中奧科技合作的一棵常青樹(shù)
——記奧地利林業(yè)及生態(tài)學(xué)家阿爾弗雷德?皮特勒教授

2022年8月，奧地利維也納自然資源和生命科學(xué)大學(xué)（BOKU）林業(yè)及生態(tài)學(xué)家、2008年中國(guó)政府友誼獎(jiǎng)獲得者阿爾弗雷德·皮特勒（Alfred Pitterle）教授再次搭乘中國(guó)國(guó)際航空公司航班前往中國(guó)，順利到達(dá)第一入境點(diǎn)沈陽(yáng)并在隔離酒店完成防疫隔離后抵達(dá)北京。皮特勒教授這次是應(yīng)北京中林聯(lián)林業(yè)規(guī)劃設(shè)計(jì)研究院邀請(qǐng)?jiān)L問(wèn)中國(guó)并將參與相關(guān)生態(tài)合作項(xiàng)目的科研、咨詢工作。皮特勒教授長(zhǎng)期對(duì)華友好并積極支持、參與中奧科技及生態(tài)合作事業(yè)，即使在新冠疫情期間，本次出訪已是這位精神矍鑠的奧地利林業(yè)及生態(tài)學(xué)家兩年多來(lái)第三次赴中國(guó)訪問(wèn)、交流。本次出訪他前往中國(guó)多地參與林業(yè)、生態(tài)科研及產(chǎn)業(yè)合作項(xiàng)目工作，不畏艱辛、持之以恒，實(shí)在是難能可貴、令人敬佩。2023年4月12日，皮特勒教授再次飛往北京，開(kāi)展相關(guān)科研及項(xiàng)目合作。

積極參與中歐林業(yè)及生態(tài)科研合作

皮特勒教授1949年3月出生于奧地利下奧州圣珀?duì)栯?969年就讀于BOKU，1987年獲得博士學(xué)位，后長(zhǎng)期在BOKU從事教學(xué)、研究工作及國(guó)際學(xué)術(shù)交流，從BOKU退休后，他仍孜孜不倦地參與相關(guān)科技交流及研究工作。皮特勒教授為人熱情、誠(chéng)懇，他擁有一個(gè)幸福美滿的家庭，妻子、女兒及外孫都理解、支持他參與中奧科技、生態(tài)合作事業(yè)。2008年，皮特勒教授由于積極參與中歐林業(yè)及生態(tài)科研合作、支持中南林業(yè)科技大學(xué)國(guó)際化學(xué)科建設(shè)并取得重要成果，由湖南省政府申報(bào)并榮獲該年度的中國(guó)政府友誼獎(jiǎng)。

In August 2022, Prof. Alfred Pitterle, an Austrian forest ecologist from the University of Natural Resources and Life Sciences Vienna (BOKU) and the 2008 Chinese Government Friendship Award winner, took an Air China flight to China. He arrived in Beijing after completing his quarantine at the hotel in Shenyang, the first entry point.Prof. Pitterle was invited to visit China by the Zhonglin Union Forestry Planning and Design Institute in Beijing and would be involved in the scientific research and consultation of related ecological cooperation projects.Prof. Pitterle has long been friendly to China and actively supported and participated in Sino-Austrian scientific,technological, and environmental cooperation. Even during the COVID-19 epidemic, it does not stop the energetic Austrian forest ecologist from coming to China to visit and exchange for the third time in two years. During this visit, he will participate in forestry, ecological research, and industrial cooperation projects in many places in China.It is commendable for his perseverance and hardships. On April 12th, 2023, Prof. Alfred Pitterle went to China again to carry on research and cooperation.

Actively participate in Sino-European cooperation in forestry and ecological research

Prof. Pitterle was born in March 1949 in Sankt P?lten,Lower Austria, Austria. He studied at BOKU in Austria in 1969 and received his Ph.D. in 1987. Later he engaged in teaching, research, and international academic exchanges at BOKU for a long time. After he retired from BOKU,he was still tirelessly involved in related scientific and technological exchanges and research. Prof. Pitterle is warm and sincere. He has a happy family. His wife, daughter,and grandson all understand and support his participation in Sino-Austrian scientific, technological, and ecological cooperation. In 2008, Prof. Pittlere was recommended by Hunan Provincial Government and won the Chinese Government Friendship Award for his active participation in Sino-European cooperation in forestry and ecological research and his support of the internationalization of disciplines at Central South University of Forestry and Technology (CSUFT). The cooperation between Prof. Pittlere and The Forestry Department of Hunan Province began in 1996 with the feasibility study of the “China-Germany Financial Cooperation Afforestation Project - Phase I” in Hunan Province, which lasted for more than ten years and made an outstanding contribution to the forestry in Hunan and even China. From 1998 to 2008, Prof. Pittlere, as the quality monitoring expert of the China-Germany financial cooperation “Ecological Afforestation Project in Dongting Lake, Hunan,” and his professional team completed the quality sampling monitoring of more than 30,000 hectares of afforestation area, ensured the high quality and high standard of the project. He also proposed the concept of“smallholder forestry.” He added “forest management” to the feasibility assessment of the China-Germany financial cooperation project for smallholder farmers in Hunan, which the project partner, KfW, highly praised. Eventually, he led to the agreement of Euro aid. Prof. Pittlere brought many new ideas of “urban forestry” to Hunan and contributed to the cooperation between Changsha and Vienna on the protection, management, and utilization of urban water forests. Prof. Pittlere also actively recommended and facilitated CSUFT to become a member of the Austrian Eurasian Pacific Academic Association in 2007, effectively promoting academic and talent exchange between CSUFT and Austrian universities and research institutions. After that, Prof. Pittlere has been actively involved in Sino-Austrian and Sino-European scientific research and ecological cooperation as a professor of BOKU, a special representative of “Eurasian-Pacific Uninet” (EPU), and a consultant of the United Nations Industrial Development Organization (UNIDO), and has done a lot of fruitful achievements in training and mentoring Chinese students.

皮特勒教授與湖南省林業(yè)廳的合作始于1996年湖南“中德財(cái)政合作造林項(xiàng)目一期”可行性研究，合作時(shí)間長(zhǎng)達(dá)十多年，為湖南乃至中國(guó)的林業(yè)發(fā)展作出了重要的貢獻(xiàn)。皮特勒教授作為中德財(cái)政合作“湖南洞庭湖生態(tài)造林項(xiàng)目”的質(zhì)量監(jiān)測(cè)專家，1998—2008年間，與專業(yè)團(tuán)隊(duì)累計(jì)完成了3萬(wàn)多公頃林地的質(zhì)量抽樣監(jiān)控，確保了項(xiàng)目的高質(zhì)量、高標(biāo)準(zhǔn)完成。他在中德財(cái)政合作湖南小農(nóng)戶項(xiàng)目可行性評(píng)估中，提出“小農(nóng)戶林業(yè)”的概念、增加“森林經(jīng)營(yíng)”建設(shè)內(nèi)容，獲得了項(xiàng)目合作方德國(guó)復(fù)興銀行的高度贊揚(yáng)，最終達(dá)成了歐元援款協(xié)議。皮特勒教授為湖南帶來(lái)了許多“城市林業(yè)”的新理念，也為長(zhǎng)沙與維也納城市水源林的保護(hù)與經(jīng)營(yíng)利用方面的合作作出了貢獻(xiàn)。皮特勒教授還積極推薦、促成中南林業(yè)科技大學(xué)于2007年成為奧地利歐亞太平洋學(xué)術(shù)協(xié)會(huì)成員，有效地推進(jìn)了該校與奧地利高校、科研機(jī)構(gòu)開(kāi)展學(xué)術(shù)、人才交流。其后，皮特勒教授又長(zhǎng)期以?shī)W地利自然資源與生命科學(xué)大學(xué)教授、“歐亞—太平洋學(xué)術(shù)協(xié)會(huì)（EPU）”特別代表、聯(lián)合國(guó)工發(fā)組織咨詢專家等身份積極參與中奧、中歐科研及生態(tài)合作，培養(yǎng)、指導(dǎo)中國(guó)學(xué)生，做了大量卓有成效的工作。

對(duì)碳中和提出三個(gè)重要觀點(diǎn)

2021年5月，皮特勒教授應(yīng)邀訪問(wèn)江蘇省農(nóng)業(yè)科學(xué)院，與方繼朝副院長(zhǎng)等中方專家、學(xué)者進(jìn)行業(yè)務(wù)交流，并協(xié)調(diào)安排歐亞—太平洋學(xué)術(shù)協(xié)會(huì)現(xiàn)任主席沃爾夫-迪特·勞施（Wolf-Dieter Rausch）教授以線上視頻方式參加會(huì)談。中奧雙方就江蘇省農(nóng)科院與該協(xié)會(huì)建立合作關(guān)系等相關(guān)事宜達(dá)成共識(shí)，并就未來(lái)開(kāi)展訪學(xué)和聯(lián)合科學(xué)研究項(xiàng)目等合作事宜進(jìn)行了深入交流。

Put forward three critical points on Carbon Neutral

In May 2021, Prof. Pittlere was invited to visit the Jiangsu Academy of Agricultural Sciences for business exchange with Vice President Fang Jizhao and other Chinese experts and scholars and to coordinate an online meeting with Prof.Wolf-Dieter Rausch, the current President of the Eurasia-Pacific Uninet. Furthermore, China and Austria agreed on establishing cooperation between the Jiangsu Academy of Agricultural Sciences and the Association. Moreover, they conducted in-depth exchanges and cooperation on future visits and joint scientific research projects.

2021年9月，皮特勒教授應(yīng)邀赴北京出席服貿(mào)會(huì)之“碳中和國(guó)際合作發(fā)展論壇”，在長(zhǎng)途奔波并完成防疫隔離后，準(zhǔn)時(shí)出席了會(huì)議。中國(guó)氣候變化事務(wù)特使解振華先生向本次論壇致賀信，表示“氣候變化是人類共同面臨的生存發(fā)展危機(jī)，各國(guó)應(yīng)同舟共濟(jì)，合作共贏。本次碳中和國(guó)際合作發(fā)展論壇以‘碳中和國(guó)際合作’為主題，很有意義”。國(guó)內(nèi)外眾多院士和知名專家出席論壇現(xiàn)場(chǎng)活動(dòng)并發(fā)表主題演講，從不同角度探討了我國(guó)碳中和面臨的形勢(shì)和應(yīng)采取的對(duì)策。皮特勒教授在本次論壇作主題發(fā)言《基于碳中和的規(guī)劃、測(cè)量、評(píng)價(jià)體系》，他提出三個(gè)重要觀點(diǎn)：第一，人類與自然的和諧共處就是可持續(xù)發(fā)展，人與人的和諧共處就是和平。當(dāng)前全球正面臨一場(chǎng)共同的危機(jī)，需要全人類共同行動(dòng)起來(lái)。人類來(lái)自于自然、存在于自然，應(yīng)與自然和諧共存。人類活動(dòng)對(duì)自然已經(jīng)產(chǎn)生深遠(yuǎn)的影響，其中生物多樣性喪失已發(fā)生不可逆的改變，但人類對(duì)氣候變化的影響還處于可以及時(shí)采取行動(dòng)進(jìn)行糾偏的階段。第二，應(yīng)建立多維度評(píng)價(jià)標(biāo)準(zhǔn)。皮特勒教授表示，人類應(yīng)簡(jiǎn)化自己的生活，綜合考慮城市、農(nóng)村生活的生命體驗(yàn)，建立多維度評(píng)價(jià)標(biāo)準(zhǔn)，實(shí)現(xiàn)城市—農(nóng)村、人—自然多樣性、多元性的統(tǒng)一和平衡。碳是普遍存在的元素，可建立詳細(xì)分析、量化、認(rèn)定、認(rèn)證體系。他認(rèn)為制訂碳中和的規(guī)劃、測(cè)量及評(píng)價(jià)體系需要跨學(xué)科合作；需要政策制定、技術(shù)實(shí)施、實(shí)踐的驗(yàn)證和反饋；需要充分利用現(xiàn)有數(shù)字技術(shù)、模型、算法等進(jìn)行實(shí)時(shí)監(jiān)控。第三，中國(guó)已成為碳中和的先行者。皮特勒教授認(rèn)為，應(yīng)對(duì)氣候變化的碳中和行動(dòng)需要國(guó)際合作；基于碳中和的戰(zhàn)略調(diào)整不會(huì)造成失業(yè)率升高，反而可以增加新的就業(yè)機(jī)會(huì)；中國(guó)已成為碳中和的先行者，如果能夠繼續(xù)保持快速反應(yīng)、客觀評(píng)價(jià)、和諧推動(dòng)，那么將會(huì)在這場(chǎng)競(jìng)賽中占據(jù)優(yōu)勢(shì)地位。皮特勒教授還于會(huì)后在中方專業(yè)人員陪同下赴河北省井陘縣考察了碳中和項(xiàng)目。

In September 2021, Prof. Pittlere was invited to Beijing to attend the “International Cooperation and Development Forum on Carbon Neutrality” of the China International Fair for Trade in Services. After a long journey and quarantine, he attended the meeting on time. Mr. Xie Zhenhua, China’s Special Envoy for Climate Change,congratulated this forum, emphasizing that “Climate change is a common crisis of survival and development for humankind. All countries should take coordinated actions and achieve win-win cooperation. It is meaningful for this forum to determine the theme of ‘International Cooperation and Development on Carbon Neutrality’”.Many academicians and well-known experts at home and abroad attended the forum and delivered keynote speeches.They discussed the situation and countermeasures of carbon neutrality in China from different perspectives.Prof. Pittlere gave a keynote speech entitled “Planning,Measurement, and Evaluation System Based on Carbon Neutral,” and he put forward three critical points: Firstly,the harmonious coexistence between humans and nature is sustainable development, and that between humans and human is peace. The world faces a common crisis,which requires all humankind to act together. Humans come from nature, exist in nature, and should coexist with nature in harmony. Human activities have already had a far-reaching impact on nature, among which biodiversity loss has undergone irreversible changes. However, the impact of human activities on climate change is still at a stage where timely action can be taken to correct it.Secondly, multi-dimensional evaluation criteria should be established. Prof. Pittlere said that human beings should simplify their lives, consider the life experience of urban and rural life comprehensively, and establish multidimensional evaluation criteria to achieve the unity and balance of urban-rural and human-nature diversity and plurality. Carbon is a universal element, and a detailed analysis, quantification, identification, and certification system can be established. He believes that carbon neutrality’s planning, measurement, and evaluation system requires interdisciplinary cooperation. It also requires policy formulation, technology implementation, practice verification, and feedback. In addition, it is necessary to make full use of existing digital technologies, models, and algorithms for real-time monitoring. Thirdly, China has become a pioneer in carbon neutrality. According to Prof.Pittlere, carbon-neutral actions to address climate change require international cooperation. Strategic adjustments based on carbon neutrality will not increase unemployment but rather increase new employment opportunities. China has become a pioneer in carbon neutrality. If it can continue to respond quickly, evaluate objectively, and promote harmoniously, it will have an advantage in this race. After the meeting with Chinese professionals, Prof. Pittlere also inspected the carbon-neutral project in Jingxing County,Hebei Province. During the epidemic, Prof. Pittlere also earnestly and actively participated in preparing and implementing the two sessions of the “World Conference on VR Industry” in 2020 and 2021. In October 2020, the “2020 World Conference on VR Industry Summit Online” (cosponsored by the Ministry of Industry and Information Technology and Jiangxi Provincial People’s Government and supported by the Ministry of Science and Technology)was held in Nanchang, Jiangxi. The conference takes “VR adorns the world - New opportunities, new prospects” as the theme and sets up an Austrian Summit for the first time. Chinese Ambassador to Austria Li Xiaosi, General Director of the International Affairs and Innovation and Technology Department of Austria’s Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology Weissenberg, Deputy Mayor of Vienna Hank, and other Chinese and Austrian guests delivered speeches via video at Summit Online and the Austrian Summit respectively. Prof. Pittlere, together with Austrian experts such as Mr. Hesina, CEO of VRVis Research Center for Virtual Reality and Visualization in Austria, and Richard Trappl, a professor at Vienna University, participated in the “Round Table Dialogue in Austria Summit.” In his speech, Ambassador Li Xiaosi spoke highly of the relations between Austria and China and said that Sino-Austrian scientific and technological cooperation is an important part of the relations. The two countries signed an agreement on cooperation in science and technology.Relevant government departments, research institutions,universities, and provinces have maintained good exchanges and cooperation for a long time and implemented thousands of scientific and technological cooperation projects. As for the field of VR, relevant departments in China and Jiangxi Province, as well as other provinces and cities, have established contacts with Austrian VRVis and other VR science and technology institutions. Relevant exchanges and cooperation have been steadily promoted. In the current and future, the two sides should continue to support each other, jointly fight the epidemic, and overcome its impact.Under the permission of conditions, exchanges between the two countries should be resumed as soon as possible.Science and technology departments, research institutes,universities, experts, and scholars from the two countries should dovetail with the development strategies and plans, combine the characteristics and advantages of both sides, and focus on advanced manufacturing, information technology, artificial intelligence, aerospace, energy conservation and environmental protection, ecological agriculture, medical and health care, “One Belt, One Road,”Beijing Winter Olympics and other fields, and actively carry out various forms of cooperation for mutual benefit and common development. In October 2021, Prof. Pittlere went to the Graz summit to record as a guest speaker for the“2021 World Conference on VR Industry Austrian Summit and participated in the 2022 activity”. With the active support and unremitting efforts of Prof. Pittlere and other Austrian experts, the three activities of the “2021 World VR Industry Conference Austrian Summit ” have received a good response. The organizing committee of the conference specially sent a special letter to express their gratitude to the Austrian partner institutions, Austrian experts, and the Embassy of PRC in Austria for their support.

疫情期間，皮特勒教授還身體力行，積極參與2020年、2021年兩屆“世界VR產(chǎn)業(yè)大會(huì)”奧地利分會(huì)場(chǎng)的籌備和實(shí)施。2020年10月，“2020世界VR產(chǎn)業(yè)大會(huì)云峰會(huì)”（工業(yè)和信息化部和江西省人民政府共同主辦，科技部等支持舉辦）在江西南昌開(kāi)幕，此次大會(huì)以“VR讓世界更精彩——育新機(jī)、開(kāi)新局”為主題，大會(huì)首度設(shè)立奧地利分會(huì)場(chǎng)。時(shí)任中國(guó)駐奧地利大使李曉駟，奧地利氣候保護(hù)、環(huán)境、能源、交通、創(chuàng)新和技術(shù)部國(guó)際事務(wù)及創(chuàng)新與技術(shù)司總司長(zhǎng)魏森伯格，維也納市副市長(zhǎng)漢克等中奧嘉賓分別通過(guò)視頻在大會(huì)云峰會(huì)及奧地利分會(huì)場(chǎng)致辭，皮特勒教授與奧地利VRVis虛擬現(xiàn)實(shí)和可視計(jì)算研發(fā)中心首席執(zhí)行官海希納、維也納大學(xué)教授李夏德等奧方專家共同參與“奧地利分會(huì)場(chǎng)圓桌對(duì)話”。李曉駟大使在致辭中積極評(píng)價(jià)中奧關(guān)系并表示，中奧科技合作是兩國(guó)關(guān)系的重要組成部分，雙方簽有科技合作協(xié)議，政府部門(mén)、科研院所、大學(xué)及省州市長(zhǎng)期保持良好交流合作，執(zhí)行了數(shù)千個(gè)科技合作項(xiàng)目。就虛擬現(xiàn)實(shí)領(lǐng)域而言，中國(guó)有關(guān)部門(mén)及江西省等省區(qū)市同奧地利VRVis虛擬現(xiàn)實(shí)和可視計(jì)算研發(fā)中心等虛擬現(xiàn)實(shí)科技機(jī)構(gòu)建立了聯(lián)系，有關(guān)交流合作穩(wěn)步推進(jìn)。當(dāng)前和今后一個(gè)時(shí)期雙方應(yīng)繼續(xù)相互支持，共同抗擊疫情，克服疫情影響。在條件允許的情況下，盡早恢復(fù)兩國(guó)之間的往來(lái)交流。雙方科技部門(mén)、科研院所、大學(xué)等機(jī)構(gòu)及專家學(xué)者對(duì)接兩國(guó)發(fā)展戰(zhàn)略和規(guī)劃，結(jié)合雙方特點(diǎn)和優(yōu)勢(shì)，聚焦先進(jìn)制造、信息技術(shù)、人工智能、航空航天、節(jié)能環(huán)保、生態(tài)農(nóng)業(yè)、醫(yī)療衛(wèi)生、“一帶一路”、北京冬奧會(huì)等領(lǐng)域，積極開(kāi)展形式多樣的合作，互利共贏、共同發(fā)展。2021年10月，皮特勒教授又專程趕往格拉茨為“2021年世界VR產(chǎn)業(yè)大會(huì)奧地利分會(huì)場(chǎng)”錄制嘉賓發(fā)言，并熱情參與了2022年“奧地利分會(huì)場(chǎng)”活動(dòng)。在皮特勒教授等奧方專家的積極支持和不懈努力下，三次“世界VR產(chǎn)業(yè)大會(huì)奧地利分會(huì)場(chǎng)”活動(dòng)均收到了良好的反響。

對(duì)中國(guó)林業(yè)及生態(tài)發(fā)展事業(yè)情有獨(dú)鐘

皮特勒教授對(duì)中國(guó)林業(yè)及生態(tài)發(fā)展事業(yè)情有獨(dú)鐘，長(zhǎng)期從事中奧友好事業(yè)和中奧科研、生態(tài)合作，自1986年首次訪問(wèn)北京、黑龍江、陜西等地開(kāi)展科研交流，30多年來(lái)已上百次訪問(wèn)、考察中國(guó)華南、華北、華東、西南、西北、東北的林業(yè)和生態(tài)情況，與國(guó)家林業(yè)和草原局、中國(guó)林科院、中國(guó)林學(xué)會(huì)、湖南省林業(yè)廳、中林聯(lián)林業(yè)規(guī)劃設(shè)計(jì)研究院、中安和平公司以及西北農(nóng)林科技大學(xué)、中南林業(yè)科技大學(xué)、北京林業(yè)大學(xué)、南京林業(yè)大學(xué)、重慶大學(xué)等高校都建立了良好的交流合作關(guān)系。

2018年4月，皮特勒教授及來(lái)自法、德、奧等國(guó)的外國(guó)專家應(yīng)邀出席在北京林業(yè)大學(xué)召開(kāi)的“第五屆國(guó)際森林科學(xué)論壇暨森林經(jīng)營(yíng)高端研討會(huì)”（中國(guó)林學(xué)會(huì)、國(guó)家林業(yè)和草原局天然林保護(hù)工程管理中心、中德合作森林政策對(duì)話項(xiàng)目辦等機(jī)構(gòu)聯(lián)合主辦），主題為“森林科學(xué)經(jīng)營(yíng)的理論實(shí)踐與國(guó)際經(jīng)驗(yàn)”，皮特勒教授為研討會(huì)作主題學(xué)術(shù)報(bào)告介紹奧地利森林資源經(jīng)營(yíng)理念。研討會(huì)期間，在國(guó)家林草局彭有冬副局長(zhǎng)等的見(jiàn)證下，中國(guó)林學(xué)會(huì)理事長(zhǎng)趙樹(shù)叢授予皮特勒教授及德國(guó)專家Heinrich Spiecker教授、法國(guó)專家Yves Ehrhart教授“中國(guó)林學(xué)會(huì)國(guó)際咨詢專家”證書(shū)。

Passion for China’s forestry and ecological development

Professor Pittlere is passionate about China’s forestry and ecological development and has long been engaged in Sino-Austrian friendship, scientific research, and environmental cooperation. Since his first visit to Beijing,Heilongjiang, and Shaanxi in 1986 to carry out scientific research and exchange, he has visited and inspected the forestry and ecological situation in South China, North China, East China, Southwest China, Northwest China,and Northeast China hundreds of times over the past 30 years. Good communication and cooperation relations have been established with National Forestry and Grassland Administration, the China Academy of Forestry, the Chinese Society of Forestry, the Forestry Department of Hunan Province, Zhonglin Forestry Union Planning and Design Consulting, China Zhong An Peace Holding Co. Ltd, as well as some universities such as Northwest A&F University, Central South University of Forestry and Technology, Beijing Forestry University, Nanjing Forestry University, and Chongqing University.

In April 2018, Prof. Pittlere and foreign experts from France, Germany, and Austria were invited to attend the“The 5th International Forest Science Forum and Forest Management Conference” (co-sponsored by China Society of Forestry, Natural Forest Protection Project Management Center of National Forestry and Grassland Administration,China-Germany Cooperation Forest Policy Dialogue Project Office), with the theme of “Theoretical Practice and International Experience of Scientific Forest Management.” Prof.Pittlere gave a keynote lecture on Austrian forest management concepts. During the conference, in the presence of Peng Youdong, Deputy Director of the National Forestry and Grassland Administration, Zhao Shucong, President of the Chinese Society of Forestry, they awarded Prof. Pittlere, Prof. Heinrich Spiecker from Germany, and Prof. Yves Ehrhart from France as “International Consultant of the Chinese Society of Forestry.”

2015年以來(lái)，他作為“中國(guó)林學(xué)會(huì)天然林示范區(qū)櫟類經(jīng)營(yíng)項(xiàng)目”的引智專家，每年都積極參加學(xué)會(huì)舉辦的櫟類經(jīng)營(yíng)實(shí)地培訓(xùn)、研討等活動(dòng)，將歐洲先進(jìn)的櫟類經(jīng)營(yíng)理念和技術(shù)傳授到中國(guó)，為推進(jìn)中國(guó)櫟類經(jīng)營(yíng)乃至整個(gè)天然林經(jīng)營(yíng)，也為促進(jìn)中歐林業(yè)深度合作作出了重要貢獻(xiàn)。2016年10月，他應(yīng)邀在京出席中國(guó)林學(xué)會(huì)與國(guó)家林業(yè)局天然林資源保護(hù)工程管理中心舉辦的“櫟類經(jīng)營(yíng)研討會(huì)”，專題介紹奧地利櫟類資源經(jīng)營(yíng)、利用的理念及做法，闡述櫟類是未來(lái)多選擇樹(shù)種的觀點(diǎn)。

2019年9月27日，經(jīng)中國(guó)林學(xué)會(huì)推薦，皮特勒教授和另一位德國(guó)專家作為長(zhǎng)期參與中國(guó)林業(yè)發(fā)展及國(guó)際合作的優(yōu)秀外國(guó)專家代表，出席了在人民大會(huì)堂舉行的“慶祝中華人民共和國(guó)成立七十周年外國(guó)專家招待會(huì)”。時(shí)任中共中央政治局常委、國(guó)務(wù)院副總理韓正出席招待會(huì)并致辭，韓正表示，中國(guó)的事業(yè)是得到世界人民支持的事業(yè)，是向世界開(kāi)放學(xué)習(xí)的事業(yè)，是同世界各國(guó)合作的事業(yè)。中國(guó)將以更加開(kāi)放包容的姿態(tài)，虛心向世界各國(guó)人民學(xué)習(xí)，堅(jiān)定實(shí)施更加積極、更加開(kāi)放、更加有效的人才引進(jìn)政策。

皮特勒教授作為奧地利著名林業(yè)和生態(tài)學(xué)家，贊同習(xí)近平主席倡導(dǎo)的“人與自然和諧共生”“綠水青山就是金山銀山”及“構(gòu)建地球生命共同體”等可持續(xù)發(fā)展理念，也贊同悠久燦爛的中華文明中“天地與我并生，而萬(wàn)物與我為一”（《莊子·齊物論》）之“天人合一”的思想，并十分關(guān)心中國(guó)廣大農(nóng)村地區(qū)的發(fā)展和農(nóng)民朋友的增產(chǎn)增收。他還積極支持和響應(yīng)“一帶一路”倡議開(kāi)展相關(guān)科研合作，曾前往哈薩克斯坦、吉爾吉斯斯坦、塔吉克斯坦、印度尼西亞、泰國(guó)、馬來(lái)西亞、印度、烏干達(dá)等國(guó)交流合作，并于2016年被哈薩克斯坦國(guó)立農(nóng)業(yè)大學(xué)聘為名譽(yù)教授。

Since 2015, as an expert in introducing intellectuals to the“Oak Management Project in the Chinese Society of Forestry Natural Forest Demonstration Zone,” he has actively participated in field training and seminars on oak management organized by the society every year. Thus, passing on the advanced European oak management concepts and technologies to China,contributing to oak management in China and even the whole natural forest management, but also promoting the in-depth cooperation between China and Europe in forestry. In October 2016, he was invited to Beijing to attend the “Oak Management Seminar” organized by the Chinese Society of Forestry and Natural Forest Conservation Programme Center of State Forestry Administration, introducing the concepts and practice of oak management and utilization in Austria, and elaborating the viewpoint that oak is a multi-selective tree species in the future.

On September 27th, 2019, as recommended by the Chinese Society of Forest, Prof. Pittlere and another German expert attended the “Foreign Experts Reception Celebrating the 70th Anniversary of the Founding of PRC” held in the Great Hall of the People as representatives of outstanding foreign experts who have long participated in the development of China’s forestry and international cooperation. In addition, Han Zheng, who was then the member of Standing Committee of the Political Bureaus,the CPC Central Committee, and the Vice Premiere of the State Council, attended the reception. He delivered a speech indicating that the cause of China is supported by the people of the world,open to learning from the world and aimed at cooperating with other countries around the globe. Therefore, China will be more open and inclusive to learning from the world, firmly implementing a more active, available, and effective talent introduction policy.

As a famous Austrian forest ecologist, Prof. Pittlere agrees with the sustainable development concepts advocated by General Secretary Xi Jinping, such as “harmony between humanity and nature,” “l(fā)ucid waters and lush mountains are invaluable assets,” and “building a shared future for all life on earth.” He also agrees with the idea of the “unity of heaven and man” in the long and splendid Chinese civilization that“Heaven, Earth, and I were produced together, and all things and I are one.” ( fromZhuangzi - Theory of Qiwu) and is very concerned about the development of China’s rural areas and the increase in production and income of farmers. He also actively supports and responds to the “One Belt, One Road” initiative to carry out relevant scientific research cooperation. He traveled to Kazakhstan, Kyrgyzstan, Tajikistan, Indonesia, Thailand,Malaysia, India, Uganda, and other countries to exchange and cooperate. He was appointed an honorary professor at Kazakh National Agrarian University (KazNAU) in 2016.

General Secretary Xi Jinping has often pointed out that“Friendship, which derives from close contact between the people,holds the key to sound state-to-state relations.” As a science and technology diplomat in the Embassy of PRC in Austria and an old friend of Prof. Pittlere, I express my admiration for the profound foundation and vigor of Sino-Austrian friendship and for the fact that there are so many excellent Austrian scientists and engineers devoted to “tree planting and afforestation” for Sino-Austrian science and technology exchange. I would like to sincerely say to Prof. Pittlere: Dear Alfred, you are an evergreen tree in the “vast forest” of Sino-Austrian science and technology cooperation, which is always young and vigorous.
