打開(kāi)中國(guó)（山東）自由貿(mào)易試驗(yàn)區(qū)濟(jì)南片區(qū)幅員37.99平方公里的地圖，正如一只振翅高飛的鳳凰，承載著泉城這座千年古城在新時(shí)代的美好愿景和希望。

近年來(lái)，濟(jì)南片區(qū)緊緊圍繞“把自由貿(mào)易試驗(yàn)區(qū)建設(shè)成為新時(shí)代改革開(kāi)放的新高地”目標(biāo)要求，貫徹新發(fā)展理念，加快融入新發(fā)展格局，通過(guò)制度創(chuàng)新優(yōu)化營(yíng)商環(huán)境，集聚優(yōu)質(zhì)要素資源，吸引新興市場(chǎng)主體和外向型機(jī)構(gòu)入駐，全市對(duì)外開(kāi)放、制度創(chuàng)新引領(lǐng)作用初顯。

截至目前，《中國(guó)（山東）自由貿(mào)易試驗(yàn)區(qū)總體方案》涉及濟(jì)南的85項(xiàng)試點(diǎn)任務(wù)實(shí)施率已達(dá)92%，《中國(guó)（山東）自由貿(mào)易試驗(yàn)區(qū)濟(jì)南片區(qū)實(shí)施方案》162項(xiàng)創(chuàng)新任務(wù)實(shí)施率達(dá)93%。累計(jì)推出361項(xiàng)改革創(chuàng)新措施，形成60多個(gè)創(chuàng)新案例和成果，其中“鏈上自貿(mào)”保稅展銷(xiāo)模式已經(jīng)海關(guān)總署備案試點(diǎn)，“數(shù)字保險(xiǎn)箱”智慧政務(wù)、增值稅留抵退稅確認(rèn)制首創(chuàng)案例獲國(guó)家部委肯定，股債聯(lián)動(dòng)模式等15項(xiàng)創(chuàng)新成果已在全省復(fù)制推廣。

2月24日，中共濟(jì)南市委市政府召開(kāi)“貫徹落實(shí)強(qiáng)省會(huì)戰(zhàn)略系列新聞發(fā)布會(huì)”第四場(chǎng)發(fā)布會(huì)。圍繞“強(qiáng)省會(huì)”發(fā)展主題，中國(guó)（山東）自由貿(mào)易試驗(yàn)區(qū)濟(jì)南片區(qū)發(fā)布加快融入“強(qiáng)省會(huì)”戰(zhàn)略工作計(jì)劃，將緊抓強(qiáng)省會(huì)戰(zhàn)略重大機(jī)遇，聚力創(chuàng)新突破，把濟(jì)南片區(qū)打造成全省制度創(chuàng)新引領(lǐng)區(qū)、新興產(chǎn)業(yè)先導(dǎo)區(qū)、現(xiàn)代金融集聚區(qū)和對(duì)外開(kāi)放新高地。

鳳凰展翅，泉城揚(yáng)帆。立足“首創(chuàng)”改革，探索濟(jì)南特色，聚焦四大創(chuàng)新高地，全市之力、國(guó)際視野下的濟(jì)南片區(qū)，將建設(shè)成為全國(guó)自貿(mào)試驗(yàn)改革的富礦與“泉標(biāo)”，奮力譜寫(xiě)新時(shí)代現(xiàn)代化強(qiáng)省會(huì)建設(shè)新篇章。

Jinan Area of China （Shandong） Pilot Free Trade Zone has acted on the new development philosophy and accelerated the establishment of the new development paradigm to drive highquality development， with the focus on “building the pilot free trade zone into a new height of reform and opening up in the new era”. It has optimized the business environment through institutional innovation， gathered high-quality resources and attracted emerging market players and export-oriented institutions， and hence the city starts to play a leading role in opening up and institutional innovation. On February 24， Jinan Area put forward a work plan for accelerating integration into “strengthening the power of the provincial capital” strategy， which seizes the compelling strategic opportunities and pursues breakthrough innovation. Jinan Area will be built into a provincial leading area for institutional innovation， a leading area for emerging industries， a gathering area for modern finance and a new height for opening up to the world.
