Chongqing Foreign Affairs Office Boosting Open Development of Yunyang County

To further support Chongqings economic and social development， fully mobilize? Foreign Affairs resources， and boost the open development of districts and counties， the Foreign Affairs Office of the Chongqing Municipal Government （FAO） organized a delegation for a visit to Yunyang County on April 28th-29th. The delegation includes 1） consular officials from the UK， the Philippines， Japan， Hungary， Canada， and Cambodia in Chongqing， 2） institutional representatives， such as the Chongqing Trade Promotion Office of the Ministry of Industry and Trade of Vietnam， the Liaison Office of the Government of Hong Kong Special Administrative Region （SAR） in Chongqing， the Chongqing Representative Office of the Hong Kong Trade Development Council， and the Hong Kong Entrepreneur Association in Chongqing， as well as 3） foreign/overseas media from Singapore， Japan， and Hong Kong SAR in Chongqing and several local mainstream media outlets. Director-General Wang Wen and Deputy Director-General Li Mingquan of the FAO led and accompanied the delegation.

Located in northeast Chongqing and the core of the Three Gorges Reservoir Area， Yunyang County serves as a crucial point of the Chengdu-Chongqing Twin-Hub Mega-Region and the Yangtze River Economic Belt. Hailed as “Grand Yangtze， Natural Yunyang”， the name Yunyang means “cloudy and sunny （Yun and Yang in Chinese） with inviting mountains and rivers”. In 2021， Yunyang registered a regional GDP of RMB52.81 billion， a year-on-year increase of 9.6%.

Qin Changde， Secretary of the CPC Yunyang County Committee， said during the meeting with the delegation that Yunyang is brimming with vitality and charm. Currently， it stands at the key juncture of fully driving the construction of the Chengdu-Chongqing Twin-Hub Mega-Region， and the coordinated development strategies of “One Metropolitan Area， Two Urban Clusters” and the Wanzhou-Kaizhou-Yunyang region. The whole County is earnestly putting into practice the philosophy of open development， and endeavors to let the world know Yunyang and let Yunyang know the world， writing a new chapter of comprehensive socialist modernization that features the “Five Areas and One Pillar” development goals （areas for ecological civilization， green industry development， sci-tech innovation， park city， urban-rural integration， and a pillar of the Three Gorges core urban area）. Secretary Qin Changde also expressed wishes to further strengthen friendly cooperation with countries and regions in industry development， trade services， rural revitalization， and cultural and people-to-people exchanges to promote high-quality development with high-level opening-up.

Li Maotao， Deputy Secretary of the CPC Yunyang County Committee and Governor of the County Government， briefed that Yunyang has been taking the “Three Parks and Four Belts” （three agricultural industrial parks + four demo belts of smart and digital agriculture， citrus industry， industrial integration， and farming culture） and “1-6-5-0” （1 demo town for urban-rural development; 6 towns for rural revitalization and county-level key assistance; 50 villages for county- and township-level demonstration and county-level key assistance） as demonstrative strategies to comprehensively drive the development of modern agriculture and rural revitalization. The Loquat Festival enables Yunyang to fully absorb advanced concepts in agricultural and rural modernization at home and abroad， and provides opportunities to engage in broader international exchanges and cooperation in more fields so that the local brand of “Grand Yangtze， Natural Yunyang” is further highlighted.

According to Wang Wen， as a pioneering force to implement local strategies of open development， focusing on the strategic layout of Chongqings economic and social growth， the FAO has been committed to serving the open development of the whole city in recent years by fully leveraging the foreign affairs resource pool. Especially in boosting the open development of districts and counties， the FAO helped with seeking development opportunities with international participation. Fully leveraging the roles of sister cities， consulates， foreign media， and social organizations as bridges of external exchanges， it aims to facilitate the synergy of economic and social development between relevant countries and regions and Chongqings districts and counties. This visit brought together foreign consular missions， foreign/overseas institutions and media in Chongqing to facilitate exchanges and cooperation in Yunyang. The delegates not only have witnessed Yunyangs boom in urban and rural areas， its rural revitalization， and its unique ecological beauty， but also learned about its visions for open development with meticulous planning. As one of the municipal departments to provide pair-up rural revitalization assistance for Yunyang， the FAO would continue to strengthen support and take solid measures to promote greater achievements of rural revitalization by pooling more resources using its platforms. Moreover， the FAO stands ready to facilitate more cooperation opportunities for Yunyang with more international partners， thus ushering in a new period for Yunyangs open development through in-depth mutual understanding， publicity， and assistance to this County.

The delegation attended the opening ceremony of Chongqing Yunyang Rural Revitalization and Industry Development Forum and the 15th Bayang Loquat Festival of Yunyang County. The delegates were impressed by Yunyangs urban development progress and natural sceneries. They have fully recognized Yunyangs achievements of rural revitalization and extended their willingness to offer support in areas such as bilateral exchanges and cooperation as well as external publicity and promotion. Stephen Ellison， Consul-General of the UK in Chongqing said that this visit has given the delegation a good opportunity to learn more about Chinas endeavor to reduce poverty and advance rural revitalization. They have gained a deeper understanding of Yunyang and Chongqing. This visit would help to boost further exchanges and cooperation in rural revitalization. Consul-General Ellison expressed wishes for more friends， colleagues， and businesses of the UK to visit Chongqing， Yunyang in particular. So that they can see for themselves， the vast territory and abundant resources of China， the biodiversity， the splendid landscape， and facilitate cooperation and exchanges in rural revitalization and economic development. Flerida Ann Camille P. Mayo， Consul-General of the Philippines in Chongqing， noted that she was delighted to learn that the loquat of Bayang Town have already been exported to the Philippines and expressed expectations for the Philippines and Chongqing to usher in a new stage of cooperation in fields such as culture and logistics. By Acknowledging that Yunyang endeavors to develop sectors such as tourism and environmental protection， and that dinosaur fossils had been discovered here， Takada Mari， Consul-General of Japan in Chongqing， expressed hopes to strengthen cooperation in environmental protection and dinosaur fossil conservation.

During the event， the FAO and Chongqing Nonggao Group signed an agreement to use Bayang loquat and other agricultural products as designated gifts for Chongqings official foreign affairs events. In addition， the Yunyang County Commission of Agriculture and Rural Affairs and the Rural Revitalization Strategy Research Institute of Southwest University signed a project agreement for the Bayang-Renhe Rural Complex Municipal-level Agricultural Science and Technology Park.

The staff of related divisions of the FAO attended the above-mentioned activities.

為進(jìn)一步服務(wù)全市經(jīng)濟(jì)社會(huì)發(fā)展，充分利用外事資源稟賦，助力區(qū)縣對(duì)外開放發(fā)展，4月28日至29日，市政府外辦組織英國(guó)、菲律賓、日本、匈牙利、加拿大、柬埔寨等6國(guó)駐渝領(lǐng)事官員，越南工貿(mào)部駐重慶貿(mào)易促進(jìn)辦公室、香港特區(qū)政府駐重慶聯(lián)絡(luò)處、香港貿(mào)易發(fā)展局重慶代表處、重慶市香港企業(yè)家聯(lián)誼會(huì)等在渝機(jī)構(gòu)代表，以及新加坡、日本、香港等常駐渝國(guó)（境）外媒體及部分市屬主流媒體，走進(jìn)云陽(yáng)縣參觀考察，為云陽(yáng)開放發(fā)展建言獻(xiàn)策。市政府外辦主任王雯、副主任李明全帶隊(duì)并陪同考察。

云陽(yáng)地處重慶東北部、三峽庫(kù)區(qū)腹心，是長(zhǎng)江經(jīng)濟(jì)帶與成渝地區(qū)雙城經(jīng)濟(jì)圈重要節(jié)點(diǎn)。因“四時(shí)多云、山水之陽(yáng)”而得名，有“萬(wàn)里長(zhǎng)江·天生云陽(yáng)”之美譽(yù)。2021年實(shí)現(xiàn)地區(qū)生產(chǎn)總值528.1億元，同比增長(zhǎng)9.6%。

云陽(yáng)縣委書記覃昌德在會(huì)見代表團(tuán)一行時(shí)表示，云陽(yáng)是一座充滿活力和魅力的城市，當(dāng)前正處于全力推進(jìn)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)、“一區(qū)兩群”和“萬(wàn)開云”同城化發(fā)展戰(zhàn)略的關(guān)鍵節(jié)點(diǎn)，全縣上下切實(shí)踐行開放發(fā)展理念，著力“讓世界知道云陽(yáng)，讓云陽(yáng)知道世界”，奮力譜寫全面建設(shè)“五地一支撐”社會(huì)主義現(xiàn)代化云陽(yáng)新篇章。同時(shí)期待云陽(yáng)進(jìn)一步加強(qiáng)與各個(gè)國(guó)家和地區(qū)在產(chǎn)業(yè)發(fā)展、貿(mào)易服務(wù)、鄉(xiāng)村振興和人文交流等方面友好合作，以高水平開放促進(jìn)高質(zhì)量發(fā)展。

云陽(yáng)縣委副書記、縣政府縣長(zhǎng)李茂濤介紹情況說(shuō)，云陽(yáng)正以“三園四帶”和“1650”為示范帶動(dòng)，全面推進(jìn)現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)發(fā)展和鄉(xiāng)村振興，通過(guò)此次論壇將充分吸納國(guó)內(nèi)外農(nóng)業(yè)農(nóng)村現(xiàn)代化建設(shè)先進(jìn)理念，進(jìn)一步促進(jìn)云陽(yáng)在更寬平臺(tái)、更廣領(lǐng)域、更深層次參與國(guó)際交流合作，擦亮“萬(wàn)里長(zhǎng)江·天生云陽(yáng)”城市品牌。

王雯表示，市政府外辦作為貫徹實(shí)施地方開放發(fā)展戰(zhàn)略的一支開拓引領(lǐng)力量，近年來(lái)圍繞全市經(jīng)濟(jì)社會(huì)發(fā)展戰(zhàn)略布局，發(fā)揮外事渠道優(yōu)勢(shì)，始終致力于服務(wù)全市開放發(fā)展。尤其在助推區(qū)縣開放發(fā)展上，更好把外事資源轉(zhuǎn)化為發(fā)展資源，充分發(fā)揮友城、領(lǐng)館、外媒、社會(huì)組織等對(duì)外交往橋梁紐帶作用，推動(dòng)各有關(guān)國(guó)家和地區(qū)與各區(qū)縣經(jīng)濟(jì)社會(huì)發(fā)展深度融合。此次組織外國(guó)領(lǐng)團(tuán)、境外在渝機(jī)構(gòu)和境外媒體代表團(tuán)走進(jìn)云陽(yáng)開展交流合作，不僅共同見證云陽(yáng)城鄉(xiāng)蓬勃發(fā)展和鄉(xiāng)村振興的豐碩成果，切身領(lǐng)略云陽(yáng)獨(dú)特綠色生態(tài)之美，同時(shí)感受到云陽(yáng)開放發(fā)展愿景和科學(xué)規(guī)劃。作為云陽(yáng)鄉(xiāng)村振興對(duì)口幫扶單位之一，市政府外辦將充分依托外事資源和平臺(tái)優(yōu)勢(shì)，持續(xù)深化幫扶工作，以扎實(shí)舉措推動(dòng)云陽(yáng)鄉(xiāng)村振興取得更大成果。匯聚更多國(guó)際資源要素，共同探尋合作機(jī)遇，深入了解云陽(yáng)、宣傳云陽(yáng)、助力云陽(yáng)，推動(dòng)云陽(yáng)對(duì)外開放發(fā)展開創(chuàng)新局面。

活動(dòng)期間，代表團(tuán)出席了“重慶·云陽(yáng)鄉(xiāng)村振興與產(chǎn)業(yè)發(fā)展論壇暨云陽(yáng)縣第十五屆巴陽(yáng)枇杷節(jié)”開幕式。代表團(tuán)一行驚嘆云陽(yáng)城市建設(shè)和自然生態(tài)，對(duì)云陽(yáng)鄉(xiāng)村振興取得成就充分肯定，并紛紛表示將在雙方交流合作、對(duì)外宣傳推廣等方面予以支持。英國(guó)駐重慶總領(lǐng)事史云森表示，通過(guò)這次活動(dòng)更加深入了解中國(guó)脫貧攻堅(jiān)成就和鄉(xiāng)村振興發(fā)展，不僅進(jìn)一步了解云陽(yáng)、了解重慶，在今后的工作中還能為促進(jìn)鄉(xiāng)村振興交流與合作發(fā)揮積極作用。同時(shí)希望有更多的英國(guó)朋友、同事和企業(yè)能夠到重慶，到云陽(yáng)領(lǐng)略中國(guó)的地大物博、多樣生物和生態(tài)美景，并在鄉(xiāng)村振興、經(jīng)濟(jì)發(fā)展等方面與云陽(yáng)加強(qiáng)交流合作。菲律賓駐重慶總領(lǐng)事瑪友表示，非常高興得知巴陽(yáng)鎮(zhèn)的枇杷已出口到菲律賓，希望今后菲律賓與重慶在文化、物流等各領(lǐng)域合作更上一層樓。日本駐重慶總領(lǐng)事高田真里表示，云陽(yáng)致力于發(fā)展旅游、環(huán)保等領(lǐng)域，還出土了恐龍化石，希望在環(huán)境保護(hù)、恐龍化石群保護(hù)方面加強(qiáng)合作。

活動(dòng)期間，重慶農(nóng)高集團(tuán)與市政府外辦簽訂協(xié)議，將巴陽(yáng)枇杷等“天生云陽(yáng)”系列農(nóng)產(chǎn)品作為重慶官方指定外事活動(dòng)禮品。同時(shí)，云陽(yáng)縣農(nóng)業(yè)農(nóng)村委與西南大學(xué)鄉(xiāng)村振興戰(zhàn)略研究院簽訂“巴陽(yáng)—人和田園綜合體市級(jí)農(nóng)業(yè)科技園區(qū)項(xiàng)目”協(xié)議。
