邱建軍：血染的忠誠

邱建軍，男，漢族，湖北武漢人，1974年5月出生，中共黨員，大學(xué)文化程度，1994年7月參加公安工作，2002年6月加入中國共產(chǎn)黨，生前系湖北省武漢市公安局江漢區(qū)分局漢興街漢興派出所副所長、四級高級警長。從警30年來，先后參與破獲各類刑事案件1800余起，其中故意殺人、搶劫等大要案件200余起，抓獲違法犯罪嫌疑人2300余名，有力維護了轄區(qū)安全和穩(wěn)定，先后榮立個人三等功3次，獲嘉獎6次。2024年6月1日凌晨，邱建軍帶隊處置一起持刀滋事警情時，遭遇嫌疑人瘋狂拒捕，為保護身邊群眾和戰(zhàn)友生命安全，他奮不顧身與歹徒展開殊死搏斗，身負重傷仍浴血追兇，經(jīng)搶救無效壯烈犧牲。2024年9月，人力資源和社會保障部、公安部追授他“全國公安系統(tǒng)一級英雄模范”。2025年1月10日，邱建軍獲評2024“最美基層民警”;4月3日，公安部決定追授邱建軍全國“公安楷?！薄?/p>

被染紅的藏藍警服

2024年6月1日零時許，武漢市漢興派出所接到有人持刀在某賓館附近游蕩的警情，值班領(lǐng)導(dǎo)邱建軍帶隊調(diào)查，鎖定嫌疑人馮某身份及租住地。凌晨1時許，邱建軍等趕到現(xiàn)場。馮某反鎖在臥室，邱建軍與其母交涉。突然，體型壯碩的馮某從臥室沖出，手持56厘米利劍，瘋狂朝眾人劈砍。邱建軍果斷讓戰(zhàn)友退后，將身邊一名輔警拉入另一房間避險。此時，失去理智的馮某轉(zhuǎn)頭將另一名輔警頭部、手臂砍傷，返回臥室換了兩把匕首繼續(xù)行兇。生死關(guān)頭，邱建軍果斷掏出手槍、子彈上膛，從房間沖出實施抓捕。現(xiàn)場局面緊張，空間異常逼仄，為最大限度降低執(zhí)法風(fēng)險、避免可能造成的附帶傷害，邱建軍毅然收起手槍，抄起防暴鋼叉，正面迎上嫌疑人揮舞的刀刃，用身體擋在嫌疑人和戰(zhàn)友、群眾之間。馮某殺紅了眼，持刀瘋狂揮舞，將邱建軍頸部、面部、腹部等多處刺傷。身負重傷的邱建軍毫不退縮，繼續(xù)殊死搏斗，最終身中15刀，其中7處為貫通傷，右側(cè)頸動脈被切斷。馮某見勢不妙倉皇逃跑，邱建軍擔(dān)心無辜群眾和戰(zhàn)友安全，強忍傷痛拼命追下樓，沿小區(qū)路面繼續(xù)追緝。滾燙的鮮血不斷從身上流出，沿途滴灑在25 級臺階和20 余米長道路上，慢慢浸透染紅了身上的藏藍色警服，終因體力不支倒下很快，馮某被增援警力抓獲。

凌晨5時，邱建軍經(jīng)搶救無效壯烈犧牲。

在邱建軍遺體告別、骨灰安葬、警號封存儀式上，社會各界代表數(shù)百人排成長龍，大家淚如泉涌，久久不肯離去。

智勇雙全的破案能手

翻開邱建軍50年的人生經(jīng)歷，誓要保護群眾的堅定信仰，早已成為一種“行動本能”。

邱建軍全家都是湖北武漢人，在這座歷史悠久的英雄城市里，無數(shù)故事感染，紅色家風(fēng)浸潤，讓他自幼養(yǎng)成了忠誠的信仰和疾惡如仇的性格。

1990年，邱建軍放棄市重點高中錄取，選擇了武漢市人民警察學(xué)校。在校期間，他勤學(xué)苦練，處處勇爭第一，成績名列前茅。畢業(yè)后，英雄情結(jié)濃厚的邱建軍報名了刑偵崗位，被分配到江漢區(qū)分局刑偵大隊重案二隊。2009年，他參與追捕一名“飛車黨”。當(dāng)時嫌疑人正駕駛摩托車瘋狂逃竄，就其在沖進人群的危急關(guān)頭，后方騎車追捕的邱建軍猛然開足馬力狠狠撞了上去。“飛車黨”和邱建軍雙雙重重倒下。邱建軍不顧疼痛全力牽制對方，和趕來戰(zhàn)友將其成功制服，大腿卻被沉重滾燙的發(fā)動機燙得皮開肉綻，糊了一大塊。2012年，邱建軍獲取有人交易毒品線索，提前布控，發(fā)現(xiàn)一名形跡可疑男子，他率先沖上去抓捕。嫌疑人負隅頑抗，猛然掏出匕首刺中他的大腿，他以驚人毅力頑強搏斗，和戰(zhàn)友將嫌疑人生擒，鮮血已浸透了他的褲管。

送醫(yī)路上，他故作輕松對焦急的戰(zhàn)友說：“放心，我不會離開你們的?！?/p>

邱建軍30年如一日扎根公安基層，無論大案要案還是民生小案，都全力以赴、盡心盡責(zé)，為維護轄區(qū)安全穩(wěn)定做出了突出貢獻。

“我先上”“看我的”，這是邱建軍經(jīng)常掛在嘴邊的兩句口頭禪。

生前工作中

1997年1月，江漢區(qū)發(fā)生一起特大搶劫殺人案，23歲的邱建軍主動請纓。當(dāng)時技術(shù)手段匱乏，他連續(xù)奮戰(zhàn)近兩個月，對死者生前107名社會關(guān)系人員逐一摸底，鎖定死者外甥有重大嫌疑，和戰(zhàn)友蹲守十余個日夜，終將其及另一同犯抓獲。1996 年，邱建軍在一家露天臺球室發(fā)現(xiàn)全國流竄作案的保險柜大盜的行蹤，在戰(zhàn)友趕到前，為防止對方逃脫，竟用手銬和對方緊緊銬在一起，絲毫不顧手腕勒出深深的血痕。

2002年，轄區(qū)一婆婆在副食店被掐死，現(xiàn)場遺留的殘缺痕跡無法鎖定嫌疑人。2022年，民警通過信息比對，發(fā)現(xiàn)痕跡可能為重慶盜竊人員陳某所留，邱建軍和戰(zhàn)友四赴襄陽、兩赴重慶調(diào)查取證，制作案卷材料1000多頁。

他帶頭攻堅審訊，打消其僥幸心理的同時，又輔之真情感化。

“為了不影響你小孩參加高考，我們才緩了兩天抓你。”邱建軍用這句話成功瓦解了陳某的心理防線，20年前的命案積案最終真相大白。

他把百姓的事放在心里

從警30余年，邱建軍始終把人民群眾利益放在第一位。2012年2月，邱建軍響應(yīng)市局警務(wù)機制改革，下沉到漢興街派出所擔(dān)任情況復(fù)雜的后街社區(qū)民警，每天和社區(qū)群干走訪摸排。不到兩年時間，轄區(qū)刑事、治安警情同比下降 30.8% 、 46.7% ，居民安全感、滿意度顯著提升。

2014年初，漢興街派出所分流組建姑嫂樹派出所，邱建軍調(diào)任新龍和苑社區(qū)民警，正好碰上社區(qū)修建惠民停車場。一輛久置的外地牌照汽車影響施工，社區(qū)多方聯(lián)系未果，準(zhǔn)備將車拖走，車主聞訊趕來鬧事。此人脾氣暴躁，居民敢怒不敢言。邱建軍主動上門做工作，車主拒不配合，心細的他從三言兩語對話中發(fā)現(xiàn)，該車主涉嫌非法討債，隨即暗自調(diào)查，妥善處理，停車場順利竣工，居民們拍手稱快。社區(qū)書記周順生這樣評價：“工作大膽，敢管善管，為人有口皆碑，治理成果對社區(qū)影響深遠?！?/p>

邱建軍將畢生精力都獻給了人民公安事業(yè)，30年無一起執(zhí)法過錯、無一件信訪投訴，充分展現(xiàn)了人民警察絕對忠誠本色。工作上，他敢打敢拼，2016年以分局業(yè)績排名第一被提拔副所長。凡事堅持“規(guī)則第一、交情第二”急事難事面前，又總“義”字當(dāng)頭、一馬當(dāng)先，像大哥一樣保護戰(zhàn)友兄弟，像父親一樣教導(dǎo)青年民警，是團隊最可靠的主心骨。漢興所刑偵隊在邱建軍的帶領(lǐng)下，各項業(yè)績突出，每個人均立功受獎。

邱建軍平日經(jīng)常加班值班，逢年過節(jié)家里總是遲到缺席，半夜三更接到工作電話就出門。他曾因?qū)嵤┳ゲ妒軅拮雨懹⒍啻螄诟剿f要保護好自己，他笑著回復(fù)：“放心，我不會扔下你的。”想起這句話，陸英淚流滿面，記憶回到20年前。當(dāng)時，兩人新婚，刑偵大隊發(fā)現(xiàn)一重案在逃人員藏身新疆線索，邱建軍也是這樣告別妻子，隨后遠赴新疆?dāng)?shù)月，成功將在逃人員抓獲，回來一臉滄桑，那一幕就仿佛在昨天。

2024年恰逢邱建軍女兒邱悅璇高考，邱建軍與女兒有了高考后的約定，可誰也想不到，曾為了嫌疑人小孩高考推遲抓捕、每年為高考辛勤護考的邱建軍，卻永遠也看不到自己女兒步入考場了。邱建軍犧牲后，邱悅璇悲痛萬分，可內(nèi)心為父親感到無比驕傲，希望未來繼承父輩遺志，重啟父親警號。

青山巍巍埋忠骨，長江滾滾送英雄。30年來，邱建軍像一頭不知疲倦的“老黃?！?，他是時代的英雄，無愧于“人民警察”這個光榮稱號，不愧為黨和人民的忠誠衛(wèi)士！■

A Heroic Story Written in Blood

Qiu Jianjun，borninMay 1974 in Wuhan，HubeiProvince， wasauniversity degree holderwho joined the public security service in July 1994.In June 2002，he becamea member of the Communist Party of China.At the time of hisdeath， he was servingas Deputy Director and Level-Four Senior Police Oficerat HanxingPolice Station，under the Jianghan Public Security Sub-Bureau of the Wuhan Public Security Bureau.Over his 30 years of service，Qiu solved more than 1，800 cases，including 2oo major criminal cases such as homicides and armed robberies，and apprehended over 2，300 suspects.His distinguished service earned him three ThirdClass Individual Citations and six official commendations. On June 1，2024，before dawn，Qiu led a team to respond to a violent knife-wielding attack.Facing armed resistance， hefearlessly engaged inalife-and-death struggle to protect civilians and fellowofficers.Although severelywounded， he continued pursuing the suspect but later succumbed to hisinjuries despite emergency treatment.In recognition of his exceptional bravery and sacrifice，Qiu was posthumously awarded the followinghonors：\"First-ClassHeroic Model of theNational Public Security System\"by the MinistryofHuman Resourcesand Social Security and the Ministry of Public Security in September 2024，\"Grassroots Police Officer of the Year2024\"onOctober1，2025，and \"NationalRoleModel of thePublicSecurityBureau\"bytheMinistryofPublic Security on April3，2025.

OnJune 1，2024，at around midnight，Wuhan's Hanxing Police Station received a report thata suspect was lurking with a knife neara local hotel.As the on-duty team leader， Qiu Jianjun sprang into action，quickly pinpointing the suspect asaman surnamed Fengand locating his hideout.Ataround 1AM，Qiu and his team arrived at the scene，where they discoveredFenghadlockedhimself inhisbedroom.Qiuwas mediating the situation by engaging with Feng's mother when the physically imposing Feng burst from the room， violently swinging a 56-centimeter-long sword. Qiu ordered his team to retreatwhilepullingan auxiliary officer intoanearby room for protection.At this point，the deranged Feng turned onanother auxiliaryoficer.Havinginflictedwoundstothevictim'shead andarm，hereturnedtothebedroomtoswaphisswordfor two daggers before continuingthe assault.At the critical moment， Qiu drew his service pistol and chambered a round as he rushed out toconfront Feng.Facing the agitated suspect in the confined space，Qiudecisivelyholsteredhis firearmtoavoid collateral damage.Instead，heraisedhisanti-riotsteel fork and placed himselfasahumanshieldbetweentheassailant and his fellow officers and civilians. In a frenzy of rage， Feng brandishedhisdaggersferociously，stabbingQiuintheneck， face，abdomen andother vital areas.Qiu fought without flinching and got stabbed 15 times.Ultimately Qiu suffered seven penetrating wounds and a severed right carotid artery. When things got tough， Feng made a frantic escape. Critically wounded，Qiu remained resolute inprotecting bothcivilians and fellow officers.With blood streaming，he pursued the suspect down the stairs and through the neighborhood，leaving a trail of blood across 25 steps and20 meters of pavement. His navy-blue uniform was soaked as he finally collapsed from massive blood loss. Soon， Feng was captured by the reinforcements.

In1990，Qiuoptedto enroll in theWuhan People's Police School，declininganofferfroma keyhighschool.Therehis diligence placed him at the topof hisclass.Upon graduation， heapplied to join a criminal investigation unit out of his obsessionwith heroismand wasassignedtothe Second Major CaseSquadof the Criminal Investigation Brigadeat Hanjiang Police Station. In 20o9，while pursuinga motorcycle thief， Qiuswiftlyacceleratedto intercept the suspect，whowas heading towardacrowd.Bothfellinthecollision，Qiuand his collaguessubdued the suspect.Only afterward did they notice a deep gash in his thigh， exposing flesh. In2012，duringa prearranged operationinresponse toa drug trafficking lead，Qiu spottedasuspectandimmediatelymovedtoapprehendhim. Thetrafficker violently resisted，stabbingQiu inthe thigh. Undeterred，Qiu foughtbackuntil theteamrestrainedthe suspect.Bythen，histrouserswerealreadysoakedinblood.

Onthewaytohospital，heputupacarefreefront，joking， \"No worries. I won't depart.\"

Over his 30-year career as a grassroots police officer， he devoted himselfwholeheartedly to every case，bigor small， makingenduringcontributionsto thesafetyand stability ofhis community.

Intimesof danger，he wasalways the first to act， frequently declaring，\"I'll go first！\"or \"Leave ittome！\"

InJanuary1997，Wuhan'sHanjiangDistrictwasrocked bya major robbery-homicide case.At just 23 years old，Qiu volunteered to lead the investigation.With forensic technology stilllimited atthe time，he painstakinglyexamined107 individuals linked to the victim over two months，ultimately identifying the victim's nephew as the prime suspect.After a ten-day stakeout，Qiu and his team arrested the nephew and his accomplice.

In 1996，Qiu recognized a notorious burglar—wanted forsafe-theft cases across the country-atan outdoor billiard parlor.In case the suspect attempted an escape before backup arrived，Qiu cuffed himself to the man，leavingdeep bruises on his wrist.

In2002，an elderlywomanwasmurdered by strangulation in Qiu's jurisdiction.The fragmented fingerprints recovered from the scene offered no viable leads.Twenty years later， in 2022，technological breakthroughs matched the prints to a theft suspect from Chongqing.To secure evidence，Qiu and his teammade four investigative tripsto Xiangyangand two to Chongqing，accumulating over1，ooo pages of case files.

Atough interrogation ensued.Qiu skillfullywarned the suspectagainst1hopeswhilepatientlyappealingtoreason and emotion.

\"We postponed your arrest by two days to avoid disrupting yourchild'scollege entrance exam，\"Qiu revealed.This thoughtful approach disarmed the suspect psychologically. After21 years，the truth of the long-unsolved homicide case finally came to light.

The Commitment to Putting the People First

Over his 30-year policing service，Qiu consistently placed the people's wellbeing at the forefront of his work. In February 2012，as part of the municipal public security bureau's policing reforms，he assumed duties as a community officer at Hanxing Police Station，overseeing security in the challenging Houjie neighborhood.Through daily home visits conducted alongside socialworkers，Qiuachievedremarkableresults：criminal cases dropped by 30.8% andsecurity incidentsdecreased by 46.7% ，significantly enhancing residents' sense of safety and satisfaction.

Inearly2014，whenseveralofficers fromHanxingPolice Station were reassigned to help establish the new Gusaoshu Police Station，Qiuworked asa community officerresponsible forthe Xinlongheyuan Residential Complex.At the time， constructionofa parkinglot in theneighborhood wasdelayed bya non-local vehicle parked there.All attempts to reach the owner had failed，so the community administrator suggested thevehicle be towed away.The hot-tempered owner finally appeared，his explosive outburst leaving residents fuming but too intimidated to speak up.Qiu reached to the owner，only to be met with refusal.However，he picked up clues from theirbrief exchangethatthevehiclewasinvolvedinillegal debt issues.After conducting a thorough investigation， he successfullymediated the conflict，allowing construction to proceed. The community welcomed the completed parking lotwithgreat satisfaction.Zhou Shunsheng，the community's PartySecretary，commendedQiu： \"OfficerQiuisbothassertive and competent in handling issues.His dedication earned widespreadacclaimandmadealastingcontributiontoour community.\"

OfficerQiu dedicated his entire lifetoprotectingpublic safety.Throughouthis30yearsofservice，hemaintained animpeccablerecord.Henevercommittedanenforcement errororreceivedasinglepubliccomplaint.Hewasashining testamenttotheunwaveringloyaltyofourpeople'spolice force.In 2016，hewaspromoted to deputy director of the policestation inrecognition of his topperformance record in thesub-bureau.Thoughhewasguidedbytheprinciple \"rules before relationships，\"Qiu never hesitated to be brotherly or evenfatherlyto hiscolleagues.Asthe steady helmof his team， hesteered the station to exceptional achievements，with every officerunderhiscommand receivingformal commendations.

Workingtirelesslyaroundtheclock，Qiuroutinelymissed familygatheringsduring holidays，often returning home late orrushing out at midnight to handle emergencies.Perceiving thedangerofmakingarrests，hiswifeLu Yingoftenbegged him to be more careful during operations.He would reassured her witha smile： \"Don'tworry！Iwon't leave you behind！\"With thosewordsringinginherears，the tearfulwiferecalledacase twenty yearsago.Then the Criminal Investigation Brigade received a lead about a high-profile fugitive hiding in Xinjiang.

Hedepartedwiththe samewords.Hismissiontripspanned several months before the criminal wasapprehended.His weather-beatenfaceisstillvividtoher.

In2024，asQiuYuexuan，QiuJianjun'sdaughter，prepared for China'snational college entrance exam （gaokao），she and her father had alreadymade post-exam plans. The same officer who had once postponedanarrest toavoid disrupting asuspect'schild'sGaokaoand had personallysafeguarded countlessstudentson their exam journeys，would never witnesshisowndaughterwalkintotheexamination hall.
