中央銀行學(xué)課程教學(xué)創(chuàng)新改革與實(shí)踐

摘? 要：為認(rèn)真落實(shí)國(guó)家思政引領(lǐng)、立德樹人、打造一流課程的相關(guān)會(huì)議精神與要求，高校課堂改革不斷推進(jìn)，課程教學(xué)創(chuàng)新也成為研究的重點(diǎn)與難點(diǎn)。文章針對(duì)傳統(tǒng)高校課程教學(xué)過程中的各種問題及弊端，充分利用信息資源等平臺(tái)，融合EFA學(xué)習(xí)模型，構(gòu)建以學(xué)生為中心的“信息資源平臺(tái)+EFA模式”的課堂教學(xué)改革方案，鼓勵(lì)學(xué)生自主探究，設(shè)計(jì)了包含教學(xué)體系、考核體系、評(píng)價(jià)體系在內(nèi)的課程實(shí)施體系，全方位覆蓋高校課程學(xué)習(xí)過程，以期徹底解決教學(xué)中的痛點(diǎn)問題。通過實(shí)施效果對(duì)比，發(fā)現(xiàn)基于中央銀行學(xué)課程教學(xué)創(chuàng)新的改革與實(shí)踐，有利于激發(fā)學(xué)生的學(xué)習(xí)熱情，提升自主學(xué)習(xí)能力，培養(yǎng)綜合素質(zhì)，極大地提升高校課堂教學(xué)的學(xué)習(xí)效果。

Abstract： In order to carry out the conference spirit and requirement of the national ideological and political guidance， establish the moral character， build the first-class curriculum， the university teaching reform has been promoted unceasingly. The curriculum teaching innovation has also become the important and the difficult point of the research. Aiming at the problems and shortcomings in the teaching process of traditional university courses， this paper makes full use of information resources and other platforms， integrates EFA learning model， and constructs a student-centered classroom teaching reform program of "Information Resources Platform + EFA model". Students are encouraged to explore independently， and a curriculum implementation system， including a teaching system， an assessment system and an evaluation system， has been designed to cover all aspects of the university curriculum learning process， with a view to thoroughly solve the pain points. Through the comparison of the implementation results， the research finds that the reform and practice of teaching innovation based on the course of Central Banking is conducive to stimulating students' learning enthusiasm， enhancing their autonomous learning ability and cultivating their comprehensive quality， greatly enhance the learning effect of college classroom teaching.

一、課程教學(xué)創(chuàng)新的目的與意義

（一）落實(shí)立德樹人、思政引領(lǐng)根本任務(wù)需要重視課程教學(xué)創(chuàng)新

黨的十八大以來，以習(xí)近平同志為核心的黨中央高度重視高校黨的建設(shè)和思想政治工作。在全面貫徹全國(guó)教育大會(huì)、高校思想政治工作會(huì)議、教育部新時(shí)代全國(guó)高等學(xué)校本科教育工作會(huì)議等會(huì)議精神時(shí)[1]，為了實(shí)現(xiàn)以課程思政為抓手，在課程教學(xué)環(huán)節(jié)、全方位、科學(xué)合理地滲透課程思政教育理念，化解學(xué)生的思想困惑，實(shí)現(xiàn)“潤(rùn)物細(xì)無聲”的教學(xué)效果，激發(fā)學(xué)生的社會(huì)責(zé)任感、使命感，強(qiáng)化“四個(gè)自信”和改革獲得感，培養(yǎng)學(xué)生全面發(fā)展，實(shí)現(xiàn)綜合素質(zhì)優(yōu)秀，專業(yè)成才、精神成人的目標(biāo)，需要我們開展“以學(xué)生為中心”的課程教學(xué)創(chuàng)新。

（二）國(guó)家與社會(huì)發(fā)展的需求變化要求課程進(jìn)行教

學(xué)創(chuàng)新

黨的十八以來，防范金融風(fēng)險(xiǎn)，保持金融穩(wěn)定成為我國(guó)經(jīng)濟(jì)領(lǐng)域的工作重點(diǎn)之一。2020年5月11日《關(guān)于新時(shí)代加快完善社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的意見》中更明確指出：“建設(shè)現(xiàn)代中央銀行制度，建立現(xiàn)代金融監(jiān)管體系……。[2]”中央銀行的地位與作用更加重要和突出。因此，中央銀行學(xué)作為我國(guó)高等院校金融學(xué)專業(yè)的主干課程，如何從教學(xué)目標(biāo)、教學(xué)環(huán)節(jié)、教學(xué)內(nèi)容等方面適應(yīng)國(guó)家社會(huì)的新變化、新需求，就要求進(jìn)行教學(xué)創(chuàng)新。

（三）課程定位與教學(xué)內(nèi)容需要通過教學(xué)創(chuàng)新方案

來有效匹配

中央銀行學(xué)是以中央銀行為研究對(duì)象，從宏觀視角研究現(xiàn)代經(jīng)濟(jì)和金融運(yùn)行規(guī)律，探討其發(fā)展機(jī)制。從課程定位來看，該門課程融合了宏觀經(jīng)濟(jì)學(xué)、微觀經(jīng)濟(jì)學(xué)、貨幣銀行學(xué)、證券投資學(xué)、商業(yè)銀行經(jīng)營(yíng)管理和投資銀行業(yè)務(wù)等專業(yè)基礎(chǔ)課，學(xué)科交叉程度高，體現(xiàn)出高階性、復(fù)合性特點(diǎn)。從教學(xué)內(nèi)容上看，既有中央銀行制度、貨幣政策等相關(guān)理論，又涉及國(guó)內(nèi)外中央銀行貨幣政策及金融監(jiān)管的操作實(shí)踐與比較分析，因此又集國(guó)內(nèi)外實(shí)踐性與前沿性于一體。為了更好地體現(xiàn)上述特點(diǎn)，需要依托教學(xué)創(chuàng)新設(shè)計(jì)和手段。
