全國人大代表、渝中區(qū)委書記黃玉林：發(fā)揮重慶“母城”優(yōu)勢(shì)? 強(qiáng)化“中心城區(qū)”擔(dān)當(dāng) 全力投入成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)

《重慶與世界》：渝中區(qū)是重慶主城都市區(qū)中心城區(qū)中的中心，這一區(qū)位優(yōu)勢(shì)如何轉(zhuǎn)變?yōu)榘l(fā)展優(yōu)勢(shì)？

黃玉林：渝中區(qū)區(qū)位特殊、地位重要。我們必須堅(jiān)定扛起責(zé)任，以更加強(qiáng)烈的使命擔(dān)當(dāng)推動(dòng)雙城經(jīng)濟(jì)圈建設(shè)。一是發(fā)揮產(chǎn)業(yè)基礎(chǔ)優(yōu)勢(shì)。渝中區(qū)現(xiàn)代服務(wù)業(yè)占GDP比重達(dá)70%以上。我們將堅(jiān)持現(xiàn)代服務(wù)業(yè)發(fā)展方向，鞏固和放大渝中金融中心、商貿(mào)大區(qū)、商務(wù)強(qiáng)區(qū)優(yōu)勢(shì)，在重慶推進(jìn)西部金融中心、國際消費(fèi)中心城市建設(shè)中展現(xiàn)渝中作為、體現(xiàn)渝中貢獻(xiàn)。二是發(fā)揮山水人文優(yōu)勢(shì)。渝中地處長江、嘉陵江交匯，擁有3000年江州城、800年重慶府的深厚人文底蘊(yùn)。我們將精心打造“人文渝中”，高水平推進(jìn)“兩江四岸”提升，做靚長嘉匯城市功能新名片。三是發(fā)揮開放平臺(tái)優(yōu)勢(shì)。我們將依托自貿(mào)試驗(yàn)區(qū)和中新互聯(lián)互通項(xiàng)目等開放平臺(tái)，用好外事、外貿(mào)、外資資源，持續(xù)提升渝中國際化水平。四是發(fā)揮綜合配套優(yōu)勢(shì)。我們將對(duì)標(biāo)國內(nèi)先進(jìn)、國際一流，精雕細(xì)琢做好城市規(guī)劃建設(shè)管理，做好疏解、轉(zhuǎn)型、升級(jí)、創(chuàng)新的文章，把短板補(bǔ)齊，把品質(zhì)做精，扮靚集中展示“山清水秀美麗之地”魅力的“重慶客廳”。

《重慶與世界》：在建設(shè)成渝地區(qū)雙城經(jīng)濟(jì)圈當(dāng)中，渝中區(qū)有著怎樣的戰(zhàn)略定位？

黃玉林：市委、市政府在“一區(qū)兩群”協(xié)調(diào)發(fā)展的規(guī)劃中，明確了渝中在“一區(qū)”中的重要定位。我們將始終牢記“重慶母城、中心城區(qū)”的責(zé)任擔(dān)當(dāng)，注重從全局謀劃一域、以一域服務(wù)全局，全力投入成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)和“一區(qū)兩群”協(xié)調(diào)發(fā)展大局，聚焦高質(zhì)量發(fā)展，深耕精耕渝中，推動(dòng)服務(wù)業(yè)現(xiàn)代化、社會(huì)治理現(xiàn)代化，打造現(xiàn)代服務(wù)業(yè)引領(lǐng)區(qū)、國家歷史文化名城展示區(qū)、中西部國際交往中心窗口區(qū)、“近者悅、遠(yuǎn)者來”美好城市示范區(qū)，全力推進(jìn)國際化、綠色化、智能化、人文化現(xiàn)代城區(qū)建設(shè)。

《重慶與世界》：就渝中區(qū)而言，在推進(jìn)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)中亟待突破哪些方面？

黃玉林：一年來，成渝合作迸發(fā)出前所未有的活力，一個(gè)你追我趕的發(fā)展局面已經(jīng)形成。我們將增強(qiáng)機(jī)遇意識(shí)、使命意識(shí)、責(zé)任意識(shí)，積極承接國家重大生產(chǎn)力布局功能，搭乘“成渝”快車，著重在產(chǎn)業(yè)發(fā)展協(xié)同協(xié)作、基礎(chǔ)設(shè)施互聯(lián)互通、城鄉(xiāng)建設(shè)走深走實(shí)、公共服務(wù)共建共享、生態(tài)環(huán)保聯(lián)建聯(lián)治、改革開放共促共進(jìn)“六大任務(wù)”上用心用力求突破，推進(jìn)機(jī)制化、政策化、項(xiàng)目化、事項(xiàng)化落實(shí)落地。

The World and Chongqing： Yuzhong District is the center of Chongqing proper metropolitan area. How can this regional advantage be transformed into a development advantage？

Huang Yulin： Yuzhong District enjoys a special location and an important position. We must firmly shoulder our responsibilities and take on a stronger mission to promote the construction of Chengdu-Chongqing economic circle. First， give full play to the advantages of industrial foundation. Yuzhong District's modern service industry accounts for over 70% of its GDP. We will adhere to the development direction of modern service industry， consolidate and amplify the advantages of Yuzhong as the financial center， a major commercial district and a strong business district， and manifest Yuzhong's role and contribution in promoting the construction of the Western financial center and international consumption center in Chongqing. Second， utilize the advantage of landscape and culture. Yuzhong， located at the intersection of Yangtze River and Jialing River， is known for its profound cultural heritage as Jiangzhou city for 3000 years and the seat of Chongqing government for 800 years. We will meticulously create a "cultural Yuzhong"， advance "Two Rivers and Four Banks" at a high level， glorify the new icon of Landmark Riverside （Changjiahui Park）. Third， bring the advantages of the open platform into full play. Relying on the pilot Free Trade Zone， the China-Singapore （Chongqing） Demonstration Initiative on Strategic Connectivity and other open platforms， we will make good use of foreign affairs， foreign trade and foreign capital resources to continuously improve the internationalization level of Yuzhong. Fourth， exploit the comprehensive supporting advantages to the full. The World and Chongqing： What is the strategic positioning of Yuzhong District in the construction of Chengdu-Chongqing economic circle？

Huang Yulin： In the coordinated development plan of "one district and two groups"， the CPC Chongqing Committee and the Municipal Government have clarified the vital position of Yuzhong in "one district". We will always bear in mind the responsibility of "Chongqing's mother city and central urban area"， focus on overall planning of one field and serving the overall situation with the field， fully invest in the construction of Chengdu-Chongqing economic circle and the coordinated development of "one district and two groups"， focus on high-quality development， deeply cultivate Yuzhong， promote the modernization of service industry and social governance， and build a leading area of modern service industry， a showcase area of national famous historical and cultural city， a window area of international exchange center in the Central and Western China， and a beautiful city demonstration area that delights people nearby and attracts visitors from afar， vigorously promote the construction of an international， green， intelligent and cultural modern urban area.

The World and Chongqing： As far as Yuzhong District is concerned， what aspects need to be reinforced in promoting the construction of Chengdu-Chongqing economic circle？

Huang Yulin： In the past year， Chengdu-Chongqing cooperation has burst out unprecedented vitality， and a development situation of catching up with each other has been formed. We will enhance our sense of opportunity， mission and responsibility， actively undertake the national major productivity layout function， embark on the "Chengdu-Chongqing" express train， and seek breakthroughs in the "six major tasks" of industrial development coordination and collaboration， infrastructure interconnectivity， deepened and substantial urban and rural construction， public service joint construction and sharing， ecological and environmental joint construction and governance， and reform and opening-up and push forward mechanism， policy， project and item to substantiate and roll out.

于會(huì)文：把大足放在全國和成渝地區(qū)的大視野來考量，我們認(rèn)為大足是成渝相向發(fā)展腹地、巴蜀文化旅游走廊重要支撐、成渝主軸特色產(chǎn)業(yè)集聚地、重慶主城都市區(qū)橋頭堡城市。我們始終堅(jiān)持從全局謀劃一域、以一域服務(wù)全局，集中精力辦好自己的事情、同心協(xié)力辦好合作的事情，做到優(yōu)勢(shì)領(lǐng)跑、均勢(shì)并跑、弱勢(shì)跟跑，著力“擦亮六個(gè)特色品牌，打造六個(gè)區(qū)域中心”，爭(zhēng)做成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)協(xié)同發(fā)展示范區(qū)。

《重慶與世界》：大足有哪些發(fā)展優(yōu)勢(shì)？

于會(huì)文：隨著“雙城”建設(shè)步伐加快，大足作為川渝毗鄰地區(qū)，戰(zhàn)略空間擴(kuò)展、戰(zhàn)略潛能釋放、市場(chǎng)預(yù)期增強(qiáng)。一是區(qū)位優(yōu)勢(shì)突出。大足接壤四川，地勢(shì)平坦，和周邊城市連通性很好，近年來隨著渝蓉、重慶三環(huán)、潼大榮等高速相繼通車，成渝中線高鐵啟動(dòng)建設(shè)，正加速進(jìn)入“雙城”建設(shè)的主戰(zhàn)場(chǎng)。二是文旅優(yōu)勢(shì)突出。大足石刻是重慶唯一的世界文化遺產(chǎn)。我們正高標(biāo)準(zhǔn)建設(shè)大足石刻文化公園，將大足石刻研究院打造成為世界知名研究院，建設(shè)區(qū)域文化旅游休閑中心，引領(lǐng)巴蜀旅游文化走廊的區(qū)市共同發(fā)展。三是產(chǎn)業(yè)優(yōu)勢(shì)突出。大足是“中國西部的五金之都”“中國重型汽車的搖籃”，形成了雙橋經(jīng)開區(qū)、大足高新區(qū)、大足工業(yè)園區(qū)、大足石刻文創(chuàng)園為主戰(zhàn)場(chǎng)的工業(yè)強(qiáng)區(qū)發(fā)展平臺(tái)，正加快形成五金、汽摩、智能、靜脈、文創(chuàng)等5個(gè)超過300億的產(chǎn)業(yè)集群。四是生態(tài)優(yōu)勢(shì)突出。大足天藍(lán)地綠水清，去年城區(qū)空氣優(yōu)良天數(shù)達(dá)到342天，河流水質(zhì)總體達(dá)到Ⅲ類，正加快建設(shè)高品質(zhì)生活宜居地。

《重慶與世界》：在成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)中，目前大足取得的成效是什么？

于會(huì)文：我們圍繞雙城經(jīng)濟(jì)圈建設(shè)，擴(kuò)大“朋友圈”，倡導(dǎo)發(fā)起了巴蜀文化旅游走廊世界遺產(chǎn)、汽車摩托車、智能制造、靜脈產(chǎn)業(yè)、檸檬金三角、教育醫(yī)療6個(gè)發(fā)展聯(lián)盟，與川渝26個(gè)區(qū)（市）縣簽訂了合作協(xié)議100余份。以此為著力點(diǎn)，與周邊區(qū)市共建文旅融合發(fā)展示范區(qū)、成渝中部汽車產(chǎn)業(yè)集聚區(qū)、電子核心元器件生產(chǎn)基地、大健康有機(jī)農(nóng)業(yè)示范區(qū)、100萬畝檸檬產(chǎn)業(yè)示范帶。

《重慶與世界》：推進(jìn)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，大足哪些方面亟待突破？

于會(huì)文：當(dāng)前，川渝兩省市加快推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，交流合作越來越頻繁，但也存在3個(gè)問題亟待突破。一是各級(jí)地方政府在政策環(huán)境、發(fā)展規(guī)劃、行政措施、聯(lián)合品牌等方面都有各自的考慮，有效整合還不夠。二是雙核的“虹吸”現(xiàn)象依然存在，渝西川東地區(qū)在人才引進(jìn)、大項(xiàng)目落地、優(yōu)惠政策方面很難與重慶主城和成都地區(qū)競(jìng)爭(zhēng)，聯(lián)動(dòng)協(xié)作機(jī)制還需完善。三是目前兩地合作主要靠政府推動(dòng)，市場(chǎng)化機(jī)制運(yùn)用還不充分。

The World and Chongqing： How to position Dazu District in the construction of Chengdu-Chongqing economic circle？

Yu Huiwen： Considering Dazu from the perspective of China as a whole and Chengdu-Chongqing region， we believe that Dazu is the hinterland of Chengdu-Chongqing mutual development， the key bolster of Bashu cultural tourism corridor， the cluster of characteristic industries of Chengdu-Chongqing main axis， and the bridgehead city of Chongqing proper metropolitan area. We always adhere to the overall plan of one field and serve the overall situation with the field， concentrate on individual tasks and work together to ensure cooperation， so as to lead with advantages， parallel in ties and follow up in adversity， try hard to "burnish six characteristic brands and create six regional centers"， and strive to be a demonstration area of coordinated development of Chengdu-Chongqing economic circle.

The World and Chongqing： What are the development advantages of Dazu？

Yu Huiwen： With the accelerated pace of "twin cities" construction， Dazu， as a juncture of Sichuan and Chongqing， has expanded its strategic space， released its strategic potential， and enhanced its market expectation. First， outstanding location advantages. Bordering Sichuan with flat terrain， Dazu has good connectivity with surrounding cities. In recent years， with the opening of Chongqing-Chengdu Expressway， Chongqing third ring expressway， Tongnan-Dazu-Rongchang Expressway， etc， the construction of Chengdu-Chongqing middle line high-speed railway has started， and is speeding up to enter the main battlefield of "twin cities" construction. Taking this as the focus， we will build a cultural tourism integration development demonstration area， an automotive industry cluster area in the middle of Chengdu and Chongqing， a production base for electronic core elements and components， a big health organic agriculture demonstration area， and a 1-million-mu lemon industry demonstration belt with surrounding districts and cities.

The World and Chongqing： Which aspects of Dazu need to improve to promote the construction of Chengdu-Chongqing economic circle？

Yu Huiwen： At present， Sichuan and Chongqing are speeding up the construction of Chengdu-Chongqing economic circle with increasingly frequent exchanges and cooperation， but there are three problems to be solved. First， local governments at all levels have their respective considerations in policy environment， development planning， administrative measures， joint brands and so on， and thus effective integration is by no means sufficient. Second， the "siphon" phenomenon of dual cores still exists. It is difficult for western Chongqing and eastern Sichuan to compete with Chongqing proper and Chengdu region in terms of talent introduction， large project implementation and preferential policies. And the linkage and collaboration mechanism needs to be improved. Third， at present， the cooperation between the two places is mainly driven by the government， and the market-based mechanism is not fully utilized.

全國人大代表、墊江縣委書記蒲彬彬：打造鄉(xiāng)村振興的“墊江特色”

《重慶與世界》：墊江在脫貧攻堅(jiān)中，為全面推進(jìn)鄉(xiāng)村振興積累了怎樣的優(yōu)勢(shì)？

蒲彬彬：定位就是重慶市委明確的“爭(zhēng)當(dāng)全市鄉(xiāng)村振興排頭兵”，重點(diǎn)建設(shè)三個(gè)特色示范帶。建設(shè)明月山鄉(xiāng)村振興連片示范帶，放大牡丹櫻花世界、中華仙草園、沙坪油菜花等優(yōu)勢(shì)，著力打造“小眾、多元、特色、精品”的現(xiàn)代農(nóng)業(yè)和鄉(xiāng)村旅游產(chǎn)品和品牌，致力建成農(nóng)旅型、城郊型、融合型的示范帶。建設(shè)龍溪河生態(tài)經(jīng)濟(jì)示范帶，加快田園綜合體建設(shè)，提質(zhì)發(fā)展生態(tài)農(nóng)業(yè)，大力發(fā)展農(nóng)產(chǎn)品精深加工，著力建成踐行“兩化路”的示范帶。建設(shè)南部經(jīng)濟(jì)走廊示范帶，加快鶴游古寨卡、臥龍巴鹽康養(yǎng)小鎮(zhèn)等資源開發(fā)利用，推動(dòng)農(nóng)旅、文旅、康養(yǎng)等多業(yè)態(tài)融合發(fā)展，著力建成農(nóng)文旅融合發(fā)展的示范帶。

《重慶與世界》：墊江鄉(xiāng)村振興的主要路徑是什么？

蒲彬彬：鄉(xiāng)村振興的路徑，中央已作出精準(zhǔn)設(shè)計(jì)，我們堅(jiān)決當(dāng)好施工員。當(dāng)前重點(diǎn)把優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展好。著力打造中國晚柚之都、百萬頭生豬大縣、國家級(jí)雜交水稻種子生產(chǎn)基地。大力發(fā)展鄉(xiāng)村旅游、休閑農(nóng)業(yè)、文化體驗(yàn)、健康養(yǎng)老等新產(chǎn)業(yè)新業(yè)態(tài)，全力建設(shè)農(nóng)文旅融合的國家康養(yǎng)文化旅游集聚區(qū)。把農(nóng)民收入增加好。加大民生投入，深化“三變”“三社”改革，激發(fā)農(nóng)村資源要素活力，確保農(nóng)民群眾收入增速持續(xù)跑贏GDP增速。把“三農(nóng)”隊(duì)伍建設(shè)好。建強(qiáng)農(nóng)村基層組織，健全鄉(xiāng)村人才激勵(lì)機(jī)制，吸引各類人才在鄉(xiāng)村振興中建功立業(yè)。

We have successfully established a national-level comprehensive demonstration county where e-commerce enters rural areas， a national digital village pilot area， a national rural domestic waste classification and resource utilization demonstration county， and a municipal-level "Four Good Rural Roads" demonstration county. Pu Binbin： Dianjiang County will follow CPC Chongqing Committee's instruction that "striving to be the pacesetter in the rural revitalization of the whole city"， and focus on building three demonstration belts with characteristics. We will build contiguous demonstration belts for rural revitalization in Mingyue Mountain by amplifying advantages of the World of Peony & Sakura， Wonderland of Chinese Medicinal Herbs and Shaping rapeseed flower， strive to create "niche， diverse， characteristics and refined" modern agricultural and rural tourism products and brands and to build demonstration belts of agricultural tourism， suburban and integration types. We will build Longxi River ecological economic demonstration belt， accelerate the construction of rural complex， improve the quality of eco-agriculture， vigorously develop the refined and deep processing of agro-product， and strive to build a demonstration belt to practice the "road of two modernizations". We will build the southern economic corridor demonstration belt， speed up the development and utilization of resources such as Heyou ancient villages and Wolong Ba Salt Wellness Town， promote the integrated development of agricultural tourism， cultural tourism， wellness and other forms， and build a demonstration belt of integrated development of agriculture， culture and tourism.

The World and Chongqing： What are the main pathways for rural revitalization in Dianjiang County？

Pu Binbin： As the central government has made a targeted design for the pathways of rural revitalization， we only need to steadfastly roll it out. At present， we should focus on the development of advantageous industries. Li Chunkui： Wushan County has attached great importance to poverty alleviation with unprecedented investment and changes in rural areas. The main achievements are two folds： First， the "poverty cap" has been shaken off after 120 poverty-stricken villages have been cancelled and 89，000 impoverished people from 24，600 households in the county have been lifted out of poverty， eradicating the century-old extreme poverty. Second， the "spirit" has been cultivated. "Xiazhuang spirit" represented by Mao Xianglin with the title of "Role Model of the Times"， is not only a powerful impetus to overcome poverty， but also a valuable spiritual wealth to drive rural revitalization.

The World and Chongqing： How to translate achievements of poverty alleviation into advantages for rural revitalization？

Li Chunkui： First， we should give full play to the leading advantages of Party building， implement the policy that "five-level secretaries responsible for rural revitalization"， so as to form a strong organization and mobilization capacity to promote rural revitalization. Second， we should release the development potential， change the high-quality assets and resources formed in poverty alleviation into development advantages for rural revitalization promotion. As aviation has become a functional platform for the opening-up of inland cities， Chongqing， away from the sea and the border due to its hinterland location， can't do without the support of an aviation platform. The international airway network has pushed Chongqing from the inland to the forefront of opening-up where the global linkage will effectively propel the city's participation in the allocation of global strategic resources， and boost its global impact and factor agglomeration.

The World and Chongqing： Centered upon general secretary Xi Jinping's positioning for Chongqing and the construction of the inland high ground of opening-up， how did Chongqing Airport roll out its work？

Tan Pingchuan： The "two points" orientation， "two places" and "two high-quality" goals， as well as the requirements of "three roles" and forming a good political ecology put forward by general secretary Xi Jinping have mapped out a clear direction for Chongqing's accelerated development in a new era and the evolution of Chongqing Airport. Living up to the requirements of the general secretary is synonymous with giving full play to the aviation advantages as a way to accelerate the construction of the international aviation hub. Moreover， we must advance the economic development ensuring both quality and quantity with a supporting role， enhance factor agglomeration capacity with a leading role and give prominence to maximum efficiency of resource utilization and industrial upgrading with a demonstrative role. In 2019， the passenger throughput of Chongqing Jiangbei International Airport registered 44.78 million person-time， ranking at the ninth place in China and the 48th place in the world. In 2020， as the pandemic gave a heavy blow to the world civil aviation industry， Chongqing Jiangbei International Airport has taken the lead in bouncing back， representing one of the fastest recoveries among large airports in China with its annual passenger throughput ranking at the fourth place domestically and the sixth place globally. Freight transportation handling capacity has increased against the trend， ranking at the eighth place in China. Four new international freight routes have been opened， namely Guangzhou-Chongqing-Frankfurt， Seoul-Chongqing-Anchorage-Chicago， Chongqing-Nantong-Singapore and Osaka-Chongqing， adding the international （regional） routes of Chongqing Jiangbei International Airport to 101 so far. In the mean time， Chongqing has opened 68 air routes， covering 49 cities of 23 countries along the "Belt and Road" line. In 2019， the air passenger throughput reached 2.48 million person-time and the freight transportation handling capacity increased to 40，000 tons in countries along the Belt and Road line.

The World and Chongqing： What is the prospect of Chongqing Airport's development in the future？

Tan Pingchuan： In a new development outlook， Chongqing Airport Group will build the world-class Chengdu-Chongqing airport cluster with Sichuan Airport Group and boost the inland opening-up with the aviation functional platform. We will accelerate the construction of Chongqing international aviation hub， build an international aviation backbone network of all-around opening-up with a focus on "westward" and "southward" extension， strengthen the accessibility with the countries and regions along the "Belt and Road" line， and develop a great international air transport channel that synergizes with the China-Europe Railway Express（Chongqing）， the New International Land-Sea Trade Corridor and the Yangtze River Golden Waterway. We also intend to build Chongqing Aviation Industry Investment Group， push forward the construction of the T3B terminal and the 4th runaway project of Chongqing Jiangbei International Airport， expedite the planning and establishment of the 2nd hub airport， drive the construction and development of the in-city feeder airport and moderately add the layout. 楊帆：“十四五”時(shí)期，我們將重點(diǎn)培育具有競(jìng)爭(zhēng)力的數(shù)字產(chǎn)業(yè)集群、建設(shè)具有新范例的“智慧名城”、打造具有活力的數(shù)據(jù)要素資源高地、實(shí)施一批具有引領(lǐng)性的數(shù)字基建工程，全面提升大數(shù)據(jù)智能化創(chuàng)新發(fā)展水平。

The World and Chongqing： In what fields has Chongqing Big Data Development Bureau made breakthroughs since its establishment？

Yang Fan： The "13th Five-Year Plan" period was a crucial phase for the big data application and development system of the whole city to lay a solid groundwork and framework. Under the solid leadership of the CPC Chongqing Committee and the Municipal Government， we have spared no effort to pursue "cloud， big data and application management" with emphasis on promoting the "aggregation， integration and application" of data.

First， advance the implementation of the "cloud chief system" with positive results. We have put the "cloud chief system" into practice in all respects. The "cloud， big data and application management" system has been improved with the "cloud chief" units increasing to 110. We have vigorously pushed forward the integration of the city's government information system and cloud migration， with rates reaching 68.4% and 98.9% respectively， ranking at the third place around China. And the reform of "cloud chief system" was publicized and promoted by the General Office of the State Council of the People's Republic of China， Party School of the Central Committee of CPC and People's Daily.

Second， new breakthroughs have been made in data sharing and opening up. We have facilitated the "law-based data governance" comprehensively， and accelerated the construction of the framework for digital rules. The interim measures for the management of government data resources and interim measures for the management of open public data have been introduced. Moreover， the implementation plan for standardized construction of big data has been introduced for the first time in the name of provincial government in China. We took the lead to build the government data sharing system of "State—City—District/County" in China， and have basically constructed the urban big data resource center. Breakthroughs in "centralized storage of public data， open access of public data and data sharing between Sichuan and Chongqing" have been heralded， together with 3，503 types of shared data， 9.44 billion data calls， adding by 170% compared with those prior to the implementation of "cloud chief system" and ranking at the first place in the country.

Third， construction of smart city has been propelled with a solid start. With the introduction of Chongqing's New Smart City Construction Plan and the development of the "135" overall construction framework for a new-type smart city， we have gained honors such as the national new smart city practice in typical areas and the ten typical demonstration cases. A new-type smart city operation and management center has been built and put into service with access to 158 business systems of 80 units and 204 capability components have been offered in a unified way. Headway has been made in promoting the application and demonstration in five big fields including well-being services， municipal governance and so on.

Fourth， the acceleration of digital capacity has been galvanized. We have expedited the first China-Singapore international data channel in China aimed at single country in a point-to-point manner and built a data center with a leading scale in Western China. The operating support capacity of server in Liangjiang Cloud Computing Data Center bolsters over 300，000 computers with an utilization rate of? 65% ， which is 17% higher than that of the whole country. The urban construction of gigabit optical network with 49，000 5G base stations has been sped up， and the 5G coverage enters into the first echelon in the country.

Fifth， digital economy has been driven to grow sturdily. We have promoted BAT， Huawei and other industry giants to invest in Chongqing. So far， over 3，000 projects have been signed and more than 3 trillion yuan of investments have been attracted， collecting local taxation of over 15.5 billion yuan from Ali， Tencent and JD. 7，000-plus big data intelligent enterprises have gathered here， and the city's digital economy has kept growing in double digits for three consecutive years.

The World and Chongqing： In which aspects will Chongqing's big data application and development focus on during the "14th Five-Year Plan" period？

Yang Fan： During the "14th Five-Year Plan" period， we will give priority to cultivating a competitive digital industrial cluster， building a "smart city" with new examples， forging a dynamic resource high ground of data factors， and implementing a batch of leading digital infrastructure projects so as to improve the innovation and development level of big data intelligence in a comprehensive way.

兩地聯(lián)手建設(shè)重要開放平臺(tái)，共同建設(shè)川渝協(xié)同開放示范平臺(tái)。按照國家出臺(tái)的《成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)規(guī)劃綱要》，共同研究、系統(tǒng)謀劃川渝協(xié)同開放的實(shí)施范圍、路徑、機(jī)制和政策舉措，高標(biāo)準(zhǔn)制定《川渝自由貿(mào)易試驗(yàn)區(qū)協(xié)同開放示范區(qū)總體方案》。加大金融、科技等領(lǐng)域在特殊功能區(qū)域的開放步伐。加強(qiáng)與新加坡等先進(jìn)國家和地區(qū)之間的金融合作，有序放開互聯(lián)網(wǎng)數(shù)據(jù)中心業(yè)務(wù)和內(nèi)容分發(fā)業(yè)務(wù)，開展數(shù)據(jù)跨境傳輸安全管理試點(diǎn)。加強(qiáng)開放型人才的培養(yǎng)、交流和互換。

擴(kuò)大港口、機(jī)場(chǎng)口岸的開放力度。在加快內(nèi)陸開放型經(jīng)濟(jì)試驗(yàn)區(qū)建設(shè)方面，攜手爭(zhēng)取增設(shè)國家一類口岸，加快鐵路口岸正式開放。共同在跨境金融、跨境旅游、通關(guān)執(zhí)法合作、人員出入境管理等方面開展創(chuàng)新性探索。攜手參與“一帶一路”建設(shè)，在連通“絲綢之路經(jīng)濟(jì)帶”與“21世紀(jì)海上絲綢之路”上加強(qiáng)成渝兩地的全面合作，特別是要在“一帶”+“一路”的“+”上面做足動(dòng)感大文章。

聯(lián)合發(fā)展高水平開放型經(jīng)濟(jì)，共同探索西部地區(qū)對(duì)外開放由商品和要素流動(dòng)型逐步向規(guī)則制度型轉(zhuǎn)變。加強(qiáng)兩地聯(lián)合出?！白叱鋈ァ眳⑴c國際競(jìng)爭(zhēng)的合作，聯(lián)合建設(shè)一批優(yōu)勢(shì)明顯的外貿(mào)轉(zhuǎn)型升級(jí)基地，優(yōu)化東中西部開放平臺(tái)對(duì)接機(jī)制，共建項(xiàng)目孵化、人才培養(yǎng)、市場(chǎng)拓展等服務(wù)平臺(tái)。

聯(lián)合打造戰(zhàn)略通道體系。合作共建國際多式聯(lián)運(yùn)綜合示范區(qū)。通過完善寸灘、果園、萬州等港口建設(shè)、打造具有聯(lián)通東西、成本低廉、快速高效的長江上游港口群，構(gòu)建陸海聯(lián)運(yùn)、空鐵聯(lián)運(yùn)、中歐班列等有機(jī)結(jié)合的聯(lián)運(yùn)服務(wù)模式和物流大通道，把成渝產(chǎn)業(yè)能力、內(nèi)需市場(chǎng)、外需供給等聯(lián)為一體，在聯(lián)系西部地區(qū)與歐洲、東盟等區(qū)的經(jīng)貿(mào)合作方面形成強(qiáng)大助力。

巴山蜀水自古有名，文化厚重、資源豐富、特色鮮明。成渝之間不僅經(jīng)濟(jì)聯(lián)系緊密、貿(mào)易往來頻繁，而且地域文化相似、民間血緣相通，具有深厚的文化合作基礎(chǔ)。我們川渝本來就是一家人。四川和重慶互為最大的客源地，而我們的文化也相通，包括文化的交流互鑒，也經(jīng)常開展。當(dāng)成渝地區(qū)雙城經(jīng)濟(jì)圈上升為國家戰(zhàn)略以后，川渝兩地的高質(zhì)量發(fā)展就更離不開“巴蜀文化”的“加持”。

我們雙方黨委政府都非常重視，建立了一系列的頂層設(shè)計(jì)。這一年來，川渝兩地互動(dòng)更加緊密，不僅研究形成《推動(dòng)成渝地區(qū)協(xié)同打造巴蜀文化旅游走廊研究報(bào)告》《推動(dòng)巴蜀文化旅游走廊建設(shè)工作機(jī)制》等機(jī)制文件，更是簽訂了《推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)戰(zhàn)略合作協(xié)議》等一系列合作協(xié)議。

川渝兩地文旅部門以巴蜀文化為紐帶，以文化旅游融合發(fā)展為突破，共同挖掘優(yōu)秀巴蜀文化，通過建立健全聯(lián)動(dòng)機(jī)制，把“雙城”變?yōu)椤半p贏”，努力塑造文旅雙城品牌、巴蜀品牌。

打造巴蜀文化旅游走廊，不只是中國的、是川渝兩地的，它是世界的。川渝協(xié)同打造巴蜀文化旅游走廊，既是對(duì)巴蜀文化文脈的延續(xù)，也是面向未來，實(shí)現(xiàn)成渝地區(qū)雙城經(jīng)濟(jì)圈文旅一體化的現(xiàn)實(shí)需要和重要途徑。

川渝兩地通過設(shè)立“巴蜀文化旅游走廊國家改革試驗(yàn)區(qū)”，在落地實(shí)施重大文旅項(xiàng)目等重大事項(xiàng)的同時(shí)，推動(dòng)實(shí)施一批有引領(lǐng)帶動(dòng)作用的重大文化旅游產(chǎn)業(yè)項(xiàng)目，借助大力開發(fā)文旅融合大熊貓、影視、數(shù)字動(dòng)漫、主題游樂、新藝術(shù)創(chuàng)作等新業(yè)態(tài)，培育具有巴蜀特色的優(yōu)勢(shì)產(chǎn)業(yè)集群。

下一步，川渝兩地要加大力度“走出去”，將“巴蜀文化”打造成世界級(jí)的文化旅游品牌。在國際上，我們巴蜀文化旅游走廊要有一席之地，那么我們就必須聯(lián)合起來，共同把這個(gè)平臺(tái)推向世界，走向全球。

豐富游客體驗(yàn)感，我認(rèn)為這是“巴蜀文化”成為世界級(jí)品牌的非常重要的環(huán)節(jié)。為了讓國外的游客、全國的游客到了我們川渝能玩得舒心，可以從線路產(chǎn)品打造、交通組織、文化共享、旅游資源互助開發(fā)，以及投訴建議、公共服務(wù)共享等方面，目前川渝兩地已經(jīng)有了較為深入的構(gòu)想，而這些構(gòu)想也都在“十四五”開局之年落地實(shí)施。

近日《國家綜合立體交通網(wǎng)規(guī)劃綱要》發(fā)布，首次確認(rèn)了成渝“第四極”地位，為川渝兩地的文旅發(fā)展打了一劑“強(qiáng)心針”。到2035年，巴蜀文化旅游走廊將力爭(zhēng)建設(shè)成為弘揚(yáng)中華文明文化高地、世界知名旅游目的地、國際經(jīng)濟(jì)合作和文化交流重要平臺(tái)，文旅業(yè)也將成為成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)的支柱產(chǎn)業(yè)。同時(shí)，文化旅游綜合性總收入將突破5萬億元，文化旅游消費(fèi)總?cè)舜我矊⑼黄?5億人次。

全國政協(xié)委員，重慶市港澳顧問、香港重慶總會(huì)主席馬浩文：把香港打造成內(nèi)地對(duì)外科研及高科技產(chǎn)品貿(mào)易平臺(tái)

國家在“十四五”時(shí)期將極為重視創(chuàng)新，并將之視為實(shí)現(xiàn)高質(zhì)量發(fā)展的首要核心引擎。近些年來，香港有意建設(shè)國際創(chuàng)科中心，這不僅有利于為香港經(jīng)濟(jì)提供新的發(fā)展動(dòng)力，同時(shí)也能夠?yàn)閲覄?chuàng)新驅(qū)動(dòng)戰(zhàn)略服務(wù)。實(shí)際上，香港在基礎(chǔ)研究、創(chuàng)新金融和保護(hù)知識(shí)產(chǎn)權(quán)等諸多創(chuàng)新要素上擁有強(qiáng)項(xiàng)，而這些正是內(nèi)地提升科技自主研發(fā)能力、盡快突破關(guān)鍵核心技術(shù)，實(shí)現(xiàn)真正的高質(zhì)量發(fā)展所需要的。

支持香港打造成為內(nèi)地對(duì)外科研及高科技產(chǎn)品貿(mào)易平臺(tái)，既可以強(qiáng)化香港的國際創(chuàng)科中心地位，積聚國際創(chuàng)新資源為國家所用;而且也能夠幫助內(nèi)地的高科技產(chǎn)品走向國際市場(chǎng)，同時(shí)也有利于內(nèi)地將領(lǐng)先的科學(xué)技術(shù)向國際市場(chǎng)推廣，助推更多國家標(biāo)準(zhǔn)升級(jí)為國際標(biāo)準(zhǔn)。

第一，支持香港注冊(cè)的科研技術(shù)產(chǎn)品在內(nèi)地可以零關(guān)稅，把香港納入半導(dǎo)體進(jìn)口內(nèi)地市場(chǎng)零關(guān)稅地區(qū)。內(nèi)地經(jīng)濟(jì)發(fā)展在全球主要經(jīng)濟(jì)體中一枝獨(dú)秀，許多企業(yè)都希望把握內(nèi)地市場(chǎng)機(jī)遇。過往，中央為了支持香港的經(jīng)濟(jì)發(fā)展，自2003年起不斷優(yōu)化內(nèi)地與香港的CEPA 協(xié)議安排，所有符合CEPA原產(chǎn)地規(guī)則的香港產(chǎn)品，均可以享受零關(guān)稅進(jìn)口內(nèi)地。這一政策吸引了不少海外企業(yè)到香港設(shè)立公司。 支持香港注冊(cè)的科研技術(shù)產(chǎn)品在內(nèi)地可以零關(guān)稅，不僅有利于香港科研企業(yè)拓展內(nèi)地市場(chǎng)，也有助于吸引更多世界各地科研企業(yè)及人才，積聚國際的創(chuàng)新資源為國家所用。

第二， 支持推動(dòng)內(nèi)地生產(chǎn)電動(dòng)汽車在香港銷售零關(guān)稅。香港作為國際重要的商貿(mào)中心，每年接待眾多的國際商務(wù)旅客，香港也是內(nèi)地品牌走向國際的重要通道和平臺(tái)。內(nèi)地生產(chǎn)的電動(dòng)車可以借助香港成為打進(jìn)國際市場(chǎng)的跳板，把內(nèi)地電動(dòng)車推向更國際化。

第三，支持把香港打造成為世界各國華人科研人才回流平臺(tái)。人才是發(fā)展創(chuàng)新及科技的致勝關(guān)鍵，為了建設(shè)國際創(chuàng)科中心，香港特區(qū)政府近年來不斷優(yōu)化吸納外來創(chuàng)科人才，壯大香港的創(chuàng)科人才庫。建議中央支持香港打造成為世界各國華人科研人才回流平臺(tái)。
