鄭州市知識產(chǎn)權(quán)人才培養(yǎng)研究

摘 要：隨著社會的發(fā)展，人們受教育程度的普遍提高，國際綜合國力和人才的競爭變得日益激烈，對創(chuàng)新能力的要求越來越高，各國也日益重視對知識產(chǎn)權(quán)的保護。我國對知識產(chǎn)權(quán)的研究相較于日美等發(fā)達國家雖然起步較晚，但是由于很重視對知識產(chǎn)權(quán)的保護，因此知識產(chǎn)權(quán)的發(fā)展較快?；诖吮尘埃疚拇蟾欧治隽宋覈R產(chǎn)權(quán)發(fā)展的戰(zhàn)略和相關(guān)政策，給出了相關(guān)概念的解釋，研究了國際上其他國家的知識產(chǎn)權(quán)人才培養(yǎng)現(xiàn)狀并借鑒其適合我國實際情況的發(fā)展方法，通過分析鄭州市的知識產(chǎn)權(quán)發(fā)展策略以及存在的問題，給出了相關(guān)建議。

Research on the Cultivation of Intellectual Property Talents in Zhengzhou

Abstract： With the development of society， the general improvement of people's education， international comprehensive national strength and talent competition has become increasingly fierce， the demand for innovation ability is more and more higher， many countries also pay attention to the protection of intellectual property rights increasingly. Compared with developed countries such as Japan and the United States， although it started late for China to research on the intellectual property， but it has developed rapidly due to the great importance attached to the protection of intellectual property. Based on the above questions， this paper roughly to analysis the development strategy and related policy about the intellectual property rights in China， gives the related explanation of the concept of the international intellectual property talent cultivation in the rest of the world， draw lessons from the method that suitable for the development of our countrys actual situation. Then， gives the related suggestions through the analysis of the intellectual property rights of Zhengzhou city development strategy existed problems.

1 知識產(chǎn)權(quán)人才培養(yǎng)在中國的現(xiàn)狀

1.1 研究的背景

知識產(chǎn)權(quán)人才作為專業(yè)人才是掌握知識產(chǎn)權(quán)等相關(guān)知識，在專業(yè)領(lǐng)域能做出貢獻的專門知識人才。知識產(chǎn)權(quán)在中國發(fā)展了30多年，雖然相比較一些發(fā)達國家起步較晚，但國家對人才強國的重視，制定了一些政策，說明我國對知識產(chǎn)權(quán)的保護也越來越完善。各地也越來越認識到人才對地區(qū)發(fā)展的重要作用，紛紛出臺政策為保留人才做出努力。我國目前正在實施的創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略，說到底是需要人才驅(qū)動發(fā)展，多培養(yǎng)創(chuàng)新型人才，對經(jīng)濟等各方面的發(fā)展都起到推動作用。社會各界人士也都越來越堅信人才是強國的保障，是民族復(fù)興的助推器。鄭州市作為新一線城市對國家大政方針的解讀與制定相應(yīng)政策十分積極，這從鄭州市政府的相關(guān)文件可以看出。例如，鄭州市人民政府辦公廳關(guān)于印發(fā)《鄭州市青年人才首次購房補貼發(fā)放及非鄭戶籍人才購房實施辦法》中，減少青年人才首次購房補貼申請程序和證明文件[1-3]。

1.2 研究的意義和目的

在我國，知識產(chǎn)權(quán)的研究相對于美國、日本等國家起步較晚，雖然發(fā)展迅速，但是也有許多需要完善的地方，而知識產(chǎn)權(quán)人才的培養(yǎng)作為領(lǐng)域內(nèi)其他方面的基礎(chǔ)，理應(yīng)先查漏補缺，為我國知識產(chǎn)權(quán)整體發(fā)展提供人才支撐。知識產(chǎn)權(quán)人才是專業(yè)性人才，能夠助推企事業(yè)單位的發(fā)展，提高企業(yè)核心競爭力。知識產(chǎn)權(quán)作為近些年才受到重視的學(xué)科，從其發(fā)展壯大到被人所接受并有意識地去關(guān)注，然后得到人們的重視，是一個循序漸進的過程。剛開始民眾對知識產(chǎn)權(quán)的保護意識普遍不高，要提高其對知識產(chǎn)權(quán)的重視，理解知識產(chǎn)權(quán)保護對促進發(fā)展的重要作用，就要通過教育宣傳，提高企業(yè)、社會大眾的認知程度，在全社會形成一種良好的保護知識產(chǎn)權(quán)的氛圍。
