“熱辣”外交有何不可？

2021年6月7日至8日，東盟國(guó)家外長(zhǎng)齊聚重慶，紀(jì)念中國(guó)—東盟建立對(duì)話(huà)關(guān)系30周年。記者采訪(fǎng)了北京外國(guó)語(yǔ)大學(xué)亞洲學(xué)院副教授宋清潤(rùn)，他巧妙地用重慶美食火鍋，來(lái)比喻這場(chǎng)“熱辣”外交，解讀中國(guó)和東盟這30年的合作發(fā)展歷程—

（宋清潤(rùn)：這一次是東盟外長(zhǎng)齊聚重慶，可以說(shuō)集聚一堂。）

中國(guó)國(guó)務(wù)委員兼外長(zhǎng)王毅與東盟外長(zhǎng)會(huì)面時(shí)說(shuō)，“很高興在中國(guó)著名的山城重慶和老朋友在此見(jiàn)面?！敝貞c對(duì)于中國(guó)—東盟合作來(lái)講是一個(gè)有特殊意義的城市。王毅表示，“重慶同新加坡現(xiàn)在關(guān)系越來(lái)越好了，特別是我們?cè)谝黄鹜七M(jìn)了陸海新通道這個(gè)重大的合作項(xiàng)目。目前我看這個(gè)項(xiàng)目已遠(yuǎn)遠(yuǎn)超出了‘中新合作的范圍，成為‘地區(qū)合作一個(gè)新的亮點(diǎn)?！?/p>

（宋清潤(rùn)：重慶人喜歡吃火鍋。重慶的地位就有點(diǎn)像鍋中間的鍋，是個(gè)樞紐，是中國(guó)西南幾個(gè)省市和東盟多個(gè)國(guó)家建立的陸海新通道的節(jié)點(diǎn)城市。）

會(huì)議期間，王毅表示，30年來(lái)中國(guó)和東盟的關(guān)系滄海桑田，取得了巨大的變化和歷史性的進(jìn)步。

（宋清潤(rùn)：吃火鍋是一個(gè)不斷加菜的過(guò)程，菜由少到多，種類(lèi)有點(diǎn)多。我認(rèn)為，其實(shí)這個(gè)跟中國(guó)—東盟過(guò)去30年的合作有點(diǎn)相似。中國(guó)和東盟剛建立對(duì)話(huà)關(guān)系的時(shí)候，中國(guó)在東盟的貿(mào)易伙伴當(dāng)中的位次其實(shí)是在十幾名，現(xiàn)在我們是東盟最大的貿(mào)易伙伴，而且我們持續(xù)了好多年。中國(guó)和東盟建立自由貿(mào)易區(qū)的時(shí)候，分了好幾個(gè)步驟，中國(guó)和泰國(guó)、新加坡首先是減免了很多蔬菜、水果的關(guān)稅，使雙方的貿(mào)易能夠得到先期的更快發(fā)展，起了一個(gè)非常好的示范作用。就像火鍋的辣鍋先開(kāi)，清湯鍋后開(kāi)，但是最后我們都開(kāi)了。對(duì)東盟來(lái)講，中國(guó)也是它第一個(gè)建立自由貿(mào)易區(qū)的域外大國(guó)，東盟也是中國(guó)首個(gè)簽署自貿(mào)協(xié)定的區(qū)域組織。）

王毅指出，“我們克服了疫情帶來(lái)的不便，成功地舉辦這次線(xiàn)下會(huì)議，開(kāi)展面對(duì)面的交流，這充分體現(xiàn)了雙方對(duì)彼此的信任，體現(xiàn)了對(duì)中國(guó)—東盟關(guān)系的高度重視，也充分體現(xiàn)了對(duì)深化合作的殷切期待?！?/p>

（宋清潤(rùn)：火鍋的火是這個(gè)火鍋熱的動(dòng)力。中國(guó)—東盟合作，這背后有幾個(gè)驅(qū)動(dòng)力。危中有機(jī)，合作是危機(jī)驅(qū)動(dòng)型的。中國(guó)是向東盟國(guó)家提供疫苗最多的國(guó)家，面對(duì)地區(qū)共同的危機(jī)或挑戰(zhàn)的時(shí)候，我們能夠真正做到高度互信，互幫互助，對(duì)彼此的認(rèn)知越來(lái)越好。）

這次會(huì)議上，菲律賓外長(zhǎng)特奧多羅·羅欽表示，中國(guó)慷慨捐贈(zèng)的疫苗極大地幫助了東盟成員國(guó)，新冠肺炎疫情告訴我們應(yīng)該加強(qiáng)應(yīng)對(duì)疫情的能力和準(zhǔn)備，同時(shí)也說(shuō)明我們?cè)诟囝I(lǐng)域還能進(jìn)一步擴(kuò)大合作。

（宋清潤(rùn)：中國(guó)—東盟合作經(jīng)過(guò)30多年的發(fā)展，就像這個(gè)火鍋一樣，越來(lái)越熱氣騰騰、蒸蒸日上。）

Chongqing is a city of special significance for China ASEAN cooperation.）

He said， "the relations between Chongqing and Singapore are constantly improving. In particular， we have jointly promoted the major cooperation project of New International Land-Sea Trade Corridor. At present， I think this project has gone far beyond the scope of "China-Singapore cooperation" and become a new highlight of "regional cooperation."

（Song Qingrun： Chongqing people enjoy hotpot. Chongqing's status is a bit like the inner pot of the hotpot vessel. It is a hub and a node city of the New International Land-Sea Trade Corridor established by several provinces and cities in Southwest China and multiple ASEAN countries.）

Wang Yi said that over the past 30 years， the relations between China and ASEAN has undergone tremendous changes and historical progress.

（Song Qingrun： Eating hot pot is a process of constantly adding a great variety of dishes. In my opinion， this resembles the cooperation between China and ASEAN in the past 30 years. When China and ASEAN first established the dialogue relations， China actually ranked after No.10 amongst ASEAN's trading partners. Now we are ASEAN's largest trading partner for many years. China and ASEAN took several steps to establish a Free Trade Area. First of all， China， Thailand and Singapore lowered and exempted multiple tariffs on vegetables and fruits， which accelerated the trade between the sides preliminarily with an exemplary role. It's like the spicy soup of the hotpot gets boiled first， then the unspicy soup， but in the end the whole pot gets seethed. For ASEAN， China is also the first major country outside of it to establish a Free Trade Area， and ASEAN is also the first regional organization for China to sign a free trade agreement.）

Wang Yi pointed out， "we have overcome the difficulties caused by the pandemic and successfully held this offline meeting and carried out face-to-face exchanges， which fully reflects the mutual trust of the two sides， the importance we attach to China-ASEAN relations， and the ardent expectation for deepening cooperation."

（Song Qingrun： The firey hot pot symbolizes the dynamics. There are also several driving forces behind China-ASEAN. As opportunities are contained in crisis， cooperation is also driven by crisis. China is the country that provides the most vaccines to ASEAN countries. In the face of a common regional crisis or challenge， we can truly achieve a high degree of mutual trust， mutual help and mutual understanding.）

At the meeting， Teodoro Locsin， Foreign Minister of the Philippines，said that the vaccine donated by China has greatly helped ASEAN Member States. COVID-19 has told us that we should strengthen our capacity to respond to the epidemic and preparedness. At the same time， it also shows that we can further expand cooperation in more areas.

（Song Qingrun： After more than 30 years of development， China-ASEAN cooperation， like the hotpot， is at full steam.）
