在濟(jì)南，安居無(wú)憂

唐天寶四年（745），詩(shī)圣杜甫游歷濟(jì)南，在歷下亭應(yīng)友人之邀賦詩(shī)一首，詩(shī)中名句“海右此亭古，濟(jì)南名士多”一經(jīng)吟誦，便成為千百年來(lái)稱贊濟(jì)南人杰地靈的佳句。

16年后，在成都浣花溪邊的草堂里，杜甫又揮毫寫(xiě)下千古名句“安得廣廈千萬(wàn)間，大庇天下寒士俱歡顏，風(fēng)雨不動(dòng)安如山”。詩(shī)圣將憂國(guó)憂民的情懷寄托在詩(shī)中，他希望能有千萬(wàn)間高大寬敞、即使遇到風(fēng)雨也不為所動(dòng)安穩(wěn)得像山一樣的房屋，能庇護(hù)天底下貧寒的讀書(shū)人讓他們喜笑顏開(kāi)。

“居”無(wú)憂，“才”安心。這是詩(shī)圣的夢(mèng)想，更是他筆下“名士多”的城市正在做的事情。為了全方位滿足人才的安居需求，近年來(lái)，濟(jì)南建立了“租購(gòu)補(bǔ)”為一體的人才住房保障政策體系，推出“真金白金”的租房、購(gòu)房、生活補(bǔ)貼及公積金繳存補(bǔ)貼，籌集保障性租賃住房及人才公寓，打造青年驛站，出臺(tái)住房公積金支持高校畢業(yè)生的“青春聚濟(jì) 筑夢(mèng)泉城”政策等，不斷擴(kuò)大、織密、加固住房保障網(wǎng)，給廣大人才家一般的獲得感和歸屬感。

人才在濟(jì)，落腳無(wú)憂

在青年驛站住了短短幾天，無(wú)錫姑娘李夢(mèng)對(duì)濟(jì)南這座城市充滿了好感，“一接到面試通知，我就在‘青春濟(jì)南公眾號(hào)上申請(qǐng)了青年驛站，太方便了，關(guān)鍵是住得安全又安心?！?/p>

李夢(mèng)所說(shuō)的青年驛站，正是濟(jì)南為來(lái)濟(jì)求職的應(yīng)屆畢業(yè)生傾力打造的公益項(xiàng)目。青年驛站每年能為大學(xué)生們提供2次、每次不超7天的免費(fèi)住宿。除住宿功能外，還提供政策咨詢、崗位推介等服務(wù)，驛站內(nèi)有圖書(shū)館、培訓(xùn)室、休閑娛樂(lè)區(qū)，定期舉辦青年創(chuàng)業(yè)培訓(xùn)與志愿者活動(dòng)，助力青年人才更好地融入社會(huì)與職場(chǎng)?！凹冉饬宋覀兊娜济贾?，也幫助我們盡快擺脫人生地不熟的緊張與不安?！睆耐瞥鍪着?0家公益性青年驛站至今，濟(jì)南已建立青年驛站99家，實(shí)現(xiàn)12個(gè)區(qū)縣和濟(jì)南高新區(qū)全覆蓋，常態(tài)化為青年人才提供床位2000余個(gè)，其規(guī)模走在了全省甚至全國(guó)前列。

對(duì)于初來(lái)乍到的青年人才而言，青年驛站是他們?cè)谀吧鞘新淠_的第一站，直接影響著他們對(duì)這座城市的第一印象。濟(jì)南這一系列暖心工作，讓更多青年人才看到了這座城市留才、愛(ài)才的誠(chéng)意。來(lái)自河北工程大學(xué)土木工程學(xué)院的學(xué)生王蕊說(shuō)，“一進(jìn)房間，干凈整潔，洗漱用品一應(yīng)俱全，有家的感覺(jué)”。煙臺(tái)大學(xué)會(huì)計(jì)學(xué)專(zhuān)業(yè)畢業(yè)生陳澤說(shuō)，“酒店在小區(qū)里，門(mén)口有保安站崗，刷門(mén)禁卡才能乘坐電梯，讓人一進(jìn)來(lái)就安心，希望能在濟(jì)南找到合適的工作”。

人才在濟(jì)，租房無(wú)憂

“對(duì)于我們剛參加工作的大學(xué)生來(lái)說(shuō)，每個(gè)月花銷(xiāo)最多的就是房租。但自從拿到安居卡申請(qǐng)了租房補(bǔ)貼后，經(jīng)濟(jì)壓力一下子減輕了很多。”去年畢業(yè)于山東師范大學(xué)的小朱表示，她與朋友合租了一套兩室一廳的房子，住次臥的她每個(gè)月需承擔(dān)1100元房租，現(xiàn)如今每個(gè)月可以領(lǐng)到租房補(bǔ)貼700元，剩下的400元可以直接從公積金賬戶上進(jìn)行抵扣，“等于一分錢(qián)沒(méi)花，還住了個(gè)自己滿意的房子”。

在濟(jì)南，與小朱一樣符合條件申領(lǐng)到租房補(bǔ)貼的高校畢業(yè)生還有很多。他們之中，有博士畢業(yè)每月能領(lǐng)到1500元的，有碩士畢業(yè)每月能領(lǐng)到1000元的，有本科畢業(yè)每月能領(lǐng)到700元的，也有專(zhuān)科畢業(yè)每月能領(lǐng)到500元的，最長(zhǎng)可領(lǐng)取3年，最短不少于3個(gè)月。同時(shí)，他們還可享受濟(jì)南新出臺(tái)的住房公積金支持高校畢業(yè)生的“青春聚濟(jì) 筑夢(mèng)泉城”政策，在濟(jì)南加入公積金制度就能夠得到300元的首次繳存補(bǔ)貼，留濟(jì)繳滿6個(gè)月社?？稍兕I(lǐng)取1200元補(bǔ)貼。截至今年3月底，濟(jì)南為14869名大學(xué)生發(fā)放首次繳存補(bǔ)貼446萬(wàn)元。

除了真金白銀的補(bǔ)貼外，濟(jì)南還打造了眾多保障性租賃住房項(xiàng)目及人才公寓，讓人才免除各類(lèi)租房煩惱，在濟(jì)實(shí)現(xiàn)“安居夢(mèng)”。

3月2日，緊鄰軌道交通二號(hào)線彭家莊站的“彭家莊社區(qū)”保障性租賃住房項(xiàng)目投入試運(yùn)營(yíng)。1319套租賃房源，配有一居室、兩居室、三居室等多種戶型，能滿足新市民、各類(lèi)人才對(duì)租賃住房“多戶型、全功能、樂(lè)生活”的需求?！吧鐓^(qū)不僅環(huán)境好，還配備了快遞柜、凈水機(jī)、售賣(mài)機(jī)等自助設(shè)施，休閑區(qū)還有羽毛球場(chǎng)、乒乓球場(chǎng)，十分方便?！眲?cè)胱∩鐓^(qū)的張先生笑道。

不只有彭家莊社區(qū)。目前濟(jì)南已籌集保障性租賃住房11.8萬(wàn)套（間），由專(zhuān)業(yè)租賃企業(yè)提供服務(wù)，并以低于同地段同品質(zhì)市場(chǎng)價(jià)的租金標(biāo)準(zhǔn)優(yōu)先面向新市民、青年人才出租。

與保障性租賃住房不同的是，人才公寓則主要用于緩解各重點(diǎn)單位人才安居工作壓力。濟(jì)南首個(gè)市級(jí)統(tǒng)籌人才公寓——丁家莊泊寓項(xiàng)目先后向山東高等技術(shù)研究院、齊魯空天信息研究院、濟(jì)南量子技術(shù)研究院等重點(diǎn)單位提供房源?！斑@里是酒店式的服務(wù)模式，家具齊全，地段好，還設(shè)計(jì)有茶社、書(shū)房等配套服務(wù)，生活很便捷?！比胱∪藛T贊不絕口。

人才在濟(jì)，購(gòu)房無(wú)憂

對(duì)于高層次人才而言，選擇濟(jì)南、扎根濟(jì)南，很重要的一環(huán)就是購(gòu)房。

在濟(jì)南，全日制碩士、博士及D類(lèi)以上人才，在濟(jì)南穩(wěn)定就業(yè)且購(gòu)買(mǎi)第一套住房的，符合條件可申請(qǐng)購(gòu)房補(bǔ)貼。補(bǔ)貼力度有多大？從一組數(shù)據(jù)便可見(jiàn)一斑——碩士研究生可領(lǐng)取10萬(wàn)元，博士研究生可領(lǐng)取15萬(wàn)元，D類(lèi)以上人才最高可領(lǐng)取額度在40萬(wàn)—100萬(wàn)之間，A類(lèi)人才“一人一策、一事一議”。

需要注意的是，博士研究生、碩士研究生購(gòu)房補(bǔ)貼一次性發(fā)放，其他高層次人才購(gòu)房補(bǔ)貼分3年發(fā)放，核準(zhǔn)首年發(fā)放總額的40%，第2年、第3年分別發(fā)放核準(zhǔn)總額的30%。符合條件的高校畢業(yè)生申請(qǐng)人才購(gòu)房補(bǔ)貼只可享受1次，已享受濟(jì)南市其他人才購(gòu)房補(bǔ)貼政策的，不可重復(fù)申請(qǐng)。

當(dāng)然，沒(méi)有住房需求的人才在濟(jì)南也可以得到真金白銀的補(bǔ)貼。從韓國(guó)延世大學(xué)碩士研究生畢業(yè)后，小侯選擇回到家鄉(xiāng)濟(jì)南工作，并于2023年被認(rèn)定為E類(lèi)高層次人才。之后他申請(qǐng)了每月1000元的生活補(bǔ)貼，“我與父母住在一起，沒(méi)有租房或購(gòu)房需求，所以生活補(bǔ)貼的形式更適合我，這也為我大大減輕了生活負(fù)擔(dān)”。與碩士研究生一樣，同屬于E類(lèi)人才的博士研究生每月則可享受1500元生活補(bǔ)貼，最長(zhǎng)為3年。A、B、C、D類(lèi)人才每月分別為5000元、4000元、3000元、2000元，最長(zhǎng)為5年。

從落腳濟(jì)南，到租房、購(gòu)房、生活補(bǔ)貼及公積金繳存補(bǔ)貼，濟(jì)南以人才需求為導(dǎo)向，打造出的“租購(gòu)補(bǔ)”為一體的住房保障政策體系，讓我們看到了這座城市禮遇人才的決心與信心，也讓我們感受到了“人才來(lái)濟(jì)，安居無(wú)憂”的安全感與幸福感。

In order to satisfy the housing needs of talents in an all-round way， Jinan has established a housing security policy system for talents， which integrates the measures of renting， purchasing and supplementing. It has introduced a number of initiatives designed to provide financial assistance to those in need， including subsidies for renting， purchasing， living and provident fund contributions， as well as guaranteed rental housing and talent apartments. It has also constructed youth stations and issued housing fund support policies for college graduates. The security measures for housing have been expanded， reinforced and consolidated， which engenders a sense of gain and belonging.

No worries for settling down in Jinan

The Youth Station is a public welfare programme designed to assist recent graduates who seek for employment in Jinan. It offers university students the opportunity to stay for free twice a year for up to seven days each time. In addition to accommodation， it also offers a range of services， including policy counselling， job promotion， and so on. The establishment offers a range of facilities， including libraries， training rooms， recreation areas， and regular youth entrepreneurship training and volunteer activities. These are conducive to assisting young people in integrating more effectively into society and the workplace.

Since the launch of the initial 20 public welfare youth stations， Jinan has established 99 youth stations， achieving comprehensive coverage across 12 districts and counties， including the Jinan Innovation Zone. These facilities are able to provide over 2，000 beds for young talents on a regular basis， which represents a leading position within the province and even the country. Jinan has provided an opportunity for young talents to gain a deeper understanding of the citys commitment to retaining and nurturing its creative resources.

No worries for renting in Jinan

In Jinan， eligible college graduates can apply for rental subsidies. Additionally， those who join the provident fund system in Jinan are eligible for a 300 yuan subsidy for their first contribution， and those who stay in Jinan for six months are able to receive a further 1，200 yuan subsidy. By the end of March this year， Jinan has issued 4.46 million yuan in first-time deposit subsidies to 14，869 college students.

In addition to the financial incentives， Jinan has also introduced a number of rental housing projects and talent flats， with the aim of providing a stable and comfortable living environment for talents， and to fulfil the“dream of living in peace” in Jinan.

No worries for purchasing a house in Jinan

The ability to purchase a house is essential for establishing oneself in Jinan for high-caliber talent.

Individuals with a full-time masters degree or doctoral degree， as well as those above the category D， who are employed in Jinan and have purchased their first home， are eligible to apply for a home purchase subsidy. Graduates of the masters degree programme may receive 100，000 yuan， while those who have completed the doctoral degree programme may receive 150，000 yuan. Subsidies for talents in categories D and above are offered with amounts ranging from 400，000 to 1，000，000 yuan. Subsidies are offered on a case-bycase basis for talents in category A. Those who do not need to purchase a residence may apply for an appropriate living allowance.
