摘 要:針對(duì)目前傳統(tǒng)的重大危險(xiǎn)源監(jiān)控平臺(tái)數(shù)據(jù)采集標(biāo)準(zhǔn)不統(tǒng)一,相關(guān)軟件和硬件技術(shù)不規(guī)范,難以在各級(jí)平臺(tái)間實(shí)現(xiàn)數(shù)據(jù)共享的難題,本文提出了一種新型的重大危險(xiǎn)源在線檢測(cè)管控平臺(tái),平臺(tái)不僅實(shí)現(xiàn)了對(duì)危險(xiǎn)源的參數(shù)(如溫度、壓力等)實(shí)時(shí)采集、在線監(jiān)測(cè)、歷史曲線等功能,還能對(duì)采集的危險(xiǎn)源參數(shù)實(shí)時(shí)分析并根據(jù)警情設(shè)定自動(dòng)做出相應(yīng)的監(jiān)控預(yù)警及應(yīng)急響應(yīng)如聲光報(bào)警等,通過(guò)IEC-61850、Mod-bus等協(xié)議接口,解決了實(shí)時(shí)報(bào)警信息與上級(jí)平臺(tái)進(jìn)行數(shù)據(jù)共享的問(wèn)題,同時(shí)具備手機(jī)、PC等多種客戶端隨時(shí)訪問(wèn)的功能。

Design and Realization of Online Monitoring System for Major Hazard Installations

Abstract: Traditional major hazard sources monitoring and controlling platform has many difficulties about inconsistent data collection standards, non-standard software and hardware technology and difficulty in realizing data sharing among platforms at all levels, this paper proposes a new online monitoring and controlling platform for major hazard sources. The platform not only realizes the functions of real-time collection, online monitoring and historical curve of the parameters of hazard sources (such as temperature and pressure), but also real-time analysis of the parameters of hazard sources and automatically make corresponding monitoring and waning and emergency response, such as acoustic-optic alarm, according to the alarm setting. Through the IEC-61850, Mod-bus and other protocol interfaces. It solves the problem of data sharing between real-time alarm information and superior platform. At the same time, it can be accessed by many clients such as mobile phone and PC at any time.

隨著城市建設(shè)和企業(yè)的發(fā)展,一些有毒、有害、易燃、易爆等重大危險(xiǎn)源有明顯向整體區(qū)域擴(kuò)散的趨勢(shì),嚴(yán)重危及了城市和工業(yè)生產(chǎn)的安全。為貫徹落實(shí)《國(guó)務(wù)院安委會(huì)辦公室關(guān)于印發(fā)標(biāo)本兼治遏制重特大事故工作指南的通知》(安委辦〔2016〕3號(hào))要求,進(jìn)一步強(qiáng)化重大危險(xiǎn)源安全管控,有效防范較大事故,堅(jiān)決遏制重特大事故,根據(jù)《遏制危險(xiǎn)化學(xué)品和煙花爆竹重特大事故工作意見(jiàn)》(安監(jiān)總管三〔2016〕62號(hào))安排,國(guó)家安全監(jiān)管總局決定在全國(guó)范圍內(nèi)實(shí)施重大危險(xiǎn)源在線監(jiān)控預(yù)警(以下簡(jiǎn)稱“在線監(jiān)控預(yù)警”)工程。
目前國(guó)內(nèi)外學(xué)者對(duì)重大危險(xiǎn)源檢測(cè)研究主要集中在危險(xiǎn)源監(jiān)控系統(tǒng)設(shè)計(jì)[1]、應(yīng)急救援平臺(tái)建設(shè)[2]和基于WEBGIS[3]方面,南京安元科技公司自主研發(fā)了“重大危險(xiǎn)源實(shí)時(shí)監(jiān)測(cè)與預(yù)警系統(tǒng)”,深圳市安億通科技發(fā)展有限公司開(kāi)發(fā)了“基于GIS的重大危險(xiǎn)源的綜合管理系統(tǒng)”等。針對(duì)現(xiàn)有監(jiān)控平臺(tái)數(shù)據(jù)采集標(biāo)準(zhǔn)不統(tǒng)一,相關(guān)軟件和硬件技術(shù)不規(guī)范,難以在各級(jí)平臺(tái)間實(shí)現(xiàn)數(shù)據(jù)共享的監(jiān)管等問(wèn)題,本文提出了一種新型的重大危險(xiǎn)源在線檢測(cè)管控平臺(tái),平臺(tái)以B/S模式進(jìn)行開(kāi)發(fā),實(shí)現(xiàn)了對(duì)危險(xiǎn)源的參數(shù)(如溫度、壓力等)實(shí)時(shí)采集、在線監(jiān)測(cè)、歷史曲線等功能,還能對(duì)采集的危險(xiǎn)源參數(shù)實(shí)時(shí)分析并根據(jù)警情設(shè)定自動(dòng)做出相應(yīng)的監(jiān)控預(yù)警及應(yīng)急響應(yīng)等。
1 平臺(tái)整體架構(gòu)設(shè)計(jì)
重大危險(xiǎn)源在線實(shí)時(shí)檢測(cè)管控平臺(tái)由傳感器、邏輯控制器、執(zhí)行機(jī)構(gòu)和工業(yè)通信網(wǎng)絡(luò)所組成,它將危險(xiǎn)源設(shè)備傳感器的監(jiān)測(cè)數(shù)據(jù)通過(guò)就近集中器,與服務(wù)器之間通過(guò)MQTT網(wǎng)關(guān)實(shí)現(xiàn)連接,實(shí)現(xiàn)對(duì)危險(xiǎn)源的參數(shù)(如溫度、壓力等)實(shí)時(shí)采集與處理,在對(duì)危險(xiǎn)源狀態(tài)實(shí)時(shí)分析的基礎(chǔ)上,根據(jù)實(shí)際情況設(shè)定監(jiān)控預(yù)警及應(yīng)急響應(yīng)。同時(shí),支持通過(guò)開(kāi)放工業(yè)標(biāo)準(zhǔn)協(xié)議IEC-61850、Modbus協(xié)議接口實(shí)現(xiàn)數(shù)據(jù)共享,具有實(shí)時(shí)、在線監(jiān)測(cè)、報(bào)警、歷史曲線等功能。平臺(tái)具有重大危險(xiǎn)源分析、重大危險(xiǎn)源報(bào)警分析、安全監(jiān)控、重大危險(xiǎn)源備案、安全管理和系統(tǒng)管理等功能(見(jiàn)圖1)。
