Abstract:TheResolutionof the Sixth Plenary Session of the 19th CPC Central Committee pointed out that the great party building spirit remains the source of the spiritual pedigree of the Chinese Communists. The great party building spirit is the brilliant spiritual achievement of the party in the past century and the theoretical achievement of the combination of Marxism and the reality of Party construction. Composed of 32 words in four sentences, it has played a great guiding and encouraging role in the history of the party in the past century. "Adhering to truth and ideals" is the logical starting point, theoretical cornerstone and spiritual advantage of the great party building spirit, and forms the theoretical foundation supporting the framework of the great party building spirit. On the new journey of the times, "adhere to truth and ideals" is to implement the Xi Jinping's thoughts of socialism with Chinese characteristics in the new era. Striving to build socialism with Chinese characteristics and realizing the great ideal of communism, the CPC leads the people towards the realization of the second Centennial goal.

Abstract:Historical materialism lays a scientific foundation for us to grasp and explain the development process and historical trend of human society in general with its basic interpretation principles and the disclosure of the objective law of social development. The Chinese Communists have always regarded historical materialism as the party's philosophical basis, studied and explained the party's history with the standpoint, viewpoint and method of historical materialism, and formed a correct view of party history. The correct view of party history not only contains the scientific view of history and methodology of historical materialism, but also has its own new category and new expression. Historical materialism and a correct view of the party's history not only laid a scientific foundation for the study and interpretation of the party's Centennial struggle, but also laid a methodological foundation for the overall grasp of the party's major achievements and historical experience. Examination and Judgment of Scientific Evidence

Abstract:The uncertainty and non-neutrality of scientific evidence and the knowledge gap between law and other sciences make it difficult for judicial personnel to review scientific evidence substantially and effectively. According to the attributes of scientific evidence, we can analyze its structure of external perspective and internal perspective, so as to make it possess the characteristics of data. At present, artificial intelligence can integrate into the examination and judgment of criminal evidence with the help of powerful computing ability and deep learning mode, which is logically consistent with the structural analysis of scientific evidence. Artificial intelligence can be involved in the review and judgment of scientific evidence, through big data and machine learning, to realize retrieval and statistical analysis and process natural language for planning and decision-making.

Abstract:Under the goals of carbon peak and carbon neutralization, regional collaborative innovation and development is of great significance and value in coping with global climate change, promoting regional green and low-carbon progress, high-quality industrial development and building a beautiful China. Among them, the embedding of new energy development into regional emission reduction remains an important part of regional collaborative innovation and development, which is realistic, mainly reflected in resource status, economic foundation, institutional factors, technical conditions and environmental factors. Based on the current development reality of our country, we should adopt strategies such as establishing a new mechanism for ensuring the supply of new energy minerals, building a new path for new energy consumption, tapping the potential new value of carbon assets, forming new advantages in clean energy development, cultivating new driving forces for smart energy, expanding new ideas for regional cluster development, and giving "green water and green mountains" reasonable value, so as to give play to the effect of regional collaborative emission reduction and improve the capacity and level of China's ecological civilization construction, contribute China's wisdom and path to global climate and energy governance.

China's Agricultural Subsidy Policy: Its Effect and Optimization

Abstract:After abolishing the agricultural tax, China has initially formed various forms of subsidies, such as comprehensive income subsidies based on direct subsidies for growing grain and comprehensive direct subsidies for agricultural materials, special production subsidies based on improved varieties and subsidies for the purchase of agricultural machinery and tools, and price protection subsidies based on the minimum purchase price policy of grain. The macro-data test results show that agricultural subsidies have a significant positive impact on the total agricultural output value and farmers' per capita income, while the micro-data test results also indicate that agricultural subsidies promote the increase of farmers' agricultural output value. The test results of macro- and micro-data fully reveal that agricultural subsidies promote agricultural development. However, there are still some problems in agricultural subsidies, such as high implementation cost, asymmetric information, unreasonable subsidy methods, imperfect subsidy supervision system and so on. It is suggested that our country should start from the reality of local agricultural development, adjust the subsidy methods and standards, improve the agricultural subsidy mechanism, improve the subsidy distribution supervision system, establish and improve the disaster risk dispersion mechanism, and activate the motive force of agriculture.

The Tendency of "Community Omnipotence" and "Social

Organization Omnipotence" in Community Governance

Abstract:There are two tendencies in the innovation of "three association linkage" community governance: "all-round community" and "all-round social organization". The linkage of the three social organizations under the leadership of the former is easy to make social organizations and social workers lose their independence in community governance and be enlisted into the category of community administration, resulting in the dilemma of "administrative digestion specialty"; The linkage of the three associations led by the latter has scattered the energy of social organizations and insufficient human investment due to exaggerating the professionalism of social organizations and social workers, resulting in social workers being tired of coping and perfunctory services and falling into a "specialization trap". To avoid the above two "omnipotent" tendencies, we must clarify the relationship between community daily work, community administration, community service and community governance, and clarify the scope and boundary of the "three social sectors". The community cannot regard the purchase of social services as a means of "burden reduction", and social organizations and social workers cannot blindly "take jobs" in order to obtain project funds.
