Global Security Governance : Present Situation and Prospects

Dear Distinguished Guests ,
It is a great honor for me to be here in the city of peace, to make a speech at the commemorative event for the International Day of Peace 2018.
I am from Myanmar, from the ruling party which governs the country since the April 2016, so now two and half years in government. Before 2016, we were under the military regime for more than 50 years. I am the secretary of the central committee for research and strategic studies; so, my responsibility is information, analysis and report to the very top leaders for them to think and decide .
Today, we will discuss about global security governance
When it comes to security, we always mention: human security, national security, global security.
Human security is an emerging paradigm which challenges the notion of national security saying that the basis for security should be the individual rather than the state.
Traditional national security protects a state's boundaries, people, institutions and values.
The realization of human security involves not only national governments, but a broader participation of different actors, such as regional and international organizations, non-governmental organizations and local communities.
Global security evolves from globalization. We assume that no national security mechanism has the capacity to handle on its own and, as such, call for the cooperation of states.
Here , at this point, I hope that you notice the linkage between human security and global security.
Current global security governance Institutions are based on the western ideologies and norms; moreover, they are working together with western corporate media to spread their thoughts and norms; these are in many cases, contradicts our Asian standards and values. I sincerely believe that current institutions cannot manage contemporary global security issues anymore.
My country, Myanmar, is struggling with the crisis what the media, wrongly, call Rohinga crisis. That our government, correctly and wisely, call the issue of Muslim community in Rakhine state because the term Rohinga itself, is the cause of the problem.
The issue of Muslim community in Rakhine state is regarded as national security issue by the people of Myanmar and reported by western dominated media as human security issue or global security issue.
The support of Chinese government is very wise and important for our government which is only two and half years old . In addition to that, our NLD party government has no say over security issues which is totally handled by the military according to the Constitution 2008 unilaterally drafted by military dictators while all public leaders were in prison .
I, personally, spent about ten years in prison in my twenties and thirties, fighting for human rights, human dignity and human security.
The world is changing everyday, we need new global security governance mechanism which fits the world today. The current mechanism dominated by western concepts and norms is needed to be replaced by new institutions and mechanisms of globally accepted concepts and norms which fit the world today.
To conclude, I would like to express my hope that China and some Asia leaders can make a new initiative for new Global Security Governance Mechanism to address the challenges of the world today, like the President Xi Jingpin has successfully initiated the Belt and Road Initiative .
