從2020年到2021年,新冠疫情陰霾還未散盡,全球多國形勢依舊不容樂觀。但全球經(jīng)濟(jì)在遭遇停擺后,正在逐漸恢復(fù),信心也正在逐步重建。
這一場百年未遇的疫情,中國身處其中、深知其難。這樣的“難”也反應(yīng)在“一帶一路”建設(shè)上:全球供應(yīng)鏈?zhǔn)艿經(jīng)_擊,工程建設(shè)速度放緩,配套資金與物質(zhì)保障也難上加難……
對此,作為負(fù)責(zé)任的大國,中國克服阻力、迎難而上,誓將“一帶一路”打造成合作之路、健康之路、復(fù)蘇之路、增長之路。1月19日,國務(wù)院新聞辦公室發(fā)布會上公布:雖然2020年新冠疫情讓央企海外項(xiàng)目遭遇巨大困難,但“一帶一路”的重點(diǎn)項(xiàng)目沒有一例因此停工。
正如國務(wù)委員兼外交部部長王毅在2020年度“一帶一路”國際合作高峰論壇咨詢委員會會議上指出的,“一帶一路”建設(shè)為各國抗疫情、穩(wěn)經(jīng)濟(jì)、保民生發(fā)揮了重要作用。雅萬高鐵、中老鐵路克服疫情影響順利推進(jìn),多項(xiàng)重要節(jié)點(diǎn)工程開工或竣工;中白工業(yè)園2020年新增入園企業(yè)10家,累計(jì)入園企業(yè)已達(dá)65家,協(xié)議總投資12.2億美元;格魯吉亞E60高速公路竣工通車……一大批標(biāo)志性項(xiàng)目的建成讓世界驚嘆!
在“一帶一路”上,中國將繼續(xù)踐行好使命和擔(dān)當(dāng)。風(fēng)雨同行、攜手向前。

Looking back,it has been a year since COVID-19 broke out in 2020. But till today,the virus is still not fully tamed as it continues to take its toll in many countries worldwide. In the wake of the outbreak,the global economy was brought to a screeching halt. But now,the order is gradually regained and the confidence rebuilt.
Faced with the epidemic unseen in the past century,China,like other countries,is suffering and struggling. Such “struggling” can be felt in the Belt and Road building:As the global supply chain is disrupted,project construction has been slowed down,supporting capital and material guarantee has become difficult...
Against the backdrop,China as a major responsible country has risen to the challenge and renewed its commitment to building the Belt and Road Initiative (BRI) into a model of cooperation,health,recovery and growth. At the press conference held on January 19,the State Council Information Office announced that although the overseas projects undertaken by China’s central state-owned enterprises take a hard hit from COVID-19 throughout 2020,construction of none of those key BRI projects has been suspended.
Just as Chinese State Councilor and Foreign Minister Wang Yi said at the meeting of the Advisory Council of the 2020 Belt and Road Forum for International Cooperation,cooperation under BRI has played an important role in fighting the epidemic,stabilizing the economy and protecting people’s livelihoods in the Belt and Road countries. Notwithstanding the epidemic,Jakarta-Bandung High-Speed Railway and China-Laos Railway made smooth progress with multiple major node projects commencing or completing construction; China-Belarus Industrial Park attracted ten new resident enterprises in 2020,with the total resident enterprises reaching 65 and the combined contractual investment hitting USD 1.22 billion. Georgia E60 international expressway was opened to traffic... Many representative projects undertaken by Chinese enterprises have amazed the world!
Looking ahead,we will further advance BRI cooperation to fulfill our mission and responsibility and forge ahead together with other BRI countries,come rain or shine.

新冠疫情并沒有阻擋斯里蘭卡科倫坡港口城建設(shè)項(xiàng)目的持續(xù)推進(jìn)。2020年6月10日,在火熱的施工現(xiàn)場,當(dāng)?shù)貑T工在科倫坡港口城的核酸檢測室門口等待著例行檢測?!皼]想到港口城在疫情期間一直沒有停工,也沒想到港口城為保護(hù)項(xiàng)目和員工所采取的防疫措施如此嚴(yán)格?!?/p>
2020年9月17日,正值科倫坡港口城奠基開工6周年,斯里蘭卡總理馬欣達(dá)·拉賈帕克薩率多名部長踏上這片填海造就的金沙土地——斯里蘭卡首個(gè)游艇碼頭、科倫坡市首個(gè)人工沙灘、充滿生機(jī)的綠色園林區(qū)……看到這座斯里蘭卡未來城雛形初顯,他感慨道,“科倫坡港口城是一個(gè)具有里程碑意義的項(xiàng)目,將會成為斯里蘭卡未來發(fā)展的發(fā)動機(jī)”。
Despite the epidemic,the construction of the Port City Colombo project in Sri Lanka still made constant progress. On June 10,2020,local employees queued up for the routine tests in front of the nucleic acid testing room at the construction site. “I didn’t expect the constant construction after the outbreak of the horrible epidemic,neither did I expect such strict control and prevention measures to protect the project and our employees.”
On September 17,2020,which marks the sixth anniversary of the ground-breaking of the Port City Colombo project,Sri Lanka’s Prime Minister Mahinda Rajapaksa paid a visit to the reclaimed sandy land with a party of relevant ministers:Sri Lanka’s first yacht marina,Colombo’s first artificial beach,vibrant green garden area... Seeing this future city taking shape in Sri Lanka,the prime minister said,“Port City Colombo is a landmark project that will emerge as an engine for Sri Lanka’s future development.”

An exemplary project,Jakarta-Bandung High-Speed Railway
雅萬高鐵是“一帶一路”建設(shè)和中印兩國務(wù)實(shí)合作的標(biāo)志性項(xiàng)目,連接雅加達(dá)和印度尼西亞第四大城市萬隆,全長142公里,最高設(shè)計(jì)時(shí)速350公里,是中國高鐵首次全系統(tǒng)、全要素、全產(chǎn)業(yè)鏈在海外落地的典范工程。
2020年12月15日雅萬高鐵1號隧道順利貫通,標(biāo)志著該項(xiàng)目建設(shè)取得重要進(jìn)展。印尼海洋事務(wù)統(tǒng)籌部長盧胡特介紹,幾年來,項(xiàng)目建設(shè)過程中遇到的困難很多,但與投資、征地、許可、施工、社區(qū)關(guān)系有關(guān)的許多問題都逐步得到解決,希望雅萬高鐵能成為印尼現(xiàn)代化的公共交通基礎(chǔ)設(shè)施,滿足民眾交通需求,提高社會生產(chǎn)力,以可持續(xù)的方式對印尼的經(jīng)濟(jì)和福祉產(chǎn)生積極影響。
Jakarta-Bandung High-Speed Railway is a landmark project under the BRI building and China-Indonesia practical cooperation. Connecting Jakarta to Bandung,Indonesia’s fourth largest city,with a length of 142 km and a maximum design speed of 350 km per hour,it is an exemplary project that marks the first time China’s high-speed railway industry including system,factor and supply chain is used across the board in an overseas project.
On December 15,2020,the No. 1 Tunnel of Jakarta-Bandung High-speed Railway was successfully holed through,representing a significant breakthrough in the project construction. Indonesia’s Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan said that over the past few years,the project construction has encountered many problems,but many of them,for example,those related to investment,land acquisition,permit,construction and community relations,have been gradually resolved. He hopes the railway will become a modern public infrastructure project that will meet people’s transportation needs,increase social productivity and bring positive influence to the economy and well-being of the Indonesian society in a sustainable way.

由中國和老撾共同投資建設(shè)的中老高速公路萬象至萬榮段于2020年12月20日正式通車,結(jié)束了老撾不通高速的歷史。通車后,萬象至萬榮行車時(shí)間從3.5小時(shí)縮短至1小時(shí)。中老高速公路項(xiàng)目起于中老邊境磨憨/磨丁口岸,終于老撾首都萬象,全長440公里。
建設(shè)期間,項(xiàng)目部克服了境外征地拆遷、文化差異、雨季較長以及疫情影響等困難,確保各項(xiàng)工作高效推進(jìn),建成通車較原計(jì)劃提前了13個(gè)月。中老高速公路全線通車后,將連接老撾境內(nèi)的萬象市、萬象省、瑯勃拉邦省、烏多姆賽省和瑯南塔省五省市,構(gòu)成老撾境內(nèi)交通主干道。
On December 20,2020,the Vientiane-Vangvieng section of the China-Laos expressway jointly constructed by the Lao and Chinese governments was officially opened to traffic,ending the history of the absence of expressways in Laos. With its launch,travel time between Vientiane and Vangvieng is reduced from 3.5 hours to one hour. The expressway starts in the Laos-China border town of Boten and ends in Vientiane,capital of Laos,with a length of 440 km.
During the construction,the project department overcame multiple difficulties including foreign land expropriation and relocation,cultural differences,long rainy season and impacts of COVID-19,and ensured efficient progress in all aspects. As a result,the section has been completed and opened to traffic 13 months ahead of schedule. Once all the sections are finished and opened to traffic,the China-Laos expressway will connect Vientiane City,Vientiane Province,Luang Prabang Province,Oudomxay Province and Luang Namtha Province,becoming a main road in Laos.

2020年10月21日,伴隨著液壓破碎錘帶來的轟鳴聲,由中建三局基礎(chǔ)設(shè)施建設(shè)投資有限公司建設(shè)的波黑泛歐5C走廊高速公路第一標(biāo)段項(xiàng)目波契泰利隧道右幅正式貫通。
波契泰利隧道長約1170米。項(xiàng)目團(tuán)隊(duì)克服疫情帶來的不利影響,在封閉隔離中連續(xù)施工334天,較原計(jì)劃提前4個(gè)月完成貫通節(jié)點(diǎn)。波黑泛歐5C走廊高速公路第一標(biāo)段項(xiàng)目是中國企業(yè)在波黑承建的第一條高速公路,項(xiàng)目位于波黑查普利納市,主線全長10.1公里,為雙向四車道智能交通化高速公路。波黑聯(lián)邦總理法蒂爾·諾瓦利奇說:“公路貫通將對波黑經(jīng)濟(jì)產(chǎn)生積極影響,波黑政府對中國企業(yè)的實(shí)力表示贊賞,對項(xiàng)目的施工進(jìn)度和安全、質(zhì)量表示滿意。”
On October 21,2020,accompanied by the sound of hydraulic breakers,the right part of the Pochitelli Tunnel of the first section of the Pan-European 5C Corridor Expressway in Bosnia and Herzegovina (BiH),constructed by CSCEC3B Infrastructure Construction and Investment Co.,Ltd.,was officially holed through.
In total,the Po?itelj Tunnel is about 1,170 m long. The project team overcame the impact of COVID-19 and continued construction in isolation for 334 days,getting the right part of the tunnel holed through four months ahead of schedule. Notably,the first section of the Pan-European 5C Corridor Expressway is the first expressway project undertaken by a Chinese enterprise in BiH. Located in BiH’s city of Chaplina with a length of 10.1 km,it is a two-way four-lane expressway equipped with an intelligent transportation system. “As the expressway is completed,there will be a positive impact on our economy,” BiH’s Federal Prime Minister Fadil Novali? said,“Our government speaks highly of the strength of our Chinese enterprise partners and is satisfied with the project construction progress,safety and quality.”

E孟加拉國電力項(xiàng)目的NO.1
Bangladesh’s power project with the largest installed capacity
2021年1月,由中國通用技術(shù)集團(tuán)中機(jī)公司投資建設(shè)的孟加拉帕亞拉2×660MW超超臨界燃煤電站一期項(xiàng)目(以下簡稱“帕亞拉一期項(xiàng)目”)獲得了孟加拉電力發(fā)展署(BPDB)簽發(fā)的項(xiàng)目整體商業(yè)運(yùn)營證書,帕亞拉一期項(xiàng)目兩臺機(jī)組被批準(zhǔn)正式進(jìn)入商業(yè)運(yùn)營階段。
帕亞拉一期項(xiàng)目是由中機(jī)公司與孟加拉西北電力公司共同開發(fā)、投資、建設(shè)與運(yùn)營的超超臨界燃煤電站項(xiàng)目,是孟加拉國迄今為止裝機(jī)容量最大的電力項(xiàng)目,也是“一帶一路”沿線的重點(diǎn)項(xiàng)目和孟中印緬經(jīng)濟(jì)走廊建設(shè)的重要組成部分。2020年,面對新冠肺炎疫情的嚴(yán)峻考驗(yàn),中機(jī)公司一手抓項(xiàng)目現(xiàn)場疫情防控,一手抓項(xiàng)目建設(shè)進(jìn)度,最終確保了帕亞拉一期項(xiàng)目提前進(jìn)入商業(yè)運(yùn)營,為企業(yè)投資能夠按期回收奠定了堅(jiān)實(shí)基礎(chǔ)。
In January 2021,Phase I of the Payra 2×660 MW Ultra-Supercritical Coalbased Thermal Power Plant Project in Bangladesh (“Phase I of Payra Project” for short),invested and constructed by China National Machinery Import and Export Corporation (CMC),a wholly-owned subsidiary of China General Technology Group (Genertec),obtained the certificate for the overall project business operations issued by Bangladesh Power Development Board (BPDB). It means that the project’s two 660 MW ultra-supercritical coal-based power generating units have been given the go-ahead to officially enter the commercial operation stage.
Jointly developed,invested,constructed and operated by CMC and Bangladesh’s Northwest Power Generation Company Limited (NWPGCL),Phase I of the Payra ultra-supercritical coal-based thermal power plant project is the power project with the largest installed capacity in Bangladesh and is also a major BRI project and a key part of the Bangladesh-China-India-Myanmar (BCIM) Economic Corridor. In 2020,in the face of the great challenge from COVID-19,CMC managed to deliver satisfying performance in both epidemic containment at the construction site and project construction. Thanks to these efforts,Phase I of the Payra project has entered the commercial operation stage in advance,laying a solid foundation for the enterprises to recover the investment as planned.
