安徽經(jīng)偵：護(hù)航經(jīng)濟(jì)出實(shí)招

近年來(lái)，安徽經(jīng)偵精準(zhǔn)打擊防范經(jīng)濟(jì)犯罪，健全完善規(guī)范執(zhí)法制度，深入推進(jìn)便民利企服務(wù)，為加快建設(shè)現(xiàn)代化美好安徽、創(chuàng)造更加安全穩(wěn)定的經(jīng)濟(jì)社會(huì)環(huán)境保駕護(hù)航。

2024年以來(lái)，安徽經(jīng)偵共立案3700余起，抓獲犯罪嫌疑人4100余人，涉案總金額79億余元，挽回經(jīng)濟(jì)損失4億余元。

一、讓數(shù)據(jù)說(shuō)話

信息時(shí)代，新型經(jīng)濟(jì)犯罪資金流水越來(lái)越復(fù)雜，交易明細(xì)往往幾萬(wàn)甚至幾十萬(wàn)條。面對(duì)經(jīng)濟(jì)犯罪案件和犯罪嫌疑人，經(jīng)偵民警更要練就一身“硬功夫”，從看似尋常的海量數(shù)據(jù)中抽絲剝繭、發(fā)現(xiàn)線索，“讓數(shù)據(jù)開口說(shuō)話”。

近年來(lái)，安徽經(jīng)偵常態(tài)化開展業(yè)務(wù)培訓(xùn)，崗位實(shí)戰(zhàn)練兵，著力培養(yǎng)“專業(yè)化+復(fù)合型”數(shù)據(jù)“尖兵”，涌現(xiàn)出一批以經(jīng)偵民警姓名命名的工作室，在嚴(yán)厲打擊、嚴(yán)密防范經(jīng)濟(jì)犯罪方面發(fā)揮了重要作用。

“2024年1月以來(lái)，張浩工作室強(qiáng)化線索經(jīng)營(yíng)意識(shí)，拓線追蹤一起特大非法經(jīng)營(yíng)（買賣外匯）案，涉案金額達(dá)90億余元，成功發(fā)起全國(guó)集群戰(zhàn)役，并被公安部列為夏季治安打擊整治行動(dòng)第一波次集群戰(zhàn)役，共計(jì)抓獲犯罪嫌疑人28人?！边@是安徽省阜陽(yáng)市太和縣公安局張浩工作室在成立不到一年的時(shí)間里取得的顯著戰(zhàn)果。

和密密麻麻的數(shù)據(jù)較量，是池州民警戴衛(wèi)國(guó)每天最重要的工作內(nèi)容之一。2023年，池州警方接到一條非法買賣外匯的線索。面對(duì)從未接觸過的新領(lǐng)域案件，戴衛(wèi)國(guó)下定決心啃下這塊“硬骨頭”。憑借著一股子韌勁，戴衛(wèi)國(guó)先后調(diào)取了數(shù)千萬(wàn)條銀行交易、虛擬幣交易和外幣交易數(shù)據(jù)，經(jīng)過6個(gè)月數(shù)據(jù)穿透、對(duì)比分析的艱苦努力，成功鎖定了各環(huán)節(jié)犯罪嫌疑人，打掉了一個(gè)利用虛擬幣進(jìn)行非法買賣外匯的犯罪團(tuán)伙，抓獲犯罪嫌疑人5名，查凍扣涉案資產(chǎn)500余萬(wàn)元。

在一場(chǎng)警企座談會(huì)上，某保險(xiǎn)公司負(fù)責(zé)人向“全國(guó)經(jīng)偵專家”王安反映：“全市車輛購(gòu)進(jìn)持續(xù)增長(zhǎng)，車輛保費(fèi)收入也持續(xù)增加，但是保險(xiǎn)公司的利潤(rùn)卻逐年下降，這其中肯定存在車險(xiǎn)詐騙問題……”王安迅速開展工作，基于全環(huán)節(jié)分析，創(chuàng)新性提出通過稅務(wù)部門發(fā)票數(shù)據(jù)，破解車險(xiǎn)詐騙線索發(fā)現(xiàn)難題，研發(fā)車險(xiǎn)詐騙偵查工具，累計(jì)拓線打擊犯罪團(tuán)伙102個(gè)。2023年，“王安數(shù)據(jù)導(dǎo)偵工作室”在宿州成立，王安牽頭組建研判團(tuán)隊(duì)，主要負(fù)責(zé)組織實(shí)施各類專項(xiàng)研判，利用科技創(chuàng)新優(yōu)勢(shì)資源與相關(guān)經(jīng)濟(jì)領(lǐng)域宏觀數(shù)據(jù)分析，定期輸出數(shù)據(jù)產(chǎn)品服務(wù)全警種，這也為王安開啟了為民服務(wù)的“新”起點(diǎn)、“新”征程。依托多年的一線經(jīng)驗(yàn)，王安帶領(lǐng)團(tuán)隊(duì)參加“論劍2023”全國(guó)經(jīng)偵部門比武練兵活動(dòng)，并在數(shù)據(jù)穿透領(lǐng)域榮獲一等獎(jiǎng)。

“每當(dāng)通過自己的方法把沉睡的數(shù)據(jù)‘喚醒’，一步步迫近真相，最終鎖定犯罪團(tuán)伙的時(shí)候，再多的辛苦也覺得是值得的?！闭缤醢菜?，經(jīng)偵民警數(shù)據(jù)穿透工作沒有蕩氣回腸的豪言壯語(yǔ)，有的是多年如一日?qǐng)?jiān)持服務(wù)實(shí)戰(zhàn)、甘于奉獻(xiàn)、探索創(chuàng)新、精益求精的執(zhí)著與堅(jiān)守。

二、有效防范化解金融風(fēng)險(xiǎn)

經(jīng)濟(jì)犯罪特別是涉眾型經(jīng)濟(jì)犯罪涉及面廣，涉案金額大，涉案人員多，一旦發(fā)生會(huì)給群眾財(cái)產(chǎn)造成較大損害。安徽經(jīng)偵充分發(fā)揮職能作用，以防范化解重大經(jīng)濟(jì)金融風(fēng)險(xiǎn)為基點(diǎn)，針對(duì)各類風(fēng)險(xiǎn)隱患、行業(yè)監(jiān)管薄弱環(huán)節(jié)等，研提意見建議，推出服務(wù)保障措施，運(yùn)用風(fēng)險(xiǎn)預(yù)警通報(bào)和風(fēng)險(xiǎn)預(yù)警備案單、風(fēng)險(xiǎn)提示書、風(fēng)險(xiǎn)防范建議書“兩書一單”機(jī)制，推動(dòng)風(fēng)險(xiǎn)源頭綜合治理。

2024年以來(lái)，安徽經(jīng)偵共編發(fā)《風(fēng)險(xiǎn)預(yù)警通報(bào)》21期，主動(dòng)聯(lián)合相關(guān)監(jiān)管部門開展金融風(fēng)險(xiǎn)專項(xiàng)排查，對(duì)風(fēng)險(xiǎn)主體分級(jí)分類開展聯(lián)合處置，做到早發(fā)現(xiàn)、早預(yù)警，擰緊“安全閥”、筑牢“防火墻”。

“千萬(wàn)不能讓老百姓的養(yǎng)老錢被騙走！”這是馬鞍山經(jīng)偵民警孟令龍接到群眾報(bào)警后的第一個(gè)念頭。孟令龍帶領(lǐng)團(tuán)隊(duì)梳理銀行交易流水2000余條，抓獲犯罪嫌疑人4名，挽回經(jīng)濟(jì)損失3300余萬(wàn)元，防止了更多老年人上當(dāng)受騙。從警10年間，孟令龍積極探索數(shù)據(jù)化實(shí)戰(zhàn)，以智慧賦能助力提升打防效率。為防范銀行卡犯罪，孟令龍將自己深埋在銀行數(shù)據(jù)中，帶領(lǐng)研判團(tuán)隊(duì)利用預(yù)警模型，以多個(gè)銀行集中開戶作為模型指標(biāo)，全面開展篩查，成功向銀行推送可疑銀行卡風(fēng)險(xiǎn)預(yù)警30余次，有效防范化解了金融風(fēng)險(xiǎn)。

三、率先建設(shè)經(jīng)濟(jì)犯罪案件接報(bào)案中心

近年來(lái)，安徽經(jīng)偵緊盯人民群眾反映突出的“報(bào)案難”等執(zhí)法突出問題，積極破解經(jīng)偵執(zhí)法過程中存在的風(fēng)險(xiǎn)短板問題，率先在全國(guó)完成市縣兩級(jí)公安機(jī)關(guān)經(jīng)濟(jì)犯罪案件接報(bào)案中心建設(shè)。

“現(xiàn)在報(bào)案比以前方便太多了，基本來(lái)一趟就行了，所有不明白的問題都給說(shuō)得清清楚楚”。在宿州市經(jīng)濟(jì)犯罪接報(bào)案中心，市民體會(huì)到了實(shí)實(shí)在在的便利。

2024年8月，蕪湖某金融股份有限公司到接報(bào)案中心報(bào)案稱：7月，文某某與公司簽訂車輛購(gòu)買抵押合同，以零首付在公司貸款購(gòu)買車輛后不予還款。文某某聲稱系在他人安排下使用虛假資料申請(qǐng)的汽車貸款，收取好處費(fèi)后直接將車輛交給了他人。接報(bào)案中心當(dāng)即對(duì)該警情進(jìn)行了評(píng)議，評(píng)議后立即移交鳩江分局經(jīng)偵大隊(duì)。鳩江分局經(jīng)立案?jìng)刹?，發(fā)現(xiàn)犯罪嫌疑人利用汽車購(gòu)買零首付的便利，在社會(huì)上尋找征信無(wú)問題的“職業(yè)背貸人”，購(gòu)買車輛后迅速將車輛轉(zhuǎn)移，造成貸款公司重大損失。

安徽省經(jīng)濟(jì)犯罪案件接報(bào)案中心啟用以來(lái)，推行“一站式”接警受案新模式，取得了提質(zhì)、立信、降錯(cuò)、減負(fù)的良好成效。接報(bào)案中心自建立以來(lái)累計(jì)接待群眾4萬(wàn)余人次、依法受理經(jīng)濟(jì)犯罪案件7000余起。接報(bào)案中心規(guī)范運(yùn)作，引導(dǎo)人民群眾辦事依法、遇事找法、解決問題用法、化解矛盾靠法，讓依法辦事蔚然成風(fēng)。

四、讓公平正義貫穿執(zhí)法辦案的每一個(gè)環(huán)節(jié)

安徽經(jīng)偵完善監(jiān)督管理，將案管機(jī)制與“日評(píng)議”工作配套銜接，形成以案管機(jī)構(gòu)主導(dǎo)、辦案部門參與的經(jīng)濟(jì)犯罪案件“日評(píng)議、周例會(huì)、月調(diào)度”模式，切實(shí)讓人民群眾在每一起案件受理、每一個(gè)事件處理中感受到公平正義。

“集中受案、閉環(huán)管理、全程留痕、陽(yáng)光執(zhí)法”，經(jīng)偵民警、法制民警和公職律師組成案件接待組、審核組、督辦組，采取集中受案、集中審議、經(jīng)偵主導(dǎo)、法制參與、警情全流程網(wǎng)上流轉(zhuǎn)、案件分流處置、受案督辦全流程網(wǎng)上辦理工作模式，有效消除基層所隊(duì)偵辦經(jīng)濟(jì)犯罪案件面臨的難以定性、管轄權(quán)難以明確等爭(zhēng)議問題。對(duì)于符合經(jīng)濟(jì)犯罪案件接警條件的警情，由審核組民警將警情內(nèi)容錄入案件流轉(zhuǎn)系統(tǒng)，推送至屬地辦案單位依法辦理。結(jié)合每日案件評(píng)議工作，接報(bào)案中心對(duì)流轉(zhuǎn)至辦案單位的案件受立案情況開展跟蹤督導(dǎo)、網(wǎng)上巡查，對(duì)報(bào)案人進(jìn)行電話回訪，聽取辦案單位案件辦理情況匯報(bào)和報(bào)案群眾對(duì)案件偵辦工作的意見建議，持續(xù)跟蹤督導(dǎo)直至作出立案或不予立案決定。

接報(bào)案中心還將防止干預(yù)司法“三個(gè)規(guī)定”嵌入“案件流轉(zhuǎn)”系統(tǒng)，時(shí)刻提醒民警嚴(yán)守工作紀(jì)律，規(guī)范接警行為，遵守辦案規(guī)定，嚴(yán)格公正執(zhí)法，堅(jiān)決防止違反“三個(gè)規(guī)定”問題的發(fā)生，堅(jiān)決杜絕選擇性立案、趨利性執(zhí)法，積極回應(yīng)人民群眾對(duì)經(jīng)偵執(zhí)法工作新期待、新要求。

五、依法及時(shí)打擊涉企經(jīng)濟(jì)犯罪

安徽經(jīng)偵深入推進(jìn)便民利企服務(wù)，主動(dòng)精準(zhǔn)服務(wù)市場(chǎng)主體，依法認(rèn)真辦理涉企案件，按照案件性質(zhì)、管轄分工，分級(jí)落實(shí)責(zé)任，推進(jìn)涉企案件及時(shí)偵破，最大限度幫助企業(yè)挽回?fù)p失、恢復(fù)生產(chǎn)經(jīng)營(yíng)。其中合肥“6·20”職務(wù)侵占案入選了“全國(guó)公安機(jī)關(guān)依法保護(hù)民營(yíng)企業(yè)產(chǎn)權(quán)和企業(yè)家權(quán)益系列典型案例”。

“你們幫助我們挽回了一大筆損失，真的太感謝啦！”近日，安徽宣城一家科技公司負(fù)責(zé)人胡先生，專程來(lái)到寧國(guó)市公安局經(jīng)偵大隊(duì)送上一面錦旗，感謝經(jīng)偵民警偵破合同詐騙案為企業(yè)挽回320萬(wàn)元貨款。

“警官，我公司的兩臺(tái)豪華小型汽車租賃后，租車人失去聯(lián)系，車輛下落不明，這可怎么辦呀？”2024年9月，蚌埠市五河縣一汽車租賃公司負(fù)責(zé)人向五河縣公安局經(jīng)偵大隊(duì)報(bào)案。原來(lái)，兩名社會(huì)閑散人員利用汽車租賃公司管理漏洞，精心策劃了一場(chǎng)“租車變賣”的騙局，他們租車后前往外地，并通過偽造車輛證件等手段將車輛非法抵押給他人獲取巨額借款，所得贓款則盡數(shù)揮霍于賭博等非法活動(dòng)之中。在掌握了充分的證據(jù)后，偵查員果斷出擊，最終成功將兩名犯罪嫌疑人抓獲歸案，并追回被騙車輛，為企業(yè)避免損失60余萬(wàn)元。

為從源頭上遏制此類犯罪，經(jīng)偵民警以案為鑒，深入汽車租賃行業(yè)，開展了一系列生動(dòng)形象的防范宣傳教育活動(dòng)。通過剖析真實(shí)案例、揭示犯罪手法、傳授防范技巧，引導(dǎo)企業(yè)建立健全內(nèi)部管理機(jī)制，規(guī)范租賃流程，提升對(duì)合同詐騙等侵企犯罪的識(shí)別與防范能力。這一系列舉措贏得了企業(yè)的廣泛贊譽(yù)與高度認(rèn)可。

六、源頭預(yù)警，精準(zhǔn)防控，持續(xù)發(fā)力

安徽經(jīng)偵從“主動(dòng)精準(zhǔn)”服務(wù)市場(chǎng)主體、“謙抑穩(wěn)慎”保護(hù)企業(yè)權(quán)益、“依法有力”維護(hù)市場(chǎng)秩序三個(gè)方面發(fā)力，定期組織開展警企懇談會(huì)，面對(duì)面聽企聲、問企需、解企難，常態(tài)化傾聽企業(yè)訴求和意見建議，及時(shí)反饋解決企業(yè)訴求。持續(xù)落實(shí)便民利企十項(xiàng)工作指引要求，拓展警企溝通聯(lián)系渠道，以已建成的20余家警企服務(wù)站為抓手，組建皖警“安商護(hù)企輕騎兵”入企宣講。搭建“安商護(hù)企”經(jīng)偵工作平臺(tái)，建立“企業(yè)即時(shí)推送線索、公安定期發(fā)布預(yù)警、訴求專人跟進(jìn)辦理”工作模式，截至目前，共對(duì)接服務(wù)企業(yè)1300余家。結(jié)合查辦涉企經(jīng)濟(jì)犯罪案件，深入分析侵害企業(yè)合法權(quán)益的經(jīng)濟(jì)犯罪案件手段特點(diǎn)，注重發(fā)現(xiàn)行業(yè)性、普遍性風(fēng)險(xiǎn)和企業(yè)內(nèi)部制度防范漏洞，及時(shí)向行業(yè)協(xié)會(huì)、企業(yè)發(fā)布風(fēng)險(xiǎn)預(yù)警及防范建議書。

Combating Economic Crimes

In recent years， Anhui province's Economic Crime Investigation Department has focused on precise crackdowns on economic crimes， enhancing law enforcement systems， and actively improving services to both businesses and the public. Conducive to the construction of a modern Anhui， these efforts has ensured a safer and more stable economic and social environment.

Since 2024， the Department has processed over 3，700 cases and apprehended more than 4，100 suspects in cases involving 7.9 billion yuan in total， and recovered economic losses amounting to 400 million yuan.

Data-Driven Analysis

The information age is fraught with economic crimes that feature increasingly complex financial transactions， involving tens of thousands of records. Hence， investigators must hone the \"hard skills\"necessary to sift through vast amounts of seemingly ordinary data， uncovering clues and providing telling data evidence.

Over the last few years， the Department has conducted professional and hands-on training on a regular basis. As a result， many work studios named after leading investigators have emerged and played a significant role in preventing and cracking down on economic crimes.

From January 2024， the Zhang Hao Studio of the Taihe County Public Security Bureau in Fuyang city， Anhui， has tracked a case leading to successfully uncover a massive illegal foreign exchange trading case involving over 9 billion yuan. The studio's actions initiated a nationwide coordinated operation， which was designated by the Ministry of Public Security as the first wave of its summer public safety and crime crackdown campaign. A total of 28 suspects were apprehended. This achievement was accomplished less than a year after the studio's establishment.

Handling complex data is a critical aspect of officer Dai Weiguo's daily work at Chizhou Public Security Bureau. In 2023， the police got wind of illegal foreign exchange trading. Confronted with a case in an unfamiliar area， Dai remained determined to crack it." He spent six months analyzing tens of millions of records， including bank transactions， virtual currency trades， and foreign exchange data. His perseverance paid off. Dai successfully traced the suspects at every stage of the crime， dismantled a criminal gang that apprehended five suspects by using virtual currencies， seizing or freezing assets totaling over 5 million yuan.

During a police-business meeting， a manager from an insurance company reported to the national economic crime investigation expert Wang An： \"While vehicle purchases and insurance premiums in the city continue to rise， the company's profits have been declining year after year. We suspect there might be car insurance fraud involved.\"Acting swiftly， Wang conducted a comprehensive analysis of the situation and proposed an innovative solution： identifying vehicle insurance fraud through invoice data analysis. The investigative tool he developed ultimately led to the dismantling of 102 economic criminal gangs.

Established in 2023， the Wang An Data-Driven Investigation Studio in Suzhou city specializes in macro-level data analysis across various economic sectors， leveraging technological innovation to produce actionable insights for police operations. This marked a new milestone in Wang's commitment to public service. Drawing on years of frontline experience， Wang led his team to victory in the \"Swordplay 2023\"national economic investigation competition， securing first prize in data penetration.

\"Whenever I can use my methods to unlock hidden data， gradually uncover the truth， and ultimately pinpoint a criminal gang， all the hard work feels worthwhile，\"says Wang. His words capture the essence of economic crime investigators' work in advanced data analysis—there are no grandiose speeches， just steadfast dedication to public service and a relentless pursuit of excellence， day in and day out.

Effective Prevention and Mitigation of Financial Risks

Economic crimes， particularly those involving large groups of people， often have far-reaching consequences， involving substantial sums of money and numerous individuals. Such crimes" cause significant financial harm to the public. Anhui's Economic Crime Investigation Department fulfills its robust functions in preventing and mitigating economic and financial risks. The Department provides recommendations and implements protective measures， including issuing risk warning notifications， sending risk prevention advisory letters， and providing risk mitigation recommendations， all aimed at addressing risks at their source.

The year of 2024 has witnessed 21 issues of the Risk Warning Notification. In active partnership with regulatory authorities， the Department carried out special campaigns to eliminate risks and categorized potential risks. The joint efforts have proved proactive， preventive and effective.

\"We absolutely can't let people's retirement funds get stolen！\"This was the first thought of Meng Linglong， an economic crime investigator with the Ma'anshan Public Security Bureau， upon receiving a crime report. Leading his team， Meng meticulously reviewed over 2，000 bank transaction records， apprehended four suspects， and recovered more than 33 million yuan， effectively preventing more elderly victims from being scammed. Over his 10-year career， Meng has actively explored innovative ways to integrate data into practical investigations， leveraging technology to enhance efficiency in crime prevention.

To tackle bank card-related crimes， Meng delved into bank transaction data and conducted thorough analyses across the banking system using predictive models. His efforts resulted in the discovery of over 30 card risks， effectively mitigating financial risks.

The First Economic Crime Reporting Center

In recent years， the Department has worked to address the key public concerns， such as inefficiencies in filing reports. In response， the Department set up the first economic crime reporting centers at both municipal and county levels.

\"Reporting a case is so much easier now; you just have to go once， and they explain everything really clearly，\"said a citizen at Suzhou's Economic Crime Reporting Center， where residents have experienced tangible improvements.

In August 2024， a financial company in Wuhu city reported a case to the center. In July， an individual surnamed Wen signed a vehicle purchase and mortgage contract with the company， securing a car loan with zero down payment， but failed to make any repayments after obtaining the vehicle. Wen later confessed that he had acted under someone else's instructions， using falsified documents to apply for the loan and handing over the vehicle to another party in exchange for a commission.

The reporting center quickly evaluated the case and referred it to the economic crime investigation unit of the Jiujiang police sub-bureau. There an investigation found that the suspects had exploited the zero-down-payment vehicle purchase option by recruiting professional loan takers with good credit to buy vehicles. They then swiftly transferred ownership， causing significant financial losses for the loan company.

Since the establishment of the Economic Crime Reporting Center， a one-stop reporting and processing model has been implemented， resulting in significant improvements in service quality. Since its inception， the center has assisted over 40，000 citizens and handled more than 7，000 economic cases. By operating under standardized procedures， the center aims to promote a legal culture where the public follows the law and seeks legal solutions to resolve issues and conflicts.

Fairness and Justice in Law Enforcement

The Department has enhanced oversight and management by integrating case management mechanisms with a \"daily review\"system. This comprehensive approach to economic crime cases consist of daily reviews， weekly meetings， and monthly cross-division coordination. This has made fairness and justice felt by the public in every case.

Guided by principles of centralized reception， closed-loop management， traceable processing， and transparent enforcement， the center has set up specialized teams for case reception， review， and supervision. These teams—composed of economic crime investigators， legal officers， and government-appointed lawyers—use a streamlined workflow with full online case accessibility at every stage. This approach effectively tackles common challenges faced by local police， such as crime classification difficulties and jurisdictional ambiguities.

For cases that meet the criteria for economic crime， review group officers log the details into a case management system， which routes them to the appropriate local investigation unit for further legal processing. Beyond conducting daily case reviews， the center monitors and supervises the progress of referred cases. This includes follow-up calls with complainants， collecting updates from investigation teams， and gathering public feedback. This oversight remains in place until a final decision is reached to either file or close the case.

He recently visited the Economic Crime Investigation Department of the Ningguo Public Security Bureau to present a banner in appreciation for solving a contract fraud case and recovering 3.2 million yuan.

In September 2024， a car rental company in Wuhe county， Bengbu city， reported to Wuhe Economic Crime Investigation Department that two luxury cars rented out by the company had gone missing after the renters became unreachable. The investigation uncovered that the two individuals had exploited loopholes in the company's management system to carry out a \"rent-to-sell\"scam. They rented cars and transported them out of town， where they forged vehicle documents and illegally pawned the cars to obtain large loans. The proceeds were then squandered on gambling and other illegal activities. With hard evidence in hand， investigators quickly arrested the suspects and recovered the missing vehicles， preventing a loss of over 600，000 yuan for the company.
