第八屆東盟與中國(guó)(“10+1”)和第十一屆東盟與中日韓(“10+3”)打擊跨國(guó)犯罪部長(zhǎng)級(jí)會(huì)議9月30日以線上形式舉行。本屆會(huì)議主題為“后疫情時(shí)代攜手打擊跨國(guó)犯罪”,公安部副部長(zhǎng)杜航偉以視頻方式出席會(huì)議并作主旨發(fā)言。
在“10+1”會(huì)議上,杜航偉倡議以中國(guó)和東盟建立對(duì)話關(guān)系30周年為契機(jī),高舉“合作、創(chuàng)新、法治、共贏”旗幟,推動(dòng)中國(guó)與東盟國(guó)家執(zhí)法合作關(guān)系朝著更加互信、更加團(tuán)結(jié)、更加務(wù)實(shí)的方向發(fā)展,共同構(gòu)建更高水平的中國(guó)—東盟戰(zhàn)略合作伙伴關(guān)系。東盟各方積極表態(tài),愿與中方一道加強(qiáng)抗疫、打擊跨國(guó)犯罪等領(lǐng)域務(wù)實(shí)合作,攜手應(yīng)對(duì)非傳統(tǒng)安全挑戰(zhàn)。
在“10+3”會(huì)議上,杜航偉闡述了百年變局和世紀(jì)疫情交織下國(guó)際安全形勢(shì)新變化,倡議東盟與中日韓執(zhí)法部門本著“合作促安全、安全保發(fā)展”理念深化執(zhí)法合作,聯(lián)合打擊跨國(guó)犯罪,為本地區(qū)各領(lǐng)域合作創(chuàng)造安全穩(wěn)定的發(fā)展環(huán)境。
東盟國(guó)家、日本、韓國(guó)執(zhí)法部門以及東盟秘書(shū)處代表參會(huì)并發(fā)言。會(huì)議發(fā)表了聯(lián)合聲明。

Ministerial Meetings Held on Transnational Crime Consultation
On September 30, 2021, the Eighth ASEAN Plus China Ministerial Meeting on Transnational Crime (8th AMMTC + China) Consultation and the Eleventh ASEAN Plus Three Ministerial Meeting on Transnational Crime (11th AMMTC + 3) Consultation were held online under the theme of “combating transnational crime in the post-pandemic era through joint efforts”. Deputy Minister of Public Security Du Hangwei addressed the meetings via video link.
At the AMMTC + China Consultation, Du called for strengthening law enforcement collaboration between China and ASEAN countries with greater mutual trust, solidarity and substantive progress and taking China-ASEAN strategic partnership to a higher level in the spirit of cooperation, innovation, the rule of law and win-win results as both sides celebrate the 30th anniversary of China-ASEAN dialogue. Representatives from ASEAN countries responded positively and expressed readiness to promote practical cooperation with China on Covid-19 control, transnational crime and non-traditional security challenges.
At the AMMTC + 3 Consultation, Du elaborated on the latest international security landscape incurred by historic shifts under the global pandemic. He proposed to deepen law enforcement collaboration between ASEAN countries, China, Japan and the Republic of Korea under the principle of “Cooperation for Security, Security for Development” to jointly crack down on transnational crime and create a secure and stable environment for regional cooperation in various fields.
Law enforcement authorities from ASEAN countries, Japan, ROK, and representatives from the ASEAN Secretariat addressed the meetings and a joint statement was released.
