歐洲有一個(gè)袖珍國(guó),國(guó)土面積僅2500多平方千米,它就是盧森堡。但就是這個(gè)小國(guó),它將成為世界上首個(gè)公共交通全免費(fèi)的國(guó)家。今年夏天起,市民乘坐火車、電車和巴士統(tǒng)統(tǒng)免費(fèi)。
Fees1 on trains, trams2 and buses in Luxembourg will be moved under the government led by Xavier Bettel who decides to put the green environment as priority, effectively3 in the coming summer. On top of the transportation, the new government is also considering introducing two new public holidays.
Luxembourg City, the capital of Luxembourg, suffers from some of the worst traffic congestion4 in the world. It is home to about 110,000 people, but an additional 400,000 people commute5 into the city to work. A study showed that drivers in the capital spent an average of 33 hours on traffic jams in 2016.
While the country as a whole has a population of 600,000, nearly 200,000 people living in France, Belgium and Germany cross the border6 every day to work in Luxembourg.
Luxembourg has increasingly shown a progressive7 attitude to transport. In the summer of 2018, the government brought in free transport for every child and young person under the age of 20. Secondary school students can use free buses between schools and homes. Commuters only need to pay 2 (about ¥15.6) for up to two hours of travel, which in such a small country covers almost all journeys.
Now, from the start of 2020 all tickets will be out of service8, saving on the collection of fees and ticket machines. The policy is yet to be fully thought through, however. A decision has yet to be taken on what to do about first-class and secondclass compartments9 on trains.
格扎維?!へ愄栴I(lǐng)導(dǎo)的政府推出計(jì)劃,從今年夏天開(kāi)始,盧森堡境內(nèi)火車、電車和巴士的車費(fèi)將全免。貝泰爾曾經(jīng)承諾,把保護(hù)環(huán)境放在優(yōu)先地位。除此之外,新政府還考慮增加兩個(gè)公共節(jié)假日。
在盧森堡的首都盧森堡市,交通極其擁堵。盧森堡市的人口約11萬(wàn),但還有40萬(wàn)人每日通勤進(jìn)城上班。研究顯示,2016年盧森堡市的司機(jī)浪費(fèi)在交通堵塞上的時(shí)間平均為33個(gè)小時(shí)。
盡管整個(gè)國(guó)家的居民總數(shù)為60萬(wàn),但每天有近20萬(wàn)居住在法國(guó)、比利時(shí)和德國(guó)的人跨境到盧森堡上班。
盧森堡對(duì)待交通問(wèn)題的態(tài)度與時(shí)俱進(jìn)。2018年夏天,政府免除20歲以下兒童和青少年的公共交通費(fèi)用。中學(xué)生每天可以乘坐免費(fèi)班車往返學(xué)校和家。通勤族乘坐公交車2小時(shí)只需支付2歐元(約15.6元)。對(duì)一個(gè)領(lǐng)土面積如此小的國(guó)家來(lái)說(shuō),去國(guó)內(nèi)任何地方都可以在2小時(shí)的車程內(nèi)搞定。
從2020年起,盧森堡所有的車票都將被廢除,檢票、售票監(jiān)控手續(xù)也將免除。不過(guò),該政策還有待全面斟酌。關(guān)于火車一等座和二等座的車費(fèi)問(wèn)題,尚未定論。
