2024年4月10日22時8分，一陣急促的報警電話鈴聲打破了夜的寧靜。醉酒老人劉某追打家人，現(xiàn)場險象環(huán)生。城北派出所接警后，史禮海與兩名同事火速趕往現(xiàn)場。面對揮舞尖刀、肆意傷害群眾的嫌疑人，他毫不猶豫、奮勇上前，用胸膛擋住了刺向群眾的尖刀。鮮血染紅警服，他仍緊握警棍，直至生命最后一刻。

從警6年多，他主辦或參與偵辦刑事案件100余起，調(diào)處化解矛盾糾紛240余起，救助群眾60余人次，為受害人止付追回涉案財物價值100余萬元。

他是戰(zhàn)友眼中的“拼命三郎”

為了心中的警察夢，2017年12月史禮海通過招考加入了警營，奔赴入警第一站一。

一進所，他向所長提出第一個請求一一元旦值班。他的理由是家遠，回家沒啥事，值班可以迅速熟悉工作，也能讓其他民警騰出時間和家人團聚。質(zhì)樸的話語讓所長黨伍平欣慰而感動。

這是史禮海從警以來第一次值班，也經(jīng)受住了考驗。

放假三天，史禮海的工作日志詳細全面，出警記錄整齊規(guī)范，大家看了紛紛稱贊。

不僅如此，他還完美處理了一起突發(fā)事件。2018年1月1日，345國道川流不息，大家急著回家團聚。一輛滿載電纜的貨車搶道而行，不慎把旁邊小客車“靠”了一下，雙方互不相讓，繼而發(fā)生沖突。

當時史禮海剛要吃午飯，突然接到報警電話，他下碗就走。趕到現(xiàn)場，國道已經(jīng)擁堵，交警也一并趕到指揮通行。在嘈雜的現(xiàn)場，史禮海認真了解情況，指出了小車司機和親友動手打人的違法行為，并固定證據(jù)，短時間處理了這件棘手的事情。

所長黨伍平喜歡這位“英勇無畏、沖鋒在前”的小伙子，把手頭一些較煩瑣的工作放心地交給他處理。

不管是三伏天烈日當頭，還是三九天刮風下雪，茶店鎮(zhèn)群眾都能看到史禮海忙碌的身影。

2018年夏天，張家河鎮(zhèn)張家河村甘大姐，乘車到縣城購物，不慎把裝有6000元錢的皮包丟失。甘大姐居住在山區(qū)，家境不寬裕，6000元錢不是小數(shù)目。萬般懊惱之下，她抱著試一試的態(tài)度報了警。

從張家河到縣城，往返近百公里，尋找一個小皮包，無疑大海撈針。當天下午，史禮海按照甘大姐的行走路線圖，逐個走訪司機、乘客、商戶和群眾，直到繁星滿天，仍然查無音信。

“你已經(jīng)仁至義盡，又不是案子，找不到算了?！焙眯娜藙袼?。

群眾的事再小也是大事，一定要盡力辦好，這是史禮海的辦事準則。第二天清晨，他又義無反顧地出發(fā)了，繼續(xù)一家挨著一家排查，功夫不負有心人，終于在一家鞋店找到了甘大姐丟失的皮包。

甘大姐接過失而復(fù)得的皮包時，按捺不住激動的心情，執(zhí)意要感謝史禮海，被史禮海婉言謝絕。

年輕的史禮海，憑著不服輸?shù)膭蓬^，迅速成為骨干，成為所長黨伍平心中“能干事、會干事、干成事”的“好苗子”。黨伍平進城開會或辦事時，會把所上工作交由史禮海負責，大家都非常信服。

有年春節(jié)天氣寒冷，一名青年酒后滋事，先和父母大吵一架，然后拎出煤氣罐，放在鄰居家門口準備點燃，還揚言不活了，準備和鄰居同歸于盡。

史禮海迅速趕到，只見醉酒青年人高馬大，情緒非常激動。制止點燃煤氣罐是當務(wù)之急，危急時刻，他果斷沖上去，緊緊住醉酒青年的雙手。隨行輔警也一起用力，合力奪下了煤氣罐，避免了意外事件的發(fā)生?；厮螅虐l(fā)現(xiàn)胳膊在搶奪煤氣罐時受傷了，殷紅的鮮血一個勁地流。

2020年10月14日，十堰一天水高速茶店收費站入口處一名男子手持斧頭攔截車輛，致使交通嚴重堵塞，所長劉彥恒帶領(lǐng)史禮海趕到案發(fā)地點。情緒亢奮的男子揮舞著斧頭與民警對峙，現(xiàn)場30余名群眾的生命安全受到威脅。機警的史禮海慢慢靠近男子，劉彥恒悄悄向他遞去一個眼色，史禮海心領(lǐng)神會。他正面向男子喊話，吸引其注意力，劉彥恒悄悄繞到男子身后。趁男子不備，史禮海瞅準時機一個箭步跨上前，配合劉彥恒奪過斧頭，迅即和大家一起制服該男子，化解了危機。

錄口供時，史禮海得知男子系附近村民，因高速公路排水管道漏水，他在公路旁的一塊地被淹，為引起相關(guān)部門重視，便持斧堵路。史禮海趕到現(xiàn)場查看，多方協(xié)調(diào)更換了排水管道，徹底幫男子解決了后顧之憂。

回到所里，細心的妻子周丹一眼看到丈夫的手被劃了一個大口子，還在流血。“皮外傷，沒事！回家別告訴爸媽?！笔范Y海呵呵一笑。

他是群眾心中的“小海警官”

西鄉(xiāng)縣城北街道二里社區(qū)的暖心警務(wù)會客廳門外懸掛的“史禮海警務(wù)室”標牌格外顯眼。

在社區(qū)兩年時間，史禮海先后救助困難群眾80余人次，化解矛盾糾紛230余起，開展法治宣傳等180余場。他樂觀積極，難事?lián)屩?、有事幫著干，群眾都喜歡他，叫他“小海警官”。

2023年11月底的一天，史禮海在一次外出執(zhí)勤巡邏時，發(fā)現(xiàn)轄區(qū)有一位老人滿臉焦急地在馬路中央徘徊，路上車多人多，他立馬上前將老人拉到一邊。交流中，老人神志不是很清楚，住哪里、叫什么都說不上來。史禮海見老人面熟，一通電話便打給了二里社區(qū)黨支部書記張寧。

生前走訪轄區(qū)群眾

“有個老人年紀大犯了迷糊，找不到回家的路了，看著像咱社區(qū)居民。這天氣冷，我先把老人帶回來，一會兒咱核實一下。”隨后，史禮海帶著老人回到社區(qū)，準備和張寧一起商量辦法。

“他們回來時，我看見老人下車的時候披著警服，手里拿著面包和礦泉水，渾身臟兮兮的。史警官擔心老人害怕，就坐在旁邊一直安慰?！睆垖幷f，等聯(lián)系到家屬把老人接走后，史禮海接過那件警服，想都沒想就穿回了自己身上。

“衣服都弄臟了，我給你找一件先換一下”張寧話沒說完，只見史禮海隨手撣了幾下警服上的面包屑，微笑著說：“沒事沒事，只要老人別凍感冒了就行?！睆垖幓貞浧疬@些點滴，眼眶紅了起來。

2023年冬天，一名精神障礙患者在家里突然發(fā)病，社區(qū)干部上門時發(fā)現(xiàn)杯子、水壺碎了一地，家里到處亂七八糟，患者情緒激動，手邊有什么就砸什么，幾次都差點傷到人，家屬在一旁不知所措。史禮海接到社區(qū)的求助電話后，立馬趕到了現(xiàn)場。

疏散完周邊人員后，史禮海便和社區(qū)干部一起安撫患者情緒，不經(jīng)意間患者身邊易傷人的物品被他悄悄挪開。交談中，患者突然抱怨肚子餓了，史禮海就抓住這個機會，很快端著兩碗熱騰騰的泡面，坐在患者身旁，兩人邊吃邊聊。通過半個多小時的溝通，患者的情緒穩(wěn)定了下來，十分配合地隨社區(qū)干部到醫(yī)院治療。

他是天漢兒女心中的“不朽豐碑”

西鄉(xiāng)縣城北派出所內(nèi)，紅色背景的展示牌在警藍色的映襯下格外醒目，展示牌上書寫著史禮海曾經(jīng)在生死瞬間毫不畏懼、危難關(guān)頭勇敢逆行，用生命保護群眾的英勇事跡。而在這里也流傳著他從警以來服務(wù)群眾的歷歷往事……

在案件偵破過程中，面對最苦最累的摸排、蹲點工作，雖然耗時耗力，但史禮海每次都能付出極大的耐心和毅力。

暑氣逼人的7月，為了核查1條匿名舉報線索，史禮海獨自一人，白天頂著烈日、晚上克服蚊蟲叮咬，經(jīng)過15天的秘密蹲守，摸清了隱藏在居民樓內(nèi)的窩點情況，一舉抓獲犯罪嫌疑人2名。

寒風刺骨的2月，316國道邊停放的大貨車輪胎輪轂被盜，史禮海和民警趙閃對著50條視頻線索“大海撈針”15個小時，鎖定了犯罪嫌疑人，如數(shù)追回價值1萬余元的輪胎輪轂。

大年初六，接到群眾報警：“在親戚家吃頓飯的時間，停在路邊的汽車擋風玻璃就被砸壞了。”史禮海和民警廖叢森立即趕到現(xiàn)場，初步判定車玻璃系鞭炮炸裂，但汽車在視頻監(jiān)控盲區(qū)，無法及時找到肇事者。

大年初七，原本輪休的史禮海放棄休息，和廖叢森一起調(diào)閱監(jiān)控視頻，縮小偵查范圍，最終找到了肇事人，現(xiàn)場調(diào)處了糾紛。車主問詢他的名字，他擺擺手說：“小事。”事后車主將一面印著“破案神速安民心，人民衛(wèi)士為人民”的錦旗送到了城北派出所。

就在史禮海犧牲的當天，他還在梳理轄區(qū)近兩個月被盜電動車、摩托車情況，研判是否屬于系列案件。他犧牲后的第二天，同組民警回到辦案室，一份詳細的城北派出所車輛被盜案件統(tǒng)計表整齊地放在辦公桌上。誰知，這竟是他的最后一次“報表”。

每一位英雄，都是一座豐碑；每一次緬懷，都是一次洗禮；每一次致敬，都是一種傳承。

清晨，城北派出所的點名照常進行，當“史禮?！钡拿衷俅雾懫饡r，全體民警鋰鏘有力地回應(yīng)，那一聲“到”響徹天際、震撼人心。同時，派出所還成立了以史禮海命名的警務(wù)室和辦案隊，激勵民警輔警以史禮海為榜樣，永遠做黨和人民的忠誠衛(wèi)士。

史禮海生前所在派出所所長趙開貴說：“禮海，你放心，我們將繼承你的遺志，發(fā)揚你的精神，沿著你的腳步，堅定地走下去，為維護社會安定、守護人民安寧做出更大貢獻?！?/p>

戰(zhàn)友廖叢森說：“禮海，你已經(jīng)離開我們一年了，你的英勇事跡如同一座不朽的豐碑深深烙印在我的心里，我會把對你的思念轉(zhuǎn)化為工作的動力，在我們曾經(jīng)共同奮斗過的崗位上努力拼搏，用實際行動告慰你的英靈。我們不會忘記你，祖國不會忘記你！”

00后新警張杰說：“禮海哥，是你讓我懂得了什么是全心全意為人民服務(wù)，什么是忠誠擔當奉獻。我要向你看齊，始終把人民群眾放在第一位，為守護一方平安貢獻自己的全部力量。”

2025年4月1日，西鄉(xiāng)縣公安局民輔警代表和西鄉(xiāng)縣第一中學師生代表共400余人來到烈士陵園，表達對英烈的深切緬懷和對史禮海烈士的無限敬仰和哀思…■

A Hero Behind the Badge

At 22：08 on April 10，2024，a phone call broke the tranquilityof thenightat the Chengbei Police Station.The call reported an urgent case at Shili Village，Chengbei Subdistrict， Xixiang County，Hanzhong City，Shaanxi Province.A drunk elderlymansurnamedLiu had beenchasingamemberof his family and beaten them almost to death.Upon receiving the report，ShiLihai and histwo teammateshurried to thescene， wherehe saw the suspect recklessly wieldinga sharp knife. Shi jumped ontheman beforeanyinjurieshappened.The knifepierced hischest，and his uniformquickly turned red with his blood.But Shi held his baton firmly and kept fighting the criminal until his very last breath.

His six-year service had helped cracked more than 100 criminal cases in a lead or supporting role.He also settled over 240 disputes，provided more than 60 assists and helped victimsrecover more than RMB1million'sworth of personal belongings.

AHard-charging Officer

InDecember 2017，ShiLihai passed the recruitment exam and fulfilled his dream of becoming a police officer.His first duty in the police force took place at the Chadian Police Station of the Mianxian Public Security Bureau.

Tothe surprise of chief officer Dang Wuping，the first request Shi made upon his arrival turned out to be： going on duty during theNew Year's Day holiday.His home wasa long wayawayand there wasnothing to do there，and being on duty wouldhelpacquainthimwiththeworkpromptlyandallow othermemberstime to reunitewith their families.The simple request touched the chief officer deeply.
