僅有良法未必能夠達(dá)致善治。孟子認(rèn)為法律文本不僅要形式完備，還要能夠體現(xiàn)良好的立法精神，只有二者結(jié)合才能夠達(dá)致善治。
Good governance cannot necessarily be achieved with good laws alone. Menciusbelieved that laws should not only be complete in textual form， but be able to reflect soundlegislative spirit. Only then can good governance be achicred.
