    Abstract: In order to promote the transformation and upgrading of the rural industrial convergence in water-source areas of Middle Route Project of South-to-North Water Diversion, an evaluation index system for their convergence capability and development is established by selecting 29 indexes from the three dimensions of convergence power, process and effect.Then the grey correlation analysis method is used to determine the correlation degrees between the three subsystems of convergence power, process and effect and the convergence capability and development of rural industry in water-source areas.Finally, the entropy method is employed to calculate the convergence levels of rural industry in 11 cities of water-source areas.The results show that the convergence process, power and effect of rural industry are the first, second and third driving factors, respectively.The regional differences of convergence capability of rural industry in water-source areas are obvious during the period from 2009 to 2018, but the average index is still low and the total capability of industrial convergence needs to be improved.

    Abstract: At present, there are relatively perfect regulations in attracting social capital to participate in the construction of major water conservancy projects in China, but the specific guidance on the operation mechanism of large and medium-sized water conservancy PPP(public-private partnership)projects is insufficient.The current status of the asset operation mechanism of large and medium-sized water conservancy PPP projects in China is investigated, its key problems and causes are summarized, and the construction approach for this mechanism is put forward.The results show that the operation mode is relatively single, the corporate governance structure of project companies needs to be further improved, the matching degree between risk and responsibility is low, and the feasibility and effectiveness of government guarantees need to be strengthened.In constructing the operation mechanism of assets of such projects, the appropriate operation mode of assets should be selected based on the nature of the main functions of the project, the scale and proportion of social capital investment, and whether the assets are suitable for long-term ownership and operation by the social capital.Then, in this mode, the income distribution mechanism should be established following the principle of ensuring the minimum return of the social capital and matching the benefits of the government and enterprises with rights, obligations and interests.The risk sharing mechanism should be construct based on the principles of the optimal risk allocation, equal risk sharing and responsibility division and the upper limit of risk.According to the principle of content feasibility and effectiveness, the government guarantee mechanisms should be designed such as feasible institutional support, guarantee policy and resource allocation, etc.

    Abstract: To promote the ecological protection and high-quality economic development in the Yellow River Basin, it is necessary to do a good job in water and soil conservation and pollution control and to improve the capacity of water conservation.The ecological security evaluation of land and the efficiency improvement are considered.The DPSIR index system for the ecological security evaluation of land is established.The catastrophe theory is used to evaluate the ecological security level of land in nine provinces and regions in the Yellow River Basin from 2009 to 2018.The results show that the ecological security level of land in the nine provinces and regions varies greatly.The Inner Mongolia Autonomous Region takes the lead, Henan Province lags behind, and other provinces and regions are in the middle with little difference.From the perspective of temporal distribution, the comprehensive evaluation values of ecological security of land in all provinces and regions show an upward trend during the research period.In terms of spatial distribution, the performance of ecological security of land in the upper reaches of the Yellow River is relatively the best, followed by that in the lower reaches, and that in the middle reaches is the worst.The main causes are the excessive population pressure, severe water environment and agricultural pollution, imbalanced land use structure and insufficient efforts to control.On this basis, the relevant suggestions are put forward such as strengthening optimization management of water resources and clean production in agriculture.

    Abstract: To better analyze the investment risk of hydropower projects, the net present value is selected as the index to measure the investment risk, and the Monte Carlo method is used to conduct an empirical analysis of a hydropower project in China.The difference in the investment risk between the single operation of the hydropower project and the joint operation with the upstream reservoir is compared.Further analysis is made on the influences of the delay in the joint operation with the upstream reservoir on the investment risk and benefit of the project.The results show that the hydropower project has lower investment risk and higher benefit when operated in conjunction with the upstream reservoir than operated separately.After completion of the project, the longer the duration of the joint operation with the upstream reservoir, the higher the income.However, as the number of years of delay in the joint operation with the upstream reservoir increases, the investment risk shows a downward and then upward trend.The construction companies and investors of hydropower projects should pay attention to whether the hydropower project is a joint operation with the upstream reservoir or not, and the influences of delay in the joint operation with the upstream reservoir on the investment risk of the project.

    Abstract: The water, energy and food are the important factors that maintain the survival and development of the mankind.In order to explore the evolution and trend of the water-energy-food nexus, a bibliometric analysis of 1188 articles on Web of Science from 1985 to 2021 is carried out.The results show that the water-energy-food nexus is first concentrated on the researches on water-energy, water-food and water ecology.From 2018 to 2021, the researches focus on exploring the bond of a community of shared destiny among them in the complex environment of climate change, urbanization and circular economy.As the environmental changes become more and more complex, the focus of the future researches is to select the appropriate system boundary, improve the resource utilization, explore the coordination mechanism of water, energy and food, and achieve the sustainable development.

    Abstract: At present, a large number of scientific and technological achievement data of water conservancy are scattered in different units, departments and scientific research institutions of universities.The classification is not perfect, and the policy and regulation system for data sharing is not sound enough to realize effective sharing.The lack of shared service management and data exchange mechanism of scientific and technological achievements is the challenge faced by the management of scientific and technological achievements of water conservancy industry in China.Relying on the“Comprehensive and integrated system of scientific and technological achievements in efficient development and utilization of water resources”, based on the full investigation and collection of domestic and foreign scientific research management results, a classification cataloging for the scientific and technological achievements of water conservancy is formulated and the mechanisms for the exchange of different types of results are proposed combining with the current technological management and sharing needs of water conservancy.According to the trial operation situations of“Comprehensive and integrated system of scientific and technological achievements in efficient development and utilization of water resources”, the classification, cataloging and exchange mechanism is proposed, and it can effectively realize the collection, retrieval, analysis and intelligent services of scientific and technological achievement data of water conservancy so as to provide an effective guarantee for the establishment of a comprehensive integrated system of scientific and technological achievements of water conservancy.

    Abstract: The contribution index, kernel density distribution curve, intermediate effect model and Moran’s index are used to investigate the variation characteristics, intermediate effect of repetition rate of industrial water use and spatial correlation of inter-provincial contribution to decrease of the national industrial water use intensity in China.The results show that the contribution of each province(autonomous region or municipality directly under the central government of China)to the continuous decrease of the national industrial water use intensity varies greatly from 2001 to 2018.The water-saving contribution of the eastern and central areas is generally large, while that of the western areas is generally small.The contribution index of the eastern and central areas decrease, while that of the western areas increases obviously.The inter-provincial contribution gap of the decline in the national industrial water use intensity gradually decreases, and the polarization phenomenon gradually becomes small.The scientific and technological innovation has a significantly positive effect on the inter-provincial contribution to the industrial water use intensity decrease, and the repetition rate of industrial water use has a significant intermediate effect on the decrease of the industrial water use intensity.The spatial correlation of the inter-provincial contribution to the decrease of the national industrial water use intensity becomes more and more obvious since 2006, which mainly includes low-low agglomeration and high-high agglomeration.

    Abstract: In the light of the progress made in full implementation of the River(Lake)Chief System in Xinjiang Uygur Autonomous Region, the relevant effectiveness evaluation system has been formed from the aspects of protecting water resources, preventing and controlling water environmental pollution and improving water carrying capacity, etc.The evaluation model for the effectiveness of full implementation of the River(Lake)System in Xinjiang Uygur Autonomous Region is established by combining with the AHP and the EVM.Through the overall ranking and the consistency tests on the effectiveness evaluation system, the effectiveness of full implementation of the River(Lake)System in Xinjiang Uygur Autonomous Region is classified into 5 grades based on the grades and standards in the index system of modern water conservancy, the check standards and the actual situations in rivers and lakes.The results show that the comprehensive index of the effectiveness evaluation system of the full implementation of the River(Lake)System in Xinjiang Uygur Autonomous Region is 0.677, and the corresponding grade standard is good, indicating that the River(Lake)System in Xinjiang Uygur Autonomous Region is deepening and perfecting gradually, the management mechanism of rivers and lakes is improving steadily, and the effective evaluation system agrees with the actual situations in full implementation of the River(Lake)System.

    Abstract: Three stage DEA model is used to analyze the industrial green water resources efficiency of 40 cities in Huaihe River Basin from the natural, economic and social levels.The spatial evolution characteristics are analyzed based on the coefficient of variation, and the influence mechanism is tested with the Tobit model of panel fixed effect.The results show that the technical efficiency and scale efficiency of Huaihe River Basin without interference items are obviously overestimated, and the average regional efficiency of different division methods is significantly different.The overall efficiency of the basin is spatially distributed with more east and less west.Areas with low water efficiency are mainly concentrated in the central and western regions.The average efficiency of the northern region is always higher, while the average efficiency of the eastern region has the largest increase.Driving factors have different effects on regional efficiency.

    Abstract: The function of evaluation of water resource security is to understand and grasp the situation of water resources, judge whether there are problems in all aspects of water resources, and then take effective measures to improve or solve the problems of water resource security.In view of the influences of various aspects of water resource security, the evaluation index system of water resource security is established from three aspects of water resource quantity security, water ecological environment security and social and economic security, including criterion layer and index layer.There are 14 evaluation indexes, and their evaluation grades and standards are given.The evaluation model for water resource security based on the improved cloud model is proposed.The model first adopts the analytic hierarchy process, projection pursuit method and cloud model to solve the subjective and objective weights, then the genetic algorithm is used to calculate combination weights to improve the cloud model, finally the index membership matrix is calculated using the fuzzy mapping of reverse cloud generator and the condition cloud generator.A case study of Suzhou City is carried out to verify the effectiveness and applicability of the proposed model and method.

    Abstract: Through the analysis and definition of the connotation of corporate water-behavior, the social responsibility attribute of the corporate water-saving behavior is identified, and the influence factors for the corporate social responsibility are sorted.The influences of the institutional pressure, economic benefits and knowledge spillovers on the corporate water-saving behavior are discussed on this basis.The results show that the institutional pressure can drive enterprises to save water through the legitimacy mechanism, the economic benefits can promote enterprises to save water through the benefit compensation or cost punishment, and the knowledge spillover can encourage enterprises to save water by improving the cost efficiency.Finally, the relevant recommendations for improving the promotion mechanism of corporate water-saving behavior are proposed in the following three aspects: improving the corporate water-saving institutional system, strengthening the moderation function of economic leverage, and establishing the corporate water-saving knowledge exchange mechanism.

    Abstract: In order to promote the conservation, protection and optimal allocation of water resources, the full-cost method is selected as the accounting method for the basic price of regional water right transaction.The accounting model for various elements in the basic price of water right transaction is improved.The model for ecological compensation water price, which is calculated based on the value of ecosystem service function, is added, and the compensation coefficient is introduced to determine the value of ecosystem services to be compensated.The resource scarcity and the water quality scarcity are fully considered to correct the water price of resources.The cost of sewage disposal per unit of water resources and the cost of sewage treatment equipment are taken as the measuring method for the environmental water price per unit of water rights.Based on the comparison of the transaction time and the service life of water transfer projects, the water price is discussed.Finally, for the case studies of the regional water right transaction of Bayannur City and Wuhai City, the basic price of the regional water right transaction between Bayannur City and Wuhai City is calculated to be 1.20 yuan/m3, higher than the current transaction price, reflecting the lack of consideration of the ecological compensation in determining the basic price of the current water right transaction.
