擁抱變革、分享機(jī)遇、共促發(fā)展……9月7日,2021年中國國際服務(wù)貿(mào)易交易會(huì)(以下簡稱“服貿(mào)會(huì)”)圓滿閉幕。本屆服貿(mào)會(huì)規(guī)模擴(kuò)大,國際化水平提升,總體成果數(shù)量、交易金額均超過上屆。中國推動(dòng)高水平開放的決心堅(jiān)定,助力世界經(jīng)濟(jì)復(fù)蘇的誠意滿滿?!胺Q(mào)之約”譜寫中國與世界共贏的新篇章。
行走于服貿(mào)會(huì)會(huì)場,代表新技術(shù)、新業(yè)態(tài)、新模式的互動(dòng)場景,座無虛席、討論熱烈的論壇,活動(dòng)密集、人頭攢動(dòng)的成果發(fā)布廳,“機(jī)遇”可謂無所不在。
機(jī)遇源于服務(wù)貿(mào)易發(fā)展的巨大潛力。近10年來,全球服務(wù)貿(mào)易平均增速為貨物貿(mào)易增速的兩倍,在國際貿(mào)易中的占比和地位穩(wěn)步提升。服務(wù)貿(mào)易對內(nèi)加速產(chǎn)業(yè)要素整合優(yōu)化,成為經(jīng)濟(jì)的重要增長極;對外促進(jìn)國際分工合作,成為國際貿(mào)易的重要組成部分和國際經(jīng)貿(mào)合作的重要領(lǐng)域。
中國連續(xù)7年保持服務(wù)貿(mào)易世界第二大國地位,與世界近240個(gè)國家和地區(qū)有服務(wù)貿(mào)易往來,服務(wù)貿(mào)易進(jìn)出口額占全球總額的比例持續(xù)提升?!爸袊?wù)”已成為“全球服務(wù)”的巨大引擎。
機(jī)遇源于數(shù)字賦能激發(fā)的創(chuàng)新動(dòng)能。隨著數(shù)字要素加速融入,服務(wù)的可貿(mào)易性大幅提升。疫情下,傳統(tǒng)服務(wù)貿(mào)易受到較大沖擊,數(shù)字貿(mào)易發(fā)展勢頭強(qiáng)勁,占全球服務(wù)貿(mào)易比重進(jìn)一步上升,展現(xiàn)出強(qiáng)大韌性。
作為全球貿(mào)易大國,中國數(shù)字經(jīng)濟(jì)產(chǎn)業(yè)蓬勃發(fā)展?!笆濉睍r(shí)期,中國數(shù)字貿(mào)易增長47.4%,占服務(wù)貿(mào)易的比重從30.6%增至44.5%。預(yù)計(jì)到2025年,中國可數(shù)字化的服務(wù)貿(mào)易進(jìn)出口總額將超過4000億美元,占服務(wù)貿(mào)易總額比重將達(dá)到50%。
機(jī)遇源于中國合作共贏的開放姿態(tài)。當(dāng)前全球疫情起伏不定,世界經(jīng)濟(jì)復(fù)蘇面臨挑戰(zhàn),服務(wù)業(yè)開放合作成為推動(dòng)復(fù)蘇的重要力量。中國順應(yīng)服務(wù)貿(mào)易全球化趨勢,著力推進(jìn)服務(wù)貿(mào)易領(lǐng)域開放,不斷優(yōu)化合作環(huán)境。從在全國推進(jìn)實(shí)施跨境服務(wù)貿(mào)易負(fù)面清單到探索建設(shè)國家服務(wù)貿(mào)易創(chuàng)新發(fā)展示范區(qū),本屆服貿(mào)會(huì)再次釋放出高水平開放信號(hào)。
共享服務(wù)貿(mào)易發(fā)展機(jī)遇,共促世界經(jīng)濟(jì)復(fù)蘇和增長。服貿(mào)會(huì)讓世界看到更加開放的中國市場,感受到做大“服貿(mào)蛋糕”的中國擔(dān)當(dāng)和提振世界經(jīng)濟(jì)的中國力量。面向未來,中國與世界有“服”同享的精彩將持續(xù)展現(xiàn)。
The 2021 China International Fair for Trade in Services (CIFTIS) concluded on September 7. It advocates the concept of embracing changes, sharing opportunities and jointly advancing world development. Compared with the last session, the CIFTIS this year features a bigger scale, a higher international level and a larger amount of achievements and transactions. China has been firmly promoting high-level opening-up and genuinely facilitating the world economic recovery. The CIFTIS has created a new chapter of win-win situation between China and the world.
In the last decade, the average growth rate of global trade in services was twice that of trade in goods, and the proportion and position of the former in international trade were steadily raised. China has remained the second largest country in the world in service trade for seven consecutive years. It develops trade in services with nearly 240 countries and regions and its proportion of import and export of service trade in the world’s total volume continues to increase. “Chinese services” have become a driver of “global services”.
As the global COVID-19 pandemic has not been fully controlled and the world economic recovery is hindered, open cooperation in the service industry has become a crucial force to advance economic recovery. Following the trend of service trade globalization, China is endeavoring to promote the opening of the service trade sector and continuously optimizing the cooperation environment. This session of the CIFTIS will show the trend of high-quality opening-up again by implementing the negative list for cross-border trade in services nationwide and trying to build a national service trade innovation and development demonstration zone.
