南昌,江西省省會,地處長江以南,贛江、撫河下游,鄱陽湖西南岸,水陸交通發(fā)達,自古有“襟三江而帶五湖”之稱。南昌生態(tài)優(yōu)美、水資源豐富,擁有“一江十河串百湖”的發(fā)達水系網(wǎng)絡(luò),水域面積占全市面積的29.78%,是國家歷史文化名城、國家衛(wèi)生城市、國家水生態(tài)文明城市、國家森林城市、國家園林城市、國際濕地城市。
2009年12月12日,國務(wù)院正式批復(fù)《鄱陽湖生態(tài)經(jīng)濟區(qū)規(guī)劃》,標志著建設(shè)鄱陽湖生態(tài)經(jīng)濟區(qū)正式上升為國家戰(zhàn)略。南昌市是國務(wù)院批復(fù)確定的中國長江中游地區(qū)重要的中心城市、鄱陽湖生態(tài)經(jīng)濟區(qū)中心城市。
近年來,南昌市牢固樹立“綠水青山就是金山銀山”的發(fā)展理念,以共抓長江經(jīng)濟帶大保護為統(tǒng)領(lǐng),堅定走生態(tài)優(yōu)先、綠色發(fā)展之路,守住自然生態(tài)安全邊界,構(gòu)建生態(tài)文明體系,走出了一條經(jīng)濟發(fā)展和生態(tài)文明水平提高相輔相成、相得益彰的路子。南昌成了世界性生態(tài)文明與經(jīng)濟社會發(fā)展協(xié)調(diào)統(tǒng)一、人與自然和諧共生的生態(tài)經(jīng)濟示范區(qū)和中國低碳經(jīng)濟發(fā)展先行區(qū)。
“都市候鳥” 靈動的城市名片
梅嶺蔥翠如屏,橫亙數(shù)百公里,如今的南昌,生態(tài)越來越好、環(huán)境越來越美,這是每一位南昌人真真切切的感受。近年來,人們發(fā)現(xiàn),白鷺、白鶴、灰鷺等候鳥留在了這座繁華的都市,他們的選擇為南昌市生態(tài)環(huán)境質(zhì)量打出了高分,這背后離不開南昌市公安打擊生態(tài)環(huán)境犯罪的決心以及悉心的守護。
今年4月,位于新建區(qū)的南昌漢代?;韬顕z址公園迎來了一批新的“住客”——數(shù)千只鷺鳥。站在紫金橋畔,?;韬顕z址公園派出所所長王國榮如數(shù)家珍般地說,公園內(nèi)生態(tài)環(huán)境優(yōu)越,擁有廣袤的原生林,園區(qū)內(nèi)水域面積廣闊,且周邊有稻田和濕地,為鷺鳥提供了充足的食物來源,鷺鳥選擇在“海昏侯”家成群筑巢就是看中這里的生態(tài)環(huán)境,相較于去年,候鳥的數(shù)量增加到了3000余只。
湖面和林間,白鷺成群棲息,開始筑巢繁育,偶爾鷺鳥展開潔白的翅膀掠過湖面,這一壯觀的景象為遺址公園增添了一道靈動的風(fēng)景線。
去年,民警偶然發(fā)現(xiàn)鷺鳥在此安家,于是在候鳥季節(jié)加強了巡邏和引導(dǎo),讓前來觀鳥的愛鳥人士能看到候鳥,拍得好照片,同時也不能打擾到候鳥。據(jù)悉,?;韬顕z址公園派出所民警和景區(qū)保安員會通過車巡、步巡的方式,進行常態(tài)化巡查。在大量游客追尋歷史時,主動把警務(wù)工作融入景區(qū)服務(wù)中,民警輔警成了游客的貼心人、守護者。
位于南昌城東青山湖區(qū)的天香園景區(qū)是南昌人在市區(qū)的后花園,園內(nèi)濕地、湖泊、原始沼澤錯落有致,杉木、榔榆、柘樹等喬木成群,形成了喬、湖結(jié)合的天然群落。每年春天,這片“城市綠洲”都會吸引夏候鳥遷來筑巢繁殖, 成千上萬的候鳥在此云集,有白鷺、灰鷺、夜鷺等30多種,數(shù)量最多時可達20萬只,呈現(xiàn)出都市中特有的生態(tài)畫卷。
為了守護這些可愛的“精靈”,給候鳥遷徙提供一個安全良好的棲息環(huán)境,南昌市公安局青山湖分局湖坊派出所的民警根據(jù)候鳥遷徙的特點,采取集中巡查、重點監(jiān)控及空中無人機區(qū)域巡查等多種方式,對景區(qū)及周邊候鳥遷飛停歇地、集群活動區(qū)進行定時動態(tài)監(jiān)管,嚴防發(fā)生投毒、網(wǎng)捕、下套、獵捕等違法犯罪行為。
2023年4月,景區(qū)工作人員向湖坊派出所報警求助,稱在景區(qū)內(nèi)發(fā)現(xiàn)捕鳥網(wǎng)、打魚網(wǎng)若干,懷疑有人潛進景區(qū)內(nèi)進行捕獵。針對這一情況,湖坊派出所民警立即開展偵查,通過分析研判和調(diào)查走訪,成功抓獲一名犯罪嫌疑人。同時,為切實防范相關(guān)事件再次發(fā)生,派出所協(xié)助指導(dǎo)景區(qū)加強技術(shù)防范,通過增設(shè)攝像探頭、設(shè)置防護網(wǎng)、加裝圍墻電網(wǎng)、增加巡護班次等措施,“人防”+“技防”雙管齊下,讓鳥類等珍稀動物在天香園可以“住得安心”。
為了守護候鳥和舌尖上的安全,圍繞“捕、售、運、食”等環(huán)節(jié),派出所應(yīng)景區(qū)的要求,聯(lián)合相關(guān)職能部門對轄區(qū)各大農(nóng)貿(mào)市場、酒店餐館、經(jīng)營攤點等流通領(lǐng)域不定期展開地毯式突擊檢查,嚴厲打擊非法獵捕,切實保障候鳥遷飛安全。
天香園作為候鳥遷徙的棲息地,在每年春天都會迎來一批又一批的夏候鳥,它們大多飛至景區(qū)內(nèi)休憩補給,然而總會有那么幾只落足于城市街角。除此之外,美麗的天香園中,還有諸多珍稀的動物,調(diào)皮可愛的動物們也時不時想“離家出走”。近年來,派出所每年會接到群眾的求助,稱自己見到、撿拾到各類動物及鳥類。為了給動物們一個更加自然和諧的成長環(huán)境,派出所也與景區(qū)達成了默契的“合作”協(xié)議,將群眾撿拾到的各類動物送往天香園“寄存”,在園區(qū)工作人員的悉心照料下,民警會根據(jù)規(guī)定將符合條件的動物送往野生動物保護中心,不符合條件的就將讓其在天香園“安家”,共同營造人與自然和諧共生的美好家園。
“鳥類是大自然的精靈,更是人類的好朋友,很多鳥類隨季節(jié)南北方遷徙。候鳥遷徙的季節(jié),我們在欣賞萬鳥云集壯觀美景,體會自然生命美麗神奇的同時,更要承擔(dān)起保護候鳥的責(zé)任。只有大家共同努力,才能創(chuàng)造良好的生態(tài)環(huán)境。”湖坊派出所社區(qū)民警凌志說道,“捕獵候鳥是違法犯罪行為,城市中有這么一片候鳥的聚集地,是公民共有的財富,我們一定要珍惜保護?!?/p>
生態(tài)修復(fù) 讓綠的底色更加鮮亮
南昌市新建區(qū)在鄱陽湖區(qū)范圍內(nèi)。打擊生態(tài)環(huán)境犯罪,保護鄱陽湖生態(tài)環(huán)境是南昌市公安局新建分局聚焦的任務(wù)之一。
“近年來,南昌市公安局新建分局以持續(xù)改善環(huán)境質(zhì)量為目標,堅持山水林田湖草沙一體化保護,精準打擊破壞環(huán)境資源違法犯罪行為,為推動新建區(qū)經(jīng)濟社會高質(zhì)量發(fā)展提供強有力的環(huán)境支撐?!蹦喜行陆▍^(qū)副區(qū)長、公安分局局長吳建軍說。
“在水域資源保護工作中,我們立足犯罪重點時間、重點區(qū)域、重點水域,構(gòu)筑‘空中無人機巡航、江面快艇巡查、岸邊機動車巡邏、全線視頻巡控’的立體化防控體系,建立健全環(huán)保執(zhí)法與司法審判銜接機制,聯(lián)合各環(huán)資執(zhí)法單位縱深推進‘聯(lián)席會議+聯(lián)合會商+聯(lián)動作戰(zhàn)’打擊整治模式,形成全面禁捕的強大合力,有力推進‘長江大保護’取得階段性成效?!蹦喜泄簿中陆ǚ志炙暇齑箨牬箨犻L熊清華說。
2023年8月3日,新建公安聯(lián)合區(qū)農(nóng)業(yè)農(nóng)村局、法院和檢察院在鄱陽湖朱港農(nóng)場段舉行收繳漁具集中銷毀活動。此次集中銷毀的涉案物品均是2023年以來被收繳的違法犯罪漁具,其中包括各類網(wǎng)具、電拖網(wǎng)、地籠、打窩船、皮劃艇、釣具等共計1000余件。
“電魚要嚴禁!武斗竿、籠壺也屬于禁漁工具!不要抱有僥幸心理,以身試法?!?2023年11月21日,在贛江水域昌邑段,南昌市公安局新建分局聯(lián)合新建區(qū)農(nóng)業(yè)農(nóng)村局開展增殖放流活動?;顒蝇F(xiàn)場,“捕魚者”變身“保護贛江志愿者”,在民警的帶領(lǐng)下給圍觀群眾進行普法宣傳。隨著一袋袋魚苗倒入江中,一尾尾活蹦亂跳的小魚正式入住“新家”。
為維護好鄱陽湖流域的生態(tài)環(huán)境,深入推進江豚、白鶴等珍稀動物的棲息地保護工作,南昌市公安局新建分局大力推進生態(tài)修復(fù)治理,探索建立“增殖放流+魚類轉(zhuǎn)運+碟型湖關(guān)水”生態(tài)修復(fù)新模式,持續(xù)提升生態(tài)系統(tǒng)穩(wěn)定性,推動形成“共抓大保護、協(xié)同大治理”的生態(tài)保護機制。
新建公安分局堅持教育與懲戒相結(jié)合的執(zhí)法理念,定期與農(nóng)業(yè)農(nóng)村局、檢察院等相關(guān)部門會商,通過以罰促教的方式,科學(xué)運用生態(tài)補償資金,對重點區(qū)域展開增殖放流,放流采取“精細化、專業(yè)化、科學(xué)化”放流模式,魚苗均為贛江水域珍稀魚種、本地魚種,選種高度標準化。通過投放魚苗凈化水質(zhì)和修復(fù)水域生態(tài)環(huán)境,達到“以魚養(yǎng)水、以魚凈水、以魚護水”的生態(tài)效果。2023年以來,新建公安共開展增殖放流活動5次,放流1.2萬余尾魚苗。
“鄱陽湖呈現(xiàn)出明顯的季節(jié)性特征,‘湖中有湖’是其顯著特征。豐水期時,湖水流進碟形湖,魚蝦也進入湖中;枯水期湖水退去,碟形湖中留下部分水和魚蝦。蝶形湖關(guān)水可以保持重點區(qū)域的水位,為候鳥留出了活動空間和口糧?!?昌邑派出所所長喻銘介紹道。
為切實維護好鄱陽湖生態(tài)資源,昌邑派出所根據(jù)秋冬季枯水期鄱陽湖部分水域水位持續(xù)下降的特點,探索創(chuàng)新漁業(yè)資源保護模式。在當(dāng)?shù)卣膮f(xié)作配合下,提前對湖區(qū)重點水域進行截流,開展碟型湖關(guān)水,持續(xù)保持重點水域水位,防止水涸魚死的情況發(fā)生,同時為每年來湖區(qū)過冬的20余萬只候鳥營造良好的生存環(huán)境。
針對冬季部分湖區(qū)邊緣水域容易干涸的特點,新建公安聯(lián)合區(qū)農(nóng)業(yè)農(nóng)村局等相關(guān)涉水單位,全面摸排轄區(qū)臨近干涸水域的魚情,科學(xué)評估后通過人工搶救轉(zhuǎn)運的方式,將臨涸水域的魚類放歸湖區(qū),進一步維護鄱陽湖流域的生態(tài)環(huán)境。2023年以來,共搶救轉(zhuǎn)運魚類4000余尾。
候鳥救助 讓藏藍守護更有溫度
鄱陽湖中有兩座小島,一個叫南山,一個叫磯山,兩座小島共同組成了南磯山。南磯山地處東亞至澳大利亞水鳥遷飛線路之中,是國家級濕地保護區(qū)。每年入冬,多達310余種幾十萬只天鵝、白鶴、雁、白鸛等候鳥在此越冬。
每年豐水期,四周水面上漲,南磯山就會成為一座湖中“孤島”,記者跟隨派出所的巡邏艇登上了這座“小島”。在這里,有一個特殊的派出所,它是距離南昌城區(qū)最偏最遠的派出所之一,它的轄區(qū)面積最大,但轄區(qū)內(nèi)的常住人口最少。這里的民警除了要完成戶籍、治安等日常工作,還多了保護濕地候鳥、魚類的任務(wù)。這個派出所叫南磯派出所。
剛登上南磯山,南磯派出所所長劉萬里指著湖邊的一條“斷頭路”說,枯水期,這里就是一條公路了,從岸邊開著車就直接可以到達南磯山??菟诤拓S水期完全不同的生態(tài)環(huán)境,使得不同時節(jié)民警們的任務(wù)有著各異的挑戰(zhàn)。
2023年11月10日上午,劉萬里帶領(lǐng)兩名新民警到鄱陽湖岸邊巡查熟悉情況。 “那只水鳥不對勁,似乎被困住了,趕緊過去看看……”由南磯派出所、分局水警大隊和區(qū)農(nóng)業(yè)農(nóng)村局南磯漁政中隊組成的候鳥護飛隊像平日里一樣在濕地周邊巡邏,當(dāng)巡至白沙湖水域附近時,從不遠處傳來陣陣異常的鳥叫聲。隊員沿湖察看,在白沙湖水域一處隱蔽的河汊水岸dJcqplNc5aSoBQ/j75eduw==邊,發(fā)現(xiàn)有兩只水鳥被隱藏在水中的漁線纏住。民警見狀立即上前解救。
“我們不僅是派出所民警,還是‘生態(tài)警長’,通過近些年的打擊和宣防,南磯山濕地的非法狩獵警情大幅度下降?!蹦洗壟沙鏊窬鞏|捷說,時不時來濕地走走轉(zhuǎn)轉(zhuǎn),或是車巡步巡,或是無人機巡,已經(jīng)成為他們的一種習(xí)慣。
漁業(yè)素來是南磯鄉(xiāng)的傳統(tǒng)產(chǎn)業(yè)。過去在湖里捕魚、撈龍蝦,一年收入高的能有幾十萬元。2020年起,鄱陽湖實行全面禁捕。南磯派出所民警的主要工作也隨之發(fā)生變化。以前是保障漁民捕魚安全,維護碼頭市場秩序,而如今則是要幫助退捕漁民“洗腳上岸”。
南磯鄉(xiāng)漁民眾多,禁捕政策實施后,派出所的民警便挨家挨戶上門宣傳政策,其間遭遇過群眾的埋怨、不理解,但民警沒有放棄,堅持向退捕漁民深入講解退捕政策,并幫助協(xié)調(diào)生活困難的退捕漁民領(lǐng)取相關(guān)補助。此外,民警還幫助有意向開辦農(nóng)家樂的退捕漁民申請辦理營業(yè)執(zhí)照等相關(guān)證件,讓他們走向了另一條致富路。
日常工作中,新建公安將保護野生動物,筑牢生態(tài)屏障,締造美好環(huán)境相融合,逐步探索建立了市民、民警主動發(fā)現(xiàn),接力救助,協(xié)助放生的保護工作機制。據(jù)統(tǒng)計,今年以來全區(qū)公安機關(guān)參與救助野生動物30余次。
遠山碧水,藍天白云,芳草青青,鳥語花香……漫步在贛鄱大地上,一幅幅山水交融、人與自然和諧共生的綠色畫卷在眼前徐徐展開。

Nanchang: Migratory Birds’ Home

Situated south of the Yangtze River, Nanchang City, the capital of Jiangxi Province, lies at the lower reaches of the Ganjiang and Fu rivers, to the southwest of Poyang Lake. With well-developed water and land transportation, Nanchang takes pride in its location amidst many rivers and lakes. It boasts a beautiful ecology and abundant water resources, featuring an extensive water network with streams and lakes covering 29.78% of the city's total area. Nanchang is recognized as a National Historic and Cultural City, one of the National Cleanest Cities, a National Water Ecological Civilization City, a National Forest City, a National Garden City, and an International Wetland City.
On December 12, 2009, the State Council officially approved the "Development Plan of Poyang Lake Ecological Economic Zone", elevating the development of the Zone to a new level of national strategic significance. Nanchang is designated by the State Council as a key urban center in the middle reaches of the Yangtze River and a key urban center within the Poyang Lake Ecological Economic Zone.
In recent years, guided by the concept that "unpolluted waters and green mountains are as valuable as mountains of gold and silver", Nanchang has pursued a path of ecological protection and green development. Under the principle of protecting the Yangtze River economic belt and building a civilization system for ecological preservation, the city's approach has fostered a mutually beneficial relationship between sustainable development and the enhancement of ecological civilization. Nanchang has emerged as a globally recognized ecological economy demonstration zone, where ecological civilization, economic growth, and social development coexist harmoniously. It stands as a pioneering region for low-carbon economic development in China, showcasing a harmonious coexistence between humans and nature.
An Iconic Home to Migratory Birds
The lush Meiling mountains stretch several hundred kilometers, resembling a decorative verdant screen. Today, Nanchang's improving ecology and increasingly beautiful environment are palpable to every resident in this city. Migratory birds like egrets, white cranes, and gray herons have chosen to stay in this bustling city, which is a testament to the city's high environmental quality. These positive changes can be attributed to the efforts of the Nanchang Public Security Bureau, whose determination to combat environmental crimes and vigorously guard the natural environment has been remarkable.
This April, the Han Dynasty Haihunhou National Heritage Park in Xinjian District welcomed a group of new "residents"—thousands of egrets. By Zijin bridge, Wang Guorong, head of the Haihunhou national heritage park police station, proudly detailed the park's outstanding environment. The park boasts expansive native forests and extensive water areas, with surrounding rice fields and wetlands providing ample food for egrets. The birds nest in large numbers in the Haihunhou park area because of its favorable natural conditions. Compared to last year, the number of migratory birds has increased to over 3,000.
On the smooth surface of lakes and among the verdant tree canopy, flocks of egrets flourish, busy with nesting. Occasionally, these birds skim across the lake's surface with their white wings spread wide, creating a spectacular sight among the heritage park's landscape.
Since police officers discovered the presence of egrets in the area last year, they have frequently patrolled the area by car and on foot to ensure that the migratory birds are not disturbed by bird watchers or cameramen, while providing friendly and professional services to people visiting this historic city.
Located in the Qingshanhu District on the eastern side of Nanchang, Tianxiangyuan Scenic Park serves as the city's garden. It features interconnected wetlands, lakes, and natural marshes, complemented by groves of cedar, elm, and Chinese hackberry trees against a backdrop of tranquil lakes. Every spring, this "urban oasis" attracts tens of thousands of migratory birds, including egrets, gray herons, and night herons. At peak times, their numbers can reach up to 200,000, creating a unique and harmonious landscape in the heart of the city.
To protect these migratory birds and provide a safe habitat for them, police officers from the Hufang police station of the Qingshanhu branch of the Nanchang Public Security Bureau have implemented various measures based on bird migration habits. These include focused patrols, targeted monitoring, and aerial drone inspections to conduct regular surveillance of the migratory birds in and around the scenic area, aiming to prevent illegal hunting activities.
In April 2023, staff at the scenic area alerted Hufang police station to their discovery of several bird-catching nets and fishing nets, suspecting illegal hunting in the park. In response, officers immediately launched an investigation and successfully apprehended a suspect after conducting timely investigations. To prevent such incidents from reoccurring, the police station assisted the park with a series of technical measures, including installing additional surveillance cameras, setting up protective nets, electrifying fences, and increasing patrol frequencies. Through these proactive measures, they have ensured that Tianxiangyuan park makes a safe habitat for birds and other wildlife.
Furthermore, to protect migratory birds and ensure public food safety, the police station, in collaboration with the park and other relevant departments, conducts regular comprehensive inspections at major grocery markets, hotels, restaurants, and food stalls within its jurisdiction. These inspections focus on cracking down on illegal activities involving hunting, sale, transportation, and consumption of wildlife.
Tianxiangyuan park serves as a habitat for migratory birds, attracting numerous birds that come here for food and rest in the spring. Occasionally, some of these birds may land in nearby urban areas. Tianxiangyuan park is also home to many other adorable rare animals which can also sometimes be seen wandering away from their rural habitats.
Every year, the police station receives requests for assistance with birds and other animals. To provide these animals with a more natural and harmonious environment for growth, the police station has reached a tacit agreement with the park for their protection. They will be brought to Tianxiangyuan park for a temporary shelter. After receiving intensive care, those deemed suitable for release into the wild are transferred to wildlife conservation centers. Those unable to return to the wild are settled permanently in Tianxiangyuan park, exemplifying harmonious coexistence between humans and nature.
"Birds aren't just nature's angels; they're our friends too. They fly between north and south with the seasons. During that time, we love seeing all the birds gathering around here—it's a beautiful sight that reminds us of how amazing nature is. We've got to protect these birds," said Ling Zhi, an officer from Hufang police station. "Hunting birds is against the law. Their home here in the city is something we all share, so let's appreciate it and make sure we look after it together."
Ecosystem Restoration
The Xinjian District of Nanchang is situated within the Poyang Lake area. The Xinjian branch of the Nanchang Public Security Bureau focuses on combating environmental crimes and protecting the ecological environment of Poyang Lake as their primary tasks.
"Over the last few years, our Xinjian branch has been striving for a better environmental for everyone. We're dedicated to protecting everything—mountains, rivers, forests, you name it! Our focus is cracking down on any illegal activities that harm our natural resources. These efforts are intended to support the growth of the Xinjian District and ensure its economic and social advancement," explained Wu Jianjun, deputy district chief and director of the Xinjian branch.
"Protecting our water resources is a top priority for us. We've set up a holistic system that involves drones, speedboats on the river, mobile patrols along the shoreline, and 360-degree video surveillance in high crime areas. We've also ensured there's a smooth connection between law enforcement and legal actions. By teaming up with other environmental law agencies, we've cracked down on illegal hunting and fishing. In turn, this has supported the 'Yangtze River Protection' initiative in a very positive way," explained Xiong Qinghua, director of the water police brigade at the Xinjian branch.
On August 3, 2023, the Xinjian branch of the Nanchang Public Security Bureau, in collaboration with the District Agriculture and Rural Affairs Bureau, the court, and the procuratorate, oversaw the destruction of more than 1,000 confiscated pieces of fishing gear at Zhugang Farm near Poyang Lake. The items included various types of nets, electric trawling nets, traps, fishing boats, kayaks, and other fishing equipment confiscated since 2023.
"Electrofishing is not allowed, and other homemade fishing tools are also strictly prohibited. Please don't take any chance on illegal activities," remarked one of the police officers to the public. On November 21, 2023, in the Changyi section of the Ganjiang River, the Xinjian branch, in collaboration with the Xinjian District Agriculture and Rural Affairs Bureau, conducted a fish stocking and release event. During the event, under the guidance of police officers, participants in illegal fishing transformed into campaign volunteers to raise public awareness of river conservation. Bags of fish fry were released into the river, alive in their new homes.
To protect the ecological environment of the Poyang Lake basin and better serve the preservation of rare animals such as the Yangtze finless porpoise and white crane, the Xinjian branch actively promotes ecological restoration. They are deeply involved in efforts to establish a new restoration model to enhance the stability of the local ecosystem, aiming for a "collective contribution and coordinated governance" mechanism.
The Xinjian branch adheres to the principle of integrating public education with legal penalties in their law enforcement practices. They closely coordinate with the Agriculture and Rural Affairs Bureau and the local procuratorate, employing an educational approach reinforced by penalties. They take full advantage of state ecological compensation funds to engage in targeted fish stocking and release activities in key areas. The fish fry that they select and breed are exclusively from local rare fish species native to the Ganjiang River, based on rigorous standards.
Releasing fish fry is to improve water quality and restore aquatic ecosystems, creating a beneficial ecological impact where fish contribute to the preservation, purification, and protection of the aquatic ecosystem. Since 2023, the Xinjian branch has conducted 5 fish stocking and release activities, releasing over 12,000 fish fry.
"Poyang Lake exhibits distinct seasonal characteristics, particularly the notable 'lake within a lake' phenomenon. During the high-water season, water flows into the dish-shaped lake, bringing fish and shrimp with it. In the low-water season, the lake recedes, leaving behind some water along with fish and shrimp in the dish-shaped lake. Closing off sections of the dish-shaped lake helps maintain water levels in key areas, creating space and food sources for migratory birds," explained Yu Ming, director of the Changyi police station.
To effectively preserve the natural resources of Poyang Lake, the Changyi police station is innovatively exploring a new model for fisheries resource protection, dealing with the dwindling of water areas during the dry seasons of autumn and winter. In collaboration with local government authorities, they are preemptively implementing water diversion in key lake areas and isolating sections of the disk-shaped lake to maintain water levels in critical areas and prevent fish deaths due to water depletion. Additionally, the station creates a sustainable habitat for over 200,000 migratory birds that spend the winter in the lake area annually.
In response to the drying up of some marginal water areas around Poyang Lake during winter, the Xinjian branch, in collaboration with the District Agriculture and Rural Affairs Bureau and other relevant agencies, has conducted a comprehensive survey of fish populations in these areas. Following scientific assessments, they have successfully rescued and relocated over 4,000 fish from dry areas back into the lake through manual intervention since 2023. This effort benefits the ecosystem in the Poyang Lake basin.
Migratory Birds Rescue
In Poyang Lake, there are two small islands: one called Nan-shan (South Mountain) and the other called Ji-shan (Cliff Mountain). Together, these two islands form Nanjishan Island. Located along the East Asia-Australia migratory bird flyway, Nanjishan Island is a national-level wetland reserve. Every winter, more than 310 species of migratory birds, including hundreds of thousands of swans, cranes, geese, and storks, inhabit here.
Every flood season will find water rise around Nanjishan. The island then becomes isolated in Poyang Lake. Our author took a police patrol boat to this island. As one of the most remote police stations from downtown Nanchang, it covers the largest area of any in the city but oversees the fewest permanent residents. In addition to routine tasks such as household registration and public security, the officers here also protect the wetlands and the fish and bird populations.
Landing on Nanjishan Island, Liu Wanli, director of the Nanji police station, pointed to a "cut-off road" submerged by the lake shore and said, "During the dry season, this is a normal highway, leading directly to Nanjishan Island from the shore." The fluctuating natural environments during the dry and flood seasons pose unique challenges for the police officers stationed here at different times of the year.
On the morning of November 10, 2023, while Liu was orientating the shore of Poyang Lake to two new police officers, they noticed a bird seemed stranded and they quickly went to check on it. They are part of a bird protection team composed of personnel from the Nanji police station, the water police brigade of the district's public security bureau, and the Nanji fishery administration team of the Agriculture and Rural Affairs Bureau. Following the unusual bird calls near Baisha Lake, they discovered two birds entangled in fishing lines near one of the secluded banks. They ran to their rescue immediately.
"We are not just policing the community but the environmental as well. "Regular patrols on foot, by car, or using drones in the wetlands have become routine for us."
Fishing had long been a traditional industry in Nanji County. In the past, some made tens of thousands of yuan a year fishing and harvesting crayfish. Since 2020, a complete fishing ban has been enforced on Poyang Lake. This change has led to a shift in the primary duties of the police officers at the Nanji police station. Previously, their focus was on ensuring the safety of fishermen and maintaining order at docks and markets. Now, their role has changed to assisting fishermen in transitioning away from fishing activities and finding alternative livelihoods.
Many people in Nanji County relied on fishing for their livelihood. The fishing ban spawned numerous complaints and the locals were reluctant to give up fishing. However, the officers went door-to-door to explain the policy to the fishermen and helped those in difficulty apply for government subsidies. Additionally, the police assisted fishermen in applying for business licenses and other necessary documents, enabling them to pursue alternative paths to prosperity.
In their daily work, the Xinjian branch of the Nanchang Public Security Bureau has integrated wildlife protection with the creation of a beautiful environment, aiming to establish a natural ecological barrier. They have set up a mechanism for wildlife rescue and release, involving both citizens and police. Statistics indicate that public security agencies across the district have participated in rescuing wildlife over 30 times this year.
