基于蟻圖平臺的第三次全國國土調(diào)查數(shù)據(jù)建庫研究

摘? 要? 開展第三次全國國土調(diào)查，目的是全面查清當前最新的全國國土利用狀況，健全土地調(diào)查、監(jiān)測、統(tǒng)計和登記制度，強化土地資源信息社會化服務(wù)，滿足經(jīng)濟社會發(fā)展和國土資源管理工作需要。本文以蟻圖平臺的建庫軟件為基礎(chǔ)，分析其在第三次國土調(diào)查數(shù)據(jù)建庫過程中依托項目建庫技術(shù)方案，能提供較好的數(shù)據(jù)解決方法，不僅能滿足第三次全國土地調(diào)查數(shù)據(jù)庫建設(shè)的相關(guān)需求，且其數(shù)據(jù)處理能力、成果質(zhì)量要求和成果輸出要求等方面都能提供較好的解決措施，工作效率大幅提升，在第三次全國土地調(diào)查工作中具有十分重要的意義，其無疑是第三次國土調(diào)查工作中的一個成功案例，其平臺的設(shè)計思路及方法為國土調(diào)查建庫軟件的統(tǒng)一帶來成功的經(jīng)驗和非凡的意義。

Abstract： The purpose of carrying out the third national land survey is to comprehensively find out the latest national land use situation， improve the land survey， monitoring， statistics and registration system， strengthen the socialized service of land resources information， and meet the needs of economic and social development and land and resources management. Based on the database building software of ant map platform， this paper analyzes that it can provide a better data solution in the process of building the database of the third national land survey relying on the technical scheme of building the database of the project. It can not only meet the relevant needs of the third national land survey database construction， but also provide a better solution in the aspects of data processing ability， quality requirements and output requirements It is of great significance in the third national land survey， which is undoubtedly a successful case in the third national land survey， The design ideas and methods of the platform bring successful experience and extraordinary significance for the unification of land survey database software.

開展第三次全國土地調(diào)查，目的是全面查清城鎮(zhèn)、工礦、農(nóng)村及開發(fā)區(qū)等內(nèi)部各類建設(shè)用地狀況，是全面評價土地利用潛力，精準實施差別化用地政策，開展土地存量挖潛和綜合整治，貫徹“嚴控增量、盤活存量、放活流量”建設(shè)用地管控方針的基本前提;也是落實最嚴格的節(jié)約用地制度，科學規(guī)劃土地、合理利用土地、優(yōu)化用地結(jié)構(gòu)、提高用地效率，實現(xiàn)建設(shè)用地總量和強度雙控的重要依據(jù)。

1? ? 第三次國土調(diào)查數(shù)據(jù)庫建設(shè)

第三次國土調(diào)查數(shù)據(jù)庫建設(shè)按照國家統(tǒng)一編制的國土利用數(shù)據(jù)庫建設(shè)標準及規(guī)范，以縣（市、區(qū)）為單位組織開展縣級國土調(diào)查數(shù)據(jù)庫及專項調(diào)查數(shù)據(jù)庫，實現(xiàn)對城鎮(zhèn)和農(nóng)村土地利用現(xiàn)狀調(diào)查成果、權(quán)屬調(diào)查成果、專項用地調(diào)查成果和自然資源專業(yè)調(diào)查成果的綜合管理。以縣級各類數(shù)據(jù)庫成果為基礎(chǔ)，省、市級組織建設(shè)省、市級國土調(diào)查及專項調(diào)查數(shù)據(jù)庫，實現(xiàn)全省國土調(diào)查成果和專項調(diào)查成果的集成管理、動態(tài)入庫、統(tǒng)計匯總、數(shù)據(jù)分析、快速服務(wù)、綜合查詢等功能。第三次國土調(diào)查數(shù)據(jù)庫建設(shè)包括圖形數(shù)據(jù)采集、拓撲關(guān)系構(gòu)建、屬性數(shù)據(jù)采集、土地調(diào)查數(shù)據(jù)庫建設(shè)、專項調(diào)查數(shù)據(jù)庫建設(shè)和數(shù)據(jù)庫質(zhì)量檢查與匯總。

2? ? 蟻圖建庫系統(tǒng)的應(yīng)用

湖南省用的三調(diào)建庫系統(tǒng)統(tǒng)一采用蟻圖第三次國土調(diào)查數(shù)據(jù)庫建庫系統(tǒng)，該系統(tǒng)按照第三次國土調(diào)查建庫的技術(shù)規(guī)程設(shè)置相關(guān)的功能模塊及建庫流程，包括數(shù)據(jù)預處理、地類判讀、外業(yè)調(diào)查、數(shù)據(jù)編輯、數(shù)據(jù)建庫、數(shù)據(jù)檢查、成果管理和查詢分析等，具備第三次土地調(diào)查數(shù)據(jù)庫建設(shè)所需的所有功能，能按照土地利用數(shù)據(jù)庫標準，在短時間內(nèi)輸出符合數(shù)據(jù)庫標準的數(shù)據(jù)成果。在該系統(tǒng)的支撐下，湖南省第三次國土調(diào)查工作高質(zhì)量完成，取得自然資源部的高度認可。

3? ? 建庫系統(tǒng)建庫流程

數(shù)據(jù)庫建設(shè)主要步驟包括圖形編輯、拓撲處理、屬性賦值、面積處理、數(shù)據(jù)檢查、數(shù)據(jù)匯總和成果輸出等?？h級國土調(diào)查數(shù)據(jù)庫建設(shè)嚴格執(zhí)行國家質(zhì)量標準，支持三調(diào)成果公開格式，數(shù)據(jù)庫建設(shè)完成后，按照數(shù)據(jù)匯交程序逐級上交數(shù)據(jù)成果，并通過國家質(zhì)量檢查。數(shù)據(jù)庫建設(shè)工作流程圖如圖1所示：
