The Path Selection of Communist Party of China to Solve the Problem of Historical Cycle Rate: the Historical Evolution from Democracy, Rule of Law to Governance

Abstract:Historical cycle rate is the avoidless destiny of Chinese feudal dynasties and regimes.A common and extremely important reason of the feudal dynasties of the past prospered and declined,and the peasant uprising army won first and then defeated was that they could not solve their own problems. After the hard exploration of solving the difficult problems of historical cycle rate, the CPC finally finds the ultimate path:depending on democracy, rule of law and governance. As a result, a practical and feasible political development path from democracy,rule of law to governance is formed. At the same time,it can be said that the organic unity of the political legitimacy and the political validity is achieved. This development path not only shows the different stages has its own character, that is the different emphasis in dealing with the relationship between legitimacy and validity in different historical period, but also reflects the continuity of history, that is the different development stages are not mutually substituted, but gradually increasing. From the perspective of practice, in the new era,there are new requirements for the ruling party's ruling philosophy that is adapting to the requirement of development in the new era and emphasizing the importance of governance in process of promoting the construction of democracy and the rule of law. Thus,it is imperative to improve the level of scientific, democratic and law-based governance of the ruling party.

The Historical Experience and Innovation of the Chinese Communist Party Leading the People to Conquer Difficulties

Abstract:In the course of its century-long struggle, the Communist Party of China has written a glorious epic leading the people to strengthen their confidence and create great historical achievements in conquering all kinds of difficulties. In its arduous struggle against difficulties, the CPC has always adhered to its confidence in Marxism and revolutionary optimism, firmly relied on and united the masses, independently explored its own path of development in the face of difficulties, and made the Party stronger and stronger. Since the 18th National Congress of the CPC, on the basis of summarizing and inheriting the historical experience of the party led the people to conquer difficulties,the CPC central committee with Comrade Xi Jinping at the core has constantly turned the historical experience of the Party in leading the people to conquer difficulties into a powerful force in advancing the great struggle of the new era. Building on a series of new historic achievements in the cause of the Party and the people, the Party Central Committee has opened a new stage of all-round socialist modernization.

A Marvelous Society:the New Development Goals of Continuing and Surpassing the Moderately Prosperous Society

Abstract:The year 2021 is the final year for building a moderately prosperous society in all respects. With the realization of the goal of building a moderately prosperous society in all respects,constructing a new marvelous society and making a leap from a moderately prosperous society to a marvelous society have become the new target of sustainable economic and social development. The moderately prosperous society and the marvelous society are two different but interrelated social forms in economic and social development in China. In a sense, a moderately prosperous society is a necessary preparation for a marvelous society,and a marvelous society is the inevitable trend of a moderately prosperous society. The specific blueprints for a marvelous society needs to be developed in practice, but the basic outline is still clear. A marvelous society is an affluent society, a democratic society, a civilized society, an equitable society and a developing society. Constructing a marvelous society will be integrated with comprehensively building a modern socialist country, so as to realize the coordinated development of a good life, a marvelous society and a better world. Although the marvelous society is not perfect, it must be a constantly developing and progressive society. “If one can make things better for one day, he should make them better every day.” It is the normality of a marvelous society. The Formation Logic and Main Types of Semi-embedded Interactive Governance:Take the Owners Committee and Property Management Operation of Four Communities in H Subdistrict as An Example

Abstract:Urban grassroots governance involves the complex interactive relationship of multiple governance subjects, which implies the evolution of power structure and order. Under the realistic background of China’s powerful state, weak market and weak society, the three main forces of state,market and society present an interactive form characterized by structural asymmetric interdependence,stable triangular power relations, and mutual compensation for the failure of all parties. This paper summarizes the operation of this interactive form in primary-level communities as “semi-embedded interactive governance”. Based on the three-dimensional analysis perspective of state-market-society,this paper studies the operation of owners committee and property management of four communities in Hsubdistrict by multi case comparison method and finds that “semi embedded interactive governance”presents various types in real operation. The interaction among state, market and society in grassroots community governance will be balanced and debugged according to the actual needs and power game,and ultimately ensure the internal safety and effective governance of the community.

The Realistic Logic and Optimizing Path of the Refined Governance of Urban Environment: An Analysis Framework Based on Demand-Response

Abstract:With the continuous advancement of urbanization since the reform and opening up,the urban construction and governance of China have made remarkable achievements while also facing increasingly severe environmental challenges and pressures. To solve urban environmental problems and satisfy the needs of city residents for a better environment, it is required to continuously promote the refined governance of urban environment. However, at present, there are still some problems in urban environmental governance, such as the relatively lagging governance concept, the insufficient governance legal system, the governance structure that needs to be optimized, relatively extensive governance process, and weakened governance performance evaluation. These problems have hindered the advancement of refined governance of the urban environment. It is necessary to take effective optimization measures to response to the needs of refinement governance of urban environment.

The Unique Function of Private Law in the Rule of Law of Rural Governance

Abstract:For the issue of how to construct the rule of law involved in the rural governance system, the existing research mainly focus on the public law such as the Organic Law of the Village Committee of the PRC, and it is urgent to research whether the private law can play some unique functions. Public laws such as the Organic Law of the Village Committee of the PRC have certain deficiencies in cultivating villagers’ basic awareness of rule of law, and the actual connection between villagers and private law is closer. Private law strictly adheres to the fundamental principle of “private law autonomy”. The important awareness of rule of law such as “private law autonomy”, “l(fā)egal private interests”, and “integration of morality and law” extended by this principle will not only help cultivate villagers’ basic awareness of the rule of law, but will also cultivate the common and fundamental awareness of rule of law among villagers in the process of rural governance.

Re-tribalism: A New Challenge of Rural Governance——Based on the Study of H Village in Hunan Province

Abstract:Rural political life is facing new challenges of re-tribalism. The case study of village H shows that the re-tribalism of villages has the following characteristics. First, villagers seek to meet the needs of security, life and public services in clan natural villages rather than administrative villages or larger political entities. Secondly, the direct interaction mode in the tribal period did not disappear because of the development of modern science and technology. On the contrary, it further strengthened the blood relationship of villagers. The communication within the clan or even within the family became the main form of interaction among villagers. Finally, based on the cooperative logic of kinship selection, clan natural village has replaced administrative village as an effective governance unit. The re-tribalism brings new challenges to rural governance. On the one hand,the clan natural villages are highly antagonistic in village committee election and political operation, which leads to further division of rural society; On the other hand, the division and opposition also lead to the contraction of rural trust radius. This is not conducive to the cohesion of the governance consensus that everyone is responsible for, nor is it conducive to promoting the collective action of everyone’s due diligence, and even less conducive to the formation of the distribution results enjoyed by all.

Consultative Governance in the New Era:Internal Mechanism and Basic Position

Abstract:The academic community still needs to make a comprehensive discussion of “governance” in the Chinese context to overcome the fragmentation tendency in existing research. It is necessary to establish an academic position that avoids low-level repetitive research,in particular to further deepen the analysis of the localization factors and core references of consultative governance of China in the new era,and condense the theoretical essence on the basic guidance of academic Chinese consultative governance. The basic mission of academic research is to construct an adaptive native concept and theoretical system, and to explore a linear understanding of consultative governance. Based on this, it is up to the party to lead people to complete what form of consultative governance should be implemented. At the same time, it is necessary to scientifically grasp the evolution of western governance, the applicability of theories and their dilemmas,and scientifically understand the positioning of the governance plan of China, and the essential differences and manifestations of governance between China and western countries. The study of the theory,practice and its transcendence of consultative governance about internal mechanism is an attempt to explanation and construction,a macro consideration of the situation, and a process of clarifying the research position and the practical position.

The Interaction between States and International Organizations under the Principal-Agent Theory

Abstract:Under the impact of momentous changes unseen in a century and the COVID-19, many international organizations as the backbone of global governance are facing deep adjustment. In this context,it has become an important issue of strategic value to clarify the interaction mechanism between sovereign states and international organizations and deeply study and think about how China should actively intervene and guide the reform of international organizations. Different from the mainstream international political theories that have dominated the study of international organizations for a long time,principal-agent theory derived from economics provides an enlightening perspective for analyzing the complex relations and interactive logic between member states and international organizations. Under the complex principal-agent model of States and international organizations,the behavior and policy preference of international organizations will depend on the position of member states,the representatives of member states in international organizations,the Secretariat and executive heads of international organizations in the decision-making process of international organizations and how much influence they can exert. This will give us a enlightenment to understand international organizations more comprehensively and enhance our influence and discourse power in international organizations.

Where is the Way of Enterprise Reform: An Exploration under the Analysis Frame from Essence to Phenomenon

Abstract:The cognition of enterprise organization and its development trend should be based on the research route from essence to phenomenon,instead of being limited to the appearance of things and covered by different forms under different time and space. First,corresponding to the nature of collaboration system,stakeholder social view is a reasonable understanding of the enterprise. Secondly, in the real world,the asymmetry of information and power leads to the alienated development of enterprise organization,thus giving rise to the prevailing shareholder value. Finally, with the improvement of information mechanism and the dispersion of power distribution brought by social development, the alienated enterprise organization will show a basic trend of returning to the nature of collaboration system. At the same time,the cognition of enterprise is also related to social culture and psychological consciousness,so the degree of alienation of enterprise organization in different societies is also different. In fact,no matter in terms of property rights arrangement or governance mechanism, the enterprise organizations in Japan and other Eastern societies are quite different from the popular theories. Accordingly,the construction of enterprise organizations and systems in China must also adapt to the cultural psychology of Confucian society.
