1997年，山東省與羅馬尼亞克盧日省建立友好省際關(guān)系。結(jié)好以來，雙方在經(jīng)貿(mào)、文化等領(lǐng)域開展了一系列交流與合作，取得務實成果。2013年，烏斯坎·奧里利安·康斯坦丁隨羅馬尼亞克盧日省代表團一同訪問山東，這也是他第一次來到中國，此次訪問開啟了康斯坦丁與山東的緣分。

“原本打算在山東生活一年，結(jié)果一年又一年，不覺間我已經(jīng)在山東生活了6年?！笨邓固苟⌒ρ?，“初來山東時，我的兩個女兒還很年幼，舉家來到異國他鄉(xiāng)生活并不容易，好在我們很快有了很多中國朋友，他們的熱情友好讓我們適應了在山東的生活?！痹诳邓固苟】磥?，與山東人交往是非常暖心舒服的?！吧綎|人與我的家鄉(xiāng)克盧日省的人在性格方面是非常相近的，誠實、守諾，讓人有信任感?！笨邓固苟∶棵亢团笥烟崞鹕綎|時，都會說“跟山東人做生意盡管放心，因為山東人可以說到做到，信守自己的承諾?！?/p>

6年的時光里，康斯坦丁分別在濟南大學和中國石油大學青島校區(qū)擔任外教。每年暑假，康斯坦丁都會回到羅馬尼亞，兩個月后再回到山東。每次回來，他都會感嘆山東日新月異的變化：新的建筑、新的項目讓人目不暇接。而這6年中，康斯坦丁的家庭也更加壯大，在青島期間，他迎來了自己的小兒子?，F(xiàn)在，他的三個孩子都會講中文，甚至在中國的時候，中文比羅馬尼亞語和英語講得都好。他的大女兒謝娜中文非常流利，曾在羅馬尼亞的一檔節(jié)目上展示中國文化，受到當?shù)厝嗣竦南矚g。

康斯坦丁說：“羅馬尼亞學中文的人越來越多?？吮R日省的孔子學院是羅馬尼亞最大的孔子學院，與羅馬尼亞的高等學校進行合作，將中文寫作、中國文化等教學內(nèi)容與羅馬尼亞的傳統(tǒng)課程結(jié)合，取得了非常顯著的教學成果?！睋?jù)他介紹，之前克盧日省的孔子學院更多地面向大學生，針對兒童的活動是比較少的。而現(xiàn)在孔子學院的課程覆蓋面更廣，開始對中學、小學進行開放，培訓中學的老師和學生，教他們中文和中國文化。

不僅是文化的交流，近年來，中國-中東歐國家合作機制逐步建立并不斷發(fā)展。提到未來羅馬尼亞可以在哪些領(lǐng)域和山東展開合作，康斯坦丁十分興奮，并表示自己也正做著積極努力。在他看來，雙方在基礎設施建設、新能源和電動汽車領(lǐng)域都有著較大的合作空間。“山東在基礎設施建設方面擁有的技術(shù)資源和經(jīng)驗，恰好滿足羅馬尼亞城市道路網(wǎng)絡建設的需要?！笨邓固苟≌f道。在新能源領(lǐng)域和電動汽車領(lǐng)域，康斯坦丁也正在促成山東企業(yè)與羅馬尼亞企業(yè)的洽談，希望通過自己的努力，將山東的優(yōu)質(zhì)資源技術(shù)，盡快介紹到自己的國家并投入市場。

在山東居住生活的6年時光，讓康斯坦丁成為朋友口中名副其實的“山東推廣大使”。而今，他已成為羅馬尼亞克盧日省駐魯代表，現(xiàn)在的他有個最大的愿望，就是將來有機會帶著羅馬尼亞的朋友們來山東旅行，最好能呆上至少一個月的時間。“耳聽為虛，眼見為實。山東的美食文化和各個城市的獨特魅力，一定會讓我的朋友們走進山東，愛上山東?！笨邓固苟≌f道。

In 1997， Shandong established sister-province relations with Cluj Romania. Since the establishment of sister-province relations， Shandong and Cluj have carried out a series of exchanges and cooperation in economy， trade and culture， and achieved practical results. In 2013， Vusan Aurelian Constantin was part of the delegation from Cluj to Shandong， and it was his first time to visit China. The visit started his linkage with Shandong.

Constantin has lived in Shandong for six years， serving as a foreign language teacher at University of Jinan and China University of Petroleum-Qingdao respectively. Now， he has become a representative of Cluj in Shandong. Every summer， Constantin will return to Romania， and come back to Shandong two months later. Every time he comes back， he will wonder at the dramatic changes of Shandong： new buildings and projects keeping his eyes fully occupied.

Constantin said， “More and more people are learning Chinese in Romania. The Confucius Institute in Cluj is the largest one in Romania. It has cooperated with the universities of Romania to combine Chinese writing， Chinese culture and other teaching contents with the traditional courses of Romania， and achieved remarkable teaching results.” He said that previously， the Confucius Institute was more oriented to college students， and offered few education courses for young children. Now， it offers a wider range of courses， which are open to primary and secondary schools， trains secondary school teachers and students， and teaches them Chinese language and Chinese culture.

In addition to cultural exchanges， in recent years， the mechanism for cooperation between China and the Central and Eastern European countries has been gradually established a n d c o n t i n u e d t o d e v e l o p . Speaking of the areas in which Romania can cooperate with Shandong in the future， Constantin was full of excitement. In his view， there is great room for their cooperation in infrastructure construction， new energy and electric vehicles.
