      輸華香蕉種苗傳帶有害生物的風(fēng)險(xiǎn)分析研究

      摘""要:本研究對(duì)香蕉種苗傳帶有害生物進(jìn)行風(fēng)險(xiǎn)分析,評(píng)估其在我國(guó)的風(fēng)險(xiǎn)水平,為其風(fēng)險(xiǎn)管理提供技術(shù)支持。通過(guò)查閱國(guó)內(nèi)外文獻(xiàn)資料(主要包括中國(guó)國(guó)家有害生物檢疫信息系統(tǒng)等),確定境外輸華香蕉中可能傳帶的有害生物共有68種,包括昆蟲(chóng)32種、真菌19種、線蟲(chóng)9種、細(xì)菌4種、軟體動(dòng)物1種、螨類(包括蜘蛛)3種。根據(jù)在中國(guó)的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性進(jìn)行評(píng)估,確定需要進(jìn)一步評(píng)估的潛在檢疫性有害生物9種,包括真菌7種,細(xì)菌2種。從入境、定殖、擴(kuò)散可能性、經(jīng)濟(jì)影響等方面對(duì)以上9種潛在的檢疫性有害生物進(jìn)行定性分析,并利用構(gòu)建的檢疫性有害生物風(fēng)險(xiǎn)綜合評(píng)估指標(biāo)體系對(duì)其進(jìn)行定量分析,確定了中度風(fēng)險(xiǎn)有害生物5種、高風(fēng)險(xiǎn)有害生物4種。最終確定富氏葡萄孢盤(pán)菌(Botryotinia"fuckeliana)等9種有害生物為香蕉種苗輸華中需關(guān)注的檢疫性有害生物,并提出相應(yīng)的風(fēng)險(xiǎn)管理措施。

      香蕉(Musa"nana"Lour.)是熱帶和亞熱帶地區(qū)重要的水果,同時(shí)也是世界貿(mào)易的大宗鮮果。我國(guó)作為香蕉的原產(chǎn)地之一,具有上千年的栽培歷史[1-2],在香蕉種植和消費(fèi)方面位居世界前列。國(guó)家統(tǒng)計(jì)局?jǐn)?shù)據(jù)顯示,2022年我國(guó)香蕉收獲面積達(dá)32.69萬(wàn)hm2,2023年產(chǎn)量達(dá)1170.28萬(wàn)t。香蕉產(chǎn)業(yè)已發(fā)展成為我國(guó)熱帶地區(qū)的支柱性產(chǎn)業(yè),對(duì)促進(jìn)農(nóng)民增收和熱區(qū)鄉(xiāng)村振興乃至世界熱區(qū)農(nóng)業(yè)經(jīng)濟(jì)發(fā)展都具有深遠(yuǎn)意義。近年來(lái),隨著國(guó)民經(jīng)濟(jì)的發(fā)展,香蕉進(jìn)出口日益頻繁,我國(guó)已成為第三大香蕉凈進(jìn)口國(guó)[3-4],香蕉種植和需求不斷增加,引進(jìn)、遴選和儲(chǔ)備農(nóng)藝性狀優(yōu)良和適合大面積種植的香蕉種質(zhì)資源對(duì)香蕉產(chǎn)業(yè)的可持續(xù)發(fā)展具有戰(zhàn)略性意義[5-6]。輸華香蕉種苗傳帶有害生物入侵我國(guó)并擴(kuò)散成災(zāi)的風(fēng)險(xiǎn)增加,一些有害生物如雷爾氏菌(Ralstonia"sp.)和尖孢鐮刀菌(Fusarium"oxysporum)等危害嚴(yán)重[6-7],嚴(yán)重制約香蕉產(chǎn)業(yè)的可持續(xù)發(fā)展。

      有害生物入侵是經(jīng)濟(jì)全球化過(guò)程的必然問(wèn)題,造成輸入國(guó)(地區(qū))經(jīng)濟(jì)損失和生態(tài)破壞,甚至影響社會(huì)穩(wěn)定。采取有效措施避免、減少外來(lái)有害生物入境,其成本遠(yuǎn)低于外來(lái)有害生物入境后的控制。世界各國(guó)(地區(qū))越來(lái)越重視有害生物分析(pest"risk"analysis,"PRA)工作。當(dāng)前PRA是制定檢疫制度的前提,也是維持安全貿(mào)易的首要保障[7]。目前僅報(bào)道香蕉種苗上的單一有害生物香蕉枯萎病和香蕉穿孔線蟲(chóng)的風(fēng)險(xiǎn)分析[8-10]。隨著種業(yè)的加速發(fā)展,輸華植物種質(zhì)資源也急劇增加,實(shí)時(shí)開(kāi)展PRA對(duì)我國(guó)采取有效檢疫措施,防止外來(lái)有害生物傳入,保護(hù)我國(guó)農(nóng)作物產(chǎn)業(yè)具有重要意義[11-14]。本研究采用有害生物風(fēng)險(xiǎn)分析方法,綜合評(píng)價(jià)輸華香蕉種苗傳帶有害生物造成的風(fēng)險(xiǎn),以期為香蕉種苗等進(jìn)境物品有害生物檢疫措施和綜合防控策略的制訂提供理論依據(jù)。

      1""材料與方法

      1.1""材料

      輸華香蕉種苗的有害生物種類主要通過(guò)查閱國(guó)內(nèi)外文獻(xiàn)資料,包括中國(guó)國(guó)家有害生物檢疫信息系統(tǒng)(http://www.pestchina.com)等收集,列出香蕉種苗可能攜帶的有害生物大名單68種。

      1.2""方法

      1.2.1""潛在檢疫性有害生物的篩選""根據(jù)有害生物在中國(guó)的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性進(jìn)行評(píng)估,確定需要進(jìn)一步評(píng)估的潛在檢疫性有害生物(quarantine"pests,"QP)。

      1.2.2""潛在檢疫性有害生物風(fēng)險(xiǎn)評(píng)估""(1)定性風(fēng)險(xiǎn)評(píng)估。參考劉福秀等[11]的方法對(duì)確定的潛在檢疫性有害生物從其入境、定殖、擴(kuò)散的可能性及其對(duì)經(jīng)濟(jì)的影響進(jìn)行評(píng)估,按高、中、低進(jìn)行判別。

      (2)定量風(fēng)險(xiǎn)評(píng)估。參照蔣青等[15]建立的多指標(biāo)綜合評(píng)價(jià)方法,對(duì)確定的潛在檢疫性有害生物進(jìn)行定量風(fēng)險(xiǎn)分析。按以下公式計(jì)算風(fēng)險(xiǎn)指標(biāo)值(R):R=,其中,P2="0.6P21+0.2P22+0.2P23;P3=Max(P31,"P32,"P33);P4=;P5=(P51+P52+P53)/3,其中一級(jí)指標(biāo)P1,二級(jí)指標(biāo)P21、P22、P23、P31、P32、P33、P41、P42、P43、P44、P45、P51、P52、P53均為根據(jù)定量風(fēng)險(xiǎn)評(píng)估指標(biāo)的評(píng)判標(biāo)準(zhǔn)所得的賦值分。計(jì)算出R值后,按照有害生物危險(xiǎn)程度標(biāo)準(zhǔn)進(jìn)行分級(jí)[16],Rlt;1.0,無(wú)風(fēng)險(xiǎn)為I級(jí);1.0≤Rlt;1.5,低風(fēng)險(xiǎn)為II級(jí);1.5≤Rlt;2.0,中風(fēng)險(xiǎn)為III級(jí);2.0≤Rlt;2.5,高風(fēng)險(xiǎn)為IV級(jí);2.5≤Rlt;3.0,極高風(fēng)險(xiǎn)為V級(jí)。

      1.2.3""風(fēng)險(xiǎn)評(píng)估結(jié)論""依據(jù)1.2.2的結(jié)果,將中風(fēng)險(xiǎn)及以上等級(jí)的有害生物列為我國(guó)需要關(guān)注的檢疫性有害生物。

      1.2.4""提出風(fēng)險(xiǎn)管理措施""依據(jù)風(fēng)險(xiǎn)分析結(jié)果,針對(duì)不同等級(jí)的有害生物提出相應(yīng)的風(fēng)險(xiǎn)管理措施。

      2""結(jié)果與分析

      2.1""確定香蕉種苗有害生物大名單

      通過(guò)查閱國(guó)內(nèi)外相關(guān)文獻(xiàn)資料,確定了全球輸華香蕉種苗上可能攜帶的有害生物種類共68種,其中昆蟲(chóng)33種,真菌19種,線蟲(chóng)9種,細(xì)菌3種,軟體動(dòng)物1種,螨類(包括蜘蛛)3種。

      2.2""篩選潛在的檢疫性有害生物

      根據(jù)在中國(guó)的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性等對(duì)確定的香蕉種苗可能攜帶的68種有害生物進(jìn)行評(píng)估,確定需要進(jìn)一步評(píng)估的9種潛在檢疫性有害生物(QP),包括7種真菌,2種細(xì)菌(表1)。

      2.3""潛在檢疫性有害生物風(fēng)險(xiǎn)評(píng)估

      根據(jù)相關(guān)文獻(xiàn)[17-30],對(duì)9種潛在的檢疫性有害生物進(jìn)行定性與定量風(fēng)險(xiǎn)分析。

      2.3.1""定性分析""對(duì)9種潛在的檢疫性有害生物從其入境、定殖、擴(kuò)散的可能性和經(jīng)濟(jì)影響4個(gè)方面進(jìn)行分析,判定高風(fēng)險(xiǎn)有害生物4種,其中細(xì)菌1種,真菌3種,包括富氏葡萄孢盤(pán)菌、甘蔗凋萎病菌、蒲桃雷爾氏菌、古巴尖鐮孢;判定中風(fēng)險(xiǎn)有害生物5種,其中細(xì)菌1種,真菌4種,包括假?gòu)濇呔?、桃色歐文氏菌、松樹(shù)脂潰瘍病菌、香蕉小球腔菌、枝孢斑點(diǎn)菌(表2)。

      2.3.2""定量分析""本研究構(gòu)建的9種潛在的檢疫性有害生物的風(fēng)險(xiǎn)綜合評(píng)估指標(biāo)體系包括5個(gè)一級(jí)指標(biāo)15個(gè)二級(jí)指標(biāo),從國(guó)內(nèi)外分布、經(jīng)濟(jì)影響、寄主植物、傳播與擴(kuò)散、風(fēng)險(xiǎn)管理方面等方面對(duì)二級(jí)指標(biāo)分別賦值(表3)。根據(jù)有害生物風(fēng)險(xiǎn)分析相關(guān)公式,分別計(jì)算風(fēng)險(xiǎn)指標(biāo)值(R),根據(jù)中國(guó)有害生物危險(xiǎn)程度標(biāo)準(zhǔn)[16],判定高風(fēng)險(xiǎn)有害生物4種(2.0≤Rlt;2.5),包括富氏葡萄孢盤(pán)菌、甘蔗凋萎病菌、蒲桃雷爾氏菌和古巴尖鐮孢;中風(fēng)險(xiǎn)有害生物5種(1.5≤Rlt;2.0),包括假?gòu)濇呔⑻疑珰W文氏菌、松樹(shù)脂潰瘍病菌、香蕉小球腔菌和枝孢斑點(diǎn)菌(表3)。

      綜合9種潛在的檢疫性有害生物的定量和定性風(fēng)險(xiǎn)分析結(jié)果,以所有檢疫性有害生物中風(fēng)險(xiǎn)水平最高者作為該植物種苗的檢疫風(fēng)險(xiǎn),因此,判定香蕉種苗的檢疫風(fēng)險(xiǎn)為高。

      2.4""風(fēng)險(xiǎn)管理措施

      依據(jù)潛在檢疫性有害生物風(fēng)險(xiǎn)分析的結(jié)論提出相應(yīng)的風(fēng)險(xiǎn)管理措施,通過(guò)實(shí)施風(fēng)險(xiǎn)管理措施可將輸華香蕉種苗風(fēng)險(xiǎn)降低到適宜的風(fēng)險(xiǎn)保護(hù)水平之下。

      2.4.1""加強(qiáng)封鎖與檢疫""建議加強(qiáng)封鎖與檢疫。少量引進(jìn)(特別應(yīng)考慮所需隔離檢疫設(shè)施的實(shí)際承載能力),與植物檢疫部門(mén)合作,加強(qiáng)檢疫封鎖;做好香蕉種植大國(guó)及病蟲(chóng)害發(fā)生嚴(yán)重國(guó)家入境的檢疫工作,阻止病原菌或害蟲(chóng)隨寄主材料入境。

      2.4.2""進(jìn)境要求""(1)檢疫審批:香蕉種苗進(jìn)口前,規(guī)定進(jìn)口商應(yīng)向海關(guān)總署申請(qǐng)辦理《進(jìn)境動(dòng)植物檢疫許可證》。

      (2)進(jìn)境檢疫:香蕉種苗到達(dá)進(jìn)境種苗指定監(jiān)管場(chǎng)地(指定口岸)后,海關(guān)人員將根據(jù)有關(guān)規(guī)定對(duì)種苗實(shí)施檢疫,特別對(duì)需關(guān)注的潛在檢疫性有害生物實(shí)施針對(duì)性檢疫。包裝、鋪墊材料、集裝箱不得黏附土壤、害蟲(chóng)及雜草籽等,經(jīng)檢疫合格的,準(zhǔn)予入境。

      (3)隔離種植:根據(jù)風(fēng)險(xiǎn)分析結(jié)果,進(jìn)境香蕉種苗須按每批每品種約15%的比例進(jìn)行抽樣檢查,在具備相應(yīng)資質(zhì)、硬件和管理?xiàng)l件的植物隔離檢疫圃實(shí)施隔離檢疫,其余種苗應(yīng)封存保管,待隔離檢疫期滿合格后,方可運(yùn)往引種企業(yè)進(jìn)行種植。

      2.4.3""不符合要求的處理""(1)如口岸查驗(yàn)中發(fā)現(xiàn)有檢疫性有害生物,則該批種苗作退回、銷毀或檢疫處理;(2)如隔離檢疫或種植期間發(fā)現(xiàn)檢疫性有害生物,根據(jù)有關(guān)檢疫法規(guī)對(duì)該批種苗進(jìn)行退回或銷毀處理。

      2.4.4""有害生物監(jiān)測(cè)""在海關(guān)部門(mén)的監(jiān)管下,生產(chǎn)者應(yīng)在香蕉種苗的生長(zhǎng)期和收獲期對(duì)有害生物進(jìn)行監(jiān)測(cè),證明需要關(guān)注的檢疫性有害生物是否傳入。

      2.4.5""檢疫處理技術(shù)研究""加強(qiáng)有害生物檢疫處理技術(shù)的研究工作。研究有害生物多目標(biāo)檢測(cè)技術(shù),以及以微生物菌劑等為核心的綠色靶向檢疫處理技術(shù)對(duì)有害生物去除效率、植株生長(zhǎng)和抗病(蟲(chóng))能力的影響,為檢疫部門(mén)開(kāi)展政策制定、有害生物快速檢測(cè)、檢疫處理等工作提供理論依據(jù)和技術(shù)保障。

      2.4.6""加大宣傳及與國(guó)外的溝通力度""積極開(kāi)展香蕉種苗傳帶有害生物危害嚴(yán)重性的科普宣傳工作,發(fā)現(xiàn)疫情及時(shí)上報(bào),同時(shí)加強(qiáng)與發(fā)現(xiàn)有害生物的國(guó)家的溝通,建立相應(yīng)的監(jiān)測(cè)網(wǎng)絡(luò)、檢疫處理技術(shù)規(guī)程,做到精準(zhǔn)識(shí)別和有效防除。

      3""討論

      有害生物風(fēng)險(xiǎn)分析是植物檢疫領(lǐng)域中的重要基礎(chǔ)性工作,是國(guó)家制定有害生物風(fēng)險(xiǎn)管理策略的理論依據(jù)[7,"10]。本研究通過(guò)查詢中國(guó)國(guó)家有害生物檢疫信息系統(tǒng)等數(shù)據(jù)庫(kù)和有關(guān)文獻(xiàn),根據(jù)在中國(guó)的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性進(jìn)行評(píng)估,確定了輸華香蕉種苗上需要進(jìn)一步評(píng)估的9種潛在檢疫性有害生物,經(jīng)定性和定量風(fēng)險(xiǎn)分析表明,高風(fēng)險(xiǎn)有害生物有4種,其中富氏葡萄孢盤(pán)菌(B."fuckeliana)分布在美國(guó)、加拿大、巴西、西班牙、日本和印度等國(guó);甘蔗凋萎病菌(G."sacchari)分布于洪都拉斯、波蘭、美國(guó)和孟加拉國(guó)等多個(gè)國(guó)家;蒲桃雷爾氏菌(R."syzygii)分布在印度尼西亞;古巴尖鐮孢(F."oxysporum"f."sp."cubense)分布在巴拿馬、古巴、美國(guó)和澳大利亞等多個(gè)國(guó)家。中風(fēng)險(xiǎn)有害生物有5種,其中假?gòu)濇呔–."fallax)分布在加納和印度;桃色歐文氏菌(E."persicina)分布在美國(guó)、澳大利亞、西班牙和日本等多個(gè)國(guó)家;松樹(shù)脂潰瘍病菌(F."circinatum)分布洪都拉斯、美國(guó)、澳大利亞和南非等多個(gè)國(guó)家;香蕉小球腔菌(L."musarum)分布在中國(guó)臺(tái)灣;枝孢斑點(diǎn)菌(M."musae)分布在古巴、洪都拉斯、加拿大、美國(guó)、馬來(lái)西亞和越南等多個(gè)國(guó)家。上述有害生物均屬于微生物、個(gè)體小,肉眼難于觀察,不僅為害香蕉種苗,還為害多種寄主植物,早期為害隱蔽性強(qiáng),潛伏和為害香蕉育苗基質(zhì)、根、莖和葉等多個(gè)部位,難以精準(zhǔn)識(shí)別,同時(shí)香蕉種苗的跨國(guó)運(yùn)輸,容易引起輸入地有害生物爆發(fā)成災(zāi),應(yīng)該引起足夠的重視.

      隨著經(jīng)濟(jì)全球化的不斷發(fā)展,我國(guó)香蕉種植人員和企業(yè)與赴越南、柬埔寨等國(guó)開(kāi)展香蕉生產(chǎn)、貿(mào)易,以及香蕉種苗資源的引進(jìn)等活動(dòng)日益頻繁[8]。本研究中的9種潛在檢疫性有害生物入侵我國(guó)并傳播擴(kuò)散的可能性極大,應(yīng)嚴(yán)格限制從疫區(qū)引進(jìn)的種苗和帶基質(zhì)的寄主植物,入境后需隔離檢疫,同時(shí)需高度重視對(duì)傳病介質(zhì)昆蟲(chóng)的嚴(yán)格檢疫。

      風(fēng)險(xiǎn)分析涉及的因素多而復(fù)雜,需要有效豐富的數(shù)據(jù)[7],常用方法為定性和定量方法相結(jié)合用于1~2種有害生物的分析,冼曉青等[31]分析發(fā)現(xiàn)番茄潛麥蛾的R值為2.64,屬于極高風(fēng)險(xiǎn)性農(nóng)業(yè)有害生物。楊臘英等[8]分析發(fā)現(xiàn)香蕉細(xì)菌性枯萎病病原菌(Ralstonia"solanacearum"race"2)的綜合R值為2.32,屬于高度危險(xiǎn)的農(nóng)業(yè)植物有害生物。謝梅瓊等[10]分析發(fā)現(xiàn)香蕉枯萎病菌[尖孢鐮刀菌古巴?;停‵."oxysporum"f."sp."cubense)]的R值為2.12,屬于高度危險(xiǎn)的檢疫性有害生物。姚衛(wèi)民等[9]分析發(fā)現(xiàn)香蕉穿孔線蟲(chóng)的R值為2.7,在廣西屬高度危險(xiǎn)的有害生物。徐永紅等[32]分析發(fā)現(xiàn)柑橘輪斑病菌(Pseudofabraea"citricarpa)的R值為2.08,處于高度風(fēng)險(xiǎn)等級(jí)。陳志云等[33]分析發(fā)現(xiàn)紅樹(shù)林的2種有害生物薇甘菊、星天牛最為嚴(yán)重,R值分別為1.63和1.61,均屬中度危險(xiǎn)的林業(yè)有害生物。

      本研究應(yīng)用定性和定量方法對(duì)輸華香蕉種苗上傳帶的假?gòu)濇呔?種潛在檢疫性有害生物開(kāi)展風(fēng)險(xiǎn)分析,為檢疫部門(mén)監(jiān)測(cè)預(yù)警和檢驗(yàn)檢疫提供了理論依據(jù)。由于香蕉種苗傳帶的潛在檢疫性有害生物仍缺乏全面和深入的研究,部分指標(biāo)仍存在一定程度的主觀性。總之,香蕉種苗傳帶有害生物風(fēng)險(xiǎn)評(píng)估體系將隨著其傳帶的有害生物生物學(xué)、流行學(xué)、成災(zāi)機(jī)理、檢疫處理技術(shù)、田間防控技術(shù)和風(fēng)險(xiǎn)評(píng)估方法等領(lǐng)域取得新進(jìn)展而更加完善和科學(xué)。
