“Strategic communication” refers to practices involving the widespread dissemination of information as well as contact activities for the purpose of national strategic interest and objectives. Though people currently do not have a clear comprehension of its definition， they are deepening their understanding. There is still room for its development in terms of theoretical research and practice. We should actively carry out research on mechanism building， communication targets and strategic communication content in order to serve our national strategies.

Reflect people’s wishes for the “Belt and Road” initiative

The “One Belt and One Road Initiative” has gained much attention at home and abroad， creating something of a boom. Undoubtedly， this is a positive development. It implies that the initiative has a bright future as it is in line with the people’s wishes. However， we need to clearly understand that carrying out the initiative is a huge and complicated project， a heavy task of many facets spread over a long period of time. We need to always maintain a sober approach and view the “One Belt and One Road” undertaking with calm and clear head， a wellbalanced vision and a practical working style， and avoid creating another illusory and damaging “Great-Leap Forward”.

This article aims to analyze the origins， meaning and goals of “Heism”. This has inherited the thoughts of “neutrality” and “harmony” from traditional Chinese culture，further developing its outstanding aspects by adding vivid modern connotations.“Heism”merges with the reflections of modernity in the Western world in a complementary way， also corresponding to the exploration of non-Western countries for their own development paths. Thus， it conforms to the development trend of human civilization. “Heism” implies pursuit of good values， namely building a community of shared future among countries and jointly creating a better tomorrowfor the world.

“Harmony” is part of the spiritual essence of Chinese culture. After the founding of the People’s Republic of China， the spirit of “harmony” and “cooperation” has been displayed with much innovation to gradually form “Helism”， a theory on international relations with Chinese characteristics. It contains three levels of meaning， namely peaceful coexistence， win-win cooperation and a harmonious world. As a systematic and scientific theory with strict internal logic， “Helism” has been constantly verified by Chinese practice. Upholding and promoting it is of important significance to develop China’s foreign relations and to enhance global peace and prosperity.

Culture of harmony for Asian security

Asia needs a new security concept in line with the regional security situation. Based on culture and returning to the roots where thoughts first emerged is crucial for Asian countries to explore the shaping of a new security concept. And the culture of harmony will also play an important role. It would be much better for Asian countries，including China， to rethink their whole approach to culture of harmony. Cross-cultural communication will be pivotal to promote an Asian security concept.

Vital role of cultural values in foreign policy

Foreign policy is made up of strategies and action plans pursued by a country’s policy makers in its dealings with other countries or other State actors in order to achieve national objectives. All issues concerning foreign policy involve not only material interests， but also a value identity as well as morality and ethic evaluations； thus， cultural values have profound and lasting impact on the making and implementation of foreign policy. First，the cultural values determine a nation’s identity of “us；” second， cultural values are animportant basis for determining the relationship with “others；” third， cultural values determine the moral pursuit of a country’s foreign policy.

EU Value Diplomacy can inspire China

Value Diplomacy is an extremely important part of EU diplomacy. As a highly integrated regional political and economic entity， it carries out such diplomacy based on a consensus of values among member states. Not only EU enlargement but also the Ukraine crisis is closely linked to this Value Diplomacy， reflecting its importance and effectiveness. China can gain inspiration from the Value Diplomacy of the EU to clarify values inside the country and then make them clear outside the country and to seek careful results rather than speed in diplomacy.

China andRussia have started developing their own public diplomacy tools in the current century. Reviewing the development process in these two countries， we find many common characteristics as well as an “Eastern path”that differs from public diplomacy in the West.

Public diplomacy of women’s organizations

The undertaking of women’s interests promoted by women’s organizations or institutions is an important part of global public goods. Thus， the contribution to global public goods made by such organizations or institutions will certainly influence a country’s international image. Ihave used Ali Fisher’s spectrum of public diplomacy as a reference and conducted a preliminaryresearch on the public diplomacy of women’s organizations based on specific cases.

China proposed a“new security concept” around the turn of the century to cope with the complicated regional security situation， emphasizing a response to the requirements of presentera’s main themes， namely peace and development as well as achieving regional safety through cooperation. China and ASEAN have made remarkable institutional and practical achievements in regional security dialogue and cooperation. However， they differ in their views about regional security， thus there are still many problems in regard to security cooperation. At the same time， the “new security concept” faces challenges in diplomatic practice with Southeast Asia. Hence， China should seek solutions on multiple levels.

Public diplomacy by international students has dual connotations. With vivid characteristics of campus education， its development reflects relatively strong politicaltrends， and has distinctively future-oriented features. Rapid globalization has made such public diplomacy increasingly important for a country in developing its economy and foreign relations， protecting its ideology and participating in global governance. Along with the development of China’s international education， public diplomacy conducted by Chinese students overseas can play an important role in the overall public diplomacy strategy in our country. Thus， China should adapt it self to the trend， transform the old mindset， change the mechanism， strengthen management and optimize operations to promote sound development of public diplomacy.

Rise of non-State actors in post American hegemony era

Hegemonic countries in the world are facing dual challenges of power transfer and power diffusion， with non-state actors’ erosion of the state power becoming a major factor. It is the nature of hegemony itself， rather than the decline of a hegemonic country， whichwill be the theme of international relations in the coming period. This judgement will explain many of the interactions between major powers in the world today. No tit-for-tat fights have occurred among rising powers and countries with vested interests， because power has been transferred to non-state actors， rather than to another country. Under the guidance of this theory， it can be expected that a pluralisticand decentralized international order， rather than simple transfer of hegemony， will replace the long-running U.S. hegemonic era.

They have sent delegations abroad for communication， organized international Buddhist cultural festivals and translated Buddhist scriptures. Abbot Shi Dayuan of the Liuzu Temple in Guangdong Province is an important person in thisregard. He generously granted the editorial department of our magazine an exclusive interview. We hope the Buddhist community’s successful foreign exchanges can inspire public diplomacy in other sectors.

Charhar Roundtable Meeting

International dissemination of Chinese culture—practice and experience in Southeast AsiaThe second public diplomacy forum sponsored by China-ASEAN Collaborative Innovation Center for Cultural Communication and Development and the Charhar Institute， organized by the College of ASEAN Studies， Guangxi Minzu University，supported by the China Public Diplomacy Association， was held in Nanning City，Guangxi， from June 26-28， 2015. With the theme of international dissemination of national culture， the forum brought together public diplomacy scholars from Renmin University of China， China Foreign Affairs University， Beijing Foreign Studies University， South China University of Technology， Dalian University of Foreign Languages and practitioners of public diplomacy associations in Shanghai， Guangzhou， Tianjin， Hangzhou， Xining and Wenzhou. This article summarizes the opinions of some of the participants.

In recent years， the Indian government has actively supported public diplomacy carried out by overseas Indians with sound achievements， setting up a model for developing countries in this regard. It makes good use of 27 million overseas Indians and emphasizes their uniqueness in the field of history， culture， religion， language and technology. Overseas elite Indians are able to contribute to the nation’s public diplomacy. Its content is fully market-oriented， including production of documentaries，books， movies， music and dance performances.

Model of telling Chinese stories and spreading the voices of the Chinese military

In the first half of 2014， coordinated by the Information Office of China’s Ministry of National Defense， a film crew from the BBC followed two British military cadets to film the International Officer-Cadet Exchange Week in the PLA University of Science and Technology. It is the first time the BBC has been allowed to shoot inside a Chinese military university. Using overseas media to tell Chinese stories and spread China’s voices， this“borrowing” model is helpful for the Chinese military to carry out its publicity activity.

During the War of Resistance against Japanese Aggression， the Communist Party of China set up the Yan’an Worker and Peasant School for Japanese， educating and converting hundreds of Japanese captives， who later became an important force of the CPC to conduct military publicity toward Japan. Guided by the thought of opposing war and supporting peace， they set up the Japanese People's Anti-war Alliance， carrying out effective publicity toward Japan in an effort to weaken the Japanese Army. The thought of opposing war and supporting peace during that period is still of realistic significance to present-day military public diplomacy and Sino-Japanese relations.
