Abstract: The speech delivered by General Secretary Xi Jinping at the mobilization meeting on the study and education of the party's history clarified the party's historical position, present position and future position, deepened our understanding of the nature and purpose of the party, strengthened the political consciousness of arming the whole party with the party's innovative theories, and further grasped the law of historical development and the general trend of current development. Thus, it had grasped the historical and realistic initiative of the development of the cause of the party and the state, greatly promoted the party's theoretical and practical consciousness, and had become an important symbol for the CPC to move towards the political party consciousness. the political party consciousness is the rational autonomous behavior state of the political party, which means that the political party has a clear understanding of its own existence, nature, purpose and mission. the political party consciousness is a valuable and excellent quality of the party, which combines independence, introspection and self-discipline, showing that a political party has acquired the necessary ability and status of autonomy. Abstract: Organizational culture is an important soft power to promote the open government data. Based on survey data of civil servants in Shanghai, this paper explores the influence of government organizational culture on the willingness and behavior of civil servants to promote government data openness. The empirical results show that organizational culture has a significant positive impact on the willingness and behavior of civil servants which will influence civil servants to promote behavior through the intermediary role of perceived behavior control. Meanwhile, organizational culture can significantly positively influence the willingness of civil servants through the intermediary role of behavior attitude and subjective norms. In the future, government departments should pay attention to fostering an open and shared organizational culture, attach importance to the ideological guidance of civil servants, improve their normative beliefs and control beliefs, and create conditions for promoting the construction of an open government.

Abstract: It is a urgently realistic problem to be resolved on how to encourage the vast grass-root civil servants to be brave at taking responsibility and behave well. The survey among 694 civil servants from the primary level in Henan province indicates the notable positive effect of the support from the relevant organizations on their sense of responsibility and behavior. However, the effect can be realized by taking their motives of public service as the intervening variable. Therefore, in the new era, to encourage grass-root civil servants to take responsibility, the circumstance featuring being brave at taking responsibility should be built among departments; it should also emphasize the exploration and cultivation of the motives of the public service among civil servants and constantly strength and shape their responsible actions with providing high quality public service as the core.

Abstract: The recent years has witnessed the rapid development of online financial management, and the accompanying criminal risks cannot be ignored. Therefore, it is a necessary choice to impose criminal regulations on it. To regulate it refinly, one of the most feasible ways is to analyze the transaction characteristics and structure of online financial management, and then to explore the "risk points" of its criminal risks. By analyzing the aspects of transaction characteristics and transaction conten of the online financial management products in the current Chinese financial market, they are mainly classified into four types: "debt-type", "fund-type", "trust-type" and "insurance-type". From the establishment of related companies to their operations, the above four types respectively are confronted with "unauthorized establishment" risks, "operations" risks, and "derivative" risks. The first two kinds of risks are closely related to online financial transactions. Although the relevant criminal laws and regulations are implemented through similar crimes, although the logic behind each type of online financial management differs due to the difference in the transaction structure, the "derivative" risk is not directly related to the transaction itself, it involves the important content such as the protection of citizen information, so it should not be underestimated.

Abstract: There is an inverted "U" relationship between fiscal expenditure decentralization and economic growth rate, and between tax rate and economic growth rate. The relationship between fiscal decentralization and economic growth rate changes in 2012 as a watershed, before which the fiscal decentralization helped improve the economic growth rate, while after which the fiscal decentralization shows a negative effect on the economic growth rate. The relationship between tax rate and economic growth rate can be divided into four kinds of effects from the geographical dimension. As for the negative effect of fiscal decentralization on economic growth, the government should guard against excessive decentralization. In addition, the research also shows that China's tax rate is still at a high level, and enterprises still need to reduce tax burden. As the impact of tax rate on economic growth varies from province to province, local governments should adhere to local conditions and urban governance, and promote high-quality economic development through scientific tax planning.

Abstract: With the rapid development of the community construction, the conception of the community development has been updated, and the three-dimensional connotation system with goal, subject, object and the method as a unity has been gradually formed. However, due to the interference of moving resettlement, the development of the reservoir migrant community is faced with many special structural risks compared with ordinary rural community. The risks are characterized by the passive loss of developmental resources, the poor link of developmental demands, the obscure relationship between developmental subjects, the poor integration of developmental drivers, and the insufficient sharing of developmental benefits, which lead to the failure of building a long term developmental mechanism for the most of communities. To solve the problem, we should adhere to the developmental strategy of the interaction between inside and outside. On the one hand, the developmental demands for the community should be precisely integrated from the inside to the outside. Based on that,we should guild the input and allocation of the outside resources. On the other hand, we should also reverse the community's one-way dependence on local government from the outside to the inside, explore and exert the subjective advantages in the internal network of the community, strengthen the interactions between the inner network and the outer networks, so that the resource advantages from the outside can be transformed as internally developmental drivers to effectively respond to the structural risks facing the community.

——Taking Walton’s Theory of Art Categories and Its Impact on Contemporary Theory of Nature

Abstract: The main point of Walton's theory of art category is how to use the correct art category to properly perceive the aesthetic attributes of arts. Because of this, the category of art by Walton is actually that of aesthetics. The significance of its aesthetic theory lies in highlighting the function of the aesthetic category, namely, to guide the content and the direction of aesthetic perception, and initially answer "how to properly appreciate artwork" is an issue of artistic aesthetics. Therefore, Carlson quoted Walton's theoretical ideas when discussing "how to properly appreciate natural things". The theoretical difficulty Carlson encountered is that the existing natural aesthetic categories cannot lead an appropriate aesthetic appreciation of nature. In order to solve the difficulties in categories, Carlson went to natural sciences and tried to learn from the natural categories provided by natural sciences to solve the problem of the appropriateness of natural aesthetics. Although this solution has achieved certain theoretical results, its natural flaw is in the scientific category rather than the aesthetic category. The use of natural science in the appreciation of natural aesthetics must gurantee the legality of it. This is the underlying reason why Carlson's scientific cognitivism has been criticized a lot. Bard denied the feasibility of transplanting art theory to natural aesthetic appreciation, and eventually led to liberalism. Based on t he connection between Carlson and Walton's theories, Parsons proposed terms, such as "aesthetic connection" and "standard of beauty", to revise the position of scientific cognitivism. Eaton believes that the particularity of the category is the key factor for natural aesthetic appreciation, and advocates the cognitive model under the boundaries of the category. All these discussions have finally highlighted the aesthetic perception function of the category and promoted the progress of aesthetic theory from one side.

Abstract:TitusAndronicus, the first revenge tragedy attributed to Shakespeare, is considered to have multiple sources. Among the principal ones are Metamorphoses by the ancient Roman poet Ovid, Thysestes by the ancient Roman tragic writer Seneca and the best seller The Tragical History ofTitusAndronicus.From the sheer perspective of writing material, Shakespeare is not an original writer. However, he can be accounted as a unique giant who made adaptation with ingenuity, brought forth the new out of the old and surpassed his predecessors. In the extreme acme, Shakespeare not only created typical characters with sharp features and aesthetic value like Titus and Allen, but also successfully embedded the meaningful and profound political implications far beyond the common bloody revenge drama. In this tragedy he reflected his serious thinking on royal political problems, such as kingship inheritance and the king's virtue and competence, revealed his negative tendency on successive revenge, and suggested his deep call and strong longing for benevolence, forgiveness and peace.

Abstract: Existing studies generally present that the war indemnity benefits the victors but harms the defeated. But Since the Napoleonic wars, the indemnity mode of European wars has changed. Economic globalization and market financialization led the defeated countries can transfer indemnity to other countries through international financial means.The government administration and specialization made the direct economic benefits which the victors getting from indemnity became more and more invalid. Nation-state formation shifted the war indemnity from a royal dispute to a sense of national revenge.The indemnity of war in Europe from 1618 to 1918 underwent the transformations, that is to say, the purpose of demanding indemnity has been transformed from economic compensation to political sanctions, and the payment method from real money to financial loans. War indemnity cannot enrich the victorious countries while weaken the defeated countries, which is the result of the modernization of European society. To pursue free trade and peace the countries have given up asking for huge political indemnity which has become a historical trend.

Abstract: As the key measure of the Central Daily aiming to promote "magazine-type newspapers" after the victory of the Anti-Japanese War, the Newspaper Studies Supplement Bi-weekly tried to revitalize the "newspaper industry" through "newspaper studies", which could be regarded as the important symbol of newspapers academic consciousness in the early postwar period and a strong response to "Infantile journalism argument" and "failure of journalism education". Sticking to the position of "China", the journal studied the history of journalism at home and abroad, probed into journalism theory, reflected on journalism ethics, discussed journalism education, explained journalism technology and media practice, and showed the imaginations of journalists on newspaper studies, newspaper industries and democratic politics. The research orientation of "comprehensive journalism" in the biweekly of newspaper studies was speculative , merged newspaper history, newsman, newspaper industry and newspaper studies, highlighted the essence of "news" and its scientific system problems, which was helpful to create the future of Chinese newspaper industry, construct the system of Chinese newspaper studies, and provide thought resources for the establishment of "China-oriented journalism".
