摘要:積極構(gòu)建與競(jìng)賽集訓(xùn)和教學(xué)科研任務(wù)需求相適應(yīng)的戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室,是發(fā)揮實(shí)驗(yàn)室競(jìng)賽集訓(xùn)效益、創(chuàng)新戰(zhàn)術(shù)教學(xué)手段的基礎(chǔ)和重要前提。首先,分析了兵棋推演賽事對(duì)軍校學(xué)員的培養(yǎng),并從模擬對(duì)抗訓(xùn)練功能、方案評(píng)估與輔助決策功能和戰(zhàn)法運(yùn)用論證功能三個(gè)方面歸納總結(jié)了戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室的功能定位,給出了戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室軟硬件建設(shè)內(nèi)容和院校開展兵棋推演的時(shí)機(jī);其次,提出了戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室應(yīng)采取“集中管理,統(tǒng)籌使用,‘教、管、研、服四位一體”的運(yùn)行機(jī)制;最后,立足于運(yùn)行機(jī)制,給出了提升戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室管理制度建設(shè)的對(duì)策和措施,可為院校戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室科學(xué)化和規(guī)范化建設(shè)提供參考借鑒。

Research on the Construction of Tactical War gaming Laboratory Based on Competition

Abstract:Actively build a tactical war gaming laboratory to meet the needs of competition training and teaching and research tasks was the basis and important premise of bringing the benefits of laboratory competition and training into play and innovating the means of Tactical teaching. Firstly, the training of military academy students by war gaming completion was analyzed. And the function orientation of tactical war gaming laboratory from three aspects: simulation confrontation training function, operation scheme evaluation function and tactics application demonstration function was summarized. And also the contents of software and hardware construction of tactical war gaming laboratory and the opportunity of war gaming in military academy teaching were analyzed. Secondly, the operation mechanism of “centralized management, overall use” and “teaching, management, research and service” was proposed. Finally, base on the operation mechanism of the laboratory, the method to improve the construction of the management system of tactical war gaming laboratory was given, which could provide reference of tactical war gaming laboratory management system Construction in military academy.

1 引言
近年來軍地均舉辦了各類兵棋推演賽事。通過參與賽事不僅提高了廣大參賽隊(duì)員的軍事謀略水平,培養(yǎng)了科學(xué)量化思維,也極大地激發(fā)了學(xué)習(xí)兵棋知識(shí)的熱情。為適應(yīng)信息技術(shù)發(fā)展、參與兵棋推演競(jìng)賽以及服務(wù)教學(xué)科研的需要,迫切需要統(tǒng)籌規(guī)劃戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室的建設(shè)工作,積極構(gòu)建與競(jìng)賽集訓(xùn)和教學(xué)科研任務(wù)需求相適應(yīng)的戰(zhàn)術(shù)兵棋實(shí)驗(yàn)室,是發(fā)揮實(shí)驗(yàn)室競(jìng)賽集訓(xùn)效益、創(chuàng)新戰(zhàn)術(shù)教學(xué)手段的基礎(chǔ)和重要前提,有著非常重要的意義。
2 兵棋推演賽事活動(dòng)現(xiàn)狀與對(duì)軍校學(xué)員的培養(yǎng)
2.1 兵棋推演賽事活動(dòng)現(xiàn)狀
兵棋推演大賽作為激發(fā)青少年參軍報(bào)國(guó)熱情,提高軍事謀略水平和培養(yǎng)科學(xué)量化思維的一項(xiàng)重要手段和有效載體,在培養(yǎng)和發(fā)現(xiàn)德才兼?zhèn)涞母咚刭|(zhì)、專業(yè)化新型軍事人才方面發(fā)揮了積極作用,對(duì)兵棋推演的普及和推廣起到了至關(guān)重要的作用。
近年來,軍地均舉辦了各類兵棋推演賽事,其中比較有影響力的兵棋推演賽事主要有:“全國(guó)兵棋推演大賽”和“北京高校兵棋推演大賽”?!叭珖?guó)兵棋推演大賽”自2017年首屆賽事成功舉辦以來,目前已連續(xù)舉辦四屆,已成為在國(guó)防教育領(lǐng)域具有較強(qiáng)影響力和軍民融合特色的、常態(tài)化的全國(guó)性賽事活動(dòng)。其中,2020年度的推演賽事名稱為“墨子杯”2020第四屆全國(guó)兵棋推演大賽,依托基于聯(lián)合作戰(zhàn)的兵棋推演系統(tǒng)——“墨子·未來指揮官”,大賽主題是“聚焦軍事智能博弈,推進(jìn)國(guó)防教育創(chuàng)新”,想定主題是“跨域海峽,立體登陸”,重點(diǎn)招募軍地科研院所、軍工企業(yè)、人工智能團(tuán)隊(duì)、軍地高校等組隊(duì)參賽。“北京高校兵棋推演大賽”自2014年舉辦以來,目前已連續(xù)舉辦七屆。其中,2020年度第七屆北京高校兵棋推演大賽以阿塞拜疆與亞美尼亞在納卡地區(qū)爆發(fā)的一場(chǎng)軍事沖突為背景,并專門為此次大賽構(gòu)建了一套兵棋系統(tǒng)。該屆大賽的一大亮點(diǎn)是除邀請(qǐng)北京地區(qū)的高校參賽外,還首次邀請(qǐng)了軍隊(duì)院校參加。
