人才+項目：激活知識產(chǎn)權(quán)創(chuàng)新引擎

7月2日，濟南市知識產(chǎn)權(quán)高層次人才發(fā)展項目集中簽約暨知識產(chǎn)權(quán)強省會建設(shè)創(chuàng)新大賽啟動。大賽以“創(chuàng)新”為核心，旨在搭建一個人才與平臺相互對接的舞臺，共同點燃城市發(fā)展的智慧引擎；一批專注于“人才”的知識產(chǎn)權(quán)服務(wù)站在駐濟高校和重點產(chǎn)業(yè)園區(qū)相繼揭牌，實現(xiàn)人才與服務(wù)的深度融合，共同鍛造推動城市發(fā)展的金鑰匙；一系列旨在期待“成果”的知識產(chǎn)權(quán)人才發(fā)展項目也在此次活動中簽約，通過人才與項目的相互促進，共同激活城市發(fā)展的新動能。

在創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的引領(lǐng)下，濟南市正以前所未有的力度推進科技創(chuàng)新與成果轉(zhuǎn)化，為經(jīng)濟社會發(fā)展注入強勁動力。

正如濟南市委人才辦負責同志在致辭中強調(diào)，近年來，濟南大力實施人才強省會戰(zhàn)略，全力爭創(chuàng)國家吸引和集聚人才平臺，努力構(gòu)建“天下泉城、人來無憂”的全生命周期人才服務(wù)體系。知識產(chǎn)權(quán)人才作為加快科技創(chuàng)新、增強經(jīng)濟活力的關(guān)鍵力量，其重要性不言而喻。此次活動是第二屆“海右人才節(jié)”的特色活動之一，也是培育高價值專利、促進知識產(chǎn)權(quán)轉(zhuǎn)移轉(zhuǎn)化、激發(fā)人才創(chuàng)新創(chuàng)業(yè)活力的重要平臺，將有效促進高價值知識產(chǎn)權(quán)的轉(zhuǎn)化運用，在人才鏈、創(chuàng)新鏈與產(chǎn)業(yè)鏈之間，搭建起一座互通、直通、融通的橋梁，將知識產(chǎn)權(quán)服務(wù)“鏈起來”，將知識產(chǎn)權(quán)資源“聚起來”，將知識產(chǎn)權(quán)成果“用起來”，為濟南經(jīng)濟社會高質(zhì)量發(fā)展提供源頭活水和有力支撐。

活動現(xiàn)場，一系列簽約落地，歷下區(qū)知識產(chǎn)權(quán)專屬特派員與5家企業(yè)簽訂專項服務(wù)協(xié)議，全鏈條、全天候的服務(wù)助力企業(yè)實現(xiàn)新跨越。濟南市知識產(chǎn)權(quán)保護中心、濟南知識產(chǎn)權(quán)服務(wù)業(yè)集聚區(qū)與4個院士工作站簽訂了知識產(chǎn)權(quán)高質(zhì)量服務(wù)戰(zhàn)略合作協(xié)議，助力高端知識產(chǎn)權(quán)人才創(chuàng)新項目加速創(chuàng)造轉(zhuǎn)化；同時，與4家高校簽訂的知識產(chǎn)權(quán)人才培養(yǎng)實踐基地戰(zhàn)略合作協(xié)議，將進一步引導(dǎo)學生開展實踐，拓寬引才留才渠道，為濟南知識產(chǎn)權(quán)事業(yè)培養(yǎng)更多后備力量。

作為濟南市知識產(chǎn)權(quán)工作的重頭戲，自2021年以來，濟南市知識產(chǎn)權(quán)強省會建設(shè)創(chuàng)新大賽已成功舉辦兩屆，從數(shù)據(jù)來看，這是一場高價值專利成果與高精尖技術(shù)應(yīng)用市場的“智慧碰撞”，是知識產(chǎn)權(quán)高層次人才與市場的“執(zhí)手相見”。

活動現(xiàn)場還設(shè)置了知識產(chǎn)權(quán)成果展和高層次人才知識產(chǎn)權(quán)創(chuàng)新成果路演環(huán)節(jié)，高價值專利成果“開秀”，科創(chuàng)企業(yè)“挖寶”，通過智慧碰撞、經(jīng)驗分享，讓知識產(chǎn)權(quán)成果更暢通、更便捷、更有效地走進應(yīng)用市場，賦能高質(zhì)量發(fā)展。

On July 2nd， the Jinan High-Level Intellectual Property Talent Development Program was signed， and the Innovation Competition of Intellectual Property Propelling Strong Provincial Capital Construction was inaugurated. Focusing on innovation， the competition is designed to forge a stage where talents and platforms converge， collectively igniting the intellectual engine that actuates urban progress. Intellectual property service stations that are dedicated for talent have been unveiled in universities and key industrial parks across Jinan， forming a profound integration of talent and service， and forging the golden key to drive the city’s advancement. A series of intellectual property talent development projects， anticipated to bear fruit， were also signed during this event. Through the mutual enhancement of talent and initiative， these projects are poised to unleash new momentum for the city’s development.

As the flagship initiative in Jinan’s intellectual property endeavors， the Innovation Competition of Intellectual Property Propelling Strong Provincial Capital Construction has been held for continuous two years since 2021.
