泄露的地方——網(wǎng)上這個(gè)帶有童話(huà)色彩的詞匯,令苦思多日的張耀元眼睛一亮。

雖然經(jīng)費(fèi)緊張,但大興中學(xué)力挺張耀元的“奇思”。一棵仿真“大樹(shù)”很快出現(xiàn)在校園:樹(shù)冠綴滿(mǎn)綠葉,褐色樹(shù)干由水泥砌成,可將心事寫(xiě)在紙條上投入樹(shù)干中間帶鎖的“樹(shù)洞”里。
起先“樹(shù)洞”里紙條寥寥。張耀元利用到轄區(qū)各校開(kāi)展法治宣傳教育的機(jī)會(huì),頻頻對(duì)孩子們“示好”:乖乖些,請(qǐng)放心寫(xiě)小紙條兒,我們會(huì)統(tǒng)一收取和回復(fù)。她笑瞇瞇攤開(kāi)手掌:“看,鑰匙只有‘元元姐姐’有哦!”
張耀元自有一套群眾工作“技戰(zhàn)法”。在從事戶(hù)籍工作時(shí),她創(chuàng)新開(kāi)通了微信工作號(hào)“戶(hù)籍小助手”、組建“百靈鳥(niǎo)”戶(hù)籍知識(shí)宣傳隊(duì)、創(chuàng)辦網(wǎng)上視頻取證跨省辦戶(hù)口、自任編導(dǎo)演并剪輯“元來(lái)如此”戶(hù)政宣傳小視頻……這些措施因方便群眾而廣受好評(píng)。而今作為法治副校長(zhǎng)的她,為進(jìn)一步與孩子們拉近距離,她擅長(zhǎng)的變魔術(shù)、做手工等小技能也使上了。
得知花兒非常想念去世的媽媽?zhuān)瑥堃惆凑栈▋号笥讶χ兴龐寢尩恼掌?,精心捏了一個(gè)泥人媽媽送給她。泥人栩栩如生,驚喜到落淚的花兒當(dāng)即在朋友圈里告訴大家,她的媽媽“回來(lái)”了。“樹(shù)洞”里紙條越來(lái)越多,從每周兩三封到數(shù)十上百封;孩子們的稱(chēng)呼也從“警察姐姐”“元元警官”變成更親熱的“元元姐姐”。
孩子們能給樹(shù)洞口袋投信,還能通過(guò)張耀元的名片保存她的私人手機(jī)號(hào)、加微信。一個(gè)微信號(hào)滿(mǎn)了,她又重新申請(qǐng)一個(gè),并啟用大學(xué)時(shí)的QQ號(hào)?!皠e加了,這么多孩子你能顧過(guò)來(lái)嗎?你不下班休息不管自己女兒?jiǎn)??”有人勸她。她笑:“想?dāng)年自己心理出問(wèn)題有多苦,就知道孩子們有多需要我。我怎忍心拒絕?”
張耀元及時(shí)對(duì)每封來(lái)信分類(lèi)建檔,對(duì)問(wèn)題分輕重緩急予以解決,力求事事有回音、件件有著落。而一些質(zhì)疑也出現(xiàn)了:“一個(gè)警察做這些,多管閑事。”“作秀擺花架子吧?”“好好的班級(jí),怎么她一來(lái)問(wèn)題都出來(lái)了?”
越來(lái)越忙的張耀元根本無(wú)暇理會(huì)。夜里,哄睡女兒后,她開(kāi)始逐條回復(fù)孩子們給她發(fā)的信息,遇到緊急或特殊情況立即處理,比如有個(gè)孩子討厭室友某某,匿名投信揚(yáng)言“不換寢室就暴力解決”。她趕緊聯(lián)系學(xué)校,經(jīng)多方幫助找到投信人而化解了校園危機(jī)。勞累、作息無(wú)規(guī)律、心理壓力大、接收負(fù)面信息多,一段時(shí)間她大量脫發(fā),甚至一周掉肉四斤。但她幽默地說(shuō),隨著經(jīng)驗(yàn)積累,慢慢地自己處理問(wèn)題越發(fā)稱(chēng)手了,這肉掉得值啊。

張耀元心里有個(gè)檔案庫(kù),只要“入庫(kù)”“備案”的孩子,她便長(zhǎng)期關(guān)心并提供幫助——孩子們有沒(méi)有走“歪”,有沒(méi)有健康快樂(lè)地生活,有沒(méi)有為實(shí)現(xiàn)夢(mèng)想而奮斗?“沒(méi)別的,就因?yàn)槲沂撬麄兊摹憬恪?。?/p>
前面提到的“刺猬女孩”芊芊,在張耀元與民警們的救助下,暫時(shí)打消了自戕念頭。之后張耀元發(fā)現(xiàn),芊芊因孤獨(dú)而上網(wǎng)尋求“溫暖”,卻被一群不良青年引誘去KTV喝酒、唱歌,甚至慫恿她約同齡女孩“一起玩”。張耀元大驚,立即將線(xiàn)索反饋給警方有關(guān)部門(mén),一舉打掉一個(gè)瞄準(zhǔn)未成年人的涉黃窩點(diǎn)。在她的助推下,團(tuán)委、婦聯(lián)等力量也從心理治療、輔導(dǎo)、家庭矛盾調(diào)解等多方面加大對(duì)芊芊的救助力度。張耀元開(kāi)導(dǎo)想輟學(xué)的芊芊:“你愛(ài)媽媽就該好好讀書(shū),將來(lái)像她一樣當(dāng)護(hù)士,媽媽會(huì)更愛(ài)你呀。”芊芊含淚點(diǎn)頭。如今已長(zhǎng)成大姑娘的芊芊正在職高學(xué)習(xí)護(hù)士專(zhuān)業(yè)。一次,她告訴張耀元一條線(xiàn)索:她的女友被一個(gè)男子猥褻。后該男子被公安機(jī)關(guān)依法處理。芊芊說(shuō),元元姐姐在她困難時(shí)幫助了她,而今她要把這份善與愛(ài)傳遞下去!
葉兒3歲時(shí),父母當(dāng)她面鬧離婚,還罵她是礙事的“拖油瓶”。葉兒哭著跑到河邊一個(gè)茅草棚里,蜷縮著孤零零挨了一晚。隨著父母離異,她患了重度抑郁癥,伴隨暴力傾向。當(dāng)葉兒身邊人都放棄她的時(shí)候,張耀元幫她找專(zhuān)業(yè)人士做心理治療,時(shí)常和她聊天開(kāi)解她:“妹妹,我不想看著你對(duì)這個(gè)社會(huì)失望,我想做你的一盞燈。”
對(duì)于自己少時(shí)心理健康出現(xiàn)過(guò)問(wèn)題,張耀元從不避諱,且常以這段經(jīng)歷去開(kāi)導(dǎo)、疏解包括芊芊、葉兒在內(nèi)的孩子們:“每個(gè)人都會(huì)生病,這很正常。我們?nèi)绻眢w或心理上得了病,一定不要諱疾忌醫(yī),要相信科學(xué),主動(dòng)求助、積極治療?!?/p>
葉兒漸漸回歸正常,有心事首先向元元姐姐傾訴,也不再有過(guò)激或暴力傾向。2025年元旦,凌晨1點(diǎn),張耀元收到葉兒的信息:元元姐姐,新年快樂(lè)!張耀元高興地回復(fù):妹妹,新年快樂(lè)!
一天,一位中年婦女趕來(lái)所里,哭訴說(shuō)女兒洋洋離家出走好幾天了?!把笱螅俊睆堃贸鍪謾C(jī)給她看,“是不是這個(gè)女孩,我在學(xué)校開(kāi)展‘樹(shù)洞口袋’活動(dòng)認(rèn)識(shí)她的?!毖笱髬屢豢醇?dòng)萬(wàn)分:“啊,她這么信任您??!她出走前把家人所有聯(lián)系方式都刪了……”在張耀元及時(shí)介入和勸導(dǎo)下,洋洋答應(yīng)回家。
工作并未到此為止。得知洋洋出走緣于父母家庭矛盾,于是張耀元多次上門(mén)做家庭成員的思想工作,也幫洋洋解決生活和學(xué)習(xí)上的煩惱。慢慢地,這個(gè)家有了歡聲笑語(yǔ),洋洋也不再離家出走了。感激不盡的洋洋父母將一面錦旗送到所里,上書(shū)“為民辦實(shí)事" 人民好警察”。
孩子們說(shuō):“元元姐姐,我把我的秘密告訴你,因?yàn)槟憧梢员Wo(hù)我?!庇械玫綆椭暮⒆訂?wèn):“元元姐姐,我可不可以叫你一聲媽媽?zhuān)俊庇袑W(xué)生在作文中寫(xiě)道:“元元姐姐是大英雄”……在孩子們眼里,笑容溫婉、眼神堅(jiān)定的元元姐姐,就是小小心里的一道光,照亮他們未來(lái)的人生路。

2023年4月,隨著教育部等十七部門(mén)聯(lián)合印發(fā)《全面加強(qiáng)和改進(jìn)新時(shí)代學(xué)生心理健康工作專(zhuān)項(xiàng)行動(dòng)計(jì)劃(2023—2025年)》,璧山區(qū)政府決定建立健全教育、衛(wèi)健、網(wǎng)信、公安等部門(mén)協(xié)同機(jī)制,共同開(kāi)展學(xué)生心理健康宣傳教育,更好地維護(hù)未成年人合法權(quán)益。璧山區(qū)公安局以此為契機(jī),聯(lián)合區(qū)教委以原“樹(shù)洞口袋”為依托,成立“樹(shù)洞口袋”工作室,建立解決少兒心理健康和校園安全問(wèn)題的“樹(shù)洞口袋”工作機(jī)制,聯(lián)合教委、關(guān)工委、婦聯(lián)、共青團(tuán)等多方力量,共同構(gòu)建起未成年人“守護(hù)者聯(lián)盟”。區(qū)教委派出18名心理老師和1名專(zhuān)職老師,常駐“樹(shù)洞口袋”工作室以協(xié)助解決有關(guān)專(zhuān)業(yè)問(wèn)題。
已調(diào)區(qū)局治安管理支隊(duì)內(nèi)保大隊(duì)任教導(dǎo)員的張耀元,“主陣地”仍是“樹(shù)洞口袋”工作室。10月,隨著“樹(shù)洞口袋”推廣覆蓋至全區(qū)所有中小學(xué)校,她的責(zé)任更大、擔(dān)子更重,要解決的新問(wèn)題更多。
一天,張耀元去學(xué)校講課,發(fā)現(xiàn)初一女生小歡多次被同學(xué)合伙欺凌。他們譏諷小歡長(zhǎng)得黑,給她取外號(hào)“黑豬”并不斷實(shí)施精神羞辱。久之,神思恍惚的小歡成績(jī)一落千丈,人際關(guān)系變得緊張,還丟了班長(zhǎng)職務(wù)。小歡在迅速滑落……
張耀元遞給小歡一張名片:“不要怕,記住你有元元姐姐。”小歡含淚點(diǎn)頭,霧蒙蒙的眸子亮了。
第二次去該校上法治課。課堂上,張耀元變了個(gè)小魔術(shù):手里一枝花居然秒變一根小棍子?!巴?!”同學(xué)們歡呼?!霸憬阆胪ㄟ^(guò)游戲告訴大家:面對(duì)校園欺凌,我們絕不做溫室里的花兒,絕不任由對(duì)方欺負(fù)?!彼龘]揮小棍子,“我們要拿起法律武器,勇敢捍衛(wèi)自己合法權(quán)益!”
下課鈴響。張耀元特意招呼小歡:“小歡,姐姐找你商量個(gè)事?!毙g紅著臉歡快地跑去。呀!“明星”姐姐和小歡是好友呢——這一幕羨煞了孩子們,也鎮(zhèn)住了那群欺負(fù)小歡的學(xué)生。
小歡將元元姐姐的名片夾在校牌背面:“這是我的保護(hù)神!”張耀元鼓勵(lì)小歡多參加各種比賽,去大膽展示才華,還請(qǐng)她給“樹(shù)洞口袋”工作室創(chuàng)作防校園欺凌的宣傳畫(huà)。小歡組織幾名同學(xué)畫(huà)了多幅宣傳畫(huà),得到工作室叔叔阿姨們表?yè)P(yáng),孩子們自豪極了!
隨后,張耀元向校方通報(bào)情況,通過(guò)對(duì)長(zhǎng)期欺凌小歡等人的同學(xué)開(kāi)展教育,促其認(rèn)識(shí)錯(cuò)誤并保證改正。在她和工作室的努力下,該校很少再發(fā)生校園欺凌事件。重拾自信的小歡又當(dāng)了班干部,還在學(xué)校比賽中獲獎(jiǎng),如今快升初三了。
帥氣又聰明的初三學(xué)生嘉銘,卻是令父母、老師頭疼的網(wǎng)癮少年。沉迷游戲荒廢學(xué)業(yè)的他與父母沖突不斷,急火攻心的父母之間關(guān)系也日益緊張。這個(gè)家岌岌可危。
彼時(shí)隨著“樹(shù)洞口袋”工作室成立,“樹(shù)洞姐姐”知名度也越來(lái)越高。嘉銘爸打電話(huà)向張耀元求助:“我兒子不見(jiàn)心理醫(yī)生,但答應(yīng)見(jiàn)您,他說(shuō)聽(tīng)過(guò)您的課,很喜歡您——張警官,請(qǐng)您幫幫我好嗎?”
那天下午,張耀元在辦公室與嘉銘談了整整四個(gè)小時(shí)。熟諳青少年心理學(xué)的她與少年進(jìn)行了一場(chǎng)平等而溫暖的深度交流。他倆談了許多,其中幾個(gè)“點(diǎn)”尤其值得復(fù)盤(pán):首先,聽(tīng)嘉銘眉飛色舞分享完“游戲經(jīng)”,張耀元伸出大拇指:“你能組建并統(tǒng)籌一個(gè)上百人的游戲群,說(shuō)明你有超強(qiáng)的組織協(xié)調(diào)能力,你真厲害!元元姐姐恐怕都不行呢!”不“批”我反而表?yè)P(yáng)我?元元姐姐真有意思!本來(lái)做好心理建設(shè)準(zhǔn)備“干架”的少年,驚喜又靦腆地笑了。其次,張耀元細(xì)說(shuō)了工作室團(tuán)隊(duì)的辛苦以及付出的重要意義,讓嘉銘對(duì)他們心生欽佩,也懂得了世上有許多人在為他人付出,世上有許多更有價(jià)值的事需要去做??础盎鸷颉辈畈欢嗔耍瑥堃_(kāi)始“訴苦”:“嘉銘你知道嗎,現(xiàn)在元元姐姐可難了!工作室需要設(shè)計(jì)好多宣傳品,可一時(shí)找不到合適的幫手!你很有組織能力,能幫幫元元姐姐嗎?”
嘉銘內(nèi)心小男子漢的責(zé)任感和被認(rèn)可的自豪感得到徹底激發(fā),他手一揮:“沒(méi)問(wèn)題,元元姐姐!群里繪畫(huà)高手多著呢,我馬上安排這事兒,還有,我覺(jué)得‘樹(shù)洞口袋’還要設(shè)計(jì)LOGO(標(biāo)志),做成宣傳品讓更多人認(rèn)識(shí)你們!”
回去后,嘉銘不但落實(shí)了這事,還將游戲群更名為“樹(shù)洞口袋”工作群。他成了工作室的義務(wù)宣傳員,帶領(lǐng)群?jiǎn)T們當(dāng)了“樹(shù)洞口袋”志愿者。從那以后,在張耀元的跟進(jìn)、監(jiān)督和鼓勵(lì)下,嘉銘真的戒掉了游戲癮,而今考上高中,還當(dāng)了班長(zhǎng)。
得知這事的媒體想采訪(fǎng)嘉銘和他父母。令人感動(dòng)的是,他們一致提出:不打馬賽克!“未成年人還是打馬賽克好些……”記者提議?!安唬毋懺谠憬銕椭陆涞袅司W(wǎng)癮,我們敢以最真實(shí)的模樣現(xiàn)身說(shuō)法,就是要像元元姐姐那樣,盡力幫助還在網(wǎng)癮中掙扎的孩子!”
自2021年11月張耀元的“樹(shù)洞口袋”起步,到2023年4月“樹(shù)洞口袋”工作室啟動(dòng),截至目前,活動(dòng)已在璧山區(qū)60所中小學(xué)蓬勃開(kāi)展,共收信7000余封,解決校園、家庭、心理隱患類(lèi)問(wèn)題902個(gè),化解校園矛盾糾紛188起,勸返厭學(xué)逃學(xué)學(xué)生26名,教育感化有暴力傾向?qū)W生43名,挽救有嚴(yán)重輕生傾向?qū)W生28名。2024年上半年,全區(qū)涉生校園、家庭、社會(huì)矛盾糾紛同比分別下降65.36%、59.62%、37.76%,未成年人犯罪、受侵害案件同比分別下降44.62%、71.15%。
這一串浸透著心血與汗水的數(shù)據(jù),雄辯地證明一個(gè)事實(shí):“樹(shù)洞口袋”真正走入了孩子們心中,在強(qiáng)化未成年人保護(hù)和心理健康教育、打擊和威懾威脅校園安全的不法分子、預(yù)防和減少未成年人違法犯罪等方面,起到了不可替代的巨大作用。
作為最初“樹(shù)洞口袋”發(fā)起人的張耀元也在不斷提升自己:自學(xué)心理學(xué)、教育學(xué)等專(zhuān)業(yè)知識(shí),拿到了市衛(wèi)健委頒發(fā)的心理咨詢(xún)證書(shū)?!啊憬恪米層鹈迂S滿(mǎn),才能更好地保護(hù)和幫助孩子們。”

2025年1月10日,中共中央宣傳部、公安部發(fā)布2024年20名“最美基層民警”名單,張耀元名列其中。
臺(tái)上的張耀元身著警禮服,身姿挺拔英武,眼神清澈閃亮:“未來(lái)日子里,我們會(huì)增加科技賦能,讓‘樹(shù)洞口袋’的信件處理能力得到更大提高,讓更多孩子得到我們的幫助?!?/p>

A Sisterly Officer’s “Tree Hollow” Initiative

Zhang Yaoyuan is a member of the Communist Party of China (CPC) and a female police officer from the Bishan District Public Security Bureau (formerly known as the Bishan County Public Security Bureau), Chongqing. She began her career in law enforcement in December 2011, initially at the Command Center and then various police stations. She was appointed Deputy Director of the Daxing Police Station in August 2021 and Political Instructor of the Internal Security Branch of the Public Security Division in March 2023.
Awards and honors: Zhang Yaoyuan has been recognized for her outstanding service with one First-Class Merit, one Second-Class Merit, and one Third-Class Merit. In 2023, she was named a \"Model Police Officer of Chongqing,\"and in 2024, she was recognized as an \"Outstanding Community Police Officer in China.\"She has also garnered numerous other honors, including \"National Outstanding Individual in Safeguarding Women's and Children's Rights\", \"Outstanding Mental Health Worker for Minors in Chongqing,\"and \"Outstanding Deputy Principal for Legal Affairs in Chongqing.\" The little girl threw herself into Zhang's arms, wailing. Her tiny body trembled with fear, grievance, and helplessness, each sob like a knife to the officer's heart.
At that moment, it felt as if an invisible hand lifted the heavy shadow that had shrouded her soul for years. It was then that she took a crucial step in her career—a step that would change the fate of many children.

It was September 2021. The White Dew solar term had passed, yet the heat still lingered, heavy in the air.
At 10 p.m, the Daxing Police Station in Bishan District received an urgent call: a young girl had been spotted wandering alone on the streets. She needed help. Deputy Director Zhang Yaoyuan, the officer on duty that night, immediately rushed to the scene.
The area was one of the liveliest in town – a cluster of schools, parks, barbecue stalls, and small shops, still bustling with people and traffic despite the late hour. On the curb sat a little girl, surrounded by a curious crowd.
\"Little One, where are your parents?\"
\"Why are you out here alone at this time?\"
The girl shrank into herself, burying her head in the crook of her fragile arms, silent.
Zhang Yaoyuan crouched down beside her and spoke gently:
\"Are you in trouble, Little One? Can you tell me what's wrong?\"
No response.
\"Would you like to talk somewhere quieter, just the two of us?\"
The girl hesitated, then, with tears brimming in her eyes, she gave a tiny nod. \"Officer…please don't tell my dad.\"
Zhang led her to the security office of a nearby school. As soon as the guard stepped out, the little girl threw herself into Zhang's arms, wailing.
Her tiny body trembled with fear, grievance, and helplessness, each sob like a knife to the officer's heart.
Her name was Chuchu, and she was a first-grader. Her parents had divorced when she was only a year old. Her father, a food delivery rider, worked long hours, often leaving her locked inside their home. Chuchu would try her best to behave herself. That evening, feeling stifled from being cooped up for so long, she had slipped outside to play, though. It wasn't until darkness fell that she realized–that she had forgotten to bring a key.
\"I don't even remember what my mom looks like…Dad delivers delicious food to others every day, but I can hardly have a single meal cooked by him… I miss my mom…\"
These words brought tears into Zhang's eyes. In her embrace, the girl sobbed, heartbroken.
The officers escorted Chuchu home. The moment her father burst through the door, he charged at the child and bellowed, \"You little brat! Why can't you just behave!\"
Zhang Yaoyuan immediately stepped between them, her voice firm and steady. \"Stop! You can not blame her without listening to her explanation.\"
She pulled Chuchu's father aside with a grim expression. It transpired that his ex-wife didn't pay a single cent in child support. He barely scraped by, delivering food from dawn to dusk. Over the years, he had broken his leg, collapsed from heatstroke–pushing himself through every hardship just to give his daughter a better life.
\"Anyway, you're right, Officer Zhang,\"the man finally admitted. \"No matter how hard things get, I should never take it out on my child. I was wrong.\"
At that moment, Chuchu burst into the room in tears. \"I'll be good, Daddy... I won't make you worry anymore…\"Back at the station, Zhang Yaoyuan called Chuchu's school and asked her teacher to keep a close eye on the child. Then, she reached out to a senior executive, who happened to be her friend, at the food delivery company where Chuchu's father worked, hoping he could help arrange a more flexible schedule that would allow the struggling father more time with his daughter.
The next morning found Zhang Yaoyuan's uniform stained with large splashes of Chuchu's tears. The image of the girl sobbing in her arms came rushing back. And with it, another face surfaced in her mind–a boy's. She had met that troubled boy nearly 30 years ago, when she was just nine years old.
Zhang Yaoyuan was born in 1988 in a small county in Nanyang, Henan province. Her father was a police officer at the county public security bureau, and her mother worked at the county's federation for the disabled. Back then, her father served as the director of a rural police station in one of the most remote villages. His work kept him so busy that he was rarely home. On weekends, her mother would often take her to visit him at the station.
One day, her father introduced her to a boy and told her to call him \"younger brother.\"His name was Xiaohai. He was only eight years old. His father was in prison and his mother had abandoned him. With nowhere else to go, he had been sleeping beside a roadside haystack, surviving on scraps. Yaoyuan's father had sheltered him at the station, made sure he was fed, and even enrolled him in school.
When the local television station came to film the story, Yaoyuan's chest swelled with pride. But her father said evenly, \"This is simply what people's police do. Serving the people is simply a police officer's mission.\"These words have been etched on her mind.
Children who grow up in loving homes carry that love within them. It takes root early, flourishing into a canopy of warmth and kindness. They understand love, cherish it, and readily share it. Zhang Yaoyuan is a case in point.
After she met Chuchu, even though she had done everything within her power, a question lingered in her mind: Was this truly the end of the case?
II
The tear stains on her uniform looked like a sobbing face for help, \"Sister, help me!\"Having worked for years in the local communities, Zhang Yaoyuan had witnessed too many cases like Chuchu's. How many more children were out there, suffering in silence, desperately in need of help? And how could she help?
These concerns were scrambling her brain when another troubled child showed up.
In October, the station received a report: a middle school girl named Qianqian had run away from home. Officers quickly located her and brought her back. She was delicate in appearance, yet her eyes were cold and guarded. Her dyed yellow hair was wild, sticking out like the bristles of a hedgehog.
Zhang Yaoyuan pulled up a small stool and sat beside her, reaching out to gently tuck a stray lock of hair behind the girl's ear. Qianqian could feel the officer's warmth—the kindness in her smiling eyes felt as familiar as her mom's.
But she no longer had a mother.
Zhang Yaoyuan's soothing presence, however, helped the girl open her heart.
Another child from a broken home. After her parents' divorce, Qianqian's mother remarried and had a baby boy, building a new family without her. Her father worked in the city, leaving her to her aging grandparents. As the years passed, she grew lonelier, more withdrawn, drowning in self-doubt.
Lifting her sleeves, she revealed the scars on her wrists. \"I looked it up online…I have depression,\"she whispered.
The word \"depression\"was reminiscent of her own past.
In her first year of high school, Zhang Yaoyuan was among the top students in her grade. She studied late into the night, reciting vocabulary even as she walked. But by the second semester of her sophomore year, she, once an excellent student, lapsed into a plight. Suddenly, every sound, no matter how small, felt like an unbearable intrusion. The soft scratching of a pen, the distant chirping of birds outside the window – each noise sent her into irritation and frustration, making it impossible to focus. As her grades plummeted, she had no choice but to turn to her parents for help.
They were a patient and soothing force for her. Her father, who had studied psychology, quickly realized that overwhelming stress had taken a toll on her mental well-being. With the support of a counselor, the unwavering love of her parents, and her own determination to heal, she slowly improved.
But full recovery took time. She failed at her first attempt to attend college. But her second attempt paid off and she was admitted to a prestigious university to study information technology. Over time, she overcame her struggles and stepped out of the shadow of anxiety. Along the way, she developed a deep interest in psychology just like her father.
To this day, Zhang Yaoyuan feels immensely grateful. At a time when mental health issues were still widely misunderstood, she had the rare and precious gift of parental understanding. But what if she hadn't? What if her struggles had been dismissed, ignored? She didn't have the heart to" imagine.
Minors are at a critical stage of mental and emotional development, vulnerable to life's storms. Family conflicts, academic pressure, societal expectations… any of these could be" unbearable. Yet, due to personality or environment, many children chose to suffer in silence, reluctant, scared, or at a loss. If unchecked, this emotional burden can escalate into serious psychological distress, or tragedies.
Children are the heart of their families. To save a child is to save a family. And when families are stable, society is stronger.
We can't simply respond to tragedies like school violence, crime, or self-harm. We must take a proactive approach, spot the warning signs, and nip the problems in the bud.
The possible cause for Qianqian's situation prompted Zhang to call Qianqian's father. Her call incurred the wrath of Qianqian's father:
\"What, just because you're a cop, you think you can say whatever you want? My daughter has everything she needs, how could she have psychological issues?\"
Click. He hung up.
She called again, only to find him rage, \"You think you're in charge here? If you care so much, then you deal with it! I won't bother.\"Click.
When she tried a third time, he wouldn't even pick up.
Desperate, Zhang Yaoyuan turned to Qianqian's grandparents, but they were helpless.
Zhang Yaoyuan's worst fear came true. One morning at 6 a.m., her phone buzzed. It was a message from Qianqian. \"Sister Yuanyuan, I've taken poison… I don't want to live anymore. I'm telling you this because you're the only person who ever made me feel warmth.\"Zhang Yaoyuan wasn't at the station that day. Heart pounding, she immediately called the on-duty officers and ordered them to rush to Qianqian's home. By the time they arrived, the girl was unconscious. She was rushed to the hospital, barely clinging to life.
When Qianqian's father arrived, he was in tears. \"Officer Yuanyuan, I regret not listening to you,\"he sobbed. \"I was so careless. —I almost lost my daughter.\"
With great effort, Zhang Yaoyuan convinced Qianqian's mother to return to her daughter's side. And it was only after hearing that her mother still loved her that Qianqian finally let go of the thought of ending her life.
Zhang Yaoyuan came to a realization: many conflicts, disputes, and even crimes could have been prevented, if only the warning signs had been detected and addressed in time. According to a survey of 182 juvenile crime suspects in Bishan District, more than half struggled with mental health issues. The number of cases where children turned to self-harm or violence due to personal struggles was alarmingly high – too high to ignore. How could authorities reach these children before it was too late? How could they step into their delicate, complex, and often hidden inner worlds, recognize their silent cries for help, and offer effective, timely support?
The \"Tree Hollow\"is —a safe space where secrets can be shared, where worries can be released without fear of judgement or exposure.
A popular online term borrowed from fairy tales suddenly shone to Zhang like a beacon.
III
Despite a tight budget, Daxing Middle School fully embraced Zhang Yaoyuan's unconventional idea. Before long, an artificial tree was erected on campus: its canopy thick with vibrant green leaves; its sturdy brown trunk crafted from concrete. At its heart lay a locked \"Tree Hollow\": a safe haven where students could slip handwritten notes, sharing their deepest worries and secrets.
At first, the \"Tree Hollow\"remained mostly empty, with only a few scattered notes. Determined to build trust, Zhang Yaoyuan made use of every opportunity during her legal education sessions at local schools. She reassured the children with a warm smile:
\"Don't worry, my little friends. Just write your notes. I promise we'll read and reply to every single one.\"
Then, with a playful glint in her eyes, she opened her palm, revealing a tiny key.
\"Look! Only Sister Yuanyuan has the key to the Tree Hollow.\"Zhang Yaoyuan is always innovative in her engagement with the locals. She introduced the \"Household Assistant\"WeChat service, formed the \"Nightingale\"Residency Knowledge Team, and pioneered cross-provincial remote video verification for registration. She even wrote, directed, and edited the \"Yuan Lai Ru Ci (Yuanyuan Explains)\"short video series to elaborate on complex policies. All these initiatives were widely praised for their accessibility. Now, as Deputy Principal for Legal Affairs, she turned to another set of skills to bridge the gap with children: magic tricks, arts and crafts, and hands-on activities.
It worked. One day, she learned that a student named Hua'er was struggling with the loss of her mother. Looking through Hua'er's social media, Zhang found an old photo of her mother and spent hours carefully sculpting a clay figurine in her likeness. When Hua'er received it, she was stunned – the tiny figure looked just like her mother. Her eyes brimmed with tears as she clutched it close. That night, she shared a heartfelt post online:
\"My mom is back.\"
Soon, the Tree Hollow began overflowing. What started as just two or three notes a week quickly turned into dozens, then hundreds.
Something else changed too. At first, the children called her \"Officer Sister\"or \"Officer Yuanyuan.\"But now they simply called her \"Sister Yuanyuan.\"Zhang is now available to students through the Tree Hollow, her personal phone number and her WeChat account. When her account reached its contact limit, she simply created another one. She even revived her old college QQ account just to stay connected.
\"Stop accepting requests! How can you possibly keep up with so many kids? Don't you need rest, or time with your own daughter?\"her colleagues urged.
But Zhang Yaoyuan only smiled. \"I remember how lost I felt when I struggled with my own mental health. I know how desperately they need me. How could I turn them away?\"She carefully sorted through every letter, categorizing and prioritizing cases based on urgency, ensuring that every concern, no matter how small, was addressed.
But not everyone understood her work.
\"Why is a police officer meddling in things like this?\"some scoffed.
\"This is just a publicity stunt!\"others accused.
\"Everything was fine until she came along. Why are there suddenly so many problems?\"But Zhang Yaoyuan had no time for skepticism. Late at night, after putting her daughter to bed, she sat at her desk, responding to messages one by one.
When an urgent case arose, she acted immediately. One anonymous message sent a chill down her spine:
\"If I don't get a dorm change, I'll settle it with violence.\"
A student, seething with hatred toward some roommate, had left this message as a warning. Shocked by the threat, Zhang Yaoyuan sprang into action. She immediately alerted the school and, with help from various parties, managed to track down the student. Before the situation could spiral into violence, she stepped in and defused the crisis.
The relentless workload, irregular sleep, and constant exposure to distressing emotions took a toll on Zhang Yaoyuan. At one point, her hair began falling out in clumps, and she lost nearly two kilograms in a single week. But Zhang simply laughed it off. \"With experience, I've learned to handle these situations better. Honestly, if losing a little weight is the price, I'd say it's worth it!\"

In Zhang Yaoyuan's heart, there was an archive of lives. Once a child was \"registered\" in her mind, she never stopped caring. \"Are they staying on the right path? Are they living happy, healthy lives? Are they chasing their dreams?\"And if anyone asked why she did it, her answer was always simple. \"No special reason. I'm just their ‘Sister Yuanyuan'.\"The once-defiant \"Hedgehog Girl,\"Qianqian, had abandoned her suicide attempt under Zhang's care. But her trouble wasn't over. Later, Zhang discovered that, out of loneliness, the girl had turned to the Internet for warmth, only to be enticed by a dangerous group into KTV bars, drinking, singing, and even inveigling more girls awry.
Alarmed, Zhang Yaoyuan acted immediately, passing this information on to the relevant police departments. Her tip led to the dismantling of a criminal operation preying on minors.
But Zhang didn't let it go at that. She further encouraged organizations such as the Communist Youth League and the Women's Federation to intensify their efforts, providing Qianqian with psychological support, counseling, and family conflict mediation. Upon learning that Qianqian was on the verge of dropping out of school, Zhang gave her fresh heart: \"If you love your mother, then study hard. One day, you can become a nurse like her. She will love you even more for it.\"
Tears welled up in Qianqian's eyes. She nodded.
Years passed. Now a young woman, Qianqian was studying nursing at a vocational high school, just as Zhang had encouraged her to. One day, she reached out to Sister Yuanyuan and reported that a man had molested her friend. Zhang immediately forwarded the case, and soon, the perpetrator was brought to justice.
Qianqian told her, \"Sister Yuanyuan, you helped me when I was lost. Now, it's my turn to pass on that kindness and love.\"When Ye'er was three years old, she witnessed her parents' bitter divorce. In their anger, they lashed out at her, calling her a \"burden\"and an unwanted tagalong. Heartbroken and afraid, she ran away from home, seeking refuge in a small shack by the river, where she spent the night curled up alone in the cold. The divorce left Ye'er to severe depression and violent outbursts. While the people around her gave up on her, Zhang Yaoyuan refused to turn away. She found professional therapy for Ye'er, checked in with her regularly, and spent countless hours talking to her, comforting her. \"Little sister, I don't want to see you lose faith in this world. I can be a beacon of hope for you.\"Zhang never shied away from her own struggles with mental health. Instead, she often leverages her past to encourage children like Qianqian and Ye'er: \"Everyone falls ill at some point; it's just a part of life. Never hide your pain, physical or mental. We've got to trust science and reach for medical help.\"Over time, Ye'er's life returned to normal. She no longer had violent tendencies, and whenever something troubled her, her first instinct was to confide in Sister Yuanyuan. Then, in the early hours of New Year's Day 2025, Zhang's phone buzzed with a message:
\"Happy New Year, Sister Yuanyuan!\"
To this she replied merrily: \"Happy New Year, my Little Sister!\"One day, a middle-aged woman rushed into the police station, sobbing uncontrollably. \"My daughter, Yangyang, has been missing for days!\"She cried.
\"Yangyang?\"Zhang Yaoyuan's mind immediately clicked into action. She pulled out her phone and showed the woman a photo. \"Is this her? I met her during the ‘Tree Hollow' Initiative at school.\"Yangyang's mother gasped, then burst into fresh tears: \"Yes! She trusts you so much! Before she ran away, she deleted every way we could reach her…\"With Zhang Yaoyuan's intervention and patient persuasion, Yangyang finally agreed to return home.
But Zhang Yaoyuan's work didn't stop there. She soon learned that family conflicts with her parents had driven Yangyang to run away. Zhang visited their home multiple times to counsel her family. Little by little, the air of tension lifted. Laughter echoed through the home once more, and Yangyang no longer felt the urge to escape. One day, her parents brought a commendation banner to the station, its golden letters gleaming with heartfelt words: \"Serving the People with Concrete Actions / A Police Officer of the People.\"To the children, Sister Yuanyuan was more than just a police officer, but their protector and safe haven. One child once told her: \"Sister Yuanyuan, I'm sharing my secret with you, because I know you can protect me.\"Another, who had once felt utterly lost, pleaded in a whisper: \"Sister Yuanyuan, can I call you Mom?\"In a student's essay, one simple yet profound sentence stood out: \"Sister Yuanyuan is a great hero.\"To these children, Sister Yuanyuan, with her warm smile and unwavering gaze, was a beacon of hope.

In April 2023, the Ministry of Education, along with 16 other national departments, jointly issued the Action Plan for Comprehensive Strengthening and Improvement of Student Mental Health Work in the New Era (2023–2025).
