基層黨建全域提質(zhì)

“基層是黨的執(zhí)政之基、力量之源。要持續(xù)加強(qiáng)基層黨組織建設(shè)，激發(fā)每一個(gè)基層黨組織和每一名黨員干部干事創(chuàng)業(yè)的精氣神，為現(xiàn)代化濟(jì)東強(qiáng)區(qū)建設(shè)匯聚起強(qiáng)大合力。”在6月份召開的章丘區(qū)基層黨建工作會(huì)議上，中共濟(jì)南市章丘區(qū)委書記馬志勇表示，章丘將以省委組織部定點(diǎn)聯(lián)系章丘為契機(jī)，實(shí)施“1226”固本強(qiáng)基工程，以高質(zhì)量黨建賦能濟(jì)東強(qiáng)區(qū)建設(shè)?！?”即一個(gè)目標(biāo)，基層黨建“全域提質(zhì)”；“2”即兩條主線，一條是抓黨建促鄉(xiāng)村振興，另一條是城市基層黨建全域提升；“2”即兩個(gè)統(tǒng)籌，統(tǒng)籌基層基礎(chǔ)、創(chuàng)新突破；“6”即聚焦問題弱項(xiàng)，在補(bǔ)齊短板上攻堅(jiān)；聚焦基層基礎(chǔ)，在優(yōu)化要素上攻堅(jiān)；聚焦新興領(lǐng)域，在嚴(yán)密體系上攻堅(jiān)；聚焦鄉(xiāng)村振興，在蓄勢(shì)加力上攻堅(jiān)；聚焦工業(yè)強(qiáng)區(qū)，在賦能發(fā)展上攻堅(jiān)；聚焦創(chuàng)新創(chuàng)優(yōu)，在以點(diǎn)帶面上攻堅(jiān)。

“1226”固本強(qiáng)基工程，是章丘全域視野抓黨建、發(fā)散思維開新局的集中體現(xiàn)。從機(jī)關(guān)到城區(qū)，從鄉(xiāng)村到企業(yè)，章丘著力推動(dòng)基層黨建工作與中心工作同軸共轉(zhuǎn)、同頻共振，吹響了以基層黨建全域提質(zhì)服務(wù)高質(zhì)量發(fā)展的“新號(hào)角”。

理論宣講浸潤(rùn)心田

把黨的理論宣講好，使之武裝全體黨員干部，帶領(lǐng)廣大群眾推進(jìn)偉大事業(yè)，是推動(dòng)高質(zhì)量發(fā)展的保證。章丘始終把學(xué)習(xí)貫徹習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想作為必修課、終身課，完善黨委（黨組）學(xué)習(xí)制度，及時(shí)跟進(jìn)學(xué)習(xí)習(xí)近平總書記最新重要講話精神，堅(jiān)定不移用黨的創(chuàng)新理論武裝頭腦、指導(dǎo)實(shí)踐，做到常學(xué)常新、真信篤行；始終把理想信念淬煉成鋼，鞏固深化“不忘初心、牢記使命”主題教育和黨史學(xué)習(xí)教育成果，推動(dòng)理論學(xué)習(xí)向基層一線下沉，引導(dǎo)全區(qū)廣大黨員干部堅(jiān)定理想信念、筑牢初心使命。

章丘發(fā)揮黨委（黨組）理論學(xué)習(xí)中心組示范帶動(dòng)作用，落實(shí)“第一議題”制度，常態(tài)化開展學(xué)習(xí)研討；舉辦黨史學(xué)習(xí)教育主題黨課、區(qū)委理論學(xué)習(xí)中心組讀書班、區(qū)管處級(jí)干部進(jìn)修班、領(lǐng)導(dǎo)干部大講堂等專題學(xué)習(xí)培訓(xùn)，組織開展黨史學(xué)習(xí)知識(shí)競(jìng)賽、“學(xué)習(xí)強(qiáng)國(guó)”競(jìng)答和“燈塔——黨建在線”比拼等活動(dòng)；建立健全流出地、流入地黨組織“雙向共管”工作機(jī)制，用好“線上+線下”教育形式，打造“流動(dòng)陣地”“指尖課堂”；推動(dòng)非公企業(yè)、社會(huì)組織及全體黨員深入實(shí)施“紅色車間”創(chuàng)建行動(dòng)，把學(xué)習(xí)教育融入日常、抓在經(jīng)常、貫穿全年；強(qiáng)化黨性教育，發(fā)揮黨校、新時(shí)代文明實(shí)踐中心、紅色教育基地等主陣地作用，深入開展思政教育，培育和踐行社會(huì)主義核心價(jià)值觀，唱響時(shí)代主旋律。

Strengthening the Party through political building is an important guarantee that has enabled the CPC to keep growing and secure one victory after another. Over the past four years， Zhangqiu district， which unswervingly follows the direction guided by General Secretary Xi Jinping， firmly supports “The Two Establishments” and resolutely achieves “The Two Upholds”， has made Party building a strong political underpinning for good governance in all areas.

Party committees and Party members at the grass-roots level are the cornerstone for the Partys governance and the source of its strength. Zhangqiu district has facilitated dynamic interactive collaboration between grass-roots Party building and governments central work， promoting high-quality development across the whole area.

Zhangqiu district has adhered to promoting rural revitalization through Party building， and kept enhancing the quality and effectiveness of grass-root Party building in urban area， which leads to continuous improvement of Party building at grass-root level. With Zhangqiu being in regular contact with the Organization Department of the Provincial Party Committee， the district is implementing the “1226” project of cementing the basis of Party building to energize the construction of a strong district in the east of Jinan.
