（1）The Development of Care Institutions for the Elderly in China

There is no denying that the current problems in China's elderly services are complicated, and the most important influencing factor should be the unclear thinking on the development of elderly services.It is found in this study that the original intention of institutional services is to specialize the elderly care,and the market of institutional services should be dominated by private enterprises. It is the development idea of China's elderly care agencies to seek win-win cooperation between capital and private enterprises. In this process, we should strengthen the long-term care for the disabled elderly, change the traditional concept of caring for the"old",and train caregivers and social workers vigorously.We should give full play to the professional role of private institutions,strengthen win-win cooperation between private and public sectors, and between profit-making and non-profit sectors, avoid capital interference, and promote the development of elderly care institutions into social enterprises.

Applying Xi Jinping Thought of Socialism with Chinese Characteristics for a New Era to guide the continuous reform and innovation of civil administration in the new era is the"question of The Times"that must be answered in the field of civil administration.Based new era operation law, social principal contradictions of socialism to civil administration work for inspection sample,draw lessons from the baseline equity theory,analysis the practice orientation of new era civil administration reform and innovation,formed the basic livelihood guarantee,survivability requirements,grassroots social governance,developmental requirements, basic social services- general requirements of the bottom line of fair practice framework of home.The research finds that in this framework, the practice of fair civil administration within the bottom line is oriented to the disadvantaged people at the bottom of the society,and the main responsibility of the government lies in ensuring the subsistence needs.Focus on the transformation of the demands of civil affairs objects,improve the efficiency of response to appeals,and prevent welfare dependence.Above the bottom line,the practice of fair civil administration responds to the development needs of the masses,attaches importance to the equalization of opportunities, and guarantees the participation needs of the grass-roots masses through the optimization of regulation,project and professional governance.Cross-bottom line and fair civil administration practice provides universal social welfare and has a strong public welfare nature.It focuses on strengthening the construction of social service subjectivity, unblocking green channels and establishing social trust mechanism,so as to promote the grounding of basic social services.

（4）Procedural Embedment and Explanation of Ineffective Social Services Provision: A Case Study of A Sub-district in S City

Currently outsourcing projects by the government is the major means of social services provision in China. However, why does ineffective provision exist while the amount of public services is increasing?Using A Sub-district of S City as a case study, this paper finds out that the interest of local governmental sectors are rather separated while resources are integrated on ad hoc basis.As a result,the local states have to embed their supervision into all the stages of project implementation,including target setting,project enforcement and performance evaluation. Embedding in target setting can make the formal contract of the project become formalities. Embedding in project enforcement will cause the Matthew effect as some social organizations may have closer relationship to local states. Embedding in performance evaluation is possible to lead to the involution of social services as only a limited number of indexes would be attached importance to. Although “procedural embedment” can increase the amount of social service provision for now,it will also interfere social development in a long run.

（5）Continuing recovery:A practical theory framework of mental health social work in China’s mainland

The mental health social work in China’ s mainland has some shortcomings such as the lagging service model and the fragmentation of service fields, which calls for innovations and advances of practical theory research. By reviewing the existing literature and the classic Francis Turner's social work practical theory characteristics analysis framework,this paper constructed and demonstrated the theoretical connotation and application framework of Continuing Recovery(CR). The framework points out that with courses and situations of mental diseases changing,social workers focus on recovery needs of clients,and provide embedded, linked and advocated recovery services in hospital’ s daily life, hospital-community transition zones, the community and society. Those services are to achieve the goals of individual recovery and social solidarity. CR has developed the continuing care theory in the subjectivity of service recipients, and the recovery theory in the continuity of service time and space, which will offer implications for the highquality development of mental health social work in China's mainland.

（6）The Connotation and Construction of the "Full-course Integrated" Practice Teaching System in Social Work

Since the rehabilitation and reconstruction of social work in mainland China, its development path has shown the characteristics of "education first" and has achieved great achievements.But there are many shortcomings in terms of professionalism, localization and sociality. From the perspective of the development path of "education first", social work education in colleges and universities is precisely the crux of these shortcomings.According to the connotation of the development of social work in China, it should have the characteristics of"three in one"of professionalism,locality and sociality,and practical teaching is an important means to realize the “three-in-one”.However,in the current practice teaching,the emphasis is often on a single aspect.We believe that it is necessary to construct a "full-course integrated" practical teaching system in social work education,get rid of the one-sided dilemma in the path of "education first"professional development,and finally realize the"three-in-one".

（7）Institutionalization and Specialization:The Development and Implications of Social Work in Sweden

The model of the national welfare system has a significant impact on the roles and functions of professional social work. Also, social work education and practice are related to the type of welfare state. Explore how the welfare system affects the role and status of social work and further regulate the way it participates in the practice of social governance,which is in connection with the choice of the professionalization and specialization of social work. This article takes the Swedish welfare state as an example to analyze the two-way path of the institutionalization and specialization of social work in Sweden. It is found that the institutionalization process of actively relying on the national welfare system has created a highly professional Swedish social work, and the degree of generosity of the welfare system has become the key to the transformation of the professional role of social work. The social work alliance and the knowledge sharing mechanism are the two endogenous forces that promote the professionalization of social work in Sweden.Swedish social work under the dominance of welfare pluralism has a trend of decentralization and privatization, which indicates that the game between the two forces of nationality and sociality is still an important issue in the domain of welfare governance. The institutionalization of China's social work should be based on clarifying the impact of the national welfare model on the construction of the social work system, further strengthening the legislation of welfare service and social work, and then exploring the best balance point between the state regulation and the social force.

（8）From Intention to Action: Long- term Care Demand and Mode Choices of the Elderly：an Empirical Analysis based on 4301 Samples in Shanghai

Taking the Andersen behavior model as the theoretical framework，this paper analyzes the care intention and influencing factors of the elderly based the sample data for Shanghai of the fourth China Urban and Rural Elderly Population Living Condition Survey in 2015.Furthermore，the matching relationship between intention and action is discussed. The result shows that enabling factors are significant determinants，followed by demand and predisposing factors.For 536 elderly people with real needs and in care ac-tually，the choice of practice is based on family endowment，feasible ability，health status and social resources. The comprehensive decision results are not exactly matched with care intention，and the correlation between self-care and self-assessment health is low.The development and perfection of the long-term care system for the elderly requires the establishment of multiple old-age care models，the provision of diversified support for the elderly family caregivers，and the establishment of a scientific，unified and suitable long-term care needs assessment system for China.

（9）Distinction and Commonization: The Cultural Self-Conscious in Sociological Study and Policy Implications

In recent years,the perspective of“cultural self-conscious” has been getting more and more attention in Chinese sociology.Based on the case of the application of Pierre Bourdieu's social space theory to Japanese society,this paper discusses whether this perspective is also meaningful to other societies,so as to rethink the contribution and policy implications of this perspective. This paper showed that the social space theory emphasizes distinction, while in Japanese society, especially in the aspect of culture, commonization is emphasized.The cultural self-conscious is not only a special issue in Chinese sociology,but also of great significance to the whole study of sociology and policy studies.
