民相親從青少年做起
——淄博市外事僑務(wù)辦深化國(guó)際友城青少年交流工作

習(xí)近平總書記曾指出，“國(guó)之交在于民相親，而民相親要從青年做起”。青少年既是播種友誼的使者，也是未來(lái)友好關(guān)系的建設(shè)者、深化合作的推動(dòng)者。近年來(lái)，淄博市外事僑務(wù)辦始終堅(jiān)持推進(jìn)國(guó)際友城青少年交流工作，圍繞“胸懷世界議外僑、跟著經(jīng)濟(jì)干外僑、跳出外僑看外僑”指導(dǎo)思想，以官方帶民間、以交流促合作，不斷夯實(shí)“城、站、人”（友城、工作站、聯(lián)絡(luò)人）工作根基，著力深化國(guó)際友城青少年的交流、互鑒、共享活動(dòng)，拓寬了淄博友城工作渠道，助力了全市各領(lǐng)域?qū)ν饨涣骱献鳌?/p>

開展青少年交流，打造交流活動(dòng)品牌

近年來(lái)，淄博市外事僑務(wù)辦先后開展了與俄羅斯、韓國(guó)等友城的青少年交流活動(dòng)。一是成功舉辦了首屆對(duì)俄交流活動(dòng)，2015年8月，淄博青少年交流團(tuán)首訪俄羅斯友城諾夫哥羅德市；2016年，8月首次邀請(qǐng)俄羅斯友城青少年到訪淄博，完成了淄博市與諾市的第一屆青少年交流活動(dòng)，雙方開展了豐富多彩的交流活動(dòng)，取得豐碩成果，雙方反響良好。二是“十三年如一日”做好對(duì)韓友好交流活動(dòng)。

從2004年到2016年，淄博市外事僑務(wù)辦于每年的七八月份均組織與淄博的友好城市韓國(guó)廣州市青少年代表團(tuán)進(jìn)行互訪，通過(guò)廣泛交流，兩市青少年親身體驗(yàn)了兩國(guó)歷史、文化和風(fēng)土人情，增進(jìn)了青少年之間的相互了解，進(jìn)一步加深了兩市友誼，拓展了文化、體育等方面的合作。三是致力于提升友城交流品牌，據(jù)統(tǒng)計(jì)，淄博市共有國(guó)際友城12個(gè)，其中，與韓國(guó)廣州市的青少年交流最緊密，兩市共舉辦青少年交流13屆，參與人數(shù)共計(jì)560人；同時(shí)開展了公務(wù)員交流7屆，參與人數(shù)共計(jì)13人；高層互訪及其他領(lǐng)域交流團(tuán)組共計(jì)41批共計(jì)432人；并且在淄博全市建立友好學(xué)校5對(duì)，形成“經(jīng)貿(mào)、教育、文化、體育、環(huán)保及新農(nóng)村建設(shè)”多領(lǐng)域交流合作蓬勃發(fā)展的良好局面，取得了豐碩成果，成為淄博與國(guó)際友城交往合作中的品牌典范。

豐富活動(dòng)載體，高標(biāo)推進(jìn)交流活動(dòng)

在按照標(biāo)準(zhǔn)嚴(yán)格選拔品學(xué)兼優(yōu)、富有正能量的青少年參與對(duì)外交流的基礎(chǔ)上，淄博外事僑務(wù)辦堅(jiān)持高標(biāo)準(zhǔn)，做好三注重。

一是注重文化交流。依托淄博齊文化底蘊(yùn)深厚，文物古跡眾多，自然風(fēng)光秀美等特點(diǎn)，在每次交流活動(dòng)中不斷豐富對(duì)外交流的文化內(nèi)涵，開展了包括參觀陶瓷展覽館、齊文化博物院、足球博物館、傳統(tǒng)陶瓷手工體驗(yàn)、觀看蹴鞠表演、游覽自然景觀等活動(dòng)，讓青少年們切身體會(huì)到中國(guó)優(yōu)秀傳統(tǒng)文化、齊魯優(yōu)秀傳統(tǒng)文化的深厚底蘊(yùn)。

二是注重互鑒共享，交流中，采取結(jié)對(duì)家庭體驗(yàn)、才藝晚會(huì)的形式，讓兩國(guó)青少年互相深入到各自家庭生活、延展到社會(huì)生活中，充分吸收友邦的良俗風(fēng)序，更好體現(xiàn)了互鑒共享的交往理念。同時(shí)，較高的個(gè)人素質(zhì)和正能量，也使很多異國(guó)青少年伙伴一直保持通訊、互通有無(wú)，結(jié)下了深厚友情。

三是注重載體創(chuàng)新，2015年，兩市青少年代表團(tuán)在俄羅斯諾市斯列涅夫花園，舉行了淄博—諾夫哥羅德友誼園栽種和立牌儀式；2016年，在淄博游人眾多的齊盛湖公園專門開辟了中俄青少年交流友誼林，即我市首個(gè)國(guó)際青少年友誼林，為兩市友好關(guān)系增添了新鑒證、留下了活檔案。同時(shí)，活動(dòng)也利用網(wǎng)絡(luò)、微信等新媒體推送信息，邀請(qǐng)友城兩市主要媒體進(jìn)行了跟蹤報(bào)道，還在淄博日?qǐng)?bào)開辟專版報(bào)道，擴(kuò)大了我市友城青少年交流項(xiàng)目影響力，收到了良好社會(huì)效果，為推動(dòng)友城交流合作奠定了堅(jiān)實(shí)基礎(chǔ)。

共享“城、站、人”資源，積極服務(wù)基層合作

“友城、聯(lián)絡(luò)站、聯(lián)絡(luò)人”資源網(wǎng)絡(luò)建設(shè)與共享，是目前淄博市外事僑務(wù)辦重點(diǎn)工作之一，其主要目的是集全市外事僑務(wù)工作之力，多維度、全領(lǐng)域拓展友城，相機(jī)在世界各大城市建立聯(lián)絡(luò)站，增加國(guó)際友人和僑領(lǐng)華人的人脈資源，并實(shí)施全市友城渠道、信息等資源共享。在青少年交流及教育合作中，與市教育局等部門、各區(qū)縣通力配合，協(xié)助開展了多屆臨淄區(qū)與友好區(qū)郡的青少年足球錦標(biāo)賽活動(dòng)，協(xié)助沂源、張店的有關(guān)中小學(xué)和淄博中學(xué)等與韓國(guó)、馬來(lái)西亞有關(guān)學(xué)校，世紀(jì)英才外語(yǔ)學(xué)校與新西蘭菲歐納學(xué)院、沂源二中與俄羅斯諾夫哥羅德市一中的友好學(xué)校結(jié)好工作，推動(dòng)山東理工大學(xué)與羅馬尼亞克魯日—納波卡大學(xué)建立友好合作關(guān)系等。據(jù)初步統(tǒng)計(jì)，目前淄博共對(duì)外結(jié)好學(xué)校36對(duì)，近3年來(lái)對(duì)外結(jié)好學(xué)校26對(duì)，并在多所學(xué)校成功開展了校際友好交流與合作。

落實(shí)出訪成果，不斷深化青少年交流

2016年6月，時(shí)任淄博市市長(zhǎng)周連華率市政府代表團(tuán)赴英國(guó)訪問(wèn)，與伯恩茅斯市簽署建立友好城市關(guān)系協(xié)議，同時(shí)，雙方也簽署了兩市青少年交流方面協(xié)議書。根據(jù)協(xié)議書規(guī)定，2017年兩市將開展一系列友好交往工作，包括在伯恩茅斯市舉辦“中國(guó)節(jié)”、互派青少年交流代表團(tuán)等。今年，淄博市外事僑務(wù)辦積極與伯恩茅斯市進(jìn)行了前期對(duì)接，認(rèn)真對(duì)兩市首次青少年交流活動(dòng)進(jìn)行籌備。同時(shí)也協(xié)助市教育局舉辦了與澳大利亞友好合作城市普雷福德市的教育合作座談會(huì)，對(duì)接推進(jìn)了與德國(guó)和法國(guó)友城的青少年足球交流活動(dòng)等，努力將友城青少年交流這把“未來(lái)和希望之火”燒得愈加旺盛，加快淄博國(guó)際化發(fā)展，為建設(shè)現(xiàn)代化組群式大城市增添助力。

General Secretary Xi Jinping once pointed out, “The relationship between two countries is based on the affection between two countries’ civilian. Therefore, it has to be done from teenagers.” Teenagers are not only messengers of friendship, but also constructors of the future friendship and promoters of further cooperation. In recent years, Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Office always adheres to promote the exchange of teenagers with international sister cities. According to the guidance ideology of “Negotiate the work of foreign affairs and overseas Chinese affairs with an open mind,conduct the work by following the economic policy and deliberate the work by jumping out of the box”,Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Office focuses on deepening the exchange,mutual learning and sharing activities of teenagers with international sister cities, which have broadened Zibo’s working channels of sister cities and helped all the fi elds to carry out foreign exchanges and cooperation.

Carry out teenagers’ exchanges and build up the

brand of exchange activity

In recent years, exchange activities of teenagers between sister cities including Russia and Korea have been held successively by Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Office.Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Of fi ce had successfully held the fi rst exchange activities with Russia. Since August 2015, both sides had carried out rich exchange activities and had achieved fruitful results and good feedback. Besides,Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Of fi ce has made unchanged friend exchanges with South Korea for thirteen years.

From 2004 to 2016, Zibo Municipal Foreign Affairs& Overseas Chinese Affairs Office had organized a mutual visit in each July and August with Kwuangju City, the sister city in South Korea, forming a good situation of exchange and cooperation in various fi elds including economy, trade, education, culture, sports,environmental protection and new rural construction.Fruitful results had been achieved. It has become a brand model in the communication and cooperation with the international sister cities of Zibo.

Enrich the activity carriers and promote the exchange

activities with high standards

In accordance with the standard to strictly select teenagers who are excellent in character and learning and full of positive energy,Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Of fi ce adheres to high standards and pays attention to three important aspects.

First, pay attention to cultural exchanges. Relying on the rich and profound Qi Culture, numerous cultural relics and historical sites and beautiful natural scenery in Zibo, the foreign exchange in each exchange activity has constantly enriched the culture connotations.Many activities are carried out like a visit to ceramic exhibition hall, Museum of Qi Culture, Football Museum, the experience of traditional handmade ceramic, watching the show of Cuju (ancient game of kicking a ball) and the natural landscape tour in order to allow teenagers to keenly feel the profoundness and extensiveness of excellent traditional Chinese culture and Culture of Qi and Lu.

Second, pay attention to mutual learning and share. During the exchange, through the pattern of family experience and talent show, teenagers from both countries could experience different family life and social life, fully understand the good custom of sister city, which better reflects the communication concept of mutual learning and share. In the meanwhile, a relatively high personal quality and positive energy also enables many foreign teenagers to keep communication with each other, make up what the other needs and forge a deep friendship.

Third, pay attention to innovation. In 2015, the delegations of two cities’ teenagers took part in a planting and opening ceremony of Novgorod Friendship Garden in Slenev Garden, Novgorod, Russia;in 2016, a forest symbolizing the teenagers’ friendship between China and Russia was exclusively established in Qi Shenghu Park where a lot of tourists would visit, which is also the fi rst international teenagers’ friendship forest in Zibo. A new authentication is added and living archives are left to the friendship between the two sister cities.

Share the resource of “city, station and liaison” and actively

serve grass-roots unit

The construction and sharing of the resource network of “sister city,connect station and liaison” is one of the most important work of Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Of fi ce.It main purpose is to collect all the work force of foreign affairs and overseas Chinese affairs in a bid to fi nd more sister cities in various dimensions, set up more connect stations in every big city in the world, increase the human resource of international friends and overseas Chinese. In the exchange and education cooperation of teenagers, several Teenagers’ Football Championships between Linzi District and sister districts and counties were co-organized with related departments of Municipal Education Bureau and each districts and counties. It has also helped some related primary and middle schools in Yiyuan and Zhangdian to set up friendships with related schools in South Korea and Malaysia, Century Talents Foreign Languages School with Fiona College in New Zealand,Yiyuan No.2 Middle School with Novgorod No.1 Middle School in Russia. Moreover, it has pushed to establish friendly cooperation relations between Shandong University of Technology with Cluj-Napoca University in Romania. According to preliminary statistics,there are 36 couples of friendly school in our city and 26 of them were signed in the past 3 years. Friendly exchange and cooperation between different schools are successfully carried out in several schools.

Implement the visiting results, and constantly deepen

exchanges among teenagers

In June 2016, when Zhou Lianhua, who was then the mayor of Zibo, headed a delegation to Britain, an agreement to set up sister city relation with Bournemouth and an protocol about the teenagers’ exchange of both cities were signed. In 2017, two cities will carry out a series of friendly exchanges including the“Festival of China” held in Bournemouth and the delegations of teenagers’ exchange and etc. In this year, Zibo Municipal Foreign Affairs & Overseas Chinese Affairs Office tries to strengthen the communication between teenagers of both sides who would be the “fire of future and hope” in order to speed up the internationalization of Zibo and help to build a modern group typecity.
