護路英魂

李宏偉，1985年10月出生，2007年7月參加公安工作，生前系成都鐵路公安局重慶公安處廣安車站派出所副所長、三級警長。先后榮獲個人嘉獎4次，重慶鐵路公安處優(yōu)秀人民警察3次、優(yōu)秀共產(chǎn)黨員2次，2018年、2019年、2020年連續(xù)三年被評為優(yōu)秀公務員，2023年被追授“全國公安機關二級英雄模范”。

2022年10月2日，李宏偉在派出所突發(fā)疾病，因公殉職，年僅36歲。從警15年來，無論是在艱苦偏遠派出所、大客站派出所歷練，還是在機關重要崗位鍛煉，“勤學鉆研、擔當奉獻”一直是他身上最閃亮的“標簽”。

以心換心

彭水站坐落在武陵山區(qū)的烏江之畔，這是李宏偉從警生涯的第一站。這一年也是彭水這個國家級貧困縣首次修通鐵路，圍觀火車和在鐵路線穿行的村民絡繹不絕。

村民龔大爺?shù)木幼〉睾屯恋胤謩e在鐵路兩側，為節(jié)約百余米的路途，他常常牽起耕牛就準備橫穿鐵路，成為令所有人頭疼的“倔老頭”。作為一個剛剛從學校畢業(yè)的新民警，從小接受不與人爭論教育的李宏偉并不懂得如何去做群眾工作，體諒他人的難處是他的習慣思維，可安全隱患卻不容忽視?！拔沂寝r(nóng)民孩子，想試試農(nóng)村人的辦法。”一休班李宏偉就往龔大爺家跑，找著機會就做宣講。時間久了，龔大爺被這個比他還“倔”的小伙打動了，主動給李宏偉當起了“宣傳員”。宏偉天天往老人家跑的事被鄉(xiāng)親們口口相傳，還有人戲稱他是龔大爺?shù)膬鹤?。他笑著說：“警察就是人民的兒子。”很快，憑借一腔真誠，他就在村民中組建起了安全宣講聯(lián)防隊，保障了轄區(qū)鐵路運輸安全暢通。

2022年3月，在一次處理線路安全警情時，李宏偉了解到當事人胡奶奶丈夫癱瘓，又無兒女贍養(yǎng)，靠撿拾廢品為生。在對其進行法治宣講后，他把自己的手機號留給了胡奶奶?！坝腥魏卫щy隨時給我打電話?！彼呎f邊悄悄掏出200元放到了胡奶奶的口袋里。在李宏偉幫扶的群眾中，胡奶奶不是個例。每一個群眾都是他心頭牽掛的人，他幫扶的旅客不計其數(shù)，用實際行動踐行著人民公安為人民的承諾。

智斗毒販

“這個娃兒很上進，不怕危險不怕苦，我們都喜歡帶他出來辦案?！崩詈陚ピ谥貞c北站工作期間的師傅王智育這樣評價他。一天夜里，李宏偉在重慶北站安檢口盯控時，發(fā)現(xiàn)一名男子神色十分可疑，當他前去盤查時，對方撒腿就跑。面對一米九幾的嫌疑人，李宏偉沒有遲疑，用自己的身體緊緊壓住對方。窮兇極惡的嫌疑人奮力反抗，力量和身高的懸殊，使得李宏偉多次被推倒在地，可他仍然緊緊抓住對方的手不放松，最終從該名男子身上查獲冰毒300余克。但經(jīng)過了一整個通宵的訊問，該男子始終不肯承認自己的販毒、運毒行為。

面對狡詐的犯罪分子，李宏偉和同事決定采用“零口供”策略，將目光轉移到提取物證上。通過調取監(jiān)控錄像等關鍵證據(jù)，最終成功結案。正是這次的成功經(jīng)驗，讓李宏偉認識到，新時代鐵路公安要學會在鏡頭下執(zhí)法，不僅可以方便案件取證，更是對自己的一種保護。

面對毒販，除了英勇果敢，李宏偉還有著特別細致的觀察力，一次他和同事一起擋獲涉毒嫌疑人后，大家為沒有搜到可疑物品而一籌莫展?！耙粋€獨自出行的男人，怎么會帶女性用品？”帶著疑問，細心的李宏偉從嫌疑人的襠部查獲麻古100余克。

“涉毒犯罪性質惡劣，我就是要鉆牛角尖！”干起工作來，李宏偉從不瞻前顧后、猶豫不決，這個愛“鉆牛角尖”的小伙子很快就交出了一份份碩果累累的“成績單”，先后參與破獲大要案件10余起，繳獲各類毒品8.5千克，成為警組的業(yè)務骨干，重慶北車站派出所也獲評為全國堵源截流先進集體。

秉公執(zhí)法

“糖衣炮彈”是大多數(shù)公職人員可能面對的考驗，它也曾砸向過為人質樸的李宏偉。早年的重慶北站區(qū)秩序曾為“喊客拉客”人員所擾。為了有“太平”日子，曾多次被李宏偉處罰過的周某某把一罐“口香糖”塞到了他的口袋。李宏偉打開一看，里面裝著500塊錢。從警第一天父母對他的叮囑就是“人窮不能窮志氣，不拿群眾一針一線，把自己本職工作干好是第一要義”，他馬上想辦法找到了周某某，當著所有人的面把錢還了回去，并嚴肅批評了她的行為，表明再有下次定當不饒。從那以后，再也沒人敢往李宏偉身上塞東西了。

李宏偉剛正不阿、秉公執(zhí)法的品質為人稱道，先后被選調到了公安處紀檢和督查部門工作，一干就是近十年。

監(jiān)督同事的一言一行對大多數(shù)人來說，不是一個討喜的工作，他不講情面講原則，不講套路講真話，曾一度被大家認為“太軸”?！霸?，治咳嗽這個藥特別好，你試試。”這個“軸”小伙剛提出同事存在的問題沒兩天，下一次再見面時，他便忘記了曾結下的“梁子”，熱心地關懷起來。隨著時間的推移，大家在這個“不討喜”的小伙子身上看到了他純真的本質。一以貫之地對事不對人，一以貫之地一把尺子量到底，一以貫之地從不遮遮掩掩，僅憑一顆公心對待工作，對待同事，10余年來，參與辦理的案件無一起申訴或不良舉報。

以身殉職

2022年2月，因表現(xiàn)優(yōu)異、成績突出，李宏偉提任為重慶公安處廣安車站派出所副所長。走上領導崗位后，李宏偉深感“本領恐慌”。為盡快適應新的工作環(huán)境、工作角色，他長時間“以隊為家”，從清晨到日暮，從黃昏到黎明，總能看到他忙碌的身影。

“經(jīng)?？吹剿k公室的燈亮到12點，勸他不要這么拼命、早點休息的時候，他總是說，我那么長時間沒接觸派出所業(yè)務了，我得抓緊時間把落下的功課補起來?！崩詈陚サ耐逻@樣回憶道。

2022年，全國公安機關開展夏季治安打擊整治“百日行動”，李宏偉主動策應地方公安機關健全完善火車站聯(lián)勤聯(lián)動機制。10月1日，廣安站客流激增67%，已經(jīng)接連工作四天未曾回家的李宏偉一直堅守在工作崗位的第一線，開展安檢查危、秩序維護等工作，平安送走一趟趟列車后，又開始整理一天的工作情況，殊料在次日凌晨竟突發(fā)疾病，因公殉職。還有一天就是他37歲的生日，生在國慶期間是他特別自豪的事情，可也因此，參加工作后的他向來都是在崗位上度過的生日。女兒早早給他預訂了蛋糕，他卻永遠地倒在了崗位上。

The Fallen Hero

Li Hongwei was born in October 1985 and joined the police force in July 2007. Before his passing， he served as the deputy director and third-level police chief of the Guang'an Railway Police Station， Chongqing Railway Public Security Division of Chengdu Railway Public Security Bureau. He was awarded personal commendations four times， named an outstanding people's police officer of the Chongqing Railway Public Security Division three times， and recognized as an outstanding Communist Party member twice. He was awarded the title of outstanding civil servant for three consecutive years from 2018 to 2020. In 2023， he was posthumously honored as a national public security second-level heroic model.

On October 2， 2022， Officer Li died from a sudden attack of an illness while on duty at the police station at the age of only 36. Throughout his 15-year career as a police officer， whether stationed in remote areas， major train hubs， or key positions within the agency， hard work and dedication had been his most prominent traits.

Serving the Public with Empathy

Pengshui Railway Station sits along the banks of the Wujiang River in the Wuling Mountain area. This was the first stop in Li's career in law enforcement. That year， the railway in Pengshui， a nationally designated poverty-stricken county， was completed， drawing a continuous stream of local villagers to watch the passing trains or to cross the railway tracks recklessly.

Mr. Gong， an elderly villager， lived on one side of the railway tracks， with his farmland on the opposite side. Seeking to shorten his travel distance by over 100 meters， he had developed a habit of taking a shortcut by guiding his plow ox across the tracks， regardless of" warnings， causing concern for everyone involved.

As a rookie police officer， Li， influenced by his parents' values of avoiding confrontation， struggled to handle the demands of neighborhood policing with finesse. However， despite his empathy towards others' struggles in life， ensuring safety remained his top priority. \"With a rural background， I opted to try rural methods，\" Li remarked. To address this issue， he used his breaks to visit Mr. Gong， initiating conversations about safety.

Over time， Mr. Gong， touched by Li's persistence， became his ally in promoting safety awareness among the villagers. Li visited Mr. Gong so frequently that he was construed as Mr. Gong's son. Li responded， \"Police officers are the sons of the people.\" Eventually， he successfully established a community security patrol team， ensuring safe railway transportation in the area.

In March 2022， while addressing a railway safety concern， Li discovered that Ms. Hu lived by scavenging waste because her husband was paralyzed， and the elderly couple had no children to depend on financially. After patiently explaining the safety issue to Ms. Hu， Li left his phone number for her， saying， \"Call me anytime if you have any problems.\" He then quietly placed 200 yuan in her pocket without her noticing. Ms. Hu was not the only person Li helped. He genuinely cared about ordinary people and offered assistance whenever possible. Through his down-to-earth actions， he fulfilled the promise of the people's police to serve the people with empathy.

Fighting Drug Traffickers with Intelligence and Courage

\"This young man was well-motivated and very brave. He was a popular guy to collaborate. ，\" remarked Li's mentor， Wang Zhiyu， during Li's tenure at the Chongqing North Railway Police Station. One night， while Li was on duty at the security checkpoint， he noticed a suspicious individual. His attempt to approach for further investigation scared the guy away. Though they suspect was a heavy and towering guy， Li didn't flinch. Despite the suspect's vigorous resistance， Li persisted， enduring being overpowered and pushed to the ground multiple times due to the significant difference in strength and height. Nevertheless， he kept a firm grip on the suspect's hand， ultimately resulting in the seizure of over 300 grams of methamphetamine. However， even after a night-long interrogation， the suspect refused to admit any involvement in drug trafficking.

Faced with this cunning suspect， Li and his colleagues adopted a \"zero confession\" approach， shifting their focus from interrogating the suspect to gathering physical evidence. By securing critical evidence such as surveillance footage， they ultimately brought the case to a successful close. This experience underscored for Li the importance for railway police officers in the new era to learn how to enforce the law with the aid of surveillance. Not only did it streamline evidence collection in cases， but it also served as a means of self-protection for police officers.

In addition to his decisiveness in dealing with drug traffickers， Li also exhibited exceptional powers of observation. Once， while collaborating with colleagues to apprehend a suspected drug offender， they found themselves perplexed as no suspicious items were uncovered. Puzzled by why a lone male traveler would carry feminine hygiene products， Li's keen attention led to the discovery of over 100 grams of methamphetamine hidden in the suspect's groin area.

\"Drug-related crimes are despicable， and I'm dead set on doing whatever it takes to fight them.\" With this unwavering resolve driving him forward， Li achieved quick yet remarkable success. He actively participated in solving more than 10 major cases， resulting in the seizure of 8.5 kilograms of drugs. His outstanding performance led him to rise to become a key member of the police station. Furthermore， thanks to Li's significant contributions， the Chongqing North Railway Police Station earned recognition as an advanced agency for its achievements in combating drug trafficking.

Enforcing Law Impartially

Luring and dangerous， kickbacks are a real challenge to most public servants. Li， however， was known for his integrity. In the past， the social order in the Chongqing North Railway Police Station area was frequently disrupted by coercive selling activities. Seeking to evade police intervention， Ms. Zhou， who had previously been fined by Li， once slipped a can of chewing gum into his pocket. Upon opening it， Li found 500 yuan inside. Since he joined the police force， Li's parents had advised him to refuse any bribery and uphold integrity in his service. Without hesitation， Li confronted Ms. Zhou and returned the money in front of onlookers， delivering a stern criticism of her behavior and warning of consequences if it were to occur again. Following this incident， no one dared to attempt such actions with Li.

Li's integrity and impartiality in law enforcement have been widely praised. As a result， he was later transferred to work in the discipline inspection and supervision departments of the public security bureau， where he served for nearly a decade.

The task of supervising the professional conduct of colleagues can be challenging. Li's commitment to upholding principles and professionalism， without any favoritism， occasionally led others to see him as overly rigid. However， despite this perception， he would demonstrate genuine concern toward his colleagues. He would often say things like， \"Brother， try this medicine， it should help with your cough.\"

This \"rigid\" individual， who wouldn't hesitate to correct his colleagues' work-related errors， would also readily set aside any previous conflicts when they next met. Over time， his consistent displays of sincerity in his work gradually earned the respect of those around him. For more than a decade， Li's dedication to principle and his unwavering commitment to fairness have ensured that there have been no complaints or negative reports about the cases he handled.

Fallen in the Line of Duty

In February 2022， due to his outstanding performance， Li was promoted to the deputy director of the Guang'an Railway Police Station. After taking this leadership role， he devoted himself to enhancing his leadership capabilities and effectively handling the responsibilities of his position. To achieve this， he spent most of his time bustling at the station.

\"I often saw the light in his office on until midnight. When I advised him not to work so hard and to rest early， he always replied that he hadn't been at the local police station for so long and needed to catch up on his tasks as soon as possible，\" remarked one of Li's colleagues.

In 2022， public security agencies nationwide launched a \"100-day campaign\" to combat illegal activities. In response， Li actively engaged in cooperation with the local police to enhance the joint security mechanism at the railway stations. On October 1st， the passenger flow at Guang'an Station surged by 67%. Despite working tirelessly for four consecutive days with minimal rest， Li remained at the frontline， diligently fulfilling his security duties， and seeing off each arriving and departing train. Tragically， in the early hours of the following day， he suddenly fell ill and lost his life in the line of duty， just one day shy of his 37th birthday. Proudly born during the National Day period， Li always chose to spend his birthdays on duty during this significant time. On that day， his daughter had even arranged for a cake， unaware that he would forever fall at his post.
