Security is the Premise of Stability while Stability is the Guarantee of Security

After the end of the cold war, profound changes have taken place in the global security governance model. With the end of the by-polar confrontation, the international community is full of expectations for a "new era" of security governance.
However, many problems left over from the cold war, such as social inequality, regional conflicts and cold war thinking, are still not only pending, but also constantly reappearing in the process of promoting global security governance, which has become an unstable factor affecting international and regional security. The world is continuously moving towards multipolarity, new configurations of force are emerging and the unbalanced development poses asymmetric threats to the world
Great powers relations are undergoing major and profound readjustments. Some major international and regional problems have not been dealt with timely and effectively, and a new round of instability is spreading around the world, having brought turmoil and unrest to the international community, especially to Africa and the Middle East.
At present, inequality, poverty and backwardness, lack of development opportunities and other issues are still very prominent, which are the root causes for the emerging immigration problem, regional conflicts and autocratic regimes, having greatly affected the peace and stability of many countries and regions in the world.
The international community has faced several important development opportunities, but we have missed them. For example, in 1995, the European Union launched the EU-Mediterranean Partnership Initiative (Barcelona Process), which aims to create a peaceful and stable common region by strengthening political and security dialogue and lay the foundation for a brand new regional relationship. However, the stagnation of the Middle East peace process has impacted the Barcelona Process, hindered its advancement, even led to the fermentation of social problems such as poverty, inequality and conflict, and triggered rising unilateralism, nationalism and radicalism. As a by-product of the above instability factors, terrorism has erupted in several places, which poses a serious challenge to global security governance.
Security is the premise of stability while stability is the guarantee of security. We should combat terrorism, eliminate turbulent factors, adopt a new model of global security governance, pursue common goals and strive to ensure security. We should also strengthen cooperation and solidarity, adopt a new paradigm of global political and economic development, promote multilateralism, expand common interests and achieve equitable and balanced development.
In today's world, there are still many regions shrouded in the dark clouds of instability. Radical populism is rising again, endangering economic and social development and becoming a nightmare in Europe. The forces represented by the United States pursue unilateralism and set trade barriers and pursue isolated development, which has a negative impact on international trade and industrial development, and the trap of confronting conflicts is expanding.
Under the new situation and new vision, China has launched the Belt and Road Initiative, boldly breaking the inherent mode of the West, advocating a more open and comprehensive globalization, encouraging multiple cooperation, and contributing new dimensions, new thinking and new practices to promote reform of the global security governance system.
We hope and call on all participants to broaden their horizons, strengthen their thinking and understanding of security issues and development opportunities from a global perspective, and strive to put forward good programs and initiatives. Let us unite and contribute to the new development of global politics and economy.
