“黑科技”我們還可以這樣玩

去年，有一條有趣的報(bào)道，北京外國(guó)語(yǔ)大學(xué)絲綢之路研究院發(fā)起了一次留學(xué)生的民間調(diào)查，來(lái)自20個(gè)國(guó)家的留學(xué)生，評(píng)選出了他們心目中中國(guó)的“新四大發(fā)明”：高鐵、支付寶、共享單車和網(wǎng)購(gòu)。

中國(guó)的技術(shù)創(chuàng)新勢(shì)能，其輸出不僅向內(nèi)，同時(shí)向外。

有一種聲音認(rèn)為，過(guò)去中國(guó)的創(chuàng)新發(fā)展如同一列綠皮火車，由火車頭帶動(dòng)車廂前進(jìn)，如今這列火車已經(jīng)變成了動(dòng)車組。動(dòng)車組的原理是每節(jié)車廂都有動(dòng)力，車廂越多，動(dòng)力單元越多，動(dòng)能勢(shì)能也就越大。

重慶，正處在這列動(dòng)車組之中。

2018年1月27日，市委書(shū)記陳敏爾參加市政協(xié)五屆一次會(huì)議第一聯(lián)組討論時(shí)指出，習(xí)近平總書(shū)記對(duì)重慶提出“兩點(diǎn)”“兩地”定位要求，為重慶發(fā)展指明了方向路徑、提供了根本遵循。

重慶如何落實(shí)好這一定位要求？其中之一是大力實(shí)施以大數(shù)據(jù)智能化為引領(lǐng)的創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略行動(dòng)計(jì)劃，加強(qiáng)大數(shù)據(jù)智能化在產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、政府治理和民生保障等領(lǐng)域應(yīng)用，為重慶經(jīng)濟(jì)社會(huì)發(fā)展“賦能”。

通過(guò)對(duì)智能化產(chǎn)業(yè)不斷培育完善，目前重慶部分智能技術(shù)已躋身國(guó)內(nèi)前列，培育出一批智能化產(chǎn)業(yè)集群，如工業(yè)機(jī)器人領(lǐng)域，初步形成研發(fā)、整機(jī)制造、系統(tǒng)集成等全產(chǎn)業(yè)體系，集成電路、物聯(lián)網(wǎng)、手機(jī)制造領(lǐng)域，已基本形成智能制造、系統(tǒng)集成、運(yùn)營(yíng)服務(wù)等全產(chǎn)業(yè)鏈。

重慶已提出著力實(shí)施以智能化為引領(lǐng)的創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略行動(dòng)計(jì)劃。下一步，還計(jì)劃出臺(tái)全市大數(shù)據(jù)發(fā)展計(jì)劃，推動(dòng)全市智能產(chǎn)業(yè)發(fā)展提速升級(jí)。

Last year, a survey conducted by Beijing Foreign Studies University Silk Road Research Instituteshowed that High-speed train, Alipay, bike-sharing, and online shopping were voted as China’s “four new great inventions” by students abroad from twenty countries.

China’s technological innovation momentum affects not only the country itself,but also other countries.

Some hold that China’s innovation in the past was like an old-style train, whose locomotive drives carriages, while today the old-fashioned train has become a bullet train where more carriages mean more kinetic power and momentum, because every carriage has its motive power.

Chongqing is part of the bullet train.

On January 27, 2018, Chen Miner, Party Secretary of the Municipal Committee of the CPC, attended the discussion of the fi rst joint meeting of Five Sessions of the CPPCC. He pointed out that General Secretary Xi Jinping has put forward the "Two Points" and "Two Places" as the positioning requirement, which serves as the direction and basic rules for the development of Chongqing.

How should Chongqing implement the positioning requirement? One way is to vigorously implement the innovation-driven development strategy and action plan led by big data intelligence, and strengthen the application of big data intelligence in the industrial restructuring and upgrading, government governance, people's livelihood and other fi elds so as to "provide new impetus" to Chongqing's economic and social development.

The continuous promotion for intelligent industry has sparked off a patch of intelligent industry clusters in Chongqing, whose intelligent technology in some fi elds has taken the lead. For example, the integrated industry system has been formed in the field of industrial robot making, which includes research and development,manufacturing, system integration, etc.. Further, the integrated industry chain has taken shape in the fi elds of integrated circuit, IOT, and phone-making, involving smart manufacturing, system integration, operational services, etc..

Now, Chongqing is about to implement Innovation Driver Development Strategic Action Planwhich is led by intelligence, and will devise big data development plan for the whole city in the hope of accelerating the development of intelligent industries in Chongqing.
