9月27日,在四川省人民政府舉行的2021國慶招待會上,德國駐成都總領(lǐng)事魯悟剛接受本刊記者專訪。
德國連續(xù)多年是中國在歐盟最大的貿(mào)易伙伴,9月26日開始的德國大選及即將產(chǎn)生的德國新政府對華政策備受關(guān)注?!靶碌穆?lián)邦總理選出來后,肯定會嘗試盡快訪華,以便繼續(xù)推進(jìn)德中兩國間的長期互信與合作?!濒斘騽偙硎荆嘈艃蓢鴮⒗^續(xù)保持良好關(guān)系,并希望兩國在抗疫、疫苗互認(rèn)等方面開展更深入的合作。
中德高科技合作成效顯著
正在推進(jìn)“工業(yè)4.0”戰(zhàn)略的德國,十分重視智能制造等高科技領(lǐng)域的合作。魯悟剛表示,很多德國企業(yè)非常樂意與中國企業(yè)在自動駕駛、智能制造、人工智能等領(lǐng)域開展合作。
據(jù)了解,西門子成都工廠是全球最現(xiàn)代化的工廠之一。2019年,西門子在成都高新區(qū)建立了西門子智能制造成都創(chuàng)新中心,這是全球第一個融合創(chuàng)新與研發(fā)于一體的智能制造創(chuàng)新平臺、全球第一個匯聚離散與流程制造軟硬件技術(shù)的創(chuàng)新中心、全球第一個基于“云”的開放式物聯(lián)網(wǎng)操作系統(tǒng)海外研發(fā)中心、全球第一個集創(chuàng)新中心與數(shù)字化工廠于同一城市的示范基地。
魯悟剛告訴記者,在磁懸浮技術(shù)研究方面,德國和四川也有意密切合作,希望取得顯著進(jìn)展。總領(lǐng)事館曾就此同西南交通大學(xué)進(jìn)行交流,德國企業(yè)馬克斯·博格集團(tuán)與成都市新筑路橋機械股份有限公司正在聯(lián)合建設(shè)磁懸浮列車試驗線,該項目引進(jìn)德國先進(jìn)的中低速磁懸浮技術(shù),將服務(wù)于短距離交通運輸。
此外,作為汽車強國,德中兩國在汽車制造業(yè)方面也有諸多合作。如大眾、捷達(dá)、保時捷等德國汽車品牌的最新產(chǎn)品在四川均有銷售。
“希望人員往來盡快恢復(fù)常態(tài)”
對德國駐成都總領(lǐng)事館來說,推進(jìn)德中兩國經(jīng)貿(mào)關(guān)系向好發(fā)展是其重要職能之一?!傲己玫慕?jīng)貿(mào)關(guān)系符合兩國的共同利益。”魯悟剛表示,德國在華、在川企業(yè)一直十分支持中國的改革開放與發(fā)展,希望繼續(xù)為此作出相應(yīng)的貢獻(xiàn)。仍在持續(xù)的全球疫情導(dǎo)致國際人員往來、國際航班受限,對國際交流與合作產(chǎn)生了巨大的影響。魯悟剛希望疫情盡早結(jié)束,人員往來盡快恢復(fù)常態(tài),“經(jīng)濟(jì)和文化交流都依賴于人員往來,這也涉及旅游業(yè)的發(fā)展”。魯悟剛補充道,旅游業(yè)對德國和四川十分重要,許多德國人希望來川看大熊貓,中國人也希望去慕尼黑、柏林等德國著名城市旅游。
疫情還導(dǎo)致海運面臨諸多困境。魯悟剛表示,在這一背景下,中歐班列在保障國際供應(yīng)鏈方面發(fā)揮了重要作用。他舉例道,成都開通了至德國杜塞爾多夫、杜伊斯堡、紐倫堡等地的多條線路,對運輸往返德中兩國的商品發(fā)揮了重要作用。他建議,中歐班列可以從價格和速度方面發(fā)力,進(jìn)一步提升其在國際運輸方面的競爭力。

For many years, Germany has been China’s largest trading partner in the EU. Therefore, the German federal election starting from September 26, the upcoming new administration, and which China policy it will adopt are all under the spotlight in China. “When our new chancellor is elected, I think he or she will try to visit China as soon as possible to keep our long-term trust and cooperation going.” Consul General Wolfgang believes Germany and China will stay on good terms and hopes the two countries can deepen cooperation in fighting COVID-19, mutual recognition of vaccine certificates, and other fields.
China and Germany make remarkable achievements in high-tech cooperation
Germany on the way to implement the Industry 4.0 strategy assigns great importance to cooperation in high-tech fields such as smart manufacturing. According to Consul General Wolfgang, many German enterprises want to cooperate with China in autonomous driving, smart manufacturing, AI, and plenty more.
Take Siemens who operates one of the world’s most advanced factories in Chengdu. In 2019, Siemens established the Siemens Smart Manufacturing Innovation Center Chengdu (SMIC) in the Chengdu Hi-tech Industrial Development Zone. SMIC is the world’s first smart manufacturing innovation platform that integrates innovation and R&D and the world’s first innovation center that combines software and hardware technologies for discrete manufacturing and flow manufacturing. SMIC is also the world’s first overseas R&D center for cloud-based, open IoT operating system and the world’s first demonstration base that gathers an innovation center and a digital factory in the same city.
Consul General Wolfgang said Germany also hopes to work closely with Sichuan in the research of electromagnetic suspension technology and expects encouraging progress can be made. In this regard, the Consulate General of the Federal Republic of Germany in Chengdu ever had exchanges with the Southwest Jiaotong University before. German multinational construction company Max B?gl is now working together with Chengdu Xinzhu Road & Bridge Machinery Co., Ltd. on building a maglev test line. Based on the advanced technology of medium-low speed maglev introduced from Germany, the project will be used for short-haul transportation.
Moreover, as one of the world’s leading car producers, Germany also has practical cooperation with China in car manufacturing. The latest products of German brands such as Volkswagen, Jeddah and Porsche are all sold in Sichuan.
“Hope personnel exchanges can return to normal soon”
For the Consulate General of the Federal Republic of Germany in Chengdu, keeping Germany-China economic and trade relationship on good track is one of the key functions. “Maintaining a good economic and trade relationship is in line with the interests of both countries.” According to Consul General Wolfgang, German enterprises in Sichuan and the rest of China very much support China’s reform and opening-up policy and China’s development and are willing to make further contributions. But as COVID-19 is still ongoing around the world, international personnel exchanges and international flights have been disrupted, which has had a profound impact on international exchanges and cooperation. Therefore, he hopes the virus can be brought under control as soon as possible so that personnel exchanges can return to normal soon. “Both economic and cultural exchanges depend on personnel exchanges. Besides, the development of tourism will also be affected.” For either Germany or Sichuan, tourism matters a lot. Many German people are eager to visit Sichuan to see giant pandas and in China, Munich, Berlin and other German cities are popular tourist destinations among Chinese people, added Consul General Wolfgang.
The ongoing pandemic has also put shipping under great strain. Against the backdrop, China-Europe Railway Express has played a great role in securing international supply chains, said Consul General Wolfgang. For example, the routes from Chengdu to Düsseldorf, Duisburg, Nuremberg and other German cities have contributed a lot to the transportation of goods between China and Germany. He also suggested that China-Europe Railway Express focus on price and speed to further enhance its competitiveness in international transportation.
