瀾滄江—湄公河合作 互利共贏成效顯著 發(fā)展平臺(tái)不斷拓展

共飲一江水，命運(yùn)緊相連。瀾湄江水源遠(yuǎn)流長(zhǎng)，瀾湄合作澤物潤(rùn)心。

瀾滄江—湄公河合作Lancang-Mekong Cooperation（簡(jiǎn)稱：瀾湄合作）是中國(guó)與湄公河五國(guó)—柬埔寨、老撾、緬甸、泰國(guó)、越南，共同發(fā)起和建設(shè)的新型次區(qū)域合作機(jī)制。瀾湄六國(guó)同心協(xié)力，密切協(xié)作，推動(dòng)瀾湄合作機(jī)制不斷向前發(fā)展并取得了豐碩成果。

2021年4月13日，國(guó)務(wù)委員兼外長(zhǎng)王毅出席瀾湄合作啟動(dòng)五周年招待會(huì)并發(fā)表講話。

王毅說(shuō)，瀾湄六國(guó)“同飲一江水，命運(yùn)緊相連”，是親密的友好鄰邦，是天然的合作伙伴。5年來(lái)，瀾湄合作機(jī)制為流域各國(guó)民眾帶來(lái)實(shí)實(shí)在在的福祉。

王毅表示，中方將與湄公河國(guó)家一道，繼續(xù)發(fā)揚(yáng)“發(fā)展為先、平等協(xié)商、務(wù)實(shí)高效”的瀾湄精神，堅(jiān)持“天天有進(jìn)展、月月有成果、年年上臺(tái)階”的瀾湄速度，弘揚(yáng)“平等相待、真誠(chéng)互助、親如一家”的瀾湄文化，推動(dòng)瀾湄合作不斷發(fā)展壯大，努力打造區(qū)域合作新模式，建設(shè)發(fā)展繁榮新高地。

瀾湄合作共同主席國(guó)緬甸駐華大使苗丹佩代表湄公河國(guó)家使節(jié)致辭，高度評(píng)價(jià)瀾湄合作機(jī)制取得的積極成果，贊賞中方為推動(dòng)瀾湄合作發(fā)揮的作用和提供的支持，表示各國(guó)愿同中方繼續(xù)緊密合作，推進(jìn)機(jī)制建設(shè)，深化務(wù)實(shí)合作，更好造福人民。

外交部發(fā)言人華春瑩在3月23日例行記者會(huì)上表示，瀾湄合作自2016年3月23日啟動(dòng)以來(lái)發(fā)展迅速，成果顯著，有力促進(jìn)了流域六國(guó)經(jīng)濟(jì)社會(huì)發(fā)展，為各國(guó)民眾帶來(lái)了實(shí)實(shí)在在的利益。中方貸款支持湄公河國(guó)家開展了公路機(jī)場(chǎng)、電站電網(wǎng)、產(chǎn)業(yè)園區(qū)等40多個(gè)重大基建項(xiàng)目。中方設(shè)立的瀾湄合作專項(xiàng)基金在農(nóng)業(yè)、衛(wèi)生、減貧、環(huán)境等領(lǐng)域支持開展了500多個(gè)惠民項(xiàng)目。5年來(lái)，累計(jì)有2萬(wàn)余名湄公河五國(guó)學(xué)生享受中國(guó)政府獎(jiǎng)學(xué)金在中國(guó)學(xué)習(xí)。2019年，中國(guó)與湄公河國(guó)家人員往來(lái)達(dá)5000多萬(wàn)人次，每周定期航班近3000班次。去年以來(lái)，在新冠肺炎疫情和百年變局交織的背景下，六國(guó)大力開展抗疫合作，積極推動(dòng)復(fù)工復(fù)產(chǎn)，持續(xù)加強(qiáng)人文交流，推動(dòng)瀾湄合作保持高水平發(fā)展態(tài)勢(shì)。

中國(guó)是湄公河五國(guó)近鄰，希望通過(guò)瀾湄合作幫助五國(guó)加快發(fā)展，共同營(yíng)造和平穩(wěn)定、發(fā)展繁榮的區(qū)域環(huán)境。中國(guó)將與湄公河五國(guó)一道，進(jìn)一步深化水資源、農(nóng)業(yè)、公共衛(wèi)生、環(huán)境、民生等領(lǐng)域合作，推動(dòng)瀾湄合作與國(guó)際陸海貿(mào)易新通道對(duì)接發(fā)展，加強(qiáng)同三河流域機(jī)制、大湄公河次區(qū)域經(jīng)濟(jì)合作、湄委會(huì)等機(jī)制合作，加快建設(shè)瀾湄流域經(jīng)濟(jì)發(fā)展帶，為本地區(qū)疫后復(fù)蘇和發(fā)展繁榮提供新動(dòng)力，助力東盟共同體建設(shè)和區(qū)域經(jīng)濟(jì)一體化建設(shè)。

Shared river， shared future. The Lancang-Mekong River roars forward and the Lancang-Mekong cooperation nourishes the world.

Lancang-Mekong Cooperation （LMC） is a new sub-regional cooperation mechanism jointly initiated and built by the five Mekong River countries of Cambodia， Laos， Myanmar， Thailand and Vietnam and China. The six Lancang-Mekong River countries have worked together concertedly to push forward the Lancang-Mekong Cooperation mechanism and yielded fruitful results.

On April 13， 2021， State Councilor and Foreign Minister Wang Yi attended and addressed the reception celebrating the 5th anniversary of the Lancang-Mekong Cooperation （LMC）.

Wang Yi said that with "shared river and shared future"， the six countries along the Lancang-Mekong River are close and friendly neighbors， and natural cooperative partners as well. In the past five years， the LMC mechanism has brought tangible benefits to the people of all LMC countries.

Wang Yi said that China will work with the LMC countries to continue to carry forward the spirit of "development first， equal consultation， pragmatism and efficiency"， keep delivering progress and results daily， monthly and annually， and foster an LMC culture featuring equality， sincerity， mutual assistance and kinship， in order to promote further development of the LMC， create a new pattern of regional cooperation and build a new platform of development and prosperity.

Myanmar Ambassador to China U Myo Thant Pe whose country is the co-chair of the LMC gave a speech on behalf of the envoys of the LMC countries. He spoke highly of the results of the LMC mechanism， appreciated China's role and support in promoting the LMC， and said all LMC countries are willing to work closely with China to strengthen the LMC mechanism， deepen practical cooperation and bring more benefits to the people.

Foreign Ministry spokesperson Hua Chunying said at a regular press conference on March 23 that Since its launch on March 23 in 2016， the LMC has developed rapidly and achieved remarkable results. It has vigorously promoted the economic and social development of the six riparian countries and brought tangible benefits to the people of all countries. China has provided loan support for more than 40 major infrastructure projects in Mekong countries， including roads and airports， power stations and power grids， and industrial parks. The LMC Special Fund established by China has supported more than 500 projects benefiting people in agriculture， health， poverty reduction， environment and other areas. Over the past five years， more than 20，000 students from the five Mekong countries have studied in China on Chinese government scholarships. In 2019， more than 50 million visits were made between China and Mekong countries， with nearly 3，000 scheduled flights per week. Since last year， amid the COVID-19 epidemic and major changes unseen in a century， the six countries have vigorously carried out cooperation to fight the epidemic， resume work and production， strengthen cultural and people-to-people exchanges， and maintained the momentum of LMC growing from strength to strength.

As a close neighbor of the five countries along the Mekong River， China hopes to help them speed up development through Lancang-Mekong cooperation and jointly create a regional environment of peace， stability， development and prosperity. China will work together with them to deepen cooperation in water resources， agriculture， public health， environment and social welfare. We will seek complementarity between LMC and the New International Land-Sea Trade Corridor. The LMC's cooperation with the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy （ACMECS）， the Greater Mekong Subregion Economic Cooperation Program （GMS）， and the Mekong River Commission （MRC） will be facilitated. We will speed up the building of the Mekong-Lancang Economic Development Belt， reinvigorate regional economic recovery and prosperity in the post-epidemic era， and contribute to ASEAN Community construction and regional economic integration.
