高校優(yōu)化創(chuàng)業(yè)型創(chuàng)新人才發(fā)展環(huán)境的對(duì)策研究

摘? 要：伴隨著我國(guó)經(jīng)濟(jì)發(fā)展速度的逐漸加快，創(chuàng)業(yè)型創(chuàng)新人才的培養(yǎng)也開(kāi)始越來(lái)越多地受到了人們的關(guān)注，在這樣的大背景之下，對(duì)高校創(chuàng)業(yè)型創(chuàng)新人才的發(fā)展環(huán)境進(jìn)行合理有效的優(yōu)化就顯得十分有必要。因此，必須結(jié)合新經(jīng)濟(jì)發(fā)展特點(diǎn)，正確引導(dǎo)高校人才發(fā)展方向。該文首先探討了創(chuàng)業(yè)型創(chuàng)新人才所具有的特點(diǎn)，其次探討了創(chuàng)業(yè)型創(chuàng)新人才在發(fā)展環(huán)境方面存在的問(wèn)題，最后提出了高校優(yōu)化創(chuàng)業(yè)型創(chuàng)新人才發(fā)展環(huán)境的具體對(duì)策，希望能夠?qū)Ω咝?chuàng)新型人才培養(yǎng)有所幫助。

Research on the Countermeasures of Optimizing the Development Environment of Entrepreneurial Innovative Talents in Colleges and Universities

Abstract： With the gradual acceleration of China's economic development， the cultivation of entrepreneurial innovative talents has attracted more and more attention. Under this background， it is necessary to optimize the development environment of entrepreneurial innovative talents in Colleges and universities. Therefore， we must correctly guide the direction of talent development in Colleges and universities in combination with the characteristics of new economic development. On the one hand， this paper discusses the characteristics of entrepreneurial innovative talents， on the other hand， it discusses the problems existing in the development environment of entrepreneurial innovative talents. finally it puts forward the specific countermeasures to optimize the development environment of entrepreneurial innovative talents in colleges and universities， hoping to be helpful to the cultivation of innovative talents in colleges and universities.

要想使國(guó)家經(jīng)濟(jì)以及城市經(jīng)濟(jì)的活力能夠得以更好的體現(xiàn)，實(shí)際進(jìn)行創(chuàng)業(yè)的過(guò)程中就需要將創(chuàng)新元素融入其中，同時(shí)這也是高新技術(shù)產(chǎn)業(yè)化過(guò)程中必不可少的一個(gè)重要途徑，在培育新興產(chǎn)業(yè)的過(guò)程中，它也是一個(gè)十分重要的增長(zhǎng)點(diǎn)。從現(xiàn)階段的情況來(lái)看，國(guó)內(nèi)外城市在實(shí)際競(jìng)爭(zhēng)的過(guò)程中，創(chuàng)業(yè)水平和創(chuàng)新水平都是十分重要的聚焦點(diǎn)，而對(duì)于城市發(fā)展來(lái)說(shuō)，具有較高素質(zhì)的創(chuàng)業(yè)型創(chuàng)新人才則是十分重要的稀缺資源。因此，要推動(dòng)高校創(chuàng)業(yè)型創(chuàng)新人才的發(fā)展，在城市內(nèi)部建立完善的人才發(fā)展服務(wù)體系十分有必要，進(jìn)而對(duì)人才的創(chuàng)業(yè)發(fā)展環(huán)境進(jìn)行合理有效的優(yōu)化，打造一支優(yōu)秀的創(chuàng)業(yè)型創(chuàng)新人才隊(duì)伍，使其能夠具有較強(qiáng)的國(guó)際競(jìng)爭(zhēng)力，這也是我國(guó)在推動(dòng)經(jīng)濟(jì)發(fā)展過(guò)程中以及發(fā)展高新技術(shù)產(chǎn)業(yè)過(guò)程中的一個(gè)十分重要的戰(zhàn)略舉措。

1? 創(chuàng)業(yè)型創(chuàng)新人才所具有的特點(diǎn)

（1）所謂的創(chuàng)業(yè)型創(chuàng)新人才，主要指的是能夠通過(guò)個(gè)人力量進(jìn)行企業(yè)創(chuàng)辦的人才，或是能夠在經(jīng)濟(jì)領(lǐng)域帶領(lǐng)團(tuán)隊(duì)，并充分發(fā)揮自身領(lǐng)導(dǎo)作用的人才。

（2）創(chuàng)業(yè)型創(chuàng)新人才也指在某一領(lǐng)域有專(zhuān)利或是有科技研發(fā)方面的項(xiàng)目，依托專(zhuān)利項(xiàng)目或是創(chuàng)新技術(shù)項(xiàng)目進(jìn)行創(chuàng)新型企業(yè)創(chuàng)辦的人才[1]。

（3）創(chuàng)業(yè)型創(chuàng)新人才不僅具有敢于創(chuàng)業(yè)的勇氣，同時(shí)也具有勇于創(chuàng)新的熱情，不僅要有創(chuàng)業(yè)的激情，同時(shí)也需要有創(chuàng)新的能力，能夠在日常的生活以及工作中發(fā)現(xiàn)并且把握創(chuàng)業(yè)的機(jī)會(huì)。

（4）創(chuàng)業(yè)型創(chuàng)新人才自身還具有較強(qiáng)的冒險(xiǎn)精神，面對(duì)創(chuàng)業(yè)過(guò)程中可能出現(xiàn)的各種風(fēng)險(xiǎn)能夠做到敢于承擔(dān)，不怕在創(chuàng)業(yè)的過(guò)程中遇到挫折，不僅有戰(zhàn)勝困難的決心，同時(shí)也有擺脫困難的能力。
