“現(xiàn)在職稱證書已經(jīng)成了合作社的‘金名片,外出洽談業(yè)務(wù)時(shí),對(duì)方一看咱是有職稱的農(nóng)民,都高看一眼,向周邊村民講解、推廣新技術(shù),大家也更信服了。”東營(yíng)市東營(yíng)區(qū)西龐村村民龐增華說,自從評(píng)上副高職稱,他就一直把證書和駕照放在一起,可以隨時(shí)展示給客戶看。
從2013年開始,龐增華通過流轉(zhuǎn)土地,成立了金豐農(nóng)場(chǎng)。“從那時(shí)起,就下定決心發(fā)展現(xiàn)代農(nóng)業(yè),走規(guī)模化、產(chǎn)業(yè)化經(jīng)營(yíng)的路子?!饼嬙鋈A說,如今金豐農(nóng)場(chǎng)已有大小機(jī)械100余臺(tái),從耕種到收割全部實(shí)現(xiàn)了機(jī)械化操作。由于經(jīng)營(yíng)出色,他評(píng)上了農(nóng)民副高級(jí)農(nóng)藝師的職稱,成為“持證上崗”的新農(nóng)人。
農(nóng)民也能評(píng)職稱,這源于山東在2018年試點(diǎn)的一項(xiàng)新制度。為選拔培育一批有技術(shù)、懂市場(chǎng)、會(huì)經(jīng)營(yíng)、善開拓的鄉(xiāng)村專業(yè)人才,山東率先在東營(yíng)試點(diǎn)新型職業(yè)農(nóng)民職稱評(píng)定制度。2021年,在前期試點(diǎn)工作的基礎(chǔ)上,山東面向全省推開這一制度。新型職業(yè)農(nóng)民職稱分為農(nóng)民助理農(nóng)藝師、農(nóng)民農(nóng)藝師、農(nóng)民副高級(jí)農(nóng)藝師、農(nóng)民正高級(jí)農(nóng)藝師。所有扎根農(nóng)村、服務(wù)農(nóng)村的專業(yè)技術(shù)人員均可納入評(píng)審范圍。
“我在2019年12月通過了職業(yè)農(nóng)民中級(jí)職稱的評(píng)審。但因?yàn)榻?jīng)營(yíng)業(yè)績(jī)好、帶動(dòng)了本地村民致富,能夠有機(jī)會(huì)破格晉升。”棗莊市臺(tái)兒莊區(qū)張莊村香溪蔬菜種植專業(yè)合作社理事長(zhǎng)徐新華說,他在2020年被評(píng)為山東省級(jí)“齊魯鄉(xiāng)村之星”,這一榮譽(yù)打破職稱晉升的年限限制,他可以直接參評(píng)農(nóng)民副高級(jí)農(nóng)藝師,并于今年被破格“錄取”。在職稱評(píng)審中,山東明確提出不唯學(xué)歷、資歷、論文,對(duì)業(yè)績(jī)顯著、貢獻(xiàn)突出的新型職業(yè)農(nóng)民,可以破格晉升。
截至2020年底,山東已評(píng)定新型職業(yè)農(nóng)民職稱2224人,其中高級(jí)職稱41人、中級(jí)職稱626人、初級(jí)職稱1557人。對(duì)于取得職稱的個(gè)人,山東人社部門和農(nóng)業(yè)部門給予3000元到8000元的一次性補(bǔ)助。此外,在技術(shù)服務(wù)、項(xiàng)目合作、銀行貸款、產(chǎn)品推介、財(cái)政扶持等方面,也會(huì)給予政策傾斜。
9月10日,高唐縣清平鎮(zhèn)馬莊村的地瓜種植基地一派繁忙景象,破土而出的一個(gè)個(gè)品相良好的地瓜,被農(nóng)民分裝入筐?!鞍撤N的600多畝地瓜今年實(shí)現(xiàn)大豐收,預(yù)計(jì)可收入600多萬元。這多虧了肖站長(zhǎng)的精心指導(dǎo)?!笔斋@現(xiàn)場(chǎng),馬莊村“地瓜大王”馬宗國(guó)喜滋滋地說,他的地瓜種植面積在全縣名列前茅。今年,他還把傳統(tǒng)的儲(chǔ)存地窖升級(jí),儲(chǔ)存能力達(dá)到175萬公斤,地瓜儲(chǔ)存時(shí)間不受限制,每公斤價(jià)格至少提高0.4元。
馬宗國(guó)稱贊的肖站長(zhǎng),名叫肖從忠,是清平鎮(zhèn)農(nóng)技站站長(zhǎng)。作為山東省科技特派員,他一直奔波在農(nóng)業(yè)科技推廣一線,曾獲“山東省最美農(nóng)技員”等多項(xiàng)殊榮。肖從忠是馬宗國(guó)科技種田的領(lǐng)路人。在肖從忠的指導(dǎo)和鼓勵(lì)下,馬宗國(guó)10多年來堅(jiān)持走地瓜種植致富路,而且越種越好,種植面積也由最初的幾畝發(fā)展到現(xiàn)在的600多畝。如今的馬宗國(guó),不僅成了“三胞胎地瓜合作社市級(jí)產(chǎn)業(yè)園”的負(fù)責(zé)人,還被肖從忠培養(yǎng)成了省級(jí)科技特派員,帶動(dòng)群眾致富。
長(zhǎng)期占據(jù)全省科技服務(wù)積分排行榜榜首的肖從忠,是科技特派員中的佼佼者。他總結(jié)創(chuàng)新的“花生、地瓜起壟覆膜滴灌”等新技術(shù),節(jié)水、節(jié)肥,高產(chǎn)、高質(zhì),大大提高了科技示范戶的收益。在山東,像肖從忠這樣的省級(jí)科技特派員還有很多,他們是長(zhǎng)在田間地頭的科技服務(wù)志愿者,天天盯在一線,為農(nóng)民種田廣送“金點(diǎn)子”,助鄉(xiāng)親盡快過上好日子。
產(chǎn)業(yè)振興,科技先行。如何讓科技特派員更好地發(fā)揮人才引領(lǐng)作用,助力鄉(xiāng)村振興?根據(jù)今年3月出臺(tái)的《山東省科技特派員管理辦法》,山東省將充分發(fā)掘可深入基層一線科技人員,為鄉(xiāng)村振興事業(yè)打造一支科技“輕騎兵”。山東省科學(xué)技術(shù)廳相關(guān)負(fù)責(zé)人表示,與以往相比,此次科技特派員突出“三農(nóng)”屬性??萍继嘏蓡T人選,將從高等院校、科研院所和其他單位選派,開展技術(shù)示范推廣、技術(shù)指導(dǎo)服務(wù)、農(nóng)民科技培訓(xùn)與創(chuàng)新創(chuàng)業(yè)活動(dòng),是他們的主要職責(zé)。在為期三年的服務(wù)期內(nèi),科技特派員每年需志愿深入農(nóng)村基層開展相關(guān)工作,時(shí)間不少于1個(gè)月。
金鄉(xiāng)縣是“大蒜之鄉(xiāng)”,裝卸搬運(yùn)大蒜都離不開叉車,目前該縣叉車用工需求達(dá)數(shù)千人。金鄉(xiāng)縣人社局瞄準(zhǔn)企業(yè)用工缺口,主動(dòng)做好鄉(xiāng)土人才的培訓(xùn)“文章”。
“2016年12月退役后,因?yàn)闆]有一技之長(zhǎng),我一直都沒找到合適的工作。去年,我參加了金鄉(xiāng)縣人社局舉辦的叉車司機(jī)培訓(xùn)班,考試合格并拿到了職業(yè)培訓(xùn)證書,現(xiàn)在我已經(jīng)在凱盛農(nóng)產(chǎn)品物流園有限公司上班了?!比涨埃劶芭嘤?xùn)經(jīng)歷,金鄉(xiāng)縣司馬鎮(zhèn)周廟村村民戴義濱仍非常激動(dòng)。
據(jù)介紹,金鄉(xiāng)縣人社局緊緊圍繞大蒜收儲(chǔ)產(chǎn)業(yè)發(fā)展需求,設(shè)置2500平方米的叉車訓(xùn)練場(chǎng),購(gòu)置多輛通用類型叉車,開展叉車特色培訓(xùn),將技能培訓(xùn)與產(chǎn)業(yè)需求有機(jī)結(jié)合。截至目前,金鄉(xiāng)縣已開設(shè)20期叉車司機(jī)培訓(xùn)班,培訓(xùn)操作工689人,就業(yè)率達(dá)到85%以上。
金鄉(xiāng)縣開設(shè)的叉車司機(jī)培訓(xùn)班,是山東省緊盯產(chǎn)業(yè)需求、開展特色培訓(xùn)的生動(dòng)例證。近年來,山東省緊扣鄉(xiāng)村人才需求,堅(jiān)持應(yīng)培盡培、愿培則培、需培就培的原則,拓寬培養(yǎng)途徑,提升培養(yǎng)層次,不斷提高農(nóng)民技能水平。特別是圍繞農(nóng)業(yè)“新六產(chǎn)”發(fā)展,把農(nóng)業(yè)實(shí)用技術(shù)培訓(xùn)納入職業(yè)技能培訓(xùn)目錄,以小項(xiàng)目提升農(nóng)村勞動(dòng)力技能水平,培育了一大批掌握先進(jìn)實(shí)用技術(shù)的“藍(lán)領(lǐng)”農(nóng)民。
近年來,山東實(shí)施“領(lǐng)頭雁”培育工程,培訓(xùn)新型農(nóng)業(yè)經(jīng)營(yíng)主體帶頭人、農(nóng)業(yè)經(jīng)理人等高素質(zhì)農(nóng)民4.2萬人,支持經(jīng)營(yíng)成果、致富經(jīng)驗(yàn)就地轉(zhuǎn)化和推廣普及;加大農(nóng)業(yè)科技領(lǐng)軍人才選拔力度,遴選農(nóng)業(yè)農(nóng)村領(lǐng)域泰山學(xué)者12名、泰山產(chǎn)業(yè)領(lǐng)軍人才25名、“齊魯鄉(xiāng)村之星”150名;鼓勵(lì)技工院校開設(shè)涉農(nóng)專業(yè),33所技工院校開設(shè)農(nóng)業(yè)機(jī)械使用維護(hù)、農(nóng)村經(jīng)濟(jì)等涉農(nóng)專業(yè),目前在校農(nóng)村生源學(xué)生30.47萬人。
“加強(qiáng)農(nóng)民職業(yè)技能培訓(xùn),提高農(nóng)民職業(yè)技能水平,是全面推進(jìn)鄉(xiāng)村振興的必然要求。2020年,山東累計(jì)組織農(nóng)村轉(zhuǎn)移就業(yè)勞動(dòng)者職業(yè)技能培訓(xùn)65.26萬人次,為鄉(xiāng)村振興提供了人才支撐和保障?!鄙綎|省人社廳黨組副書記、副廳長(zhǎng)、一級(jí)巡視員夏魯青介紹。

On the road of rural talent revitalization, Shandong has not only relied on “Introduction”, but also used existing resources to foster talents, to tap peasantsinternal driving force, and to cultivate their technological level, business capacity and market attainments, thereby vigorously breaking the “Land Cultivation”talent predicament.
In 2018, Shandong took the lead in implementing the pilot professional title assessment system for new-type skilled peasants in Dongying. By the end of 2020, Shandong has awarded a professional title of new-type skilled peasant to 2,224 people, including 41 individuals with a senior title, 626 with an intermediate title, and 1,557 with a junior title. For any individual obtaining a professional title, the Shandong Provincial Department of Human Resources and Social Security and the Shandong Provincial Department of Agriculture and Rural Affairs will give a one-off subsidy ranging from RMB 3,000 to 8,000. Moreover, policy support will be given in terms of technical services, project cooperation, bank loans, product promotion, and financial support.
I n a c c o r d a n c e w i t h t h e Administrative Measures for Technicians of Shandong Province issued in March, Shandong will fully seek scientific and technical personnel capable of going deep into the grassroots forefront, and build a sci-tech “Light Cavalry”for rural revitalization. The candidates for technicians will be selected from institutions of higher learning, research institutes and other units, and mainly responsible for carrying out technology demonstration and promotion, technical guidance service, sci-tech training for peasants, as well as innovation and entrepreneurship activities. In a three-year service period, these technicians need to go deep into rural grassroots units for relevant work every year, with the duration not less than one month.
“E n h a n c i n g p e a s a n t sprofessional skill training and improving their professional skill level is an inevitable requirement f o r f u l l y p r o p e l l i n g r u r a l revitalization. In 2020, Shandong cumulatively organized 652,600 person-times of vocational skill training for rural migrant workers, providing talent support and guarantee for rural revitalization,”said Xia Luqing, First-Class Inspector, Deputy Head and Deputy Secretary of the Leading Party Group of the Shandong Provincial Department of Human Resources and Social Security.
