平潭島又名“嵐島”,位于祖國海岸線東南端臺灣海峽最窄處,距離臺灣新竹僅68海里,與臺灣隔海相望,素以“千礁之島”美譽著稱。山映斜陽天接水,海風輕拂、碧波萬頃、白浪滔滔,這是許多來過平潭島的游客對這座東南小島的美好印象。
2020年12月26日9時43分,隨著G5322次列車緩緩駛出平潭站,進出海島的運輸瓶頸被徹底打通。質樸滄桑的石頭厝、如詩如畫的風車田、神秘夢幻的“藍眼淚”,吸引著全國游客前來觀光打卡,盡情享受晨起面朝大海、夜枕星空入眠的美妙假期。也是這一天,搭載著45.17萬平潭百姓的“鐵路夢”終于實現(xiàn):一橋飛架南北,天塹變通途?!拔一盍?0多歲了,我做夢都不敢想象平潭有一天會修橋,高鐵動車可以開到島上來。曾經(jīng)進出平潭唯一的通道就是輪渡,現(xiàn)在都成為了歷史!”平潭蘇澳村漁民老高激動地說。
南昌鐵路公安局福州公安處平潭車站派出所就駐守在這風景如畫的海島上。派出所現(xiàn)有民警19人,平均年齡37.8歲,這支年輕的隊伍承擔著平潭站至長樂站間鐵路線路及平潭站、長樂站、長樂東站、長樂南站、平潭海峽公鐵兩用大橋的安全保衛(wèi)任務。這支“海島鐵警”沿著海上飛虹的高鐵線,守護著島內(nèi)居民和南來北往旅客的出行平安。
乘船出海的鐵路警察
平潭海峽公鐵兩用大橋所在的海峽與百慕大三角、非洲好望角并稱為“世界三大風口海域”,全年超300天有6級以上大風,出現(xiàn)12級以上的風力也是屢見不鮮,卷起的海浪達數(shù)十米高,曾被造橋人稱為“建橋禁區(qū)”。
作為國家“十三五規(guī)劃”中京臺鐵路的先期工程,平潭海峽公鐵兩用大橋將鐵路和高速公路合建,大橋下層設計為時速200公里的雙線鐵路,上層設計為時速100公里的6車道高速公路,是全世界最長、也是我國第一座公鐵兩用跨海大橋。這海上的16.34公里高鐵線路安全如何保障,成了一道困擾平潭車站派出所全體民警的難題。
一開始,民警們只能利用漁民出海捕魚的契機,搭乘漁民“順風船”開展海橋巡防工作。小舢板在大風中搖擺,民警們就站在船頭,拿著望遠鏡觀察著海橋上的情況?!敖裉煊直伙L吹走一頂執(zhí)勤帽,慘痛損失55元。”民警洪彬玩笑著說,“其他季節(jié)還好,一到冬季就慘了,海風像刀一樣‘鋒利’。”
冬夜里的海橋是那樣靜謐又別具“風”味。2月的一天深夜,刺骨的海風吹得人睜不開眼,掀起的海浪不停拍打著巡邏小船。“今天夜間治安清查,我們?nèi)ズ蚰抢锟纯?,帶好救生衣和照明燈。”派出所教導員尤慶鑄帶著民警何志偉登上漁船,開展夜間治安巡控工作?!坝冉?,你看那處橋墩上是不是有個影子?”何志偉半瞇著眼指著遠處的橋墩。“過去看看!”教導員尤慶鑄指揮著小船朝海橋駛去。
隨著船只緊緊貼靠住橋墩,民警何志偉狠狠搓了搓被風吹僵了的手,準備爬上橋墩看看情況。他將手搭在橋墩上,試圖以“引體向上”的方式爬上去,可是凍僵的手不聽使喚,愣是兩三次沒上去?!靶⌒?!這上面可能有苔蘚,容易打滑!”教導員尤慶鑄小心地護著何志偉。何志偉又活動了一下身子,一鼓作氣爬上了橋墩。經(jīng)過細致的檢查,確保沒有異常情況后,兩人放心地乘船返航。
都說“風浪越大魚越貴”,海峽的獨特氣候引來了眾多海釣迷的追捧。建橋伊始,許多來自臨近市縣的海釣迷慕名而來,揣上漁具、乘著小船來到海橋下,爬上低處的橋墩垂釣。這對海釣人和鐵路運輸都存在著極大的安全隱患。那段時間,出海巡邏的民警幾乎每天都能“喊”下來幾個海釣迷。平潭車站派出所多方協(xié)調(diào)走訪,與平潭海警建立聯(lián)宣聯(lián)防機制,開展巡查宣防統(tǒng)一行動,共同出警對海釣者進行宣傳教育,以一個個真實的案例,警示海釣人切莫因貪圖一時玩樂而忽視安全問題,如今再也見不到海釣者的身影了。民警們收獲了日漸黢黑的皮膚,也保證了海橋的安全,出海的交通工具也從最初的“小舢板”升級為大漁船、小快艇。
2023年,隨著路地警務協(xié)作和鐵路護路聯(lián)防的深入推進,平潭車站派出所與地方政府、護路辦、綜治、海警局等多單位建立“海橋巡防互聯(lián)機制”,以“每周常態(tài)巡,警情就近出”的原則,對平潭海峽公鐵兩用大橋進行海上巡邏防控。協(xié)調(diào)地方政府接駁船只,定期組織村護路站、鐵路內(nèi)部單位共同巡防。同時,將海橋巡防工作納入海警聯(lián)合執(zhí)法范疇,為處置海橋警情提供保障。
老百姓的需求是我們工作的指路標
“真的非常感謝你們,你們辛苦了!”臨上車前,來自安徽合肥的游客王女士激動地握著民警的手說道。
2024年4月3日,受臺灣蓮花縣地震影響,導致平潭始發(fā)列車大面積晚點、停運,數(shù)千名游客滯留在平潭站,退票、改簽的旅客擁堵在售票廳,孩子的哭鬧聲、大人的爭吵聲不絕于耳?!按蠹也灰?,需要退票改簽的同志排好隊,看管好老人小孩和行李物品!”“馬上就有接駁車來送大家出島,一定不要推擠,注意安全!”面對突發(fā)狀況,平潭車站派出所的民警們幾乎全警出動,穿梭在現(xiàn)場維護秩序?!暗降资裁磿r候才能離開,我的孩子一直在鬧!”“幫幫忙,我家老人有點不舒服?!泵鎸β每偷募毙瑁窬瘋冇械呐e著小喇叭,耐心安撫群眾情緒;有的在幫不懂退票操作的老人在手機上退票;有的組織車站職工準備應急物資向滯留旅客發(fā)放;有的帶著兒童、年邁旅客到暫未啟用的候車室休息。漸漸地,擁堵的售票廳恢復了正常的秩序。
望著一雙雙翹首以盼的眼睛,民警們不停地向群眾解釋:“我們已經(jīng)聯(lián)系了片區(qū)政府、文旅集團,接駁車已經(jīng)在趕來的路上,需要退票的可以在手機上操作,需要改簽的請大家有序排隊,一定要注意安全,不要推擠他人!”直到接駁車接走了最后一名滯留旅客,民警們癱坐在候車室的椅子上松了一口氣,這才發(fā)現(xiàn)貼身的衣物早已被汗水浸透。
“工作怎么做才算好?用心去聽老百姓的需求,那是我們的指路標?!边@是所長魏偉經(jīng)常對青年民警說的一句話。
2月19日20時許,旅客張女士哭著找到正在執(zhí)勤的民警劉敏青,原來她在二樓候車廳上洗手間時,放置在洗手臺紅色塑料袋里價值近8000元的手機在短短幾分鐘內(nèi)“失蹤”了,手機里存著非常重要的資料。民警一刻也沒有耽誤,立刻調(diào)取事發(fā)時的公共視頻,發(fā)現(xiàn)一名頭戴白帽的黑衣女子在張女士進廁所后也進入女廁所,僅3分鐘后迅速離開。民警立即根據(jù)該女子的體貌特征循線追蹤。當晚11時30分許,民警在長樂區(qū)一個酒店內(nèi)將違法人員姚某抓獲,現(xiàn)場找回失主手機?!罢鏇]想到我的手機能這么快找回來,它對我太重要了,都說‘有困難找警察’,這次真的讓我感受到了這句話的溫度,真的是太感謝鐵路警察了!”張女士激動地對民警說道。
福平鐵路通車至今,平潭火車站累計吞吐旅客940.5萬余人次。平潭車站派出所累計為旅客群眾解決出行難題386件,調(diào)處糾紛73件、尋回走失人員19名,幫助旅客找回遺失物品421件,累計挽回損失150萬余元,收到旅客群眾錦旗、感謝信28面(封),受到旅客群眾的廣泛好評。
讓“楓橋經(jīng)驗”在海島落地生根
2024年7月,受超強臺風“格美”影響,平潭島迎來強降雨季,位于鐵路沿線的南樓村道路被沖毀。村民們只能沿著鐵路周邊泥濘的土路勉強進出,特別是住在鐵路旁邊的居民,出行十分不便,夜晚沒有路燈和反光標志,出行非常危險。村民們意見很大,找村里反映卻遲遲沒有結果。平潭車站派出所在開展線路安全巡查時得知了這一情況,輾轉多個部門協(xié)調(diào)解決南樓村道路修繕事宜。經(jīng)過民警兩個多月的奔走,終于在9月份迎來了突破。由地方綜治、交建等部門,將南樓村道路修繕事宜納入鐵路綜合治理問題庫,并由派出所民警、村委干部、鐵路職工組成小分隊定期對接工期。10月,入村道路終于修繕完成,沿線村民出行難問題得到妥善解決?!氨緛泶蠹覊|些石頭磚瓦將就著走,雖有怨言但也沒什么好辦法,沒想到你們這么用心,幫我們解決了‘路難走’的大問題!”家住南樓村的劉奶奶開心地笑了。
2024年10月7日,平潭車站派出所通過視頻巡查,發(fā)現(xiàn)有村民鉆進鐵路護欄網(wǎng)內(nèi)割草。民警劉敏青、洪彬立即趕赴現(xiàn)場,并聯(lián)系了梧鳳村委一同前往處置。讓兩人沒想到的是,入網(wǎng)的是一名年過七旬的老人。村委陳主任介紹說,這名老人姓游,老年喪子,生活極其困難。進網(wǎng)割草也是為了他養(yǎng)著的兩只耕牛:那是他重要的經(jīng)濟來源。考慮到違法行為輕微,劉敏青現(xiàn)場對游大爺批評教育。在返回派出所的路上,兩人心事重重,卻又心照不宣。到了所里以后他們向所領導匯報了想去看望游大爺?shù)南敕?,所領導立即購買了米面糧油等生活用品,在劉敏青和洪彬的陪同下來到游大爺家中走訪慰問。
游大爺驚訝地看著提著大包小包上門的民警,不會說普通話的他有些手足無措,作為平潭本地人的民警洪彬充當起了臨時“翻譯官”。游大爺抓了一把花生塞進了民警的手里?!爸x謝你們!我違反了鐵路安全的規(guī)定,你們不僅沒有處罰我,還拿這么多東西來關心我。真的謝謝你們,謝謝黨和人民政府!”游大爺不知所措地搓著手,這個憨厚的老人家,面對民警們送上的溫暖,背過身偷偷抹起了眼淚。
自福平鐵路開通以來,平潭車站派出所與沿線貧困戶、孤寡老人、留守兒童等5個家庭幫扶結對,累計為沿線群眾辦實事53件,調(diào)處涉鐵矛盾10余件,切實彰顯新時代“楓橋經(jīng)驗”濃厚的愛民底色。
嵐島鐵警時而穿行在人潮涌動的高鐵站,時而踏足于斑駁泥濘的線路中。他們伴警徽迎晨曦,逐浪潮破暗夜,在漁家煙火里傾聽訴求、于田間地頭中化解糾紛。他們宛如屹立在蔚藍海疆的燈塔,閃耀著溫暖而堅毅的光。未來,他們也將懷揣海島的質樸與熱情,在這座美麗海島上,繼續(xù)書寫嵐島鐵路平安篇章。

Pingtan Island’s Railway Police

Pingtan Island, also known as \"Lan Island\", is located at the southeastern tip of the Chinese coastline and the narrowest point of the Taiwan Strait, only 68 nautical miles away from Hsinchu, Taiwan. Lying directly opposite Taiwan, Pingtan has long been dubbed the \"island of a thousand reefs\". Undulating hills glow under" gorgeous sunsets, with a vast expanse of blue water stretching into distance while the sea breeze blows – This is how thousands of visitors have been struck by this small yet splendid island.
When passenger train G5322 departed from" Pingtan Railway Station at 9:43 am on December 26, 2020, the last barrier to the island was lifted. From then on, scenic spots like the stone cottages, wind farms, and noctiluca scintillans, known as \"blue tears\", have attracted wave after wave of tourists to the island where they can spend a wonderful vacation by waking up to a sea view in the morning and falling asleep under the starry sky at night. On that day, the \"railway dream\" of Pingtan County's 451,700 residents also came true. The newly constructed road-rail bridge turn the Pingtan Strait into a thoroughfare. \"I am over 70 years old, and I never dreamed that a bridge would be built and the high-speed train could roll into our island. Before that, the only way to enter and exit the island had been by ferry. That's history now,\" a fisherman surnamed Gao from Su'ao Village said excitedly.
The Pingtan Railway Police Station under the Fuzhou Branch of the Nanchang Railway Public Security Bureau is garrisoned on the beautiful island," staffed by 19 police officers with an average age of 37.8. Young as it is, this unit shoulders the responsibility for the security of the Pingtan-Changle railway, all the stations along this section, and the Pingtan Strait Road-Rail Bridge. Besides, the team safeguards the travel of islanders and tourists from across the country.
Patrolling by Fishing Boats
The Pingtan Strait where the new road-rail Bridge sits, along with the Bermuda Triangle and the Cape of Good Hope, is one of the world's windiest sea areas. Here, gusts of gale force 6 and above occur more than 300 days a year. Gale forces above 12 aren't unprecedented. As the wind-induced waves easily reach tens of meters high, the sea area was believed to defy any attempts to build a bridge.
The Pingtan Strait Road-Rail Bridge, a pioneering part of the Beijing-Taipei Railway project proposed in China's 13th Five-Year Plan, features a six-lane highway with a speed limit of 100 km/h on the upper deck and a double-track rail line with a designed speed of 200 km/h on the lower deck. It is the first cross-strait bridge of its kind in China and the longest in the world. However, the safe operation of the 16.34 km long bridge posed a challenge for the Pingtan Railway Police Station.
At first, the officers could only hitch a ride on fishing boats to patrol the cross-strait bridge. With the boat rocking from side to side in the wind, they had to watch with a telescope. \"My patrol hat blew away again today. What a great loss,\" officer Hong Bin joked. \"It is particular tough in winter when winds feel as sharp as a blade.\"
On winter nights, the bridge stands straight and still as normal but oozes a unique \"windy\" vibe. It was late at night in February, when the biting sea wind left eyes barely open and huge waves battered the fishing boat. \"Tonight, we are going to patrol the water area around the bridge, remember to bring life vests and lighting devices with us,\" said instructor You Qingzhu before hopping onto the fishing boat along with officer He Zhiwei. \"Look, there seems someone in the shadow of the bridge pier,\" officer He said with his eyes screwed up, pointing at the pier. \"Let's go and see,\" instructor You replied, guiding the boat towards the bridge.
As the boat got up close to the pier, officer He rubbed his frozen stiff hands hard in preparation for climbing up the pier. He reached out his hands and took hold of the edge of the pier to pull himself up, only to fail due to his uncontrollable frozen hands. \"Watch out! There could be slippery moss up there,\" instructor You reminded He Zhiwei. After several failed attempts, He finally" made it onto the pier. It was not until a thorough examination revealed nothing suspicious that they sailed back with relief.
As a popular saying goes, \"the bigger the waves, the more expensive the fish.\" The unique climate makes Pingtan Strait a popular destination for sea fishing lovers. Shortly after the bridge was built, many of them came with fishing gear. They preferred to angle on the lower piers under the bridge. This, however, posed huge potential risks to these fishermen and railway transport alike. Almost every other day, the patrolling officers had to dissuade them." To eradicate the potential risk, the police station resorted to joint efforts with local departments, the coast guard in particular, to raise awareness and prevent further angling. Through one real case after another, the two police forces warned these fishermen of safety issues arising from the reckless pursuits. Their coordinated efforts have translated into the disappearance of angling below the bridge. The police officers' increasingly suntanned skins are a vivid testimony to their efficiency in safeguarding the bridge. Their means of transportation for patrol have also transformed from local sampan into fishing vessels and speed boats.
As the coordinated efforts deepened and expanded across railway and highway authorities, the Pingtan Railway Police Station in 2023 established a connected mechanism for patrolling the cross-strait bridge with multiple departments including the local government, road maintenance office, public security comprehensive management authority, and coast guard. The connected mechanism operates on a principle of weekly patrols and incident handling by the closest officer. Therefore, the multiple sides team up to patrol the cross-strait bridge and watch for any potential risks. The local government is responsible for arranging boats, while highway and railway administrative entities are invited to conduct regular joint patrols. Meanwhile, the task of patrolling the bridge is also included as part of the joint law enforcement of the police station and the coast guard to guarantee the timely handling of emergency incidents around the bridge.
Aligning Daily Work to the People's Needs
\"Thank you very much for your hard work,\" said Ms. Wang, a tourist from Hefei, Anhui Province, holding the hands of a police officer before boarding the shuttle bus.
On April 3, 2024, thousands of passengers were stranded at Pingtan Railway Station due to delayed trains or suspended services after an earthquake in Hualien County, Taiwan. These passengers packed the ticket hall to cancel or change their tickets, with kids crying and adults shouting. A right commotion was taking place. \"Ease, please. Line up for ticket service, and take good care of your dependents and belongings. The shuttle buses are racing here to take you all off the island. Please do not push and shove. Stay safe,\" shouted the" police officers, weaving their way amid the scrum and trying to restore order. \"When exactly can we leave here? My kid has been making a big fuss,\" one passenger asked. \"Could you do me a favor? My elder family member is not feeling well,\"" implored another. To fulfill these different needs, all the police officers of the station split up. Some patiently soothed the crowd with their loudspeakers; some helped elderly passengers cancel their tickets over the phone; still some assisted the railway station to hand out emergency supplies; and others took children and seniors to a still under-construction lounge for rest. Gradually the packed ticket hall was brought back to normal order.
With all the eyes radiating anxiety and expectations, the police officers kept explaining in patience: \"We've already contacted the local government and" tourist agencies. The shuttle buses are on their way here. It is advisable to cancel tickets over the phone if you wish so and queue up if you would like to change tickets. To stay safe, please do not elbow others.\" It was not until the shuttle buses picked up the last batch of travelers that the police officers eased themselves onto the benches in the waiting hall, only to find their shirts drenched with sweat.
\"How can we do a good job? Be all ears to the voices of the people. Their needs are our signs to follow,\" police" chief Wei Wei often says to the rookies.
Around 8 pm on February 19, 2024, Ms. Zhang approached officer Liu Minqing, sobbing out the mishap: her phone vanished when was using a restroom on the second-floor. She had placed her phone, worth nearly 8,000 yuan inside a red plastic bag and left it on the wash basin." More importantly, she stored her crucial data on it. Officer Liu immediately retrieved the video footage of the area from the public security camera, which showed that a woman in black with a white hat entered the women's restroom right after Ms. Zhang and then rushed away just three minutes later. Liu and his teammates set about tracking down the woman based on her physical features. At around 11:30 that night, they successfully arrested the suspect, surnamed Yao, in a hotel in Changle District, Fuzhou City, and recovered the stolen phone. \"I had never expected my phone to be found so quickly. It's of vital importance to me. People say you should turn to the police when in trouble. Mine is a case in point. I'm very grateful to them!\" said Ms. Zhang, her voice dripping with emotion.
Since the Fuzhou-Pingtan Railway came into service, the Pingtan Railway Station has handled more than 9.4 million visits, and the Pingtan Railway Police Station has solved 386 travel-related problems for passengers, mediated 73 disputes, and found 19 missing persons. With their help, 421 lost items have been retrieved, recovering a total loss of more than 1.5 million yuan. Over the years, they have received 28 appreciation banners and letters, winning high and wide acclaim from passengers.
Holding High \"Fengqiao Experience\" as Guidelines
In July 2024, Pingtan Island was hit by heavy rainfall under the impact of Super Typhoon Gaemi, which washed away the road of Nanlou Village along the railway. The muddy tracks made it tough for the villagers get around. What's worse, there were no lights or reflective signs, posing potential risks at night. Some villagers murmured their discontent, reporting the situation to the heads of the village, but in vain. The Pingtan Railway Police Station heard of the situation during their routine patrols and visited several peer authorities in an attempt to get a coordinated approach to the destroyed road. Their two-month arduous efforts resulted in a breakthrough in September. The road repair was taken seriously by local public security and the transport construction authorities. A taskforce comprised of civil police officers, village committee members, and railway workers was formed to regularly supervise the progress of the repair. October found the work completed, much to the villagers' satisfaction. \"We had meant to make do with some stone blocks and that sort of stuff, as we knew that our complaints would flop. We had never expected that you would took it so seriously, helping us out,\" said Granny Liu.
On October 7, 2024, the police station conducted a virtual patrol via remote cameras and found that a villager had broken through the railway fence to cut grass. Two police officers, Liu Minqing and Hong Bin, immediately rushed to the scene while calling the Wufeng Village committee to send for someone. Upon their arrival, they were surprised to find that the villager was an elderly man in his 70s. It transpired that surnamed You, the elderly guy had lost his son and eked out a living in poverty. He broke through the railway fence simply to collect some fresh grass clippings to feed his two cows, the rock of his life. Given the mild nature of his crime, officer Liu simply reasoned with the old man and warned him of the possible danger. On their way back, the incident preyed on their mind, though they were taciturn. Upon their arrival at the station, they proposed an idea to the police chief that they would like to pay a visit to the old man. The chief immediately bought some daily necessities like rice, flour and cooking oil, setting off for the man's residence with Liu and Hong.
The sight of the police officers with packages in their hands left Uncle You lost for words. Since he only speaks the local dialect, officer Hong acted as interpreter. Uncle You grabbed a handful of peanuts and stuffed them into the hands of the officers. \"Thank you all. I broke the railway safety rules, but you are kind to bring me so many supplies instead of punishing me for it. Thank you very much. I am grateful to the" party and the government,\" said Uncle You," nervously rubbing his hands. Overwhelmed by the police's kindness, this wordless yet honest old man turned his back to wipe tears from his eyes.
Since the Fuzhou-Pingtan Railway went into operation, the Pingtan Railway Police Station has formed one-to-one assistance relationships with five families along the railway line which are poor, widowed, or left-behind children families. Furthermore, they have done 53 favors for the local people and mediated in more than 10 railway-related disputes, truly embodying the people-cherishing spirit of the \"Fengqiao Experience\" in the new era.
Familiar and formidable, the officers on the island are frequently found the bustling railway station or along the rugged and muddy trails. They greet the first rays of every dawn with their police badges and break through the darkness of every night on the wing of waves. They listen to the fishers' voices and resolve the farmers' disputes. They are like a lighthouse standing steadily above a wide expanse of blue water, shedding heart-warming and unswerving light. In the days to come, they will continue to carry with them the simple hospitality of the island and write a new chapter in their policing career.
