Jiang Jiuhua: Fearless Sacrifice in the Line of Duty
By Hu Xue
\"Officer Jiang, stay with me!\" \"Officer, wake up please!\"At noon on April 17, 2023, a life-and-death struggle unfolded in the depths of a bamboo forest beside a gas station in Qingshen County, Meishan City, Sichuan Province. Jiang Jiuhua, an officer at the Qingzhu Police Station under the Qingshen Public Security Bureau, sustained a grave injury while bravely confronting an armed criminal, all to safeguard his colleagues and the public. Tragically, amidst the anguished cries of others, he laid down his life, never to rise again, at the age of only 46.
Jiang, the son of farmers, had been a member of the Communist Party of China (CPC) for 19 years. After graduating from a police school, he dedicated two decades of his life to the public security sector, serving in various roles: as an auxiliary police officer for 2 years, a patrol officer for 3 years, an anti-narcotics officer for 5 years, and finally, as an ordinary police officer at a police station for 10 years. From Liangshan City to Meishan City, he remained committed to grassroots policing, earning numerous honors and titles, including the Third Class Merit, Role Model of Civil Servants (8 times), Role Model of CPC Members (2 times), and a Citation for Bravery.
According to his colleagues, Jiang Jiuhua was a conscientious officer, reserved but always smiling. To the public, Officer Jiang was brave, warm-hearted and approachable. His passing brought sadness to the entire city, with many posting heartfelt memorial eulogies online for the hero, such as \"he never shied away from danger, and always rose to the occasion\" and \"his sacrifice will be remembered in history and in the hearts of the people\".
In November 2023, Jiang Jiuhua was posthumously awarded the title of \"First Class Role Model for the National Public Security System\".
His Last Battle
Facing up to trouble together was the tacit agreement among Jiang Jiuhua and his comrades. Teng Min, an officer at Qingzhu Police Station, first encountered Jiang during a joint operation to track down criminals. When Teng broke down the door, Jiang immediately dashed into the room holding a shield. Together, they soon brought the suspect under control. Impressed by Jiang's bravery, Teng had more opportunities to work alongside him in policing operations since 2015. They made great partner to each other. To Li Jun, another of Jiang's colleagues, Jiang was a veteran officer who took good care of the rookies like an elder brother and a mentor. And Jiang never flinched from facing up to trouble.
At around 1 p.m. on April 17, 2023, Jiang, along with two auxiliary officers, Chen Xing and Li Jun, was patrolling near the bamboo forest by a gas station when they spotted" a suspicious individual. They decided to investigate. . Suddenly, the suspect brandished a knife towards them.
\"I've been sleepless recently. Every time I closed my eyes, I saw Officer Jiang and Chen Xing, drenched in blood,\" recounted Auxiliary Officer Li Jun, tears streaming down his face. Though the skirmish lasted only five minutes, it felt like a lifetime. According to Li Jun, the suspect was ruthless and vicious. When the criminal lunged towards them with a knife, Jiang and his colleagues quickly spread out in three directions and surrounded him. In a panic, the suspect brandished the knife and charged at Chen Xing, who sustained an injury and collapsed to the ground.
With their comrade in grave danger, Jiang Jiuhua and Li Jun immediately raced to his rescue. Overpowered by Jiang from behind, the assailant stabbed Jiang desperately. Though Jiang's left side was bleeding profusely, Jiang didn't loosen his grip of the suspect. At that critical moment, Li Jun apprehended the suspect from the front and tried to grip his hand tightly. Ultimately, with the help of a passerby, the four of them subdued the gorilla and pinned him down to the ground.
\"Strong and towering, the suspect weighed over 90 kilograms. Moreover, he was armed with a knife. It would take five people my size just to have a chance to subdue him,\" remarked Zhang, the passerby. Zhang is a veteran who remains deeply attached to his military past even a decade after retirement. \"The three brave officers were engaged in a fierce struggle against the assailant, who refused to release the knife. I saw one of the officers having to pry the criminal's fingers away, one by one, before finally disarming him,\" added Zhang. Reflecting on that fateful day, Li Jun couldn't help but lament, \"Officer Jiang looked pale, unable to speak. His uniform was drenched in blood. Yet, he continued to hold onto the criminal tightly until we were able to gain control. We called out his name, but he never reopened his eyes.\"On the afternoon of April 18, a journalist ventured into the bamboo forest and found it serene, as if nothing had happened. Across the street were numerous stores bustling with business. \"Officer Jiang sacrificed his life to protect the public,\" recounted Xiao Yiqin, a clerk at the Wenlin Community Committee. She was well acquainted with the neighborhood: the bamboo forest was adjacent to the crossroad linking the urban and rural areas, surrounded by several apartment complexes, kindergartens, and universities. \"If Officer Jiang and his colleagues hadn't apprehended the criminal in the forest, leaving him at large, the consequences would have been appalling,\" Xiao explained.
His Initial Aspiration
Yuexi County on a plateau in the western region of Liangshan was one of the most impoverished counties. In September 1997, Jiang Jiuhua enrolled at the People's Police School of Liangshan Prefecture and later graduated with honors. Although he initially joined the Leqingdi township government as a grassroots civil servant, Jiang chose to pursue his law enforcement aspirations and became an auxiliary officer. After two years of dedicated service, he was recognized for his outstanding performance and admitted to the Yuexi County Public Security Bureau. In March 2008, he was transferred to the anti-narcotics brigade, walking on the blade for five years.
Unique geographic, historical, and social factors had once complicated the anti-drug missions in Yuexi County, the primacy throughout the entire prefecture. On the frontline of these anti-narcotics battles, Jiang Jiuhua devoted five years to cracking numerous drug-related cases in the mountainous area. His dedication has finally helped the county to be free of drugs.
\"It's a shame to learn of his departure,\" remarked Sha Kang, the former captain of the Anti-narcotics Brigade under the Yuexi County Public Security Bureau. Sha and Jiang had collaborated for five years, cracking many major cases together. \"During those days, we were inundated with anti-drug missions, and often working overtime and on weekends. Jiuhua was one of my most capable assistants, serving as the head of the Comprehensive Administration Squadron. He was always braced for any mission I assigned him, reported to me promptly, and carried out track-down operations even in the early hours of the morning. I still remember one time it took us three days and nights to conduct surveillance, surviving only on dry bread, before we finally arrested the suspect,\" added Sha.
At the tragic news of Jiang Jiuhua's passing, Sha Kang traveled from Yuexi County to Qingshen County early the next morning, to bid farewell to his beloved comrade.
Also born and bred in Yuexi County, Chen Guirong, an officer at the Qingzhu Police Station, had worked with Jiang for two decades. She broke down several times when speaking of her deceased comrade. \"One won't make an anti-drug police officer unless he is brave,\" stated Chen. In her eyes, Jiang, who was diligent and responsible in his handling of cases, served as a role model for all police officers and Party members. His great performance was widely acclaimed.
During his decade of service in Liangshan Prefecture, Jiang Jiuhua resolved over 300 criminal cases and more than 500 administrative cases. According to Chen Guirong, \"Jiuhua's work was fraught with danger, so the guilt of being away from his family weighed heavily on his mind. In February 2013, he was transferred to the Rural Police Station under the Qingshen County Public Security Bureau. Even though he was once again separated from his family, Jiang remained steadfast in his determination to protect the local order,\" Chen said.
Despite being transferred to different positions across wide regions, from Liangshan to Meishan, and from plateaus to plains, Jiang never forgot his initial aspirations: to be a kind-hearted law enforcement officer. He learned to engage with the public to better address issues by conversing with elderly farmers about crops, conducting routine patrols with local government staff, and resolving disputes in collaboration with village leaders. On March 10, 2021, Jiang attended to a boundary dispute among farmers of Xinping village under the Qingzhu Community Committee. Along with his colleagues, Jiang conducted numerous investigations and consulted a number of farmers concerned. His hard work helped the two sides to reach an agreement through negotiations, thereby resolving a decade-long quarrel. During his tenure at the rural police station, he assisted over 120 individuals in need and resolved more than 400 local disputes.
\"Jiuhua always took the lead in handling cases, never shying away from challenging and demanding tasks. For instance, he even volunteered to assist forensic experts to retrieve bodies found in the river,\" recalled Teng Min, tears welling in her eyes. All the auxiliary officers at Qingzhu Police Station agreed that \"Officer Jiang was meticulous in sorting out files, and generously shared his experiences with others. He never sought fame or wealth, quietly carrying out work ignored by others.\" Eight years into his service at the Rural Police Station, Jiang had personally engaged in 10 special cases, cracked 110 major cases, and apprehended over 200 suspects.
His Grassroots Engagement
\"How come? Such a kind-hearted officer has departed forever?\" Many local residents called the station to express their disbelief. Cui Mingcong, Deputy Director of the station," received many calls of condolence. According to him, Jiang never took the public's concerns lightly, and his dedication earned recognition and trust from all the locals.
In 2021, Jiang Jiuhua was reassigned as a community police officer. It was in Wenlin Community that he laid his life. 20 local staffers paid tribute to Jiang—the forever responsible and helpful police officer, \"whose presence served as a safety net for us as we dealt with the trivial but hefty grassroots work.\" Jiang was a constant presence in dispute handling, security maintaining, and anti-fraud campaigns, even in the small hours of the night.
Ding Hong, the community administrator, said that Wenlin Community has a registered population of over 10,000, with approximately 7,000 permanent residents, including over 90 senior citizens living alone. Most of the apartment complexes in the old city lack specialized management services, leading to frequent conflicts and disputes over daily issues. Jiang Jiuhua often visited the elderly, chatting with them or helping them with grocery shopping. In the summer of 2022, an elderly man in his eighties who suspected that his pet cat had been killed by his neighbor caused many disturbances throughout the community. When numerous reconciliation attempts by grassroots staffers failed, Jiang stepped up, reassuring, \"Leave it to me! I will take care of it.\" Shortly afterward, Jiang Jiuhua purchased a new pet cat for the elderly man out of his own pocket, lifting the stone on the man's heart.
\"Almost all the locals knew Officer Jiang,\" explained Zhang Ying, a grassroots staffer in the community. In less than two years of working as a community officer, Jiang visited over 900 households across 8 neighborhoods and 16 community committees, and conducted more than 200 fire-prevention inspections. Additionally, he assisted in organizing 20 anti-fraud campaigns, preventing financial losses totaling 2 million Yuan, and persuading 35 fraudsters from the northern part of Myanmar to cease their criminal activities.
Driving through a few old streets in the historic city, this journalist arrived at the Qingzhu Police Station, which was surrounded by apartment complexes. The spring sun penetrated through the trees, casting dancing shadows on the ground. On the red bulletin board about the Spirit of the 20th National Congress of the Communist Party of China, there was a photo of Jiang in his uniform making a door-to-door visit to maintain social order.
Jiang's colleagues told this journalist, \"Officer Jiang's daily travel routes were very simple, just shuttling back and forth between the station and his home.\" Jiang's wife, a nurse, was often on night shifts, especially during the pandemic. Consequently, Jiang Jiuhua had to take care of both children: a 4-year-old daughter and a elder son who attended high school in Meishan City. When tasked with an emergency assignment during his wife's night shift, he had no choice but to leave his daughter alone at home. On numerous occasions, he received phone calls from his neighbors, informing him that his daughter was crying loudly. Sometimes, he had to bring his daughter to the station during a night shift to avoid disrupting his colleagues' schedules. If he had to respond to an incident scene, he would ask other officers to keep an eye on his daughter.
For the sake of their children's education, Jiang and his wife purchased an apartment in Meishan, intending to move into their new home at the end of April 2023. \"The family has lost its rock before moving in,\" remarked Jiang's colleague with a sigh.
Jiang Jiuhua's WeChat account ended with the three digits of 1-1-0, the emergency police hotline in China, yet another symbol of his dedication to law enforcement. \"Jiang's handwriting was always fabulous, and his office clean and tidy,\" recalled officer Liang Jiapeng in admiration. On that fateful April 17th, Jiang, noticing Liang assisting people in need, greeted him with a big smile before departing for his duties, saying, \"Jiapeng, let's have lunch together when my mission is completed.\" Overwhelmed by sorrow, Liang Jiapeng burst into tears. \"He will never be back!\"
