Abstract：The Sinicization of Marxism is neither the nothingness of Chinese civilization，nor the dissolution of Chinese civilization，but the interactive development of the combination of integrity and innovation.Chinese civilization gives birth to the appearance of the Sinicization of Marxism，which provides the cultural soil for the Sinicization of Marxism，consolidates the foundation of identity，enriches the support of resources，and becomes the rational foundation for the development of Marxism in exotic areas.The practical exploration of the Sinicization of Marxism has stimulated the modernization transformation of Chinese civilization，which optimizes the value orientation for Chinese civilization，strengthens mission responsibility，stimulates innovation vitality，enriches spiritual connotation，and becomes the fundamental driving force for the innovation and development of Chinese civilization.In the new era，the interactive development between the Sinicization of Marxism and Chinese civilization should establish a broad vision of building a new form of human civilization，taking the reconstruction of the modernity of socialism with Chinese characteristics as the primary premise，taking the subjective consciousness of the Chinese nation as the core mission，and taking the construction of the integration of the order of human civilization as the external guarantee，to enhance the civilized meaning of the Sinicization of Marxism and highlight the era value of Chinese civilization，playing a greater role in promoting the great rejuvenation of the Chinese nation and even the progress of human civilization.

Digital Economy，Resource Allocation Efficiency and High-quality Developmentin Prefecture-level Cities（11）

Abstract：Based on the panel data of 211 prefecture-level cities in China from 2011 to 2019，this paper explored the potential effects，influential mechanism and spatial spillover effects of digital transformation on high-quality urban development.The results show that digital transformation can significantly promote high-quality development，but it does not show significant spatial spillover effects on the high-quality development of neighboring cities.（2）Heterogeneity analysis found that at the regional digital level，the role of the digital economy in promoting the high-quality development of cities with low penetration and integration rate is lower than that in medium and high-level areas.In terms of high-quality development，digital economy can promote regional high-quality development only in medium level cities.（3）Mechanism analysis shows that the digital economy drives high-quality urban development by improving the efficiency of physical capital allocation，but due to the “Baumol disease” phenomenon of service industry expansion，although the digital economy improves the efficiency of human capital allocation，it cannot improve the level of high-quality urban development.

Measurement and Evaluation to Population Vitality of Characteristic Towns in Zhejiang Province based on Big Data（22）

Abstract：Characteristic towns have spread all over the country since originated in Zhejiang in 2015.Developing an objective and comprehensive evaluation system of characteristic towns has become crucial for local governments.Cooperating with the Big Data Center of China Mobile Communications Group Zhejiang Co.Ltd.，this research designs a measurement index of population vitality based on the desensitized mobile phone signaling data and investigates the population vitality of 114 provincial-level characteristic towns released by the first three batches of nomination in Zhejiang Province.Furthermore，the factors influencing the population vitality of characteristic towns are explored and summarized.It is found that the population size and concentration of characteristic towns in Zhejiang Province have been improved to varying degrees，but the development of towns with different industrial types is different：characteristic towns with fashion，digital economy or financial services industry witnessed good population vitality，while historical and touristic towns were underperformed with a relatively small population size.Meanwhile，the regression results show that features of leading industries，construction period of towns，local socio-economic background and industrial foundation significantly affect the population vitality of characteristic towns.Generally speaking，the development of characteristic towns conforms to objective economic laws，and the key to their success lies not in factors such as quantity，scale，age and initial development conditions，but in whether to choose the leading industries that best match local social and economic conditions and future development plans.

Abstract：Anticipation is the basic property of law.Legal anticipation includes two parts，i.e.the conditions in the legal connotation that can satisfy people’s prediction of their behavior and the application of legal anticipated conditions in the operation of law.Although legal anticipation is related to legal predictability，possibility of expectation and certainty or stability，it is not the same.The general adjustment of law determines three dimensions of legal anticipation：legal anticipation of legal time，legal space and legal relation.In essence，legal fiction is a kind of “fictionalized anticipation”.The basic way of legal fiction is a kind of typed technology，which makes the typification treatment of norms，adjustments and imputation in law，so as to formulate the content，technology and consequence of legal anticipatory.The legal anticipation of ordinary people in daily life is the empirical anticipation of law；at the same time，the legal anticipation of the legal elite in exceptional state is the logical anticipation of law.

Abstract：Prediction is law’s main function，that is，one uses it as criterion to forecast his own behavior’s result or the others’ behavior.Prediction by Law is not as precise as by natural rule，but it is enough for prediction in most social cases.An accurate legislation is the direct condition to realize law’s predictability.Consider that all legislation must be expressed and conveyed by language，legislative terms，as a parole，their accuracy depends on not themselves but langue of legal community.This understanding and thought can lead to a conclusion：a shared legal concept and consciousness system outside a law system，which is systematized and shaped mainly by legal professional community，is the key to the latter’s accuracy.

On the Limits of Legal Anticipatory——An Exposition from the Perspective of Institutional Rhetoric（56）

Abstract：Anticipation is an important virtue of the rule of law，but sufficient anticipation is neither possible nor desirable.The appropriateness of anticipation requires that legal theory must answer how anticipatory value is structurally related to law.There are two main structural relations between law and anticipatory nature in traditional legal theory.One is legal realists，which regard prediction as a qualitative feature in legal operation，i.e.strong prediction；the other is natural law scholars，which regard anticipation as a constitutive condition of law，i.e.weak constitution.Both explanation of legal anticipatory value is neither sufficient nor satisfactory.From the perspective of institutional rhetoric，the anticipatory value of law is not to protect individual autonomy，but to create institutional conditions that make coordination and cooperation between interactive subjects possible.Anticipatory value can be best realized in law only when it meets the requirements of authority，argumentation andeffectiveness -presupposition.

Abstract：The way that information is produced and exists in the age of flow has greatly activated human existence and social relations.The frequent awakening and use of digital body has made individuals very accustomed to switching between physical body and digital body.The digital body has placed the individual in a quasi-active state capable of initiating social relationships at any time，and the individual is also able to hold conscious sameness and enter the online world with no sense of strangeness.Although there are differences in the expression and presentation of people’s behavior in cyberspace and real space，the spatial practices linked by the digital body have become an important reliance for constructing and maintaining individual social identity.In the dual activities of body consumption and consumption of body，individuals will continue to create hot spots to catch up with the stick and raise the heat of social attention.Physical consumption belongs to recreational activities that consume economic costs besides labor production.This physical practice is a secondary product led by capital.Body consumption is transformed into the labor behavior of spiritual production and benefit exchange in the Internet era，in which individuals hope to become a highprofile Internet celebrity.This physical practice is an idolized and symbolic activity of chasing economic benefits and social emotions.

Towards the Construction of Deep Discourse Shaping Mode：The Cognition Logic Evolution of the Localization of Empowerment Theory（78）

Abstract：Empowerment Theory is derived from the Western Social Work.At the critical stage of the localization process of empowerment theory in China，it is necessary to make a reflective assessment of the cognition logic process it has traveled.After a deep perspective on the domestic academic field，it can be found that the localization process of empowerment theory is moving towards the construction of deep discourse shaping mode.This deep discourse shaping mode is based on the awakening of the localization consciousness of empowerment theory，gets its initial prototype in the understanding path evolution sequences from the “misreading” type，the“unique” type，the “failure” type to the “transformation”type，and obtained positive and negative cognition logic references in the discursive debates between Western centrism and local centrism，universalism and particularism，traditionalism and modernism，essentialism and historicism.This deep discourse shaping mode is essentially a historical，contextualized，and expanded way of knowledge coreproduction.To construct this deep discourse shaping mode，we need to jump out of the existing cognition framework，and to realize the transformation from “center theory”to “mutual construction theory”，“single variable theory”to“covariation theory”，“correspondence theory” to“creation theory”，“pure theory” to “co-existence theory”，“reduction theory”to “generation theory”.

The Phenomenon of Semi-professionalization of Village Cadres from the Perspective of Integration Politics（87）

Abstract：If the degree of remuneration package is taken as the key indicator to measure whether village cadres are already professionalized，we can infer that village cadres are in a semi-professional stage in most parts of the country.And it is difficult for village cadres to become fully professionalized.In consideration of its stability and universality，regarding semi-professionalization as a transitional stage to be fully professionalized is inappropriate.This paper attempts to understand this phenomenon in the general trend of the evolution of rural governance systems.In the framework of democratic centralism，modern rural governance system and its operating mode have changed from “dual-track politics” to “integration politics”.As a new structure，“integration politics” is significant for the construction of state power and rural governance.There is a strong connection between “integration politics” and semi-professionalization.To be specific，semi-professionalization is an important institution to ensure the function of “integration politics”.Nowadays，although more and more people are advocating the professionalization of village cadres，local governments still need to be cautious.

Abstract：Phenomenological methodology has important theoretical and practical significance for social research.In theory，the phenomenological principle of “toward to the thing itself” and the research methods related to description，intentionality analysis，meaning constitution，intersubjectivity and life-world are of guiding significance to social studies.In practice，phenomenological methodology has effectively opened up the research fields of sociology of knowledge，sociology of understanding，sociology of culture，ethnography and so on.Alfred Schutz laid the foundation of phenomenological social theory in his works such as The Phenomenology of the Social World.This paper，with Schutz as the center，explores the origin and development of phenomenological social research methodology，clarifies the main approaches of phenomenological method applied to social studies and evaluates its significance in the history of thought.

Existence and Prospect in Accelerating Social Context——From Biopolitics to the Politics of Speed（106）

Abstract：Biopolitics is a new perspective on modernity put forward by the French philosopher Michel Foucault，which aims to illustrate the ruling features and consequences of modern society from the perspective of the relationship between power （politics） and body，it is，a comprehensive discipline of the life of a body-centered person based on rationality and efficiency.The ultimate consequence of this trend is the surveillance and discipline cage that Jeremy Bentham designed as a prototype for the panoramic prison.With the development of accelerating technology and its negative consequences，the French philosopher Virilio put forward another critical perspective on the discipline of modernity，that is，the politics of speed.In this perspective，acceleration determines the modern environment and human survival，the full use of speed technology such as real-time，microminiaturization，leads to the eroding of space for human survival and the“Colonization”of human body and soul.Eventually，the speed nihilism will turn the world into an existential desert.In response to this situation，based on speed economics，Virilio proposed a new liberation agenda that centered on speed control in the context of accelerated modernity based on speed economics.Although this critique of technology does not really open the real path to social and human liberation in the contemporary context，Virilio identifies a change in the premise of what we are discussing today：from the view of milieu，we are no longer facing what Frankfurt School call the “Iron Curtain” of the factory，but the“Cage of speed”of real-time communications，and from the perspective of the subject，we are no longer facing Michel Foucault’s hypothetical population of the industrial age，it’s the population of the light-speed Communication Age.Because of this，the critique of modernity must establish its own speed frame when it pays attention to life.

Abstract：The metaverse is the technological imagination of human beings about the future form of intelligent society，which marks the development of the digital productivity level of human society to a more advanced stage.Opinions about the development prospects of the metaverse mainly include the following three types：technological utopianism，technological intermediary theory，technological domination theory.Based on the conflict and interaction between technology and society，the intelligent technology architecture of the metaverse will deeply rewrite the relationship between people and the world，people and society，people and information，and people and himself.This can both promote human liberation and possibly keep people trapped in technological cages.Facing the future，the Metaverse needs to establish a responsibility ethic that is responsible for the future of mankind，in order to promote the ‘responsible innovation’ of digital technology，prevent technology from doing evil to people，defend people’s uniqueness and subjectivity.Only in this way can we ensure that all technological innovations in the future intelligent society always develop in the direction of human security and liberation.

Abstract：The creation of Ci has always been very prosperous in Zhejiang province.Since the Song Dynasty，Ci poets in Zhejiang have occupied a very high proportion in the whole country，and their achievements have been very outstanding，gradually forming a good tradition of Ci.There are many reasons for the formation of Zhejiang Ci tradition，but there are three main aspects：Firstly，Hangzhou is the capital of the Southern Song Dynasty，gathering a group pf cultural elites，which lays a good foundation for the prosperity of Zhejiang Ci creation.Secondly，the geographical location，economic situation and cultural environment of Zhejiang province are conducive to the creation of Ci，which provides strong support for the formation and development of Zhejiang Ci tradition.Thirdly，Zhejiang Ci poets generally pursue Ci art and praise elegance，which is the most consistent with the aesthetic essence of Ci.The tradition of Zhejiang Ci is an important part of Zhejiang cultural treasure.We should further strengthen the study of Zhejiang Ci tradition，exploring its modern cultural value，and integrating it into the construction of Zhejiang modern culture.

Abstract：“Slower days in the past” is an allegorical text of the slow aesthetic modernity in the racing era.Mu Xin’s montage writing of the small town life in his youth is actually a reminiscence of the “slow days in the past” life，a kind of “slow memory” writing.It not only carries the nostalgia and nostalgic consciousness of the scattered wanderers，but also provides a mirror of survival and a critical perspective to reflect on the modernity of racing，and presents an aesthetic discourse metaphor towards slow modernity.

Abstracts：The Song tea culture is a link and innovation in the development of Chinese tea culture.The“tea whisking method” in Song Dynasty is unique in Chinese tea drinking culture.Tea system benefited military and stimulated economic development.The tea ceremony culture contributed to the tradition of valuing education and virtue in Chinese tea culture，opened up a new situation in the research of Chinese tea culture，left behind many treasures of tea literature and art for the later generations，led to the aesthetic peak of Chinese tea set culture，and created a miracle that the Song tea culture promoted the integration of the Chinese nation.In order to promote contemporary development，we should absorb the essence of Song tea culture and inherit its excellent cultural heritage and spiritual temperament：（1）Excavate and innovate the charm of “harmony” of Song tea culture，with the mind of harmonizing the world with tea，promote social harmony，enhance national unity，maintain national unity，and open wider to the outside world；（2）Excavate and innovate the charm of “virtue”of Song tea culture，and carry forward the Chinese tea ceremony culture and traditional virtues；（3）Excavate and innovate the charm of “elegance” of Song tea culture，and jointly build a new pattern of mutual prosperity of fine and popular culture on the supply side；（4）Excavate and innovate the charm of “novelty” of Song tea culture，encourage emancipation of the mind，seek truth and be pragmatic，keep innovative and creative.
