習(xí)近平：開辟中國(guó)—中東歐合作更廣闊空間

2月9日，習(xí)近平主席在北京主持中國(guó)—中東歐國(guó)家領(lǐng)導(dǎo)人峰會(huì)并發(fā)表主旨講話。他強(qiáng)調(diào)，中國(guó)持續(xù)發(fā)展和開放將為世界經(jīng)濟(jì)復(fù)蘇和增長(zhǎng)注入強(qiáng)大動(dòng)能，也將為中國(guó)—中東歐國(guó)家合作開辟更廣闊空間。

Chinese President Xi Jinping chaired the China-Central and Eastern European Countries （CEEC） Summit and delivered a keynote speech via video link in Beijing,capital of China,on February 9,2021. “China’s continued development and opening-up will inject powerful impetus into global economic recovery and growth,and broaden the horizons for China-CEEC cooperation,” Xi said.

合作不附帶政治條件

我們堅(jiān)持相互尊重，合作不附帶政治條件，堅(jiān)持大小國(guó)家一律平等，共商共建共享。我們本著“17+1大于18”的信念，建立起以領(lǐng)導(dǎo)人會(huì)晤機(jī)制為引領(lǐng)、涵蓋20多個(gè)領(lǐng)域的立體合作架構(gòu)，讓每個(gè)國(guó)家參與其中。我們照顧彼此關(guān)切，從各國(guó)實(shí)際出發(fā)制定規(guī)劃、確定項(xiàng)目，鼓勵(lì)各國(guó)結(jié)合自身稟賦在合作中找到定位、發(fā)揮優(yōu)勢(shì)。

China-CEEC cooperation is based on mutual respect and has no political strings attached. All countries involved,regardless of their size,are equal partners in a cooperation mechanism featuring extensive consultation,joint contribution and shared benefits. Guided by the conviction that “17 plus 1 could make more than 18”,we have set up a multi-dimensional cooperation framework led by the leaders’ summit and covering 20-plus sectors to ensure the participation of all CEE countries. Mindful of each other’s concerns,we have drawn up plans and decided on projects based on the national reality of each country,and encouraged all countries to find the best way to leverage their respective strengths in cooperation.

開放包容是合作的根本所在

Openness and inclusiveness is the key to cooperation

中國(guó)和中東歐國(guó)家都堅(jiān)信開放創(chuàng)造機(jī)遇、包容成就多元，這也是中國(guó)—中東歐國(guó)家合作保持旺盛生命力的根本所在。

China and CEE countries share the conviction that openness brings opportunities and inclusiveness ensures diversity. This is the key to the sustained vibrancy of China-CEEC cooperation.

Broaden the horizons for China-CEEC cooperation

中國(guó)持續(xù)發(fā)展和開放將為世界經(jīng)濟(jì)復(fù)蘇和增長(zhǎng)注入強(qiáng)大動(dòng)能，也將為中國(guó)—中東歐國(guó)家合作開辟更廣闊空間。

形成了各方所接受的合作原則

Developed some principles accepted by all parties

中國(guó)—中東歐國(guó)家合作形成了符合自身特點(diǎn)并為各方所接受的合作原則：一是有事大家商量著辦；二是讓合作方都有收獲；三是在開放包容中共同發(fā)展；四是通過創(chuàng)新不斷成長(zhǎng)。

China-CEEC cooperation has developed some principles that are reflective of its distinctive features and accepted by all parties:

中方積極考慮中東歐國(guó)家疫苗合作需求

China will actively consider vaccine cooperation with CEE countries

中國(guó)愿繼續(xù)在力所能及范圍內(nèi)向有關(guān)國(guó)家提供疫苗，為推動(dòng)疫苗作為全球公共產(chǎn)品、促進(jìn)疫苗在全球公平分配和使用作出貢獻(xiàn)。中國(guó)愿同中東歐國(guó)家開展疫苗合作。

China will continue to provide vaccines to countries in need to the best of its capability,and do what it can to make vaccines a global public good and promote their equitable distribution and application around the world. China stands ready for vaccine cooperation with CEE countries.

深化海關(guān)貿(mào)易安全和通關(guān)便利化合作

2015年，北師大民俗學(xué)專業(yè)正式轉(zhuǎn)入社會(huì)學(xué)一級(jí)學(xué)科下發(fā)展，隨后，依托北師大交叉項(xiàng)目平臺(tái)，本專業(yè)展開了“百村社會(huì)治理調(diào)查”項(xiàng)目，這為我們探討實(shí)踐民俗學(xué)的研究路徑提供了重要契機(jī)。經(jīng)過三年的思考，今天北師大民俗學(xué)專業(yè)在“鄉(xiāng)村傳統(tǒng)與社會(huì)治理”主題下所進(jìn)行的研究，具有實(shí)踐理論的特點(diǎn)，可以總結(jié)為以下幾個(gè)方面：

Deepen customs cooperation to ensure trade security and faster clearance

中方將推動(dòng)建設(shè)中國(guó)—中東歐國(guó)家海關(guān)信息中心、中歐陸?？炀€沿線國(guó)家通關(guān)協(xié)調(diào)咨詢點(diǎn)，愿探索同中東歐國(guó)家海關(guān)開展“智慧海關(guān)、智能邊境、智享聯(lián)通”合作試點(diǎn)。

China will work toward the establishment of a China-CEEC customs information center and a focal point for customs clearance coordination for countries along the China-Europe Land-Sea Express Line. We could also explore cooperation on a pilot basis under the “Smart Customs,Smart Borders and Smart Connectivity” Initiative.

擴(kuò)大自中東歐國(guó)家進(jìn)口商品

Import more goods from CEE countries

中方計(jì)劃今后5年從中東歐國(guó)家進(jìn)口累計(jì)價(jià)值1700億美元以上的商品，愿積極利用中國(guó)國(guó)際進(jìn)口博覽會(huì)、中國(guó)—中東歐國(guó)家博覽會(huì)等平臺(tái)擴(kuò)大自中東歐國(guó)家進(jìn)口商品。爭(zhēng)取實(shí)現(xiàn)未來5年中國(guó)從中東歐國(guó)家的農(nóng)產(chǎn)品進(jìn)口額翻番，雙方農(nóng)業(yè)貿(mào)易額增長(zhǎng)50%。

合作發(fā)展增進(jìn)民生福祉

China-CEEC cooperation and our respective development bettering the lives of our people

同9年前相比，中國(guó)同中東歐國(guó)家貿(mào)易額增長(zhǎng)近85%，雙向旅游交流人數(shù)增長(zhǎng)近4倍。中歐班列已經(jīng)覆蓋大部分中東歐國(guó)家，累計(jì)開行3萬多列。希臘比雷埃夫斯港、塞爾維亞斯梅戴雷沃鋼廠、克羅地亞佩列沙茨跨海大橋等一大批合作項(xiàng)目成果喜人。

Today,trade between China and CEE countries is nearly 85 percent bigger than nine years ago,and the number of mutual tourist visits has grown nearly four times. The China-Europe Railway Express has reached most of the CEE countries,running more than 30,000 freight services so far. Impressive progress has been made in a number of cooperation projects,including the Port of Piraeus in Greece,the Smederevo Steel Plant in Serbia,and the Peljesac Bridge in Croatia.

共同落實(shí)應(yīng)對(duì)氣候變化《巴黎協(xié)定》

中國(guó)和中東歐國(guó)家要共同落實(shí)應(yīng)對(duì)氣候變化《巴黎協(xié)定》，為今年聯(lián)合國(guó)第二十六次氣候變化締約方大會(huì)和第十五次《生物多樣性公約》締約方大會(huì)成功舉辦作出貢獻(xiàn)。以2021年“中國(guó)—中東歐國(guó)家合作綠色發(fā)展和環(huán)境保護(hù)年”為契機(jī)，深化綠色經(jīng)濟(jì)、清潔能源等領(lǐng)域交流合作。

We need to steadfastly advance international cooperation on climate change,jointly implement the

Paris Agreement

and contribute to the success of COP26 of the UN Framework Convention on Climate Change and COP15 of the

Convention on Biological Diversity

,both to be held this year. We may take the China-CEEC Year of Green Development and Environmental Protection as an opportunity to deepen exchange and cooperation in green economy,clean energy and other related areas.

在共建“一帶一路”中實(shí)現(xiàn)兩個(gè)“率先”

Taking steps early on Belt and Road cooperation

中國(guó)—中東歐國(guó)家開拓思路、先試先行，率先探索跨區(qū)域合作同共建“一帶一路”倡議對(duì)接，率先實(shí)現(xiàn)“一帶一路”合作協(xié)議在地區(qū)全覆蓋。

Acting in an innovative and pioneering spirit,we have taken steps early on to explore the possibility of aligning cross-regional cooperation with Belt and Road cooperation,making Central and Eastern Europe the first region where all countries have signed agreements on Belt and Road cooperation.

拓展數(shù)字經(jīng)濟(jì)、電子商務(wù)、健康產(chǎn)業(yè)等領(lǐng)域合作

Widen cooperation on the digital economy,e-commerce and the health sector

我們要抓住新業(yè)態(tài)，拓展在數(shù)字經(jīng)濟(jì)、電子商務(wù)、健康產(chǎn)業(yè)等領(lǐng)域合作。中方將推動(dòng)建立中國(guó)—中東歐國(guó)家電子商務(wù)合作對(duì)話機(jī)制和中國(guó)—中東歐國(guó)家公眾健康產(chǎn)業(yè)聯(lián)盟。

We need to capitalize on various emerging business forms to widen our cooperation on the digital economy,e-commerce and the health sector. China supports setting up a China-CEEC dialogue mechanism on e-commerce cooperation and a China-CEEC alliance in the public health industry.
