2016中國(guó)共產(chǎn)黨與世界對(duì)話會(huì)重慶倡議
1.我們,來自50個(gè)國(guó)家72個(gè)政黨和組織的300余名中外代表,于2016年10月14-15日在中國(guó)重慶出席由中共中央對(duì)外聯(lián)絡(luò)部主辦、中共重慶市委承辦的“2016中國(guó)共產(chǎn)黨與世界對(duì)話會(huì)”。
2.本次對(duì)話會(huì)圍繞“全球經(jīng)濟(jì)治理創(chuàng)新:政黨的主張和作為”這一主題進(jìn)行了廣泛深入交流。期間,中方與非洲國(guó)家政黨代表和湄公河國(guó)家政黨代表分別圍繞專門議題進(jìn)行了研討。會(huì)議達(dá)成廣泛共識(shí),取得圓滿成功。
3.我們認(rèn)為,在國(guó)際金融危機(jī)深層次影響仍在繼續(xù)、世界經(jīng)濟(jì)在深度調(diào)整中曲折復(fù)蘇、國(guó)際和地區(qū)安全形勢(shì)復(fù)雜多變的背景下,本次對(duì)話會(huì)聚焦政黨對(duì)全球經(jīng)濟(jì)治理的主張和作為,既是對(duì)二十國(guó)集團(tuán)杭州峰會(huì)成果的積極呼應(yīng),也是對(duì)全球經(jīng)濟(jì)治理的主動(dòng)探索,具有重要意義。
4.我們認(rèn)為,當(dāng)前世界經(jīng)濟(jì)正處于新舊動(dòng)能的轉(zhuǎn)換期。上一輪科技和產(chǎn)業(yè)革命的動(dòng)能逐漸衰減,傳統(tǒng)經(jīng)濟(jì)體制和發(fā)展模式的潛力不斷消退,新一輪科技和產(chǎn)業(yè)革命蓄勢(shì)待發(fā)。面對(duì)新的機(jī)遇與挑戰(zhàn),國(guó)際社會(huì)應(yīng)共同努力,通過創(chuàng)新全球經(jīng)濟(jì)治理的方式方法,加速推動(dòng)新舊發(fā)展動(dòng)能轉(zhuǎn)換,引領(lǐng)世界經(jīng)濟(jì)發(fā)展方向。
5.我們強(qiáng)調(diào),政黨作為國(guó)家政治生活中的基本組織和重要力量,在全球經(jīng)濟(jì)治理中,完全可以發(fā)揮方向引領(lǐng)者、力量培育者和進(jìn)程推動(dòng)者的作用。各國(guó)政黨和政治家應(yīng)本著對(duì)本國(guó)利益和對(duì)人類共同利益負(fù)責(zé)的態(tài)度,加強(qiáng)交流、凝聚共識(shí)、匯聚力量、增進(jìn)合作,推動(dòng)全球經(jīng)濟(jì)治理朝著更加公正合理的方向發(fā)展。
6.我們強(qiáng)調(diào),智庫作為咨政建言的重要力量,應(yīng)通過理論創(chuàng)新、實(shí)證研究、交流研討等,不斷深化對(duì)世界經(jīng)濟(jì)發(fā)展規(guī)律的認(rèn)識(shí),不斷創(chuàng)新全球經(jīng)濟(jì)治理思路,不斷促進(jìn)全球經(jīng)濟(jì)治理進(jìn)程,努力為世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡、包容增長(zhǎng)貢獻(xiàn)智慧。
7.我們認(rèn)為,創(chuàng)新是實(shí)現(xiàn)經(jīng)濟(jì)長(zhǎng)期穩(wěn)定增長(zhǎng)最為重要的動(dòng)力之一。各國(guó)政黨政治家和智庫學(xué)者應(yīng)以創(chuàng)新為重要抓手,挖掘各國(guó)和世界經(jīng)濟(jì)增長(zhǎng)的新潛力,打造扭轉(zhuǎn)世界經(jīng)濟(jì)疲態(tài)的新引擎。應(yīng)以創(chuàng)新發(fā)展與治理理念,推動(dòng)經(jīng)濟(jì)結(jié)構(gòu)性改革,讓創(chuàng)造財(cái)富的活力競(jìng)相迸發(fā),讓市場(chǎng)配置資源的能量充分釋放,助力世界經(jīng)濟(jì)盡早走出困境、實(shí)現(xiàn)全面復(fù)蘇。
8.我們認(rèn)為,當(dāng)今世界日益形成一榮俱榮、一損俱損的命運(yùn)共同體。政黨政治家和智庫學(xué)者應(yīng)推動(dòng)各國(guó)尤其是主要經(jīng)濟(jì)體加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào),采取負(fù)責(zé)任的宏觀經(jīng)濟(jì)政策,在追求本國(guó)利益時(shí)兼顧別國(guó)利益,在尋求自身發(fā)展時(shí)兼顧別國(guó)發(fā)展,確保相互帶來正面外溢效應(yīng),努力促成增長(zhǎng)聯(lián)動(dòng)、相得益彰的合作共贏格局。
9.我們認(rèn)為,人類可以利用自然、改造自然,但歸根結(jié)底是自然的組成部分,必須正確處理經(jīng)濟(jì)發(fā)展和生態(tài)環(huán)境保護(hù)的關(guān)系,構(gòu)筑尊崇自然、綠色發(fā)展的生態(tài)體系。政黨政治家和智庫學(xué)者應(yīng)積極倡導(dǎo)綠色發(fā)展理念,推動(dòng)《巴黎協(xié)定》及時(shí)全面落實(shí),推動(dòng)各國(guó)積極培育綠色、低碳、循環(huán)經(jīng)濟(jì)新動(dòng)能,促進(jìn)人與自然和諧發(fā)展,努力為全球生態(tài)安全作出新貢獻(xiàn)。
10.我們認(rèn)為,世界經(jīng)濟(jì)相融則并進(jìn),互防則俱退,各國(guó)應(yīng)共同維護(hù)和發(fā)展開放型世界經(jīng)濟(jì),優(yōu)化全球資源配置,完善全球產(chǎn)業(yè)布局,努力建設(shè)利益共享的全球價(jià)值鏈,積極培育普惠各方的全球大市場(chǎng)。政黨政治家和智庫學(xué)者應(yīng)反對(duì)各種形式的保護(hù)主義,推動(dòng)貿(mào)易和投資兩大引擎重新高速運(yùn)轉(zhuǎn)。應(yīng)維護(hù)自由、開放、包容、透明、非歧視的多邊貿(mào)易體制,摒棄排他性貿(mào)易標(biāo)準(zhǔn)、規(guī)則、體系,避免全球市場(chǎng)分裂和貿(mào)易體系分化。應(yīng)探討完善全球投資規(guī)則,加強(qiáng)國(guó)際金融監(jiān)管,確保全球資本有序流動(dòng),更加合理有效地配置資源。
11.我們認(rèn)為,世界經(jīng)濟(jì)發(fā)展的最終目的,是實(shí)現(xiàn)全人類共享發(fā)展福祉。政黨政治家和智庫學(xué)者應(yīng)積極倡導(dǎo)包容共享的經(jīng)濟(jì)社會(huì)發(fā)展理念,推動(dòng)建設(shè)公平、公正、包容、有序的國(guó)際經(jīng)濟(jì)金融體系,確保各國(guó)在國(guó)際經(jīng)濟(jì)合作中權(quán)利平等、機(jī)會(huì)平等、規(guī)則平等。應(yīng)推動(dòng)世界經(jīng)濟(jì)發(fā)展和全球經(jīng)濟(jì)治理更好體現(xiàn)廣大新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家利益。應(yīng)積極推動(dòng)消除貧困、改善民生,推動(dòng)各國(guó)發(fā)展更好體現(xiàn)公平正義和包容共享的理念。應(yīng)努力為各國(guó)社會(huì)組織參與經(jīng)濟(jì)社會(huì)治理創(chuàng)造更好的環(huán)境和條件。
12.我們認(rèn)為,開放的區(qū)域和次區(qū)域經(jīng)濟(jì)合作是推動(dòng)世界經(jīng)濟(jì)包容聯(lián)動(dòng)發(fā)展的重要?jiǎng)恿Γ莿?chuàng)新全球經(jīng)濟(jì)治理的重要方面。中方與湄公河國(guó)家政黨代表圍繞“瀾滄江-湄公河合作機(jī)制”開展研討,對(duì)維護(hù)地區(qū)和平穩(wěn)定、引領(lǐng)區(qū)域合作發(fā)展具有重要意義。與會(huì)代表希望以此次對(duì)話會(huì)為契機(jī),定期召開中國(guó)共產(chǎn)黨與湄公河國(guó)家政黨對(duì)話會(huì),更好發(fā)揮各國(guó)政黨對(duì)瀾湄次區(qū)域合作的政治引領(lǐng)作用。
13.我們認(rèn)為,由于世界經(jīng)濟(jì)發(fā)展不平衡加劇,發(fā)展中國(guó)家對(duì)改善全球經(jīng)濟(jì)治理的需求更為迫切,國(guó)際社會(huì)應(yīng)積極落實(shí)聯(lián)合國(guó)2030年可持續(xù)發(fā)展議程,支持非洲和最不發(fā)達(dá)國(guó)家工業(yè)化進(jìn)程。同時(shí),應(yīng)鼓勵(lì)發(fā)展中國(guó)家間開展治國(guó)理政經(jīng)驗(yàn)交流,加強(qiáng)務(wù)實(shí)經(jīng)濟(jì)合作。中國(guó)與非洲國(guó)家政黨代表圍繞中非合作發(fā)展問題進(jìn)行研討,有助于相互借鑒發(fā)展經(jīng)驗(yàn)、促進(jìn)共同發(fā)展和提升發(fā)展中國(guó)家在全球經(jīng)濟(jì)治理中的地位和作用。
14.我們認(rèn)為,作為世界第二大經(jīng)濟(jì)體和最大發(fā)展中國(guó)家,中國(guó)的發(fā)展理念和實(shí)踐對(duì)世界經(jīng)濟(jì)復(fù)蘇至關(guān)重要。我們贊賞中國(guó)全面深化改革、培育經(jīng)濟(jì)發(fā)展新動(dòng)能、推動(dòng)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)、建立開放型經(jīng)濟(jì)新體制的決心和行動(dòng)。我們期待中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)中國(guó)人民成功推動(dòng)中國(guó)經(jīng)濟(jì)走得更好、更穩(wěn)、更遠(yuǎn)。
15.我們注意到,中國(guó)政府近年來為推動(dòng)國(guó)際經(jīng)濟(jì)合作和全球經(jīng)濟(jì)治理作出積極努力,“一帶一路”倡議、亞洲基礎(chǔ)設(shè)施投資銀行等是中國(guó)為全球經(jīng)濟(jì)治理提供的重要公共產(chǎn)品,致力于通過提高有效供給催生新的需求,推動(dòng)世界經(jīng)濟(jì)再平衡。特別是,G20杭州峰會(huì)的成功舉辦,為全球經(jīng)濟(jì)發(fā)展帶來新希望、注入新動(dòng)力。我們對(duì)此給予積極評(píng)價(jià),并期待中方與相關(guān)各方共同努力,通過包容、透明、開放的合作,實(shí)現(xiàn)共同發(fā)展,切實(shí)造福各國(guó)人民。

"Chongqing Initiative" of The CPC in Dialogue with the World 2016
1. We, more than 300 Chinese and foreign delegates from 50 countries, 72 political parties and organizations, have attended“The CPC in Dialogue with the World 2016” sponsored by the International Department of the CPC Central Committee and hosted by Chongqing Municipal Committee of the CPC on October 14 and 15 in 2016.
2. Delegates at the Dialogue have profoundly exchanged their opinions around the theme of “Innovation in Global Economic Governance”. During the Dialogue, delegates of Chinese and African political parties and representatives of political parties in countries along the Mekong River have discussed on specific topics. The Dialogue has reached a broad consensus and achieved a complete success.
3. We believe that the focus of this dialogue on initiatives and actions of political parties in global economic governance is both a positive response to the outcome of G20 Summit in Hangzhou and active exploration of global economic governance and thus is of great significance under the background of deep-seated international financial crisis, the twisting recovery of the world economy in deep adjustment and the complex and volatile international and regional security situation.
4. We believe that the current world economy is undergoing the transformation from the old development impetuses to the new ones. The momentum of the last round of science and technology and industrial revolution is gradually dwindling and the potential of the traditional economic system and development model is decreasing while a new round of science and technology and industrial revolution is on the way. Facing new opportunities and challenges, the international community should make joint eff orts to accelerate the transformation from the old development impetuses to the new ones and lead the world economic development by innovating the approaches of global economic governance.
5. We stress that political parties, as the basic organizations and important forces in the political life of the countries, are able to play the role of a leader, a power breeder and a process promoter in the global economic governance. Political parties and politicians in various countries should strengthen exchanges, build consensus, gather strength, enhance cooperation and promote the development of global economic governance in a more just and rational approach, in line with their responsible attitude towards their own interests and the common interests of mankind.
6. We stress that the think tanks, as an important force providing advices for the government, should continuously deepen their understanding of the law of world economic development, innovate global economic governance ideas and promote the process of global economic governance through theoretical innovation, empirical research, exchange and discussion, etc., so as to contribute to the strong, sustainable, balanced and inclusive growth of the world economy.
7. We believe that innovation is one of the most important drivers of long-term and stable economic growth. The parties, politicians and scholars of think tanks should depend on the important starting point of innovation to tap new economic growth potential of the countries and the world and create a new engine to reverse the world economic weakness. Reckoning on the concepts of innovative development and governance, all should promote the economic structural reform to make the vitality of creating wealth to compete and burst out, realize the full play of the energy of the market in allocation of resources, in order to help the world economy out of the woods as soon as possible and achieve full recovery.
8. We believe that the present world is increasingly forming a community of shared destiny where one honors all and one damns all. Political parties, politicians and scholars of think tanks should promote all countries, especially the major economies to strengthen the macroeconomic policy coordination, adopt responsible macroeconomic policies, take the interests and development of other countries into consideration in the pursuit of their own interests and development, so as to ensure mutual positive spillover eff ect brought by two sides, and channel great efforts into promoting a win-win situation complementing each other and driven by growth connection.
9. We believe that mankind, who can use nature and transform nature, is an integral part of nature after all. Therefore, we must correctly handle the relationship between economic development and ecological environment protection and build an ecological system worshiping the nature and featuring green development. Political parties, politicians and scholars of think tank should actively promote the concept of green development, advance the timely implementation of the Paris Agreement, push forward countries to actively cultivate green, low-carbon, circular and new impetus for economy, promote the harmonious development of man and nature and strive to make new contribution to global ecological security.
10. We believe that from the integration of world economy comes the common progress, while mutual defense results in backwards. Thus, all countries should jointly safeguard and develop an open world economy, optimize the global allocation of resources, improve the global industrial distribution, strive to build a global value chain sharing benefi t, and energetically cultivate a global market benefi ting all parties. Political parties, politicians and scholars of think tanks should oppose all forms of protectionism and promote the high-speed operation of trade and investment, uphold the free, open, inclusive, transparent and non-discriminatory multilateral trading system, abandon exclusive trade standards, rules and systems and avoid global market fragmentation and trade system diff erentiation, explore and perfect global investment rules, strengthen international financial supervision, ensure the orderly flow of global capital and more rational and eff ective allocation of resources.
11. We believe that the ultimate aim of the world economic development is to achieve the developmental well-being of all mankind. Political parties, politicians and scholars of think tanks should actively advocate the concept of inclusive economic and social development, promote the building of a fair, just, inclusive and orderly international economic and fi nancial system to ensure that equality of rights, opportunities and rules are set for all countries in international economic cooperation, encourage the world economic development and global economic governance to better refl ect the interests of the numerous emerging market countries and developing countries, actively promote the eradication of poverty, improve people’s livelihood, promote all countries to grow better, so as to refl ect the concepts of fairness and justice, inclusiveness and sharing. We should create a better environment and conditions for social organizations of all countries to participate in economic and social governance.
12. We believe that open regional and sub-regional economic cooperation is an important driving force for the development of the world’s inclusive and connective economy and an important aspect of innovation in global economic governance. The delegates from China and political parties in countries along the Mekong River have carried out discussions around the“Lancang-Mekong Cooperation Mechanism”, which means a lot to the maintaining of regional peace and stability and the leading of regional cooperation and development. The participants hope that regular dialogues between the CPC and related political parties will be held in the years to come through seizing the opportunity of this Dialogue so as to better play the political role of the political parties in leading the Lancang sub-regional cooperation.
13. We believe that the developing countries are in more bad and urgent need of improving global economic governance in view of the increasing imbalance in world economic development. The international community should actively implement the UN 2030 Sustainable Development Agenda and support the industrialization process of Africa and the Least Developed Countries (LDCs). At the same time, developing countries should be encouraged to exchange experiences in governing the country and strengthening the practical economic cooperation. China and delegates from African national political parties have discussed China-Africa cooperation and development, which is of great help to learning from each other in development, promoting common growth and upgrading the status and role of the developing countries in the global economic governance.
14. We believe that as the world’s second largest economy and largest developing country, China’s development philosophy and practice is critical to the recovery of world economy. We appreciate China’s determination and action to comprehensively deepen reform, foster new momentum for economic development, promote economic restructuring and upgrading, and establish a new open economy system. We expect that the Communist Party of China will lead the Chinese people to successfully put the Chinese economy on the track of better, more stable and more sustainable development.
15. We note that the Chinese Government has devoted active efforts to promoting international economic cooperation and global economic governance in recent years. The “B & R Initiative” and the Asian Infrastructure Investment Bank, which are important public goods China provides for global economic governance, are put forward and established to promote the rebalance of the world economy through improving the eff ective supply and cultivating new demand. In particular, the success of the G20 Hangzhou Summit has set a promising prospect for and new impetus to global economic development. We highly appreciate these eff orts and look forward to the joint eff orts of China and relevant parties to realize common development and eff ectively benefi t the people of all countries through inclusive, transparent and open cooperation.
16. We extend our heartfelt gratitude to the leaders of the CPC and the Chinese government for their efforts in successfully organizing this Dialogue. Also, we would like to express our earnest gratitude to the organizers, the International Department of the CPC Central Committee, Chongqing Municipal Committee and Chongqing Municipal Government for their warm reception and thoughtful arrangements.
