山東濟南整合多方資源開展“萬人下鄉(xiāng)、千村提升”工程攜手謀發(fā)展 合力促振興

近年來，山東省濟南市實施“萬人下鄉(xiāng)、千村提升”工程，整合干部、企業(yè)、人才等多方面力量，每村安排1名駐村第一書記、1家企業(yè)團體，動員金融、科技、文化、法治等力量下沉一線、聯(lián)村幫村。

隆冬時節(jié)，山東省濟南市歷城區(qū)蘆南村里一派熱鬧景象。這里已經(jīng)成為市民郊區(qū)旅游、滑雪的熱門景點，周末更是人流如織。

眼看著相鄰的蘆南村日漸興盛，桃科村黨支部書記王奎水既羨慕又無奈。桃科村常住人口僅500多人，耕地少、山地多，發(fā)展陷入瓶頸，一直找不到致富門路。

如何鞏固拓展脫貧攻堅成果，進一步提升村民收入和村集體收入？近年來，濟南市實施“萬人下鄉(xiāng)、千村提升”工程（以下簡稱“千村提升”工程），聚焦村級集體經(jīng)濟年收入30萬元以下的村，整合調(diào)動干部、企業(yè)、政策、人才等多方資源力量，每村安排1名駐村第一書記、1家企業(yè)團體，動員金融、科技、文化、法治等力量下沉一線、聯(lián)村幫村，扎實推進共同富裕。

團結(jié)互助，組織駐村第一書記成立服務(wù)聯(lián)盟共謀發(fā)展

2023年6月，濟南市紅十字會干部王光華再次來到濟南市商河縣玉皇廟鎮(zhèn)埃子李村擔(dān)任駐村第一書記，這是他第三次來到商河縣駐村。不過，這次他不再只是幫扶埃子李村。

2023年，濟南市共向2429個村選派市縣干部2237人擔(dān)任第一書記，是歷年來選派力度最大的一次。中共濟南市委組織部組織三處處長趙磊介紹，鄉(xiāng)村整體發(fā)展質(zhì)量不高、發(fā)展不平衡不充分的問題還比較突出，許多村面臨缺人才、缺資源、缺路徑的現(xiàn)實困境，有些駐村第一書記也存在經(jīng)驗不足、力量薄弱等問題。如何更好地發(fā)揮這一群體的優(yōu)勢，成為“千村提升”工程的關(guān)鍵。

王光華農(nóng)村工作經(jīng)驗豐富，在縣、鎮(zhèn)黨委指導(dǎo)下，他牽頭組建成立了由46名駐村第一書記組成的玉皇廟鎮(zhèn)“第一書記鄉(xiāng)村振興服務(wù)聯(lián)盟”?！按蠹襾碜圆煌膯挝唬?jīng)歷、特長、知識結(jié)構(gòu)差異較大，如果只是在自己幫扶的村子里各忙各的，難免力量有限?！蓖豕馊A說，“比如我任職的埃子李村，就是一個典型的傳統(tǒng)糧食種植村，資源匱乏、收入單一，單純‘就村幫村難以實現(xiàn)村強民富。”

圍繞“幫扶一村不限一村、服務(wù)三年規(guī)劃長遠(yuǎn)”的工作思路，駐村第一書記們組建了一個分工明確、人盡其才的合作團隊?！拔覀兏鶕?jù)大家的經(jīng)驗特長，把聯(lián)盟細(xì)分為政策咨詢、產(chǎn)業(yè)發(fā)展、項目推進、矛盾調(diào)解和協(xié)調(diào)保障5個專項工作組，讓每名駐村第一書記干最擅長的事，構(gòu)建起發(fā)展共謀、難題共解、團結(jié)互助的架構(gòu)體系。聯(lián)盟成立以來，累計協(xié)調(diào)運用政策56條，謀劃產(chǎn)業(yè)項目21個，開展觀摩活動60余場，為每個幫扶村找到了符合實際的發(fā)展路子?！蓖豕馊A說。

這段時間，王光華牽頭招商引進的香菇產(chǎn)業(yè)基地項目，就把其中規(guī)劃建設(shè)的92個大棚交給46個幫扶村運營?！案鱾€村子都可以拿到項目分紅，共享發(fā)展成果。”王光華說。

目前，濟南市累計組建服務(wù)聯(lián)盟54個，活動覆蓋87個街道（鎮(zhèn)），自去年12月以來，先后舉辦助農(nóng)大集45場次，組織 137名駐村第一書記參與，展銷410種農(nóng)產(chǎn)品。此外，濟南還出臺了駐村第一書記管理考核、派出單位責(zé)任捆綁“兩個辦法”，明確8項“召回負(fù)面清單”，實行季度觀摩、半年比武、年度總評，推動真蹲實駐和更多資源下沉。

黨建引領(lǐng)，推動村莊連片融合發(fā)展

駐村第一書記擰成一股繩，鄉(xiāng)村同樣需要連片融合發(fā)展。2022年，歷城區(qū)將港九片區(qū)包括蘆南村、桃科村在內(nèi)的9個地域相近、資源相似、交通相連的村莊，組建聯(lián)合體，以黨建引領(lǐng)推動資源共享。

“我們在蘆南村的帶領(lǐng)下，搞起了民宿旅游，收入大大增加?！蓖蹩f，“以前也不是沒想過搞旅游，但一沒資金，二沒經(jīng)驗，哪敢把集體收入投進來?！?/p>

聯(lián)合體的成立，為周邊村子帶來了重要的發(fā)展資源。通過資源共享，9個村集中使用400萬元中央扶持資金、744.5萬元鄉(xiāng)村振興銜接資金，建設(shè)網(wǎng)紅民宿打卡地，連續(xù)兩年村均增收10萬元；通過產(chǎn)業(yè)整合，9個村形成區(qū)域一體化農(nóng)業(yè)產(chǎn)業(yè)園，將高品質(zhì)小米、山楂、核桃、香椿等農(nóng)產(chǎn)品統(tǒng)一打造為“源秀港九”品牌。2023年，9個村總收入超過1000萬元，比2022年增長15%。

連片融合發(fā)展，帶來的不僅僅是發(fā)展資源，還有更完善的黨組織建設(shè)和更大發(fā)展空間。

“如今企業(yè)來考察，先看的就是班子作風(fēng)和村風(fēng)民風(fēng)?！睗枀^(qū)仁風(fēng)鎮(zhèn)孫家村黨支部書記孫延亮說。孫家村近年來加強黨建引領(lǐng)，增強班子凝聚力，一步步發(fā)展成為遠(yuǎn)近聞名的強村，2023年集體收入達(dá)到120萬元。

村莊富了，有意向投資的企業(yè)越來越多，孫延亮卻覺得村莊發(fā)展空間受限?！皟H靠孫家村，無法承接這么多優(yōu)質(zhì)項目，必須走整合資源、連片發(fā)展的路子?！睂O延亮說。在鎮(zhèn)黨委指導(dǎo)下，孫家村等周圍5個村組成聯(lián)合體，立足村莊土地資源優(yōu)勢，探索“產(chǎn)業(yè)抱團、聯(lián)村共建、融合發(fā)展”新途徑。

聯(lián)合體成立后，著手加強班子建設(shè)，通過調(diào)整村干部結(jié)構(gòu)、加強黨建等，激發(fā)軟弱渙散村的干事活力。聯(lián)合體的成立，也突破了資源配置的空間限制。孫延亮充分發(fā)揮孫家村土地集中流轉(zhuǎn)、小麥育種經(jīng)驗豐富等優(yōu)勢，組織2個村和孫家村共同承擔(dān)1200畝糧食綠色高質(zhì)高效項目，帶動這2個村集體增收90余萬元。

中共濟南市委組織部副部長、市公務(wù)員局局長王玉躍表示，濟南結(jié)合本地農(nóng)村發(fā)展實際，注重發(fā)揮黨建引領(lǐng)作用，統(tǒng)一配置土地、資金、技術(shù)、人才等要素，實現(xiàn)疊加集群效應(yīng)。

整合力量，鼓勵村企共同發(fā)展鄉(xiāng)村產(chǎn)業(yè)

“我們村地處丘陵，村風(fēng)文明，村民和諧，想過發(fā)展中草藥種植，卻不掌握相關(guān)企業(yè)信息?！睗鲜腥R蕪區(qū)羊里鎮(zhèn)街道址坊村黨支部書記張明斌說。村里空有土地，卻找不到合適的項目，這讓張明斌有些苦惱。

山東欣業(yè)生物科技有限公司負(fù)責(zé)人王學(xué)艷有同樣的煩惱：“隨著這幾年國家對中醫(yī)藥行業(yè)的重視，企業(yè)發(fā)展迅速，急需土地建設(shè)新的種植基地來擴大中草藥生產(chǎn)規(guī)模?！?/p>

2023年，羊里鎮(zhèn)街道把址坊村的需求發(fā)布到了濟南市建立的村企結(jié)對網(wǎng)絡(luò)平臺上，王學(xué)艷看到后，主動聯(lián)系羊里鎮(zhèn)街道。經(jīng)過實地考察，王學(xué)艷發(fā)現(xiàn)址坊村的土地十分適合種植黃精等中草藥。最終，企業(yè)決定投資2000余萬元，開發(fā)建設(shè)400畝黃精種植基地，打造一條“企業(yè)+基地+農(nóng)戶+加工”的產(chǎn)業(yè)鏈，可帶動農(nóng)戶620戶，戶均可增收5000元以上。目前基地已種植黃精300余畝，同時種植其他一些中草藥，帶動周邊5個村莊約50多戶130人就業(yè)。

濟南市研發(fā)的村企結(jié)對網(wǎng)絡(luò)平臺，面向企業(yè)公開2429個幫扶村資源，先后動員1503家企業(yè)通過平臺與幫扶村結(jié)對，村企攜手共同發(fā)展鄉(xiāng)村產(chǎn)業(yè)。

除了動員企業(yè)下鄉(xiāng)，濟南還廣泛匯集各方力量。山東農(nóng)業(yè)大學(xué)教授張顏就是濟南市章丘區(qū)圣井街道湖廣院村的?？汀Ｗ鳛闈鲜朽l(xiāng)村振興科技顧問團隊的專家，張顏每個月都會到湖廣院村指導(dǎo)栽培和開展培訓(xùn)。

“張教授的到來，給我們村帶來了新的番茄品種和栽培技術(shù)?！苯衲?1歲的馬國英種植番茄多年，因為品種老化，番茄品質(zhì)不高，收入一直上不去?！皬埥淌诓坏o我們推薦了最新的草莓西紅柿等網(wǎng)紅品種，還推廣了菌菜輪作種植技術(shù)，可以有效改善常年種植番茄帶來的土壤問題?！瘪R國英說。

張顏目前已經(jīng)組織各類農(nóng)民培訓(xùn)及現(xiàn)代農(nóng)業(yè)技術(shù)培訓(xùn)12期，累計培訓(xùn)3500人次，引導(dǎo)周邊200余戶菜農(nóng)按照標(biāo)準(zhǔn)化規(guī)程進行番茄新品栽培，大大提升了農(nóng)產(chǎn)品附加值。

“千村提升”工程實施以來，濟南市共有111家市直單位、555家區(qū)縣直單位、33家中央和省駐濟單位以及142家國有企業(yè)、1361家民營企業(yè)參與，幫扶村數(shù)量占全市總數(shù)的51.8%。截至2023年12月底，駐村第一書記協(xié)調(diào)資金、村企聯(lián)建項目投資分別達(dá)到1.1億元、5580萬元，累計辦成3432個產(chǎn)業(yè)項目和民生實事，為幫扶村增加集體收入7000余萬元，帶動村民增收4000余萬元；各級財政投入3.1億元，扶持962個村實施連片產(chǎn)業(yè)項目238個，有效帶動了各類資源要素向農(nóng)村集聚。

中共濟南市委常委、組織部部長陳陽表示，下一步，濟南市將繼續(xù)聚焦抓黨建促鄉(xiāng)村振興，以“千村提升”工程為抓手，著力構(gòu)建人才鏈、產(chǎn)業(yè)鏈、資金鏈、創(chuàng)新鏈幫扶共建格局，促進資源共享、產(chǎn)業(yè)提質(zhì)、政策聯(lián)動，集中力量抓好辦成一批群眾可感可及的實事，有力推進鄉(xiāng)村全面振興。

△干部感言 推進鄉(xiāng)村全面振興需激發(fā)內(nèi)生動力

推進鄉(xiāng)村全面振興，需要把群眾發(fā)動起來，激發(fā)其內(nèi)生動力。

我們立足山區(qū)實際，成立村黨支部領(lǐng)辦的合作社，組織群眾種植中草藥，實施“藥食同源面條”產(chǎn)業(yè)項目，進一步提高產(chǎn)品附加值，一年時間累計生產(chǎn)14噸掛面，銷售收入達(dá)25萬元。群眾看到希望，參與積極性更高了。這陣子，我們又策劃論證了“共享菜園”、香菇種植等幾個新項目，今年將陸續(xù)施工建設(shè)。鄉(xiāng)村蘊藏著希望，200多畝的山坡上，我們和群眾一起種下金銀花，這些花兒將見證我們的拼搏與汗水。

推動增收致富要善于利用社會力量

說一千道一萬，增加村民收入是關(guān)鍵。如何突破發(fā)展瓶頸、實現(xiàn)村民增收？必須善于利用社會力量。

我們充分發(fā)揮聯(lián)村企業(yè)的帶動作用，從拓寬就業(yè)渠道入手，由黨支部牽頭，發(fā)動群眾成立建筑隊、運輸隊，村干部幫助協(xié)調(diào)政策，聯(lián)村企業(yè)負(fù)責(zé)市場聯(lián)絡(luò)，半年時間就承接了3個施工項目。我們通過實施村黨組織“跨村聯(lián)建”，整合各村土地、資金、勞動力，共同開辦特色農(nóng)產(chǎn)品加工企業(yè)。黨支部凝聚力、戰(zhàn)斗力明顯增強，群眾腰包鼓了、生活好了，共同推進鄉(xiāng)村全面振興的勁頭更足了。

In recent years， Jinan has implemented the "Ten Thousand People Going to the Countryside to Uplift Thousand Villages" project. This has integrated a number of different strengths， including those of cadres， enterprises， talents and so on. In addition， an accredited village first secretary and a business group have been appointed for each village， and financial， scientific and technological， cultural and legal resources have been mobilized to the front line. By the end of December 2023， the collective income of the assisted villages has increased by more than 70 million yuan， the villagers have been helped to increase their income by more than 40 million yuan， and 962 villages have been helped to launch 238 continuous industrial projects.

Unite and help each other， organize first secretary of the village Party committee to establish a service alliance for common development

In June 2023， Wang Guanghua， a cadre of the Jinan Red Cross， came to Aizili Village， Yuhuangmiao Town， Shanghe County， Jinan City， to work as the first secretary of the village Party committee. Its the third time hes been accredited to the village in Shanghe county. This time， however， he has taken on more responsibilities in addition to helping Aizili Village.

Under the guidance of the county and township Party committees， he initiated the establishment of the "First Secretary Rural Revitalization Service Alliance" of Yuhuangmiao Town that consists of 46 first secretaries. Adhering to the concept of "none of the assistance is limited to one village， and long-term planning should be made during the three-year service period"， the first secretaries set up a working team with a clear division of labour， giving full scope to talents. Since the alliance was established， a total of 56 policies have been implemented in a coordinated manner， 21 industrial projects have been planned and more than 60 observation activities have been carried out， helping each village to find a practical way of development.

Currently， 54 service alliances have been established in Jinan， encompassing 87 streets （towns）. Furthermore， Jinan has proposed a management evaluation for the first secretary of the village Party committee and two methods for implementing the responsibility of dispatched units， as well as a clarification of eight "negative lists of recall". Additionally， it has introduced quarterly observation， biannual competitions and annual general evaluation to implement the aforementioned measures.

Guided by Party building to promote continuous integrated development of villages

As the first secretary of the village Party committee has made joint efforts， the countryside also needs to be integrated to develop in a contiguous manner. In 2022， Licheng County linked the nine villages in the Gangjiu region that share adjacent land， similar resources and transport links to form a consortium， promoting the sharing of resources under the guidance of Party building.

Through the sharing of resources， the nine villages were able to utilize 4 million yuan of central support funds and 7.445 million yuan of rural revitalization articulation funds to construct an Internet celebrity check-in place of home inn. Through the integration of industries， the nine villages have formed a regionally integrated agricultural industrial park. In 2023， the total income of the nine villages exceeded 10 million yuan， an increase of 15 percent over 2022.

Since its establishment， the consortium has played an important role in fostering team building and motivating officials in villages with weak and disorganized points. It has done this by adjusting the structure of village cadres and strengthening Party building. Furthermore， the consortium has helped to overcome spatial limitations in resource allocation.

Wang Yuyue， deputy director of the Organizational Department of the CPC Jinan Municipal Committee and director of the Jinan Administration of Civil Service， said that in light of the evolving needs of local rural areas， Jinan places a strong emphasis on the pivotal role of Party building， and strives to harmoniously integrate various resources， including land， capital， technology， and talent， to foster a synergistic cluster effect.

Integrate forces and encourage villages and enterprises to jointly develop rural industries

Since the implementation of the "Uplift Thousand Villages" project， a total of 111 municipal units， 555 district and county units， 33 central and provincial units in Jinan， as well as 142 state-owned enterprises and 1，361 private enterprises have participated in the project， and the number of villages receiving support accounts for 51.8 per cent of the citys total.

Chen Yang， member of the Standing Committee of the CPC Jinan Municipal Committee and director of the Organizational Department， said that Jinan will continue to place a strong emphasis on Party building for rural revitalization， and will endeavor to leverage the "Uplift Thousand Villages" project to construct a cooperative support pattern involving the talent chain， industrial chain， capital chain and innovation chain. It will concentrate on achieving tangible results that directly affect peoples actual benefits， and will strive to promote the comprehensive revitalization of the countryside through the encouragement of resource sharing， industrial upgrading， and policy interaction.
