劉欣1987年2月出生于黑龍江省勃利縣一個(gè)普通家庭,父親是退休職工,母親是農(nóng)民。盡管家庭條件一般,但在母親的記憶里,劉欣比別的孩子懂事早、有主見(jiàn),中學(xué)時(shí)成績(jī)始終是年級(jí)前茅,從不讓家里操心。
劉欣從小就有警察夢(mèng)。她愛(ài)穿“小軍裝”和“大檐帽”拍照,好打抱不平、行俠仗義。2010年,大學(xué)畢業(yè)的劉欣得償夙愿,順利通過(guò)公務(wù)員考試,被分配到黑龍江省七臺(tái)河市公安局戍企分局桃南派出所,成為全市為數(shù)不多的女片兒警。
然而在參加公安工作后第二年,劉欣被確診為再生障礙性貧血,系無(wú)法痊愈類(lèi)型的絕癥。當(dāng)時(shí)剛滿24歲的劉欣,經(jīng)過(guò)短暫彷徨,毅然決定把家搬到分管轄區(qū)一處簡(jiǎn)陋小屋,把所有牽掛聚焦在轄區(qū)百姓的愁煩難事、急難險(xiǎn)重和他們心中的矛盾疙瘩。
12年,她身患重疾卻從不停下腳步,在與轄區(qū)群眾共度的日日夜夜里走進(jìn)了轄區(qū)居民的心……
2023年7月2日2時(shí),病魔最終奪走了劉欣年僅36歲的年輕生命。2024年1月,人力資源和社會(huì)保障部、公安部聯(lián)合做出決定,追授劉欣“全國(guó)公安系統(tǒng)一級(jí)英雄模范”稱(chēng)號(hào)。
在劉欣看來(lái),對(duì)黨和人民最大的忠誠(chéng),就是踏踏實(shí)實(shí)做事、兢兢業(yè)業(yè)工作。她驕傲地把錢(qián)包、鑰匙扣、背包等生活用品貼上了警察元素標(biāo)簽,時(shí)刻提醒自己肩負(fù)神圣的職責(zé)使命,始終以警察的榮譽(yù)感和責(zé)任感嚴(yán)格要求自己。
劉欣負(fù)責(zé)的片兒戶數(shù)多,人口也多。她把家搬到社區(qū),就是為了讓老百姓不出社區(qū)就能找到她。后來(lái)同事們回憶說(shuō),劉欣知道跟老百姓在一起的日子不多了,想抓緊剩下的時(shí)間,多為轄區(qū)做一些事。就這樣,在與病魔為伴的日子里,劉欣把身和心都融入了社區(qū)。
考慮到劉欣的身體狀況,局里多次商議,要給她調(diào)整一下崗位,劉欣知道后,卻表示還要在社區(qū)干。她說(shuō):“我雖然是個(gè)病人,但我不想當(dāng)個(gè)弱者。我要用事實(shí)證明,我不光要干,還要干到底?!?/p>
把家搬到社區(qū)后,劉欣比以前更忙了,平時(shí)基本不回家,把有限的時(shí)間全部投入到了工作中。領(lǐng)導(dǎo)囑咐劉欣,如果發(fā)現(xiàn)工作上有困難,就立馬增援她或?yàn)槠湔{(diào)換崗位,可她非但沒(méi)有牽扯所里警力,而且干得有聲有色。
對(duì)于劉欣來(lái)說(shuō),工作是一種享受,警察職業(yè)是她的崇高信仰,她生前的微信簽名寫(xiě)道:“我的生命忠誠(chéng)于黨,我的信仰光芒萬(wàn)丈?!?/p>
以真情暖民心
“當(dāng)片兒警,就得在片兒上;當(dāng)警察,就得干警察該干的事。”這是劉欣生前經(jīng)常說(shuō)的一句話。
她的辦公室里總是坐滿了找她辦事的群眾,有尋求幫助的,有處理糾紛的,還有因?yàn)闊┬氖轮幌牒退龂Z嘮嗑的。然而不管群眾是為什么而來(lái),劉欣總是以真誠(chéng)的笑臉對(duì)待,認(rèn)真回應(yīng)每一位群眾的每一樁訴求。擔(dān)任社區(qū)民警以來(lái),她共為群眾做好事、解難事820余件,收到錦旗、表?yè)P(yáng)信130余件,幫扶社區(qū)孤寡老人、困難兒童10余人。
社區(qū)警務(wù)工作每天都要與老百姓打交道,不熟悉社情、民情,工作就無(wú)法有效開(kāi)展。為此,劉欣走遍了轄區(qū)的“溝溝坎坎”,認(rèn)識(shí)了整個(gè)小區(qū)的孤寡老人,清楚最近哪家兒子要娶媳婦、哪家姑娘要出嫁,就連誰(shuí)家養(yǎng)了什么寵物她都知道?!昂糜浶浴钡靡嬗凇盃€筆頭”,劉欣隨身帶著一個(gè)小小的記事本,上面密密麻麻記錄著百姓的需要。每當(dāng)有尚未做到、尚未做好的事情,她都會(huì)特別標(biāo)注,直到全都做好,心里才會(huì)踏實(shí)。
2021年,大學(xué)畢業(yè)生單長(zhǎng)斌備考公務(wù)員時(shí)發(fā)現(xiàn)身份證過(guò)期,重新辦理已來(lái)不及。劉欣了解情況后,以最快速度溝通協(xié)調(diào),幫助單長(zhǎng)斌在考前最后一刻拿到新身份證,順利參加了考試。雖然單長(zhǎng)斌那次考試落榜,但他卻從劉欣忙里忙外的身影中看到了人民警察的溫暖與擔(dān)當(dāng)。他渴望像劉欣一樣,成為一個(gè)能夠幫助別人的人。于是他下定決心,也要成為一名人民警察。2023年4月,單長(zhǎng)斌如愿考入公安隊(duì)伍。
2021年12月,以劉欣名字命名的社區(qū)警務(wù)室在七臺(tái)河市桃山區(qū)正式開(kāi)始運(yùn)轉(zhuǎn)。劉欣通過(guò)線下的“劉欣警務(wù)室”和線上的微信群等渠道,與群眾天天面對(duì)面、時(shí)時(shí)鍵對(duì)鍵、刻刻心貼心。
以擔(dān)當(dāng)護(hù)平安
在祥和社區(qū),許多居民將劉欣的微信置頂,有事不用打110,也不用打派出所電話,發(fā)個(gè)微信,立馬趕到。這種信任源于長(zhǎng)期大量、扎實(shí)的基礎(chǔ)工作,在遇到重大緊急情況時(shí),每每能夠發(fā)揮關(guān)鍵作用。
2014年,建三江刑警來(lái)到七臺(tái)河市,緝捕冒充領(lǐng)導(dǎo)詐騙近千萬(wàn)元的犯罪嫌疑人李某某。劉欣接到協(xié)查任務(wù)后,立即展開(kāi)排查。由于對(duì)轄區(qū)情況非常熟悉,很快確定了逃犯的準(zhǔn)確位置,李某某當(dāng)天落網(wǎng)。
劉欣有一個(gè)習(xí)慣,網(wǎng)上逃犯信息每天必看。2016年冬天的一個(gè)夜晚,劉欣發(fā)現(xiàn)轄區(qū)居民李某正被外地公安機(jī)關(guān)上網(wǎng)追逃,她當(dāng)即趕往嫌疑人家附近偵查。經(jīng)過(guò)一夜蹲守后,第二天一早發(fā)現(xiàn)嫌疑人家的燈突然亮了,劉欣立即呼叫戰(zhàn)友來(lái)到現(xiàn)場(chǎng)。當(dāng)犯罪嫌疑人走出房門(mén)的那一刻,她和戰(zhàn)友立即沖上前成功將其抓獲。
除了案件,轄區(qū)更多的是雞毛蒜皮、家長(zhǎng)里短。處理這類(lèi)事情劉欣用真情、講方法,既讓矛盾解決在轄區(qū)里,又把“公正”二字滲透在瑣碎細(xì)微的社區(qū)小事中。
轄區(qū)居民王女士在2008年的時(shí)候發(fā)現(xiàn)家里衛(wèi)生間頂棚漏水,和樓上鄰居多次溝通無(wú)果。時(shí)間長(zhǎng)了,王女士也習(xí)慣了,結(jié)果一漏就是13年。2021年2月,眼見(jiàn)著漏水越來(lái)越嚴(yán)重,王女士忍無(wú)可忍,報(bào)警找到了劉欣。劉欣到樓上了解情況,沒(méi)想到鄰居矢口否認(rèn),堅(jiān)決不承認(rèn)是她家漏水。為了解決這一矛盾,劉欣自己花錢(qián)請(qǐng)來(lái)專(zhuān)業(yè)師傅,經(jīng)檢查,果然是樓上浴盆排水管漏水。事實(shí)擺在面前,況且是劉欣自掏腰包,鄰居羞愧難當(dāng),只得找人修好了排水管道。壓在王女士心頭13年的烏云散了,她專(zhuān)程做了一面寫(xiě)有“十三年煩惱一日除,片警幫我解憂愁”的錦旗表示感謝。
從警13年,劉欣始終堅(jiān)持以事實(shí)為依據(jù)、以法律為準(zhǔn)繩,辦理的上百起行政案件、刑事案件無(wú)一差錯(cuò),在調(diào)處大量的矛盾糾紛中,總是能夠讓雙方當(dāng)事人盡釋前嫌。她在平凡的工作中切實(shí)讓人民群眾感受到了公平與正義。
以警心踐初心
2022年5月,劉欣被公安部評(píng)為“全國(guó)公安機(jī)關(guān)愛(ài)民模范”,此后的劉欣更加嚴(yán)格要求自己,榮譽(yù)是對(duì)她工作上的肯定,更增添了她前行的動(dòng)力。她積極尋求更好的工作方法,探索為人民服務(wù)的最優(yōu)路徑。
長(zhǎng)期服用激素類(lèi)藥物的副作用,使劉欣的肝、腎等臟器受損嚴(yán)重,早期股骨頭壞死、膝蓋和腳踝積液逐漸加重,走幾步就會(huì)疼得直冒汗,每天晚上都需要強(qiáng)忍疼痛用藥物泡腳消腫。到了病癥后期,劉欣的血小板指標(biāo)只有個(gè)位數(shù),而健康人的這項(xiàng)數(shù)值則在100以上。
即便如此,在劉欣的臉上,從來(lái)都找不到消極、萎靡、懈怠的情緒。她艱難卻樂(lè)觀地抗?fàn)幟\(yùn),從來(lái)沒(méi)有讓病痛影響到工作,從沒(méi)有請(qǐng)過(guò)一天事假。
劉欣的警服永遠(yuǎn)熨燙整齊,沒(méi)有一絲褶皺,只要是穿著警裝,瘦削的脊背就永遠(yuǎn)挺得筆直。老百姓一推開(kāi)社區(qū)警務(wù)室的門(mén),她就會(huì)揚(yáng)起熱情的笑臉,耐心詢(xún)問(wèn)訴求。
“好多了,不能病歪歪的,得有個(gè)當(dāng)警察的精氣神!”當(dāng)同事問(wèn)起她的病情,她總是這么說(shuō)。轄區(qū)的群眾直到她去世才知道劉欣的病情如此嚴(yán)重。
因?yàn)榭床。瑒⑿罌](méi)有積蓄,花錢(qián)最多的一次就是生命里最后一個(gè)春節(jié),給父親買(mǎi)了一件像樣的羽絨服。就算生活如此拮據(jù),劉欣也堅(jiān)決不收群眾的一分一毫。劉欣的轄區(qū)有不少困難戶,有人想找劉欣幫助辦低保,直接塞給了她一沓錢(qián)做“辛苦費(fèi)”,劉欣想都沒(méi)想就拒絕了。
“申請(qǐng)低保戶該幫的我肯定幫,不會(huì)有一點(diǎn)保留,但原則上的問(wèn)題一步都不能讓?zhuān) 陛爡^(qū)居民每次重復(fù)劉欣當(dāng)時(shí)這句話,都會(huì)肅然起敬。轄區(qū)的百姓都知道劉欣的脾氣:“找她辦事,她毫無(wú)保留,但要是想給她送人情,連門(mén)都沒(méi)有。”
劉欣知道自己的生命即將走到終點(diǎn),毅然決定捐獻(xiàn)自己的遺體,她說(shuō):“我想在離開(kāi)時(shí)能再為別人做點(diǎn)什么,即使是我身體的一部分也在所不惜?!彼裣灎T一樣燃盡了一生所有,她對(duì)這片土地愛(ài)得如此深沉。

The Model Policewoman

Liu Xin was born into an ordinary family in Boli county, Heilongjiang province, in February 1987. Her father was a retired worker, and her mother a farmer. In her mother's memory, Liu displayed a greater level of maturity and had a mind of her own, unlike children of her age. Her consistently excellent academic performance seemed never worried her parents.
Liu had dreamed of becoming a police officer since childhood. She cherished moments dressing up in military uniforms for photos, and she always stood up for what was right. In 2010, after graduating from university and passing the civil service exam, Liu's dream came true. She became one of the few female officers, assigned to the Taonan Police Station in the Shuqi Public Security Branch of the Qitaihe Public Security Bureau in Heilongjiang province.
However, two years into her service, Liu was diagnosed with aplastic anemia, an incurable disease. Faced with this devastating news at just 24 years old, Liu quickly decided to relocate to a small, modest apartment. This would enable her to fully dedicate herself to supporting the community in overcoming life's challenges.
Over the next 12 years, she poured her heart and soul into serving her community, demonstrating unwavering commitment despite her severe illness.
On July 2, 2023, at 2 a.m., illness finally took Liu's life. She was 36. In January 2024, the Ministry of Human Resources and Social Security and the Ministry of Public Security posthumously awarded Liu the title of the National Model Policewoman.
Liu believed that the greatest way to show loyalty to the Party and the people was to diligently and conscientiously perform her duties. Proudly displaying police insignia on her wallets, keychains, and backpacks, she constantly reminded herself of the sacred duty she carried, always upholding the high standards of honor and responsibility expected of a police officer.
Liu's was a big community with many households. She moved in to better serve the residents. Colleagues later recalled that Liu understood her time was so limited that she wanted to maximize it by contributing to the community. Thus, despite battling her illness, Liu immersed herself in the community, providing care and support to those in need.
Considering Liu's physical condition, her supervisors discussed several times the possibility of transferring her to an easier post, but she insisted on remaining. She said, \"Although I am physically ill, I refuse to be mentally weak. I aim to show through my actions that I not only want to fulfill my duties but also stick them out.\"
After relocating to the community, Liu became even busier than before. She rarely went home, spending almost all her limited time at work. Despite her superiors' assurances that help was available whenever she needed extra support or a transfer to a new post, she continued to excel in her work without adding any additional burdens to the Bureau.
For Liu, work as a police officer was both a source of enjoyment and a reflection of her noble beliefs. Her WeChat signature before her death read, \"I'm loyal to the Party, and my faith guides me forward.\"
Serving with Compassion and Dedication
Liu often said, \"To be a community police officer means you have to be actively engaged with the community, just as being a police officer means you have to meet the duties expected of one.\"
Her office was always crowded with people seeking her assistance of various kinds: some came to seek help, some to resolve disputes, and some simply wanted to talk about their concerns in life. Liu greeted them all with a smile, earnestly addressing each request. Since becoming a community police officer, she had handled over 820 cases for the community residents, receiving more than 130 banners and letters of commendation. Additionally, she assisted over 10 elderly individuals and children in need.
Community policing relies on daily interaction with residents. Liu made it a priority to explore every corner of her jurisdiction, for she knew sufficient understanding of the community was the key to most of the popping issues. She sought to know each elderly person in the area and stayed attuned to minor neighborhood events like weddings or the pets families kept. Liu's exceptional memory stemmed from her" notebooks. Whenever Liu encountered something left undone or not completed to her satisfaction, she would meticulously record it and persist until everything was addressed appropriately.
In 2021, college graduate Shan Changbin discovered that his ID card had expired just days before the national civil service exam. At this, Liu immediately coordinated with various agencies to help Shan obtain a new ID card in time for the exam. Shan didn't pass the exam, but he was deeply touched by Liu's warmth and sense of responsibility. He aspired to follow in her footsteps and become a police officer who could positively impact others' lives. In April 2023, Shan successfully passed the exam and achieved his goal of joining the police force.
In December 2021, the Liu Xin Community Service Office commenced operations in Taoshan district, Qitaihe city. This initiative facilitated closer, more timely interaction between Liu and the residents through the office and various online media platforms, including WeChat.
Guardian of Peace and Security
In the Xianghe community, many residents had Liu at the top of their WeChat contacts. Whenever they faced an issue or emergency, they instinctively reached out to her through WeChat instead of calling 110 or contacting the local police station. This preference stemmed from her enduring commitment to serving her community, which consistently proved invaluable in managing major crises.
In 2014, criminal investigators from Jiansanjiang district traveled to Qitaihe city to apprehend a suspect accused of swindling nearly 10 million yuan by impersonating leaders. When tasked to assist the investigation, Liu promptly initiated an inquiry, leveraging her deep familiarity with her jurisdiction. She then swiftly locate the fugitive, resulting in the suspect's arrest on the same day.
Liu habitually checked online information about wanted criminals every day. One winter night in 2016, she discovered that a resident within her jurisdiction was being pursued online by authorities from another jurisdiction. She promptly rushed to the suspect's residence to investigate. After watching through the night, the next morning, when the lights suddenly turned on in the suspect's house, Liu immediately called her colleagues for support. The moment the suspect walked out of his apartment, she and her colleagues rushed forward and successfully captured him.
Apart from handling criminal cases, Liu approached trivial daily matters and neighborhood disputes in her jurisdiction withpassion and professionalism, ensuring that conflicts were resolved smoothly while upholding the principle of fairness for the residents.
Ms. Wang, a resident of the jurisdiction, spotted a leak in her bathroom ceiling in 2008. Despite numerous attempts to communicate with her upstairs neighbor, the issue remained unresolved, and the leak persisted for 13 years, with Mrs. Wang growing accustomed to it over time. In February 2021, as the leak worsened, Ms. Wang sought help from Liu. During the investigation, Liu found the upstairs neighbor vehemently denied any responsibility for the leak. To resolve the conflict, she personally hired a professional technician who, upon inspection, confirmed that the leak originated from the drainage pipe of the upstairs bathtub. Faced with this undeniable evidence, the neighbor felt ashamed and quickly arranged for the repair of the drainage pipe. With the resolution of the problem that had plagued Mrs. Wang for 13 years, she sent a special banner to Liu as a gesture of appreciation.
For 13 years in the force, Liu handled hundreds of administrative and criminal cases flawlessly, consistently adhering to factual evidence and the rule of law. In resolving numerous disputes among residents, she effectively fostered a sense of fairness and justice by facilitating reconciliation among the parties involved.
Better Service to the People
In May 2022, Liu was recognized by the Ministry of Public Security as an Outstanding National Public Security Service Model. This recognition further motivated her to improve her approaches to the work.
During treatment for her illness, Liu suffered severe long-term side effects from steroid medications, damaging her liver and kidneys, resulting in hip necrosis and worsening fluid accumulation in her knees and ankles. Just a few steps would cause Liu to sweat profusely from the pain. Every night, she had to soak her feet in medicinal water to reduce inflammation. By the late stage of her illness, Liu's platelet count was only in single digits, whereas a healthy person's is typically over 100.
Despite the challenges, Liu always maintained a positive and energetic demeanor, never showing any trace of pessimism or hopelessness. She faced her illness with resilience, never allowing it to affect her work or even taking a single day off.
Liu always kept an upright posture while at work, making sure her police uniform remained impeccably neat and clean. When any resident opened the door to the community office, Liu greeted them with a warm smile and patient inquiries.
\"You've got to keep your spirits up, being a police officer. I'm much better now. I need to look fit at work,\" she would often reply when colleagues asked about her health condition. It wasn't until her passing that the nearby residents learned about the severity of her illness.
Her medical expenses drained Liu's savings. Her most significant expenditure in recent years was on her father down jacket during the last Spring Festival of her life . Despite her destitution, Liu adamantly refused to accept any money or gifts from those she assisted. When financially struggling residents in her jurisdiction sought her help with social welfare applications and offered her money as a service fee, Liu declined without hesitation.
\"I'll definitely help out anyone in need of social welfare, but I won't compromise on principles!\" Liu remarked. Every time residents remembered Liu's words, they held a profound respect for her because they understood her character well: \"She's always ready to help us, but she won't bend her principles for anyone.\"
Aware that her life was nearing its end, Liu Xin made the decision to donate her body to medical research, stating, \"Even as I depart this world, I still want to give something back, even if it's just a part of my body.\" Her life burned like a candle, offering warmth to the land she loved so dearly.
