Enkhtuvshin Ulziisaikhan, Deputy Prime Minister of Mongolia
Distinguished guests,
Ladies and gentlemen,
First of all, I would like to thank the United Nations, the Chinese People’s Association for Peace and Disarmament and the People’s Government of Jiangsu for hosting this Commemorative event under the theme “Work Together to Build a Community with a Shared Future for Mankind and a World of Lasting Peace and Universal Security” at occasion of the International Day of Peace 2018.
The three founding pillars of the United Nations, which was established right after the World War II, are peaceand security, human rights and development. However, it spite of the world economic, social and technological progresses in the last 73 years, peace and security, human rights and development pillars of the United Nations have always been of equal importance.
Even in the XXI century, our common security challenges persist and shared threats are immense. Many military conflicts, today, are not tied to defending a particular territory, but are motivated by borderless ideological, criminal, or religious goals.
In this context, the roles of both United Nations and individual member states in observance of the principles of international law and maintenance of international peace and security are growing even higher.
Distinguished guests,
As a responsible member of the international community, Mongolia has been striving to contribute to the global peace and security through its initiatives at regional and international levels.
Mongolia has an internationally recognized nuclear-weapon-free status. The national law on Nuclear-Weapon-Free Status prohibits deployment and transit through Mongolia’s territory of nuclear weapons and their parts or components, as well as goods and items prepared or produced for nuclear weapons purposes.
We believe that strengthening multilateral collaboration and mutual trust among countries is vital. Dialogue and open discussions will enhance confidence among nations. Therefore, with a view to promoting peace and security, we launched “Ulaanbaatar Dialogue on Northeast Asia Security” initiative in 2013. The main goal of the Ulaanbaatar Dialogue conference is to provide a forum where Northeast Asian countries could address common issues and seek convergence in their positions and peacemaking efforts.
Mongolia and China are good neighbors and strategic partners. Both countries are jointly advancing their cooperation through policy coordination of Mongolia’s Development Road Program and China’s Belt and Road Initiative. We believe that the Belt and Road Initiative will greatly promote world peace, prosperity and increase understanding between the countries.
Mongolia is an active and proud contributor to the United Nations Peacekeeping Operations. Since 2002, we have deployed over 16 thousands of peacekeepers in 11 UN mandated peacekeeping missions. We are committed to maintain and expand our contribution to the United Nations Peacekeeping Operations, which remains a flagship activity of the United Nations.
Distinguished guests,
This year we are celebrating the 70th anniversary of the Universal Declaration of Human Rights. The Universal Declaration has helped countless people, including our nation, to gain greater freedoms and equality.
Mongolia, currently serving as the member of the Human Rights Council, has ratified and been implementing over 30 international human rights instruments, including core conventions, demonstrating its strong commitment to the Universal Declaration of Human Rights and strengthening of the international human rights system.
We support the principles of non-selectivity, universality and indivisibility of human rights and puts efforts to ensure the full enjoyment of human rights, including civil, political, economic, social and cultural rights and the right to development.
Distinguished guests,
I hope this event will set а good platform for the states and relevant actors to share their views and combine efforts toward building a better future for mankind and a world with lasting peace and security.
Thank you.
